Hammel, Green and Abrahamson Inc. (HGA) is pleased to submit this fee proposal for Maintenance & Operations Yard
for the City of La Quinta, as described in RFP No. 2018-05.
HGAs understanding of the project scope and scope of services is described below, and in our response to the
subject RFP.

P. UNDERSTANDING YOUR VISION
01 We have thoroughly reviewed the RFP and appreciate the City's vision for a new, modern Maintenance and Operations
Yard that fosters a functional and efficient work environment for your staff. We recognize the importance of creating
r., a space that accommodates not only current operational needs but also allows for future growth and evolving
service demands.
A COLLABORATIVE AND METICULOUS APPROACH

PHASE I: LAYING THE FOUNDATION FOR SUCCESS

Our approach in Phase I will focus on meticulous data gathering and collaborative planning to establish a strong
foundation for the project. This phase will include:
r
• Comprehensive Site Analysis: We will conduct a thorough site investigation, including potholing utilities and
r preparing a detailed base map that depicts all above -ground and below -ground features. We will also evaluate
the feasibility of re-establishing or remediating the existing Compressed Natural Gas (CNG) area.
r^ o Site Considerations: During the Design Development phase, we will collaborate with you to identify any
r additional site investigations that may be necessary to inform the design further. This may include, but is not
limited to:
r, ♦ Geotechnical Report: The RFP mentions the requirement for a geotechnical report to assess the soil
conditions for structural footings and potential infiltration testing for the proposed drainage and facilities.
r As per the RFP, we recommend that you engage a qualified geotechnical engineer directly to conduct this
investigation and provide a report. We can collaborate with the chosen geotechnical engineer to ensure
the report findings are appropriately integrated into the design process.
r • Needs Analysis Update: Leveraging the City's existing space/needs analysis as a starting point, we will conduct
in-depth workshops and discussions with City staff to identify their current and future space requirements. This
r` collaborative process will inform the development of a comprehensive and updated space/needs analysis
r document that reflects the evolving operational needs of your department.
• Master Plan Development: Considering the updated needs analysis and the feasibility of on -street parking, we will
create a Master Plan that outlines a functional, efficient layout for the entire Maintenance and Operations Yard
property. This Master Plan will encompass the location of new buildings, strategically placed facility amenities to
r optimize workflow, and a meticulously designed plan for an ADA-compliant path of travel throughout the yard,
r, ensuring accessibility for all staff members.
Throughout Phase I, we will maintain open communication and collaboration. We will schedule regular meetings with
the City's project development team to ensure clear understanding, gather valuable input, and address any questions
or concerns promptly. We will present our findings and recommendations at a Planning Commission Meeting, a City
Council Study Session, and a City Council Meeting, as outlined in the RFP

PHASE II: TRANSFORMING THE VISION INTO REALITY
Following the City's selection of a preferred Master Plan option, Phase II will focus on developing a clear roadmap for
design and construction:
• Preliminary Design Documents: This phase focuses on translating your vision into a clear and cohesive design plan.
Here's a breakdown of the key steps involved:
o Concept Design: We will begin with a burst of creativity through brainstorming sessions to explore a wide `
range of design possibilities for the new Maintenance Office and Crew Quarters. This initial phase allows us
to generate fresh ideas and explore various design approaches. We will present these initial concepts to you,
utilizing tools like sketches, mood boards, and basic space layouts (bubble diagrams). Through collaborative
discussions, we will refine these concepts and select the direction that best aligns with your needs and vision.

o Schematic Design (SD): Based on the chosen concept from Concept Design, we will move into a more detailed `
planning stage. We will develop Schematic Design (SD) drawings that illustrate the overall massing (size and r�
shape) of the buildings, the layout of spaces for the Maintenance Office and Crew Quarters, and the general `
relationship between different areas. We will consider key factors such as:
♦ Site orientation: Optimizing the placement of the buildings to take advantage of natural light ,w
and ventilation.
♦ Traffic flow: Designing an efficient circulation pattern for vehicles, pedestrians, and equipment within C
the site.
♦ Zoning regulations: Ensuring the design adheres to all applicable City regulations and codes.
♦ ADA accessibility: Implementing features that ensure the buildings are accessible to everyone.
♦ Integration with existing facilities: Designing the new structures to seamlessly integrate with the existing
exterior storage facilities.
You will receive initial presentation documents during this phase to help visualize the design intent and
provide a better understanding of the overall project scale and functionality.

o Design Development (DD): Taking your feedback from the Schematic Design phase, we will refine the chosen
concept further. This stage focuses on solidifying the design direction for the Maintenance Office and Crew C
Quarters. This involves:
♦ Finalizing the space layout: Optimizing the use of space within the buildings to meet your specific needs
and workflow requirements.
♦ Specifying materials and finishes: Selecting materials that are not only aesthetically pleasing but also
durable and appropriate for the intended use of each space.
♦ Determining window and door locations: Strategically placing windows and doors to optimize natural C
light, ventilation, and views while also considering security needs.
♦ Exploring structural details: Collaborating with structural engineers to explore different structural systems
to ensure the buildings can be built feasibly and meet all safety requirements.
We will develop more comprehensive drawings during this phase to provide a clearer understanding of the r-
design. This will allow you to see the project come to life in greater detail and make informed decisions before
moving forward with Construction Documents. C
• Cost Estimates: We understand the importance of financial transparency. We will prepare detailed cost estimates
with clear and concise backup documents for bid item quantities and associated unit costs. This will provide the
City with a realistic understanding of project expenses.

PHASE III: DELIVERING A COMPREHENSIVE DESIGN PACKAGE
Phase III will involve the refinement of plans and documentation for construction, ensuring a smooth transition to the
building phase:
• Final Design Documents: We will finalize all plans, including the parking lot and site improvement plan, utility plan,
electrical plan, landscaping and irrigation plan, drainage plan, signing and striping plan, architectural design
plans for all buildings, and construction notes. All plans will be meticulously reviewed and finalized to ensure clarity
and completeness.
• Project Specifications and Bid Documents: We will develop comprehensive project specifications and bid
documents, encompassing a detailed project description, a preparation of a bid schedule that outlines project
components and associated costs, Special provisions that address specific project requirements, and a general
^ conditions document that outlines contractual obligations and expectations for all parties involved.
0 Construction Phase Support: HGA will provide ongoing support during the construction phase to ensure the
^ project adheres to the design guidelines and specifications. This includes attending pre -construction meetings,
responding to contractor inquiries, reviewing shop drawings and submittals, conducting site visits to address any
^ unforeseen challenges, and providing change order justification and cost estimates.
SCHEDULE
The RFP did not specify a project schedule. However, leveraging our experience with similar projects, we have
^ developed a preliminary project schedule that outlines the key milestones for each phase. We are confident in our
ability to meet this proposed schedule and are committed to working collaboratively with the City to refine it as
^ needed to ensure alignment with all stakeholders' expectations.
