EXECUTIVE SUMMARY
• Andalusia Country Club (Club) is supplied with electricity by the Imperial Irrigation
District (IID) substation on Avenue 58. Due to ongoing construction in the area, the
substation is nearing full capacity and cannot support additional power demands
for new construction projects until the electrical infrastructure is upgraded.
• The Club proposes constructing a temporary power facility consisting of two (2)
natural gas -powered generators with one (1) backup as alternate sources of
electrical power. The proposed facility is designed to supply power to new homes
only within the Club.
• The table of permitted uses in the La Quinta Municipal Code, Section 9.40.030
requires issuance of a Minor Use Permit (MUP) for a utility facility, and a Site
Development Permit (SDP) is required for the construction of the facility.
BACKGROUND/ANALYSIS
Andalusia Country Club spans approximately 525 acres and includes a private golf club
with over 500 homes upon completion. To support ongoing development, the club
proposes using 5,280 square feet (sf) of space for the installation of temporary power
equipment. This will include two natural gas -fueled generators and one backup generator
for redundancy, in case one of the primary units fails. The facility will supply power to
newly constructed homes, ensuring uninterrupted construction as the existing IID power
substation is near capacity and unable to provide additional power to the new homes
being constructed in the Club.
The power facility area is dominated by large generators, each encased in a sleek, grey
metal exterior. These generators, integral to the facility's architecture, stand as imposing
structures within the space, their metallic finish lending a modern and industrial aesthetic
to the area. The generators will be constructed off -site and assembled at the project
location. To ensure the temporary power facility aligns with the community's character,
care has been taken to minimize its visual impact. The selected site is situated at a lower
elevation than the surrounding area, with a berm immediately to the east that provides
visual screening from within the Club. Additionally, the facility is positioned below the
height of the perimeter wall along Madison Street, minimizing visibility from outside of the
Club.
AGENCY AND PUBLIC REVIEW
This request was sent to all applicable City departments. All written comments received
are on file and available for review with the Design and Development Department. All
applicable comments have been adequately addressed and/or incorporated in the
recommended Conditions of Approval.
ENVIRONMENTAL REVIEW
The Design and Development Department has determined that the project qualifies for a
Categorical Class 3 Exemption in the CEQA Guidelines Section 15303, New Construction
or Conversion of Small Structures. This Class 3 exemption applies to the construction
and location of limited numbers of new small utility facilities or structures not exceeding
10,000 sf in floor area. The project site, as outlined in the Preliminary Grading Plan,
consists of 3 small structures on a total area of 5,280 sf which is below the maximum
allowable under the exemption.

Consistency with Zoning Code
The proposed use is consistent with the Low -Density Residential Zoning designation of
this area in that the temporary power facility will provide power electrical service to newly
constructed homes within Andalusia Country Club and is a permitted use in a residential
district with the issuance of a Minor Use Permit per Section 9.40.030 of the La Quinta
Municipal Code (LQMC).
2. Compliance with CEQA
The proposal is compliant with the requirements of the California Environmental Quality Act
(CEQA) and would be exempt from CEQA pursuant to Section 15303 New Construction or
Conversion of Small Structures. The use of a temporary power facility is a minor temporary
use of the land having negligible or no permanent effects on the environment.
3. Surrounding Uses
Approval of the application will not create conditions materially detrimental to public health,
safety, and general welfare or injurious to or incompatible with other properties or land uses in
the vicinity.

Consistency with General Plan
The temporary power facility within the Andalusia Development aligns with the goals, policies,
and programs of the General Plan by ensuring that public services are provided to residents.
The proposed temporary power facility consists of two (2) natural gas fueled generators with
one (1) spare for redundancy and is designed to provide dependable power to the newly
constructed single-family residences until necessary improvements are made to the current
electrical infrastructure.
2. Consistency with Zoning
The proposed use is consistent with the Low -Density Residential Zoning designation of this
area in that the temporary power facility will provide power to the newly constructed homes

within Andalusia Country Club and is a permitted use in a residential district with the issuance

Use Permit 2024-0006 was approved for this project on July 16, 2025.

4. Architectural Design
The proposed project, as conditioned, is consistent with the Andalusia at Coral Mountain
Specific Plan SP 03-067 Amendment 5. The temporary power facility will not detract from the
community theme. Generators will be constructed off -site and assembled at the project
location. The design of the temporary power facility reflects that of a small utility power station.
5. Site Design
To enhance functionality and minimize visual impact, the proposed site for the temporary
power facility has been strategically selected for its lower elevation relative to the surrounding
area. Additionally, a natural berm located immediately east of the facility will provide effective
screening for both residents of the Andalusia Country Club and the public traveling along
Madison Street and Avenue 50.
6. Landscape Design
The location of the proposed project has not yet been landscaped and is the current location
of two (2) dilapidated storage sheds which originated from the previous property owner and
are to be removed. The site will ultimately be landscaped prior to the completion of the
development.
CONDITIONS OF APPROVAL
GENERAL
The applicant/property owner agrees to defend, indemnify, and hold harmless the_City of La
Quinta (the "City"), its agents, officers and employees from any claim, or -litigation arising out
of the City's approval of this project. This indemnification shall include any award toward
attorney's fees. The City of La Quinta shall have the -right to select its defense counsel in its
sole discretion. The City of La Quinta shall_promptly notify the applicant of any claim, action,

or proceeding and shall cooperate fully in the defense. The following approvals shall comply
with all applicable conditions and/or mitigation measures for the following related approvals:

In the event of any conflict(s) between approval conditions and/or provisions of these
approvals, the Design and Development Director shall adjudicate the conflict by determining
the precedence.
Prior to the issuance of any grading, construction, or building permit by the City, the applicant
shall obtain any necessary clearances and/or permits from the following agencies, if required:
• Riverside County Fire Marshal
• La Quinta Public Works Department (Grading Permit, Green Sheet (Public Works
Clearance) for Building Permits, Water Quality Management Plan (WQMP)
Exemption Form — Whitewater River Region, Improvement Permit)
• Design & Development Department — Planning and Building Divisions
• Riverside Co. Environmental Health Department
• Coachella Unified School District (DSUSD)
• Coachella Valley Water District (CVWD)
• Imperial Irrigation District (IID)
• California Regional Water Quality Control Board (CRWQCB)
• State Water Resources Control Board
• SunLine Transit Agency (SunLine)
• South Coast Air Quality Management District Coachella Valley (SCAQMD)
The applicant is responsible for all requirements of the permits and/or clearances from the
above -mentioned agencies. When these requirements include approval of improvement plans,
the applicant shall furnish proof of such approvals when submitting those improvement plans
for City approval.
2. The applicant shall comply with applicable provisions of the City's NPDES stormwater
discharge permit, LQMC Sections 8.70.010 et seq. (Stormwater Management and Discharge
Controls), and 13.24.170 (Clean Air/Clean Water); Riverside County Ordinance No. 457; the
California Regional Water Quality Control Board — Colorado River Basin Region Board Order
No. R7-2013-0011 and the State Water Resources Control Board's Order No. 2012-0006-
DWQ.
The inclusion in the Master HOA Conditions, Covenants, and Restrictions (CC&Rs), a
requirement for the perpetual maintenance and operation of all post -construction BMPs as
required.

3. The applicant shall comply with all provisions of La Quinta Municipal Code Section 9.100.210
"Noise Control".
4. Developer shall reimburse the City, within thirty (30) days of presentment of the invoice, all
costs and actual attorney fees incurred by the City Attorney to review, negotiate and/or modify
any documents or instruments required by these conditions, if Developer requests that the
City modify or revise any documents or instruments prepared initially by the City to affect
these conditions. This obligation shall be paid in the time noted above without deduction or
offset and Developer's failure to make such payment shall be a material breach of the
Conditions of Approval.
5. The developer shall reimburse the City, within thirty (30) days of presentment of the invoice,
all costs and actual consultants' fees incurred by the City for engineering and/or surveying
consultants to review and/or modify any documents or instruments required by this project.
This obligation shall be paid in the time noted above without deduction or offset and
Developer's failure to make such payment shall be a material breach of the Conditions of
Approval.
PROPERTY RIGHTS
6. Prior to issuance of any permit(s), the applicant shall acquire or confer easements and other
property rights necessary for the construction or proper functioning of the proposed
development. Conferred rights shall include irrevocable offers to dedicate or grant access
easements to the City for emergency services and for maintenance, construction and
reconstruction of essential improvements.
7. Pursuant to the aforementioned condition, conferred rights shall include approvals from the
master developer or the HOA over easements and other property rights necessary for
construction and proper functioning of the proposed development not limited to access rights
over proposed and/or existing private streets that access public streets and open
space/drainage facilities of the master development.
PRECISE GRADING
8. If a grading permit is required, the applicant shall comply with the provisions of LQMC Section
13.24.050 (Grading Improvements).
9. If a grading permit is required, prior to occupancy of the project site for any construction, or
other purposes, the applicant shall submit a grading plan for review and approval by the
Public Works Department and obtain a grading permit. Improvement plans shall be prepared
by a civil engineer licensed in the State of California

10. The applicant shall uphold all open graded, undeveloped land in order to prevent wind and/or
water erosion of such land. All open graded, undeveloped land shall either be planted with
interim landscaping, or stabilized with such other erosion control measures, as were approved
in the Fugitive Dust Control Plan.
DRAINAGE
11. Stormwater handling shall conform to the approved hydrology and drainage report of
Andalusia, the underlying development. Nuisance water shall be retained onsite and disposed
of via an underground percolation improvement approved by the City Engineer.
12. The design of the development shall not cause any increase in flood boundaries and levels in
any area outside the development.
13. Storm drainage historically received from adjoining property shall be received and retained or
passed through into the historic downstream drainage relief route.
UTILITIES
14. The applicant shall comply with the provisions of LQMC Section 13.24.110 (Utilities).
15. Underground utilities shall be installed prior to the overlying hardscape. For installation of
utilities in existing improved streets, the applicant shall comply with trench restoration
requirements maintained or required by the City Engineer. The applicant shall provide certified
reports of all utility trench compaction for approval by the City Engineer.
BUILDING DEPARTMENT
16. Permitting must be obtained through the Building Division, and plans shall be prepared to the
applicable code at the time of submittal for building permit. As of January 1, 2023, these are
the 2022 California Building Codes but starting January 1, 2026, this will be the 2025
California Building Codes. Plans should include, but not be limited to, electrical site plans with
any additional transformers or other equipment, detailed electrical drawings including single -
line drawings showing all proposed conductors, conduits and equipment, and structural
designs for the support and anchorage of the containers.
• As part of the Building Permit application submittal, provide clarification on the
compliance path for these generator containers. For example, are the generator
containers listed as a single piece of equipment, or are they constructed as
"Commercial Modular" buildings, as defined and regulated by the Department of
Housing and Community Development. Furthermore, if these are site -built
structures they are subject to CCR Title 24.

• In the event the temporary power facility becomes part of the Imperial Irrigation
District (IID) infrastructure, the applicant shall coordinate with Imperial Irrigation
District (IID) to review the proposed designs, as the infrastructure installed for this
temporary power facility is intended to be incorporated into IID’s permanent
infrastructure. IID must evaluate whether the proposed infrastructure meets their
standards and can be accepted for long-term use. The applicant shall provide
written approval from IID confirming acceptance of the infrastructure design and its
future integration into their system.
• Prior to the issuance of a building permit, please provide South Coast Air Quality
Management District approval for the facility.
FIRE DEPARTMENT
17. An approved fire apparatus access road shall be provided to within 150 feet of the facility,
unless otherwise approved by the Fire Department. An approved access walkway from the
road or driveway to the facility shall be provided. Any gates installed across the driveway or
walkway should be provided with approved Knox emergency access equipment.
MAINTENANCE
18. The applicant shall comply with the provisions of LQMC Section 13.24.160 (Maintenance).
19. The applicant shall make provisions for the continuous and perpetual maintenance of all
private on-site improvements, access drives, and stormwater BMPs if applicable.
FEES AND DEPOSITS
20. The applicant shall comply with the provisions of LQMC Section 13.24.180 (Fees and
Deposits). These fees include all deposits and fees required by the City for plan checking and
construction inspection. Deposits and fee amounts shall be those in effect when the applicant
makes application for plan check and permits.
21. Permits issued under this approval shall be subject to the provisions of the Development
Impact Fee and Transportation Uniform Mitigation Fee programs in effect at the time of
issuance of building permit(s).

WORK UPON HIGHWAYS IN ORDER TO ELIMINATE ANY HAZARDS.
12. CONSTRUCTION PROJECTS DISTURBING MORE THAN 1-ACRE MUST OBTAIN A NATIONAL POLLUTANT
DISCHARGE ELIMINATION SYSTEM (NPDES) PERMIT. OWNERS/DEVELOPERS ARE REQUIRED TO: A) FILE A
NOTICE OF INTENT (NOI) WITH THE STATE WATER RESOURCES CONTROL BOARD (SWRCB); B) PREPARE A
STORM WATER POLLUTION PREVENTION PLAN (SWPPP); AND C) HAVE A MONITORING PLAN FOR THE SITE.
THE NPDES IS A NATIONAL PROGRAM TO CONTROL NON -POINT SOURCE POLLUTANTS CARRIED BY STORM
WATER. THE PROGRAM IS IMPLEMENTED AND ENFORCED BY THE SWRCB.
GRADING NOTES:
1. GRADING SHALL BE IN ACCORDANCE WITH THE ENGINEERED GRADING REQUIREMENTS OF THE UNIFORM
BUILDING CODE, LATEST EDITION, AND SOILS REPORT, NO. 544-18139, DATED: SEPTEMBER 5, 2018, AND

2. THE SOILS ENGINEER AND THE ENGINEERING GEOLOGIST SHALL EXERCISE SUFFICIENT SUPERVISORY CONTROL
DURING GRADING TO INSURE COMPLIANCE WITH THE PLANS, SPECIFICATIONS, AND CODE WITHIN THEIR
PURVIEW.
3. THE DESIGN CIVIL ENGINEER SHALL EXERCISE SUFFICIENT CONTROL DURING GRADING AND CONSTRUCTION TO
ENSURE COMPLIANCE WITH THE PLANS, SPECIFICATIONS, AND CODE WITHIN HIS PURVIEW.
4. DURING ROUGH GRADING OPERATIONS AND PRIOR TO CONSTRUCTION OF PERMANENT DRAINAGE STRUCTURES,
TEMPORARY DRAINAGE CONTROL SHALL BE PROVIDED TO PREVENT PONDING WATER AND DAMAGE TO
ADJACENT PROPERTY.
5. AFTER CLEARING, EXISTING GROUND SHALL BE SCARIFIED TO A MINIMUM OF 6" ON THE ENTIRE SITE OR AS
RECOMMENDED BY THE SOILS REPORT.
6. THE MAXIMUM CUT AND FILL SLOPES SHALL BE 2:1.
7. PADS SHALL BE COMPACTED TO A MINIMUM OF 90% RELATIVE DENSITY PER A.S.T.M. SPECIFICATIONS AND
THE ABOVE MENTIONED SOILS REPORT.
8. MINIMUM BUILDING PAD DRAINAGE SHALL BE 2%. DRAINAGE SHALL BE A MINIMUM OF 0.3' DEEP AND BE
CONSTRUCTED A MINIMUM OF 2' FROM THE TOP OF CUT OR FILL SLOPES. THE MINIMUM SLOPE OF SWALES
SHALL BE 0.50%.
9. ALL FILLS SHALL BE COMPACTED TO A MINIMUM OF NINETY (90) PERCENT OF MAXIMUM DENSITY AS
DETERMINED BY THE UNIFORM BUILDING CODE SECTION 7010 OR EQUIVALENT AS APPROVED BY THE CITY
ENGINEER. FIELD DENSITY SHALL BE DETERMINED IN ACCORDANCE WITH THE UNIFORM BUILDING CODE
SECTION 7002, OR EQUIVALENT, AS DETERMINED BY THE CITY ENGINEER.
10. ALL STREET SECTIONS ARE TENTATIVE. THE MINIMUM SECTION IS 3" A.C. OVER 4.5"
CRUSHED A.B. ADDITIONAL SOIL TEST(S) SHALL BE REQUIRED AFTER ROUGH
GRADING TO DETERMINE EXACT SECTION REQUIREMENTS. THE CITY ENGINEER
SHALL APPROVE THE FINAL STREET SECTION.
11. THE CITY ENGINEER WILL REVIEW FOR APPROVAL THE FINAL STREET SECTIONS AFTER SUBMITTAL OF "R"
VALUE TESTS FOR ROADWAY SUBBASE.
12. LOCATIONS OF FIELD DENSITY TESTS SHALL BE DETERMINED BY THE SOILS ENGINEER OR APPROVED TEST
AGENCY AND SHALL BE SUFFICIENT IN BOTH HORIZONTAL AND VERTICAL PLACEMENT TO PROVIDE
REPRESENTATIVE TESTING OF ALL FILL PLACED. TESTING IN AREAS OF A CRITICAL NATURE OF SPECIAL

13. THE FINAL COMPACTION REPORT AND APPROVAL FROM THE SOILS ENGINEER SHALL CONTAIN THE TYPE OF
