EXECUTIVE SUMMARY • On June 10, 2003, the La Quinta City Council approved Tentative Tract Map 31202 for subdivision of approximately 79 acres into 201 residential lots. This development has been named Rancho Santana (Attachment 1). • Conditions of Approval require contributions toward traffic signal improvements at the project's Monroe Street entrance and at the Avenue 52 and Monroe Street intersection. • The project has been constructed, and the applicant is requesting revisions to the conditions of approval, removing the requirement for the performance bond covering the traffic signal improvements and amending the approval to require an in -lieu contribution of $142,000 towards the City's share of the future cost of the traffic signal. BACKGROUND/ANALYSIS Final Tract Map 31202-1 was recorded on August 12, 2005 (Attachment 2), and the developer provided performance bonds to ensure construction of subdivision improvements that were required as Conditions of Approval of the Tract Map 31202, including traffic signals at the Monroe Street entrance to the development and at the Avenue 52 and Monroe Street intersection. The project, Rancho Santana, has been constructed, with the last of the homes completed in 2023. The development sits adjacent to the City of Indio, to the north, and Vista Santa Rosa, an unincorporated community of Riverside County, to the east. Anticipated development of these areas will necessitate future street improvements and coordination between the three agencies for the Avenue 52 and Monroe Street intersection. Instead of requiring the developer of Rancho Santana to continue to provide performance bonds for the City's share of these improvements, it is recommended that the Conditions of Approval be amended to allow a contribution of $142,000 as an in -lieu payment to the City for future traffic signal improvements. The City will use these funds when the three agencies coordinate the future construction of the Avenue 52 and Monroe Street traffic signal. Additionally, the Conditions of Approval are proposed to be amended to eliminate the requirement for a traffic signal at the Monroe Street entrance to the development (Attachment 3). NVIRONMENTAL REVIEW A Mitigated Negative Declaration (MND) was adopted by the City of La Quinta City Council on June 10, 2003, under Environmental Assessment 2003-472 for Tract Map 31202. The Design and Development Department has determined that the proposed project is consistent with the adopted MND, as no changes to the map itself are proposed. Widen the south side of the street along the Tentative Tract boundary to its ultimate half street width specified in the General Plan and requirements of these conditions listed below. Rehabilitate and/or reconstruct existing roadway pavement as necessary to augment and convert it from a rural county-road design standard to La Quinta's urban arterial design standard. Street widening improvements shall include all appurtenant components such as, but not limited to, curb, gutter, traffic control striping, legends, and signs, except for streetlights. Construct a 66-foot roadway intersection improvement (4-foot median nose, travel width to include two 10-foot left turn lanes, two 12-foot eastbound through lanes, 8-foot bike lane, and 10-foot deceleration/ right turn only lane, excluding curbs). Construct a half- width of an 18-foot-wide raised landscaped median along the entire boundary of the Tentative Tract Map, plus variable width as needed to accommodate a dual left turn pocket for the eastbound traffic at Avenue 52 and a left turn in only lane at the main entry. The curb on the existing centerline shall be Portland Cement Concrete. Construct a 6-foot meandering sidewalk. The sidewalk shall meander into a landscape setback lot and approach within 2 feet of the proposed multi-purpose trail. Construct a 10-foot multi-purpose trail as approved by the City Engineer. Applicant is responsible for the payment of an in-lieu payment of $142,000 for the City’s portion of the future installation of a traffic signal at the Avenue 52 and Monroe Street intersection. The north side of Avenue 52 is located in the City of Indio. The applicant shall install the following improvements north of the Avenue 52 centerline as required by the City of Indio to mitigate impacts caused by the installation of the raised median: a. Paint a yellow line with raised pavement markers seven (7) feet north of the centerline and install raised pavement markers. b. Widen the north side of the street seven (7) feet to mitigate the lost pavement width used to complete the painted median on the north side. c. Install large radius driveway connections as needed to mitigate the reduced turning radius caused by the raised median. The large radius connection provides an alternative means for the tractor/pickup-trailer combinations to complete the turn as they access properties on the north side of the street. d. Install the left turn restrictor component of the raised median island as needed at median openings where turning restrictions are required. In the event the applicant is unable to obtain the necessary approvals and or encroachments from the City of Indio, the applicant shall not construct improvements a through d of the above -listed paragraph as well as half width of an 18- foot wide raised landscaped median along the entire boundary of the Tentative Tract Map plus variable width as needed to accommodate a dual left turn pocket for the eastbound traffic at Avenue 52 and a left turn in only lane at the main entry. OFF -SITE STREETS 1) Avenue 52 (Primary Arterial - A): The standard 55 feet from the centerline of Avenue 52 for a total 110-foot ultimate developed right of way, except for an additional right of way dedication at the Monroe Street intersection of 64 feet from the centerline and 100 feet long plus a variable dedication of an additional 50 feet to accommodate improvements conditioned under Street and Traffic Improvements. Widen the south side of the street along the Tentative Tract boundary to its ultimate half street width specified in the General Plan and requirements of these conditions listed below. Rehabilitate and/ or reconstruct existing roadway pavement as necessary to augment and convert it from a rural county -road design standard to La Quinta's urban arterial design standard. Street widening improvements shall include all appurtenant components such as, but not limited to, curb, gutter, traffic control striping, legends, and signs, except for street lights. Construct a 66-foot roadway intersection improvement (4-foot median nose, travel width to include two 10-foot left turn lanes, two 12-foot eastbound through lanes, 8-foot bike lane and 10-foot deceleration/ right turn only lane, excluding curbs). Construct a half -width of an 18-foot wide raised landscaped median along the entire boundary of the Tentative Tract Map, plus variable width as needed to accommodate a dual left turn pocket for the eastbound traffic at Avenue 52 and a left turn in only lane at the main entry. The curb on the existing centerline shall be Portland Cement Concrete. Construct a 6-foot meandering sidewalk. The meandering sidewalk shall have an arrhythmic horizontal layout that utilizes concave and convex curves with respect to the curb line that either touches the back of the curb or approaches within five feet of the curb at intervals not to exceed 250 feet. The sidewalk curvature radii should vary between 50 and 300 feet, and at each point of reverse curvature, the radius should change to assist in creating the arrhythmic layout. The sidewalk shall meander into the landscape setback lot and approach within 2 feet of the proposed multi -purpose trail. Construct a 10-foot multi -purpose trail as approved by the City Engineer. Applicant will contribute $142,000 as in -lieu payment for City's portion of the future installation of a traffic signal at the Avenue 52 and Monroe Street intersection. The north side of Avenue 52 is located in the City of Indio. The applicant shall install the following improvements north of the Avenue 52 centerline as required by the City of Indio to mitigate impacts caused by the installation of the raised median: a. Paint a yellow line with raised pavement markers seven (7) feet north of the centerline and install raised pavement markers. b. Widen the north side of the street seven (7) feet to mitigate the lost pavement width used to complete the painted median on the north side. C. Install large radius driveway connections as needed to mitigate the reduced turning radius caused by the raised median. The large radius connection provides an alternative means for the tractor/ pickup -trailer combinations to complete the turn as they access properties on the north side of the street. d. Install left turn restrictor component of raised median island as needed at median openings where turning restrictions are required. In the event the applicant is unable to obtain the necessary approvals and or encroachments from the City of Indio, the applicant shall not construct improvements a through d of the above -listed paragraph as well as half width of an 18- foot wide raised landscaped median along the entire boundary of the Tentative Tract Map plus variable width as needed to accommodate a dual left turn pocket for the eastbound traffic at Avenue 52 and a left turn in only lane at the main entry. However, the applicant shall post financial assurances in a manner prescribed and approved by the City Attorney for the construction of half width of an 18- foot wide raised landscaped median along the entire boundary of the Tentative Tract Map plus variable width as needed to accommodate a dual left turn pocket for the eastbound traffic at Avenue 52 and a left turn in only lane at the main entry. 2) Monroe Street (Primary Arterial; 110' R/W): Widen the west side of the street along the Tentative Tract boundary to its ultimate half street width specified in the General Plan and requirements of these conditions listed below. We are writing in opposition to the City of La Quinta proposed consideration of amending Final Tract Map 31202 to change a Condition of Approval regarding Traffic Signal Improvements that requires Rancho Santana to pay 25% of the cost to design and install a traffic signal at the intersection of Avenue 52 and Monroe Street. Our opposition is grounded on the fact that the proposed in-lieu fee of $142,000 does not represent 25% of the costs and the in-lieu fee must be increased so that the property owners at the other three corners are not unduly burdened in having to pay more than their 25% share per corner. Based on the limited information available, our design team estimates that to design and install a signal at this intersection will range from approximately $700,000 upwards to $1,000,000 depending on the final lane configuration of the Intersection. Based on these estimates, the in-lieu fee for Rancho Santana should be $250,000. This amount would ensure that the future signal costs are shared equally between the owners of the four corners of the Intersection. If, at the time the signal is installed, the actual costs for the design and installation are lower than $1,000,000, the overage paid by Rancho Santana could be returned to them by the City. We believe that an increase to the proposed in-lieu fee is a fair and equitable means for the City of La Quinta to address our concerns and to comply with the original intent of the City when it approved Tract Map 31202 and required the Developer to pay 25% of the cost of the future traffic signal.
