amending Development Agreement 2014-0001 to continue development of the site and Includes a schedule of performance for the Project Other associated
agreements for City Council review relating to proposed economic development subsidies will also be considered as part of the Project The La Quinta Design
and Development Department has prepared an Addendum to the Mitigated Negative Declaration (MND) and Environmental Assessment (EA) 2002-453 (SCH
#1999081020) for the SllverRock Resort pursu6nt to Sections 15162 and 15164 of the California Environmental Duality Act (CEOA). The City Council will consider
this determination at the hearing. The Planning Commission considered the Project on September 9, 2025, and recommended that the City Council adopt an
Addendum to EA 2002-453 and approve the Development Agreement.

# 1999081020) for the SilverRock Resort pursuant to Sections 15162 and 15164 of the California Environmental
Quality Act.
The purpose of the Public Hearing is to receive public testimony on the proposed Economic Development
Subsidy Report, and agreements relating thereto, for proposed public subsidies to the applicant, TBE RE
ACQUISITION CO II LLC, an affiliate of Turnbridge Equities, including a public subsidy in amounts based on
transient occupancy taxes received from the project for a period of up to 15 years, and public subsidy in the
form of a possible sale of adjacent City -owned real property pursuant to an option agreement with a proposed
purchase price.
Any person may submit written comments on this matter to the Design and Development Department at
Planninq@laquintaca.gov prior to the Public Hearing and/or may appear and be heard in support of, or
opposition to, this matter at the time of the Public Hearing. If you challenge the decision of this case in court,

NOTICE OF PUBLIC HEARING
BEFORE THE CITY COUNCIL
NOTICE IS HEREBY GIVEN that the City Council of the City
of Palm Springs, California will hold a public hearing on
Thursday, September 25, 2025 at 5:30 p.m., or as soon as
the matter may be heard thereafter, at the City Hall, City
Council Chambers, located at 3200 East Tahquitz Canyon
Way, Palm Springs, California to consider a resolution
imposing increases to and establishing certain user and
regulatory fees for various City regulatory activities,
programs, and services in an effort to promote cost recov-
ery for such services provided.
At the public hearing, members of the public will be
afforded an opportunity to make oral or written presenta-
tions concerning the proposed fees. The information
related to increasing and establishing the proposed user
fees has been made publicly available at least 10 days prior
to the date of the public hearing described above.
REVIEW OF INFORMATION: The staff report and support-
ing documents regarding the calculation of the user fees
will be made available for public review at City Hall between
the hours of 7:30 a.m. to 5:30 p.m., Monday through Thurs-
day and/or via email request to the City Clerk at city=
clerk@Dalmsnringsca.g�.
ENVIRONMENTAL DETERMINATION: The City as lead
agency has determined that the proposed fees are not a
project under the California Environmental Quality Act
pursuant to State CEQA Guidelines, sections 15060, subdi-
visions (c)(2)-(3) and 15378.
COMMENTS: The City Council will conduct the public hear-
ing starting at 5:30 p.m., or as soon as the matter may be
heard thereafter, on Thursday, September 25, 2025, in the
City Hall. Interested persons will be heard during the City
Council meeting and/or in writing before the meeting. Oral

The 2025 SilverRock Resort Master Plan Project proposes to develop one hotel with approximately 154 keys, 55,000 square foot banquet/shared use
facilities, 445 residences, 40,000 square foot commercial area,17,000 square foot public golf clubhouse, 20,000 square foot residential amenities building,
and 18-hole golf course on a partially improved and partially vacant site south of Avenue 52 and west of Jefferson Street. The Project involves reinstating and
amending Development Agreement 2014-0001 to continue development of the site and includes a schedule of performance for the Project. Other associated
agreements for City Council review relating to proposed economic development subsidies will also be considered as part of the Project. The La Quinta Design
and Development Department has prepared an Addendum to the Mitigated Negative Declaration (MND) and Environmental Assessment (EA) 2002-453 (SCH
#1999081020) for the SilverRock Resort pursuant to Sections 15162 and 15164 of the California Environmental Quality Act (CEQA). The City Council will consider
this determination at the hearing. The Planning Commission considered the Project on September 9, 2025, and recommended that the City Council adopt an
Addendum to EA 2002-453 and approve the Development Agreement.
Any person may submit written comments on any of the contemplated actions listed above to the Design and Development Department at
Planning@LaQuintaCA.gov prior to the Public Hearings and/or may appear and be heard in support of, or in opposition to, the Project at the time of the Public
Hearing. If you challenge the decision of any of the actions listed above in court, you may be limited to raising only those issues that you or someone else
