ENTERPRISES, INC DBA LA QUINTA PALMS REALTY, INC FOR PROPERTY
MANAGEMENT SERVICES
Senior Management Analyst Kinley, Management Specialist McGinley, and
Administrative Technician Camarena presented the staff report, which is on file in the
Clerk’s Office.
The Commission discussed public bidding and procurement requirements for contracted
services pursuant to the City’s Purchasing Policy. Staff anticipates publishing a request
for proposals for these services in 2027, following the expiration of the proposed
Amendment No. 2 to the agreement with JC Desert.
MOTION – A motion was made and seconded by Commissioners Paltin/Pacheco to
recommend Housing Authority approve Amendment No. 2 to Agreement for Contract
Services for property management services with JC Desert Enterprises, Inc. dba La
Quinta Palms Realty, Inc.; and authorize the Executive Director to execute the
amendment. Motion passed: ayes – 4, noes – 0, abstain – 0, absent – 0, vacancy – 1.
3. RECOMMEND HOUSING AUTHORITY APPROVE AMENDMENT NO. 1 TO THE
MEMORANDUM OF UNDERSTANDING WITH J&H ASSET PROPERTY
MANAGEMENT, INC. FOR PROPERTY MANAGEMENT SERVICES AT DUNE
PALMS MOBILE ESTATES (Park)
Senior Management Analyst Kinley presented the staff report, which is on file in the
Clerk’s Office.
The Commission discussed the procurement, qualifications, and approval requirements
for contract services, related residents’ notifications, and timeline for anticipated future
Park improvement projects, such as the demolition of the pool and possible conversion
into a pocket park; the landscape improvements currently underway; and the City’s
progress in meeting its Regional Housing Needs Assessment (RHNA) unit requirements,
with staff clarifying that the Park does not impact RHNA counts, as it is an existing
property, and RHNA requirements pertain to the construction of new affordable housing
units.
MOTION – A motion was made and seconded by Commissioners
Pacheco/Christopherson to recommend Housing Authority approve Amendment No. 1 to
the Memorandum of Understanding with J&H Asset Property Management, Inc. to extend
the term through fiscal year 2025/26 for property management services at Dune Palms
Mobile Estates; and authorize the Executive Director to execute the amendment. Motion
passed: ayes – 4, noes – 0, abstain – 0, absent – 0, vacancy – 1.

DEPARTMENTAL REPORTS – Verbal Updates
Senior Management Analyst Kinley said the Authority will hold interviews to fill the
Commission vacancy on June 17, 2025, and encouraged the Commissioners to attend
either in person or watch the meeting’s livestream.

The Commission discussed the timeline to start construction on future affordable housing
projects. Staff stated that construction is not anticipated to begin before the end of the
calendar year 2025.

RECOMMENDATION
Appoint members of the Housing Commission to serve as Chairperson and Vice
Chairperson for fiscal year 2025/26.
EXECUTIVE SUMMARY
Pursuant to La Quinta Municipal Code (LQMC) Section 2.06.050, the Housing
Commission (Commission) shall vote to appoint two of its members to serve as
Chairperson and Vice Chairperson at its first meeting held after June 30th of each
year.
The September 10, 2025, meeting is the first scheduled meeting of the Commission
for fiscal year 2025/26.
FISCAL IMPACT – None.
BACKGROUND/ANALYSIS
In accordance with LQMC Section 2.06.050, “unless otherwise provided by law, ordinance
or resolution of the city council, each board, commission and committee shall choose one
of its members as Chairperson and one as Vice Chairperson at its first meeting held after
June 30th of each fiscal year.”

All actions must be taken on a majority vote or by a majority of the quorum present. On the
passage of every motion, the vote shall be taken by voice or roll call as appropriate. The
presiding Chairperson will open and close nominations to the Commission for Chairperson
and Vice Chairperson. The vote will be taken, and the Chairperson and Vice Chairperson
appointed.
Tie Votes:
In the case of a tie vote, an additional motion shall be made to obtain a majority vote to
break the tie. If a tie vote results at a time when less than all members are present, the
matter shall automatically be continued to the next regular meeting, unless otherwise
ordered by the Commission.

RECOMMENDATION
Discuss fiscal year 2025/26 affordable housing projects.
EXECUTIVE SUMMARY
The La Quinta Housing Authority (Authority) owns and operates Dune Palms
Mobile Estates (DPME), 28 single-family homes in the Cove, and 3 vacant parcels
intended for future affordable housing development.
The Authority continues to invest in maintaining and improving its housing portfolio
while simultaneously planning several future projects to expand affordable housing
opportunities.
FISCAL IMPACT – None.
BACKGROUND/ANALYSIS
HOUSING AUTHORITY ACTIVITIES AND DEVELOPMENT UPDATES
The Authority owns and operates the DPME, 28 single-family homes in the Cove, and 3
vacant parcels intended for future affordable housing development.
Prior to initiating an affordable housing project, compliance with all applicable mandates
of the California Department of Housing and Community Development (HCD) and the
Department of Industrial Relations (DIR) shall be demonstrated, which includes but is not
limited to adherence to the Surplus Land Act (SLA), fulfillment of Regional Housing Needs
Assessment (RHNA) obligations, procurement of contractors duly registered with the DIR,
prevailing wage requirements compliance, and completion of the annual review and
certification process.
Annual Maintenance and Housing Authority Portfolio Improvements
The Authority conducts annual maintenance for the DPME and the single-family
residences located in the Cove, which includes routine property upkeep, appliance
replacement, wall construction, roof replacement, and other essential upgrades.

Underway is the replacement of the existing pool at the DPME with an open-space
recreational area, subject to Housing Authority approval, and staff is evaluating additional
infrastructure improvements to enhance the mobile home park.
Disposition of Surplus Land and Affordable Housing Development
Pursuant to the requirements of the SLA, the City has completed the Notice of Availability
(NOA) process for a 6-acre vacant property adjacent to the Residence Inn along Highway
111. The process required the circulation of written offers to local public agencies and
qualified housing sponsors in order to encourage the development of affordable housing
opportunities. This process has led to active negotiations on a proposed mixed-use
development, which includes:
Commercial Proposal – hotel and restaurant development on the northern portion
of the site.
Residential Proposal – a three-story, 96-unit affordable housing project on the
southern portion of the site featuring a fitness center, leasing office, mail facility,
and a 600 square-foot children’s play area.
Highway 111 Development Opportunities
The Authority is negotiating under the NOA process for a 15-acre vacant parcel located
adjacent to The Pavilion at La Quinta Shopping Center along Highway 111. The site is
being evaluated for a mixed-use development that will offer community-serving
commercial uses with new affordable housing, consistent with the City’s Highway 111
Corridor Plan.
In addition, due diligence is underway for a 5.2-acre vacant property at the intersection of
Dune Palms Road and Highway 111, north of the recently opened Chick-fil-A and Quick
Quack Car Wash. Preliminary assessments indicate the site may be well-suited for
affordable housing development, providing opportunities that complement the Authority’s
existing portfolio and directly respond to housing needs identified under the RHNA.
