DECLARATION REGARDING CONSTRUCTION LENDING AGENCY (If
applicable)
A construction lender will be used for completion of the improvements
covered by this permit and the name and information of which is on file for
public inspection during the regular business hours of the public entity.
Failure of the applicant to indicate the construction lender on the
application does not relieve that person of the requirement to give the
construction lender preliminary notice from that duty.
WORKERS’ COMPENSATION DECLARATION (1, 2 or 3)
WARNING: FAILURE TO SECURE WORKERS’ COMPENSATION COVERAGE IS
UNLAWFUL, AND SHALL SUBJECT AN EMPLOYER TO CRIMINAL PENALTIES AND
CIVIL FINES UP TO ONE HUNDRED THOUSAND DOLLARS ($100,000), IN ADDITION
TO THE COST OF COMPENSATION, DAMAGES AS PROVIDED FOR IN SECTION

Section 3700 of the Labor Code, for the performance of the work for which
this permit is issued.
3) Certifies that, in the performance of the work for which this permit is
issued, shall not employ any person in any manner so as to become subject
to the workers’ compensation laws of California, and agree that, if should
become subject to the workers’ compensation provisions of Section 3700 of
the Labor Code, shall forthwith comply with those provisions.
NOTICE TO APPLICANT (1, 2 and 3)
1) Each person upon whose behalf this application was made, each person
at whose request and for whose benefit work is being performed under or
pursuant to any permit issued as a result of this application, the owner, and
the applicant, each agrees to, and shall defend, indemnify and hold harmless
the City of La Quinta, its officers, agents, and employees for any act or
omission related to the work being performed under or following issuance of
this permit.
2) Any permit issued as a result of this application becomes null and void if
work is not commenced within 360 days from date of issuance of such
permit, or if cessation of work for 180 days will subject permit to
cancellation. On or after January 1, 2019, every permit issued shall become
invalid unless the work on the site authorized by such permit is commenced
within 12 months after its issuance, or if the work authorized on the site by
such permit is suspended or abandoned for a period of 12 months after the
time the work is commenced.
3) Certified that they read the application and state that the information
provided is correct. Agree to comply with all city and county ordinances and
state laws relating to building construction, and hereby authorize
representatives of this city to enter upon the above-mentioned property for
inspection purposes.
IMPORTANT: An Application for Permit was made to the Building Official,
subject to the conditions and restrictions set forth at the time of application,
which is now hereby an Issued Permit. If any part of the information being

BUILDING PERMIT
Construction or work for which a permit is required shall be subject to inspection by the building official and such construction or work
shall remain visible and able to be accessed for inspection purposes until approved. Approval as a result of an inspection shall not be
construed to be an approval of a violation of the provisions of the applicable code and other ordinances of the jurisdiction. Inspections
presuming to give authority to violate or cancel the provisions of the applicable code and other ordinances of the jurisdiction shall not be
valid. It shall be the duty of the owner or the owner's authorized agent to cause the work to remain visible and able to be accessed for
inspection purposes. Neither the building official nor the jurisdiction shall be liable for expense entailed in the removal or replacement of
any material required to allow inspection.
It shall be the duty of the holder of the building permit or their duly authorized agent to notify the building official when work is ready for
inspection. It shall be the duty of the permit holder to provide access to and means for inspections of such work that are required by this
code.
Inspections
A building or structure shall not be used or occupied in whole or in part, and a change of occupancy of a building or structure or portion
thereof shall not be made, until the building official has issued a certificate of occupancy therefor as provided herein. Issuance of a
certificate of occupancy shall not be construed as an approval of a violation of the provisions of the applicable code and other ordinances
of the jurisdiction. Certificates presuming to give authority to violate or cancel the provisions of this code or other ordinances of the
jurisdiction shall not be valid.
Certificate of Occupancy
A person shall not make connections from a utility, a source of energy, fuel, or power, or a water system or sewer system to any building
or system that is regulated by the applicable code and other ordinances of the jurisdiction for which a permit is required, until approved by
the building official.

This letter is to serve as a notice that World Fire Protection, Inc will not be the installing contractor
for 51480 and 51520 Desert Club Dr in La Quinta, permit FPWS2023-1002 and FPWS2023-1001.
World Fire Protection, Inc does grant authorization for the owner and owners’ contractor to use our
plans and permits for this project.
World Fire Protection does not require a refund for the permit fees and request that the paid permits
and approved plans be transferred to the owners chosen installing contractor as the owner has
paid World Fire Protection in full for all work up until this point.

The plans you submitted for the above referenced project have been reviewed by Riverside County Fire
Department - Office of the Fire Marshal personnel and require the following corrections and additional
details.
1.) Note the location of the fire department connection (F.D.C.) and the post indicating valves (P.I.V.)
2.) Provide details of the backflow prevention device (make and model).
3.) On the riser detail, specify a minimum 2” clearance will be provided around the riser pipe that
penetrates the building slab.

The private fire main plans you submitted for the above referenced project have been reviewed by Riverside
County Fire Department - Office of the Fire Marshal personnel and are approved with the following
conditions.
The following inspections and tests must be observed:
1) Pre-Pour Thrust Block cutout inspection / Rough Piping
a. Confirm dimensions of Thrust Block cutouts prior to pouring, if present
b. Confirm pipe material, bury depth and backfill requirements
c. Mechanical Restraints: Confirm break-aways cleared and mastic applied
2) Hydrostatic Test
a. Minimum 200 psi for two (2) hours or at 50 psi in excess of the maximum static pressure when it is in
excess of 150 psi.
3) Underground Flush & Final -
a. Flush of the underground supply line until clear of all debris and to the satisfaction of the
inspector.
b. Appropriate valve and connection signage is provided
c. Provide the completed Contractor’s Material and Test Certificate for Underground Pipe
The Fire Department approved plans and conditions letter must be at the job site.
Applicant/installer shall be responsible to contact the Fire Department to schedule inspections. Requests for

Based on the information provided, it would be acceptable for a B-General Building contractor
to perform the work described on larger overall projects that include work in two or more
unrelated trades, not counting framing or carpentry as one of the trades.
B - General Building Contractor
Business & Professions Code
Division 3, Chapter 9. Contractors, Article 4. Classifications
7057. (a) Except as provided in this section, a general building contractor is a
contractor whose principal contracting business is in connection with any structure
built, being built, or to be built, for the support, shelter, and enclosure of persons,
animals, chattels, or movable property of any kind, requiring in its construction the
use of at least two unrelated building trades or crafts, or to do or superintend the
whole or any part thereof.
This does not include anyone who merely furnishes materials or supplies under
Section 7045 without fabricating them into, or consuming them in the performance of
the work of the general building contractor.
(b) A general building contractor may take a prime contract or a subcontract for a
framing or carpentry project. However, a general building contractor shall not take a
prime contract for any project involving trades other than framing or carpentry unless
the prime contract requires at least two unrelated building trades or crafts other
than framing or carpentry, or unless the general building contractor holds the
appropriate license classification or subcontracts with an appropriately licensed
specialty contractor to perform the work. A general building contractor shall not take a
subcontract involving trades other than framing or carpentry, unless the subcontract
requires at least two unrelated trades or crafts other than framing or carpentry, or
unless the general building contractor holds the appropriate license classification. The
general building contractor may not count framing or carpentry in calculating the two
unrelated trades necessary in order for the general building contractor to be able to
take a prime contract or subcontract for a project involving other trades.
(c) No general building contractor shall contract for any project that includes the "C-
16" Fire Protection classification as provided for in Section 7026.12 or the "C-57" Well
Drilling classification as provided for in Section 13750.5 of the Water Code, unless the
general building contractor holds the specialty license, or subcontracts with the

withdrawing from the permits. We also need confirmation about whether we need
to refund World Fire for the inspection fees they paid. They can authorize the

Thank you for reaching out.
Blake can provide you with the letter. I’ve spoken to him about it
previously and he mentioned he submitted one.
The permit fees were paid by me so a refund will not be
necessary. We simply engaged World Fire to produce and submit
the plans as we were going to do the work. I believe you met
Branden on site this morning during the inspection. He will doing
the work and will schedule the inspections.
