Dear Mr. Mittica,
Pursuant to our Agreement for professional engineering services for the Avenue 50 Bridge
Project, the City of La Quinta hereby issues this Notice to Proceed (NTP) authorizing the
commencement of additional services as outlined in the attached scope of work, which includes
inclusive optional task 7.2 Transportation Study as modified.
This authorization includes, but is not limited to, the following:
• Performance of the Transportation Study as defined in Task 7.2
• Compliance with all applicable project requirements and federal, state, and local
regulations
• Coordination with the City, Caltrans, CVWD, and other relevant agencies as necessary
You are hereby instructed to proceed with these additional services immediately upon receipt
of this Notice. All work shall be performed in accordance with the terms and conditions outlined
in the original contract and approved project scope.
The City and Contracting Party mutually agree by reason of this Notice to Proceed the time to
complete this Agreement, and total compensation remains unchanged.
In all other respects, the original Agreement shall remain in full force and effect.

TASK 7.2. TRANSPORTATION STUDY
To assist with air quality and noise assessments and to develop intersection pavement marking
layout, storage lengths, and signal timing updates, Fehr & Peers will utilize RIVCOM to develop peak
hour forecasts at the intersection Washington Street & Avenue 50 and daily traffic forecasts on
Avenue 50 from Washington Street to Park Ave.
We will collect traffic volume data during fair weather, while school is in session, and during a
typical (non -holiday, non-event) Tuesday, Wednesday, or Thursday. Given seasonal travel trends in
the Coachella Valley, traffic counts will be collected between January and March when traffic
volumes are the highest. Intersection peak period data will be collected during typical commute
periods (7:00- 9:00 AM, 4:00-6:00 PM). Vehicle classification and bicycle and pedestrian peak hour
counts will be collected. The daily traffic counts (up to two 24-hour roadway counts) with vehicle
classification (truck percentage) and speed will be performed on the study roadway.

adds traffic growth from RIVCOM base to future year models to existing counts, consistent with
National Cooperative Highway Research Program (NCHRP) Report 765. Forecasts for the opening
year will be prepared by linearly interpolating between the base year and the design year.
The following will be documented in Excel format:
• AM and PM Peak Hour Intersection Level of Service (LOS) and average vehicle delay for the
Avenue 50 and Washington Street intersection
• AM, PM, and Off -Peak average speed along Avenue 50 between Washington Street and Park
Avenue
• VMTalong Avenue 50 between Washington Street and Park Avenue
• Medium and heavy vehicle percentages along Avenue 50 between Washington Street and
Park Avenue
• ADT along Avenue 50 between Washington Street and Park Avenue
The study is not required to meet C)EQA/NEPA requirements and, at the option of the City-,b-e
utilized to vai*date intersection geometries and signal modification This scope assumes the
project 4-lane, westbound approach to the intersection will drop the second lane into a right turn
only to accommodate the newly painted Avenue 50 `Road Diet' project west of Washington Street.
