Rice 47330 Via Ravenna La Quinta CA 92253 SUBJECT: DIRECTOR'S DETERMINATION (DD) 2025-0004 TO ALLOW A SECOND GUESTHOUSE TO BE CONSTRUCTED AT 47330 VIA RAVENNA Dear Mr. Rice: The Design and Development Department has reviewed your proposal for the conversion of a third vehicle garage space into a second guesthouse for the property located at 47330 Via Ravenna within the Lake La Quinta development. In the Low Density Residential (RL) Zones, more than one guesthouse may be permitted with a director's approval (La Quinta Municipal Code (LQMC) Section 9.60.100). This proposal is approved pursuant to the findings and conditions listed below. Findings: The approval of a second guesthouse within the Lake La Quinta development will not create conditions that are materially detrimental to the public health, safety, or general welfare, nor injurious to or incompatible with surrounding properties or land uses in the vicinity. Lake La Quinta is not governed by a Specific Plan and is thus subject to the Title 9 Zoning regulations outlined in the City of La Quinta Municipal Code (LQMC). The proposed guesthouse is compatible with the existing residence, contains no more than one studio bedroom, has a floor area that does not exceed thirty percent (30%) of the existing living area of the principal residence, including that of the primary guesthouse, and does not exceed the maximum lot coverage limits established in Section 9.50.030 of the LQMC. Adequate off- street parking is available in the existing driveway; therefore, the removal of a third garage space will not result in inadequate parking conditions within the community. Conditions: 1. Homeowner Association (HOA) approval is required prior to the issuance of a Building Permit. 2. A building permit shall be obtained prior to any demolition or construction. Formal Project Scope Statment Justification of the Project: The scope of work includes an attached casita addition along with covering the existing one -car to a bed/bath livable space. The existing two car garage remains as is. Note: the existing structures within the property do not contain any fire sprinkler systems. 2. Deliverables: A proposed living addition of 602 sq. ft. with proposed garage deduction of -299 sq. ft. A finished bed/bath, insulated and sheetrocked. Space cooling system, adding Fenestration/Glazing, space heating system, insulation, roof replacement greater than 50%. 3. Milestones: • Permits approved • Foundation poured, forms & footing inspection. • Rough plumbing and electrical underground inspection. • Framing, insulation, drywall, lath, sheathing and mechanical inspections. • Final inspection. 4. Technical Requirements: • Home must meet city building codes. • Wall and ceiling insulation must meet U-Factor or R-Value. • Doors and windows must meet T-24. • Structure must pass seismic stability codes. 5. Limits & Exclusions: • The home will be built to the specifications and design of the architect plans provided by the homeowner. • HVAC units are not included but installation of mini -splits are included. • The contractor reserves the right to contract out services. • The contractor is responsible for subcontracted work. • Site work limited to Monday through Friday, 7 A.M. to 3:30 P.M. 6.
