INSTRUCTIONS TO APPLICANT:
1) Provide a written response to each comment on the following pages, noting specifically where the correction can be
found. Responses such as, "Sheet A-3," or, "Handrails shall be per CBC Section 1003," are not acceptable. Show or note
specifically how compliance with a code requirement is achieved. Responses such as, "Added note 16 on sheet A-3"
are appropriate and will help expedite your back check.
2) Corrections may not be made by handwriting on existing drawings. Revise originals and reprint Plans and/or
Calculations as necessary.
3) Return all red -marked Plans and/or Calculations with your resubmittal.
4) Each sheet of resubmitted Plans and/or Calculations shall include the preparer's name and telephone number and shall
be wet -signed by the preparer. If the preparer is a licensed architect or engineer, all documents prepared by that
licensed individual shall also bear his/her stamp as prescribed by California Business and Professions Code Section
5536. Resubmittals will not be accepted with signatures missing.

SECTION A - GENERAL
1) The City of La Quinta has elected to have Interwest Consultants to perform a review for this project. Please respond to
the attached Interwest comments; as well as, the comments below.
SECTION B — PRECISE / SITE PLAN / ZONING
1) Show on elevations the height of this structure as measured from finish grade, demonstrating compliance with LQMC
Chapter 9.50.
2) Show the location of automatically illuminated building address numbers, not less than 4 inches high, clearly visible
from the street or access road. (CRC §R319; LQMC §9.160.020, Table 9-17)
SECTION C - ARCHITECTURAL
1) Specify 1/2" gypsum board applied to the garage side to separate the garage from the dwelling unit and the dwelling's
attic. See plan for area(s) not in compliance. Provide details and/or notes to fully describe the method proposed. (CRC
§R302.6, CRC Table R302.6)
2) Provide note on plans: 2x8 nominal blocking, 32 to 39-1/2" above finished floor for grab bar installation, in a minimum
of one bathroom, on the entry level of the dwelling, or on the 2"d/3 d floors if no bathroom is located on the 15Y floor
(R327).
SECTION D - MECHANICAL
1) No comments.
SECTION E — ELECTRICAL
1) Provide on plans the location of the main service panel and all sub -panels. Overcurrent devices shall not be located in
the vicinity of easily ignitable material such as in clothes closets or in a bathroom. (CRC §11106.1, CEC §240.24(D) & (E))
2) Note on plans: "Excluding dedicated receptacles and fixture/appliance mounted controls, electrical outlets, switches,
and controls, intended for occupant use shall be no more than 48" to top of outlet box, and not less than 15" above
finished floor (CRC R327.1.2, EX. 1,2).
3) Rooms and areas within dwelling units, basements and attached garages in which energy storage systems (ESS) are
installed shall be protected by smoke alarms in accordance with section R314. A heat detector, listed and
interconnected to the smoke alarms shall be installed in locations within dwelling units, and attached garages where
smoke alarms cannot be installed based on their listing. Indicate locations of required detectors on electrical plan (CRC
R328.7).
4) Note on plans: ESS installed in a location subject to vehicle damage shall be provided with impact protection (CRC
R328).
5) GFCI protection is required for 125-volt through 250-volt receptacles supplied by single-phase branch circuits rated 150
volts or less to ground, 50 amperes or less, and all receptacles supplied by three-phase branch circuits rated 150 volts
or less to ground, 100 amperes or less in stalled in regular and wet locations specified in 210.8(B)(1) through (13)(12)
(CEC 210.8(A)(11), (13)(1-12), (D), (E), and (F).
6) Note on plans: A Type I or Type II surge protection device (SPD) shall be provided at or adjacent to dwelling main
service panel in accordance with CEC 230.67 & 242.
7) Receptacles shall not be installed within 3' horizontally or 8' vertically of a bathtub rim or shower threshold, including

above the tub/shower stall (406.9 (C) EX 1,2).
8) Note on plans: Circuit breaker spaces shall be provided in main service panelboard for heat pump water heaters, space
heaters, electric cooktops, and electric clothes dryers (CEC 408.2 (A) & CENC150.0(n, t, u, and v).

1) Systems using gas or propane water heaters to serve individual dwelling units shall include the following components:
A. A 120V electrical receptacle that is within 3 feet from the water heater and accessible to the water heater with no
obstructions; and
B. A Category III or IV vent, or a Type B vent with straight pipe between the outside termination and the space where
the water heater is installed; and
C. A condensate drain that is no more than 2 inches higher than the base of the installed water heater and allows
natural draining without pump assistance;
and
D. A gas supply line with a capacity of at least 200,000 Btu/hr.
2) Water heating system. 1. Systems using gas or propane water heaters to serve individual dwelling units shall designate
a space at least 2.5 feet by 2.5 feet wide and 7 feet tall suitable for the future installation of a heat pump water heater
(HPWH) by meeting either A or B below. All electrical components shall be installed in accordance with the California
Electrical Code: A. If the designated space is within 3 feet from the water heater, then this space shall include the
following: i. A dedicated 125 volt, 20 amp electrical receptacle that is connected to the electric panel with a 120/240
volt 3 conductor, 10 AWG copper branch circuit, within 3 feet from the water heater and accessible to the water heater
with no obstructions; and ii. Both ends of the unused conductor shall be labeled with the word "spare" and be
electrically isolated; and iii. A reserved single pole circuit breaker space in the electrical panel adjacent to the circuit
breaker for the branch circuit in A above and labeled with the words "Future 240V Use'; and iv. A condensate drain
that is no more than 2 inches higher than the base of the installed water heater, and allows natural draining without
pump assistance. B. If the designated space is more than 3 feet from the water heater, then this space shall include the
following: Significant Code Changes 2022 9/12 27 October 2022 i. A dedicated 240 volt branch circuit shall be installed
within 3 feet from the designated space. The branch circuit shall be rated at 30 amps minimum. The blank cover shall
be identified as "240V ready'; and ii. The main electrical service panel shall have a reserved space to allow for the
installation of a double pole circuit breaker for a future HPWH installation. The reserved space shall be permanently
marked as "For Future 240V use"; and iii. Either a dedicated cold water supply, or the cold water supply shall pass
through the designated HPWH location just before reaching the gas or propane water heater; and iv. The hot water
supply pipe coming out of the gas or propane water heater shall be routed first through the designated HPWH location
before serving any fixtures; and iv. The hot and cold water piping at the designated HPWH location shall be exposed
and readily accessible for future installation of an HPWH; and v. A condensate drain that is no more than 2 inches
higher than the base of the installed water heater, and allows natural draining without pump assistance.
3) Energy storage systems (ESS) ready. All single-family residences that include one or two dwelling units shall meet the
following. All electrical components shall be installed in accordance with the California Electrical Code: 1. At least one
of the following shall be provided: A. ESS ready interconnection equipment with a minimum backed -up capacity of 60
amps and a minimum of four ESS-supplied branch circuits, or B. A dedicated raceway from the main service to a
panelboard (subpanel) that supplies the branch circuits in Section 150.0(s)(2). All branch circuits are permitted to be
supplied by the main service panel prior to the installation of an ESS. The trade size of the raceway shall be not less
than 1 inch. The panelboard that supplies the branch circuits (subpanel) must be labeled "Subpanel shall include all
backed -up load circuits." 2. A minimum of four branch circuits shall be identified and have their source of supply
collocated at a single panelboard suitable to be supplied by the ESS. At least one circuit shall supply the refrigerator,
one lighting circuit shall be located near the primary egress and at least one circuit shall supply a sleeping room
receptacle outlet. 3. The main panelboard shall have a minimum busbar rating of 225 amps. 4. Sufficient space shall be

reserved to allow future installation of a system isolation equipment/transfer switch within 3 feet of the main
panelboard. Raceways shall be installed between the panelboard and the system isolation equipment/transfer switch
location to allow the connection of backup power source.

LGC Valley, Inc. (LGC) has reviewed the latest Post -Tension foundation plans for the proposed Estates Development
at Point Happy Ranch of Tract 31348 located in the city of La Quinta, California. The latest Post -Tension Foundation
Plans, Details, and Specifications prepared by Suncoast Post -Tension (dated June 7, 2023) was the subject of our
geotechnical review. Based on our review, it is our opinion that the recommendations included in the referenced
geotechnical reports (LGC, 2021 and 2023) have been properly incorporated in the project plans and specifications.
Therefore, LGC finds the plans are acceptable from a geotechnical point of view provided the recommendations of
the referenced reports are implemented during construction. Based on our review, the structural design minimum slab
thickness of 4.5 inches for very low expansion potentials (finish grade expansion potentials between 0 to 5 and were
found to be non -plastic soils) is acceptable from a geotechnical point of view for the subject development.

In accordance with your request, LGC Valley, Inc. (LGC) has performed observation and testing services during
grading operations for Lots 1 through 7, 25, 36 through 38, 40 through 47, and 66 through 72 of The Estates
Development at Point Happy Ranch, Tract 31348, La Quinta, California.
The grading for the subject residential building pads was performed between March 22, 2022 and May 5, 2022, in
general accordance with the referenced geotechnical report (LGC, 2021). The grading operations were performed
under the observation and testing services of LGC. Our field technician was onsite on a full-time basis during the
rough grading operations. Grading operations included: 1) the removal of all potentially compressible soils down to
competent fill; and 2) placement of compacted fill soils to design finish grades. Following remedial removals, areas to
receive fill were scarified a minimum of 6 inches, moisture -conditioned as needed to obtain a near -optimum moisture
content and compacted to a minimum 90 percent relative compaction, as determined by ASTM Test Method D1557.
The finish grade soils were found to have a very low expansion potential, have negligible soluble sulfate content, and
were found to be corrosive to buried metals.
The grading for the subject residential pads was performed in general accordance with the referenced geotechnical
report (LGC, 2021), and the city of La Quinta Requirements. It is our professional opinion that the subject pad is
suitable for its intended residential use provided the recommendations of our report (LGC, 2021) are incorporated
into the design, and that proper landscaping, irrigation, and maintenance programs are implemented.
