PUBLIC COMMENTS - INSTRUCTIONS Members of the public may address the Housing Authority on any matter listed or not listed on the agenda as follows: WRITTEN PUBLIC COMMENTS can be provided either in -person during the meeting by submitting 15 copies to the Authority Secretary, it is requested that this takes place prior to the beginning of the meeting; or can be emailed in advance to CityClerkMail@LaQuintaCA.gov, no later than 12:00 p.m., on the day of the meeting. Written public comments will be distributed to the Housing Authority, made public, and will be incorporated into the public record of the meeting, but will not be read during the meeting unless, upon the request of the Chairperson, a brief summary of public comments is asked to be reported. If written public comments are emailed, the email subject line must clearly state "Written Comments" and should include: 1) full name, 2) city of residence, and 3) subject matter. VERBAL PUBLIC COMMENTS can be provided in -person during the meeting by completing a "Request to Speak" form and submitting it to the Authority Secretary; it is requested that this takes place prior to the beginning of the meeting. Please limit your comments to three (3) minutes (or approximately 350 words). Members of the public shall be called upon to speak by the Chairperson. Motion passed unanimously. BUSINESS SESSION 1. APPROPRIATE FUNDS AND APPROVE FUNDING TO PROVIDE ASSISTANCE TO AREA HOMELESS SERVICE PARTNERS FOR LOCAL HOMELESS PREVENTION PROGRAMS FOR FISCAL YEAR 2025/26 HOUSING AUTHORITY MINUTES SPECIAL MEETING Page 1 of 2 JULY 1, 2025 5 Senior Management Analyst Kinley presented the staff report, which is on file in the Clerk's Office. Authority Members discussed the vital importance and benefits of addressing homelessness regionally in the Coachella Valley through partnering with the three homeless service providers, the Coachella Valley Association of Governments (CVAG) CV Housing First program, Coachella Valley Rescue Mission, and Martha's Village and Kitchen; the additional resources provided to the Riverside County Sheriff's Department via the recently enacted regional regulations for unauthorize camping allowing the Sheriff's Department to connect unhoused individuals with homeless service providers; appreciation for the non-profit organizations that collaborate with the homeless service providers; and other partnerships that help bridge the gap to prevent homelessness by providing funding and support to organizations such as Find Food Bank for food distribution services, as well as workforce management services, regional housing facilities, etc. MOTION — A motion was made and seconded by Authority Members Sanchez/Evans to: (1) Appropriate funds of $800 from the Low -Mod Housing Authority fund to account number 243-0000-60532; (2) Approve funding to provide $125,000 in assistance, for fiscal year 2025/26, to each local homeless service provider and homeless prevention partner — Coachella Valley Rescue Mission, Martha's Village and Kitchen, and Coachella Valley Association of Governments; and (3) Authorize the Executive Director to execute the memoranda of understanding. Motion passed unanimously. EXECUTIVE SUMMARY • Commissioner Christopherson requested to be excused from the September 10, 2025, Housing Commission quarterly meeting due to scheduling conflicts with a business engagement. • Commissioner Christopherson has no excused or unexcused absences in fiscal year 2025/26. FISCAL IMPACT No meeting attendance compensation is paid to absent members. BACKGROUND/ANALYSIS Section 2.06.090 of the La Quinta Municipal Code states: "If any member of a board, commission or committee absents him or herself from two consecutive regular meetings or absents him or herself from a total of three regular meetings within any fiscal year, his/her office shall become vacant and shall be filled as any other vacancy. A board, commission or committee member may request advance permission from the city council (housing authority) to be absent at one or more regular meetings due to extenuating circumstances, and/or may request the city council (housing authority) to excuse an absence after -the -fact where such extenuating circumstances prevented the member from seeking advance permission to be absent. If such permission or excuse is granted by the city council (housing authority), the absence shall not be counted toward the above -stated limitations on absences." ALTERNATIVES The Housing Authority may deny this request, which would result in the absence being counted toward the Commissioner's limitation on absences as noted above.
