z LQ Village Apts - SDP 2025-0005 (SDP 2022-0001, Ext. 1) Staff Rpt 2025-10-21 Council Agenda PacketCity of La Quinta CITY COUNCIL MEETING: October 21, 2025 STAFF REPORT AGENDA TITLE: ADOPT RESOLUTION APPROVING SITE DEVELOPMENT PERMIT 2025-0005 GRANTING A TWO-YEAR TIME EXTENSION TO A 252-UNIT APARTMENT PROJECT, LA QUINTA VILLAGE APARTMENTS, APPROVED UNDER SITE DEVELOPMENT PERMIT 2022-0001; LOCATION: NORTHEAST CORNER OF WASHINGTON STREET AND AVENUE 50 RECOMMENDATION Adopt a resolution approving Site Development Permit 2025-0005, granting a two-year time extension to a 252-unit apartment project, La Quinta Village Apartments, approved under Site Development Permit 2022-0001, located at the northeast corner of Washington Street and Avenue 50. EXECUTIVE SUMMARY On November 21, 2023, Council adopted: (1) Resolution No. 2023-038 approving a Mitigated Negative Declaration (Environmental Assessment 2022-0001), and (2) Resolution No. 2023-039 approving General Plan Amendment (GPA 2022-0002), Specific Plan (SP 2022-0001), and Site Development Permit (SDP 2022-0001) for the La Quinta Village Apartments project consisting of 252 units total, with 74 units reserved for moderate income level residents. Egan Civil, Inc. (Applicant) has requested a two-year time extension for the project; if approved, this will be the project’s first extension. The Applicant intends to begin construction in the near future, pending confirmation from the electrical utility provider, Imperial Irrigation District (IID), that adequate power will be supplied. FISCAL IMPACT – None. BACKGROUND/ANALYSIS The La Quinta Village Apartments project consists of 252 units total, with 74 units designated as moderate income units, on a 13.84-acre parcel, located at the northeast corner of Washington Street and Avenue 50 (Attachment 1). On October 10, 2023, the Planning Commission adopted Planning Resolution No. 2023- 016, recommending Council approval of the project. CONSENT CALENDAR ITEM NO. 2 19 Subsequently, on November 21, 2023, Council adopted (1) Resolution No. 2023-038 approving the project’s Mitigated Negative Declaration (Environmental Assessment 2022- 0001); and (2) Resolution No. 2023-039 approving General Plan Amendment (GPA 2022- 0002), Specific Plan (SP 2022-0001) and Site Development Permit (SDP 2022-0001); the approved project plans are included as Attachment 2. The GPA consisted of an amendment to the City’s housing element to add more low and very low-income sites to the sites inventory since the project proposed market rate and moderate-income housing instead of low and very low-income housing as shown on the sites inventory. Condition of Approval No.12 for the GPA required that the housing element amendment be approved and certified by the State Housing and Community Development Department (HCD) prior to the Specific Development Plan (SDP) becoming eligible for approval. HCD granted its approval on February 5, 2024 (Attachment 3). Accordingly, the SDP officially became effective on that date and is set to expire on February 5, 2026. Per the Municipal Code, SDPs may be granted two-year time extensions with no limit on the number of extensions allowed. On July 29, 2025, the applicant submitted an application for a two-year time extension of the SDP, and cited difficulty receiving assurance from IID that power would be available from the Marshal substation south of the site (email, dated August 1, 2025, included as Attachment 4). If this request is approved, the project’s new expiration date will be February 5, 2028. Revisions to Conditions of Approval There are no changes proposed to the project. Revisions made to the Site Development Permit include the necessary updates based on changes to the date and permit number, as are included as exhibits to the enclosed proposed resolution. ENVIRONMENTAL REVIEW The Design and Development Department has determined that the proposed project conforms with the previously adopted Environmental Assessment 2022-0001 (Mitigated Negative Declaration). No changes to the approved project are proposed as a result; therefore, no new environmental documentation is required. ALTERNATIVES Council may deny the time extension request, and the SDP would expire on February 5, 2026, unless building permits are issued prior to that date.
