The Design and Development Department has reviewed your request for Special Event Permit
2025-0015, IRONMAN 70.3 La Quinta triathlon event on December 5-8, 2025. Pursuant to
LQMC Section 9.100.130 (Special Events — Nonresidential), your permit is approved based on
the following Findings:
A. The event will not be detrimental to the health, safety and general welfare of the
community in the area of the proposed event. The swimming portion of the event will be
located entirely within Lake Cahuilla Recreation Area with the bicycling portion extending
offsite onto adjoining roads within the City of La Quinta and continuing into unincorporated
areas of Riverside County. The running portion, athlete's village, and finish line will be
located at SilverRock Park. The temporary event will provide traffic control to minimize
disruption to the community's residents and businesses.
B. There is adequate area to conduct the event and to accommodate the anticipated
attendance.
C. Sufficient parking will be provided for the anticipated attendance. Parking will be at the
SilverRock Park and Ironman participants will be shuttled to the race start Lake Cahuilla
Recreational Area. The applicant will have a phased equipment drop-off plan at Lake
Cahuilla on Saturday, December 6, 2025.

D. Food service operations, medical facilities, solid waste facilities, sewage disposal
methods and potable water service have been provided.
E. Fire protection plans and facilities have been provided to the satisfaction of the Fire
Marshal subject to the attached Fire Department conditions of approval.
F. Security plans, including security staffing levels, and facilities have been provided to the
satisfaction of the La Quinta Police Department, per separate agreements with the
Riverside County Sheriff's Department.
G. Public roadways providing access to the event are capable of accommodating the
anticipated traffic volumes in a reasonable and safe manner with minimal disruption to
local traffic circulation. The applicant -provided traffic control plan was approved by the
City Traffic Engineer and will manage traffic and ensure safety throughout the event.
CONDITIONS OF APPROVAL
Completion/confirmation prior to start of the event:
1. The applicant shall obtain all other applicable permits, if required, from the appropriate
agencies (i.e. Fire Department, Building Department, Police Department, Alcohol
Beverage Control, etc.). This includes applicable permits and contracts secured from
Riverside County Sherriff's Department, County of Riverside, and California Highway
Patrol.
2. The applicant shall obtain and adhere to an encroachment permit for the traffic control
plan off -site signs and traffic controls placed within the City's right-of-way. Encroachment
permit will include requirements for insurance that shall be provided by the applicant.

permit. Encroachment Permit ENC2025-0075 has been issued as of the date of this
letter.
3. All vendors conducting business in the City of La Quinta shall obtain a City Business
License prior to event.
4. If ground excavations are required, please contact Underground Service Alert (USA) at
1-800-227-2600 or 1-800-422-4133. This service is free of charge provided USA is given
a two-day notice prior to commencement of work.

5. The applicant shall provide notification of each event to all affected communities and
residents, per the notification plan and information that has been provided to staff and is
on file. This notification shall happen in a timely manner and to the satisfaction of the
Community Resources Department and City Manager.
6. The applicant shall adhere to any conditions of approval, requirements, and fees required
by the County of Riverside Fire Department (Attached).
7. The Design and Development Director may modify Conditions of Approval regarding
operational conditions should it be determined, the proposed uses or conditions under
which the events are being operated or maintained is detrimental to the public health,
welfare, or materially injurious to property, improvements or other uses in proximity to the
subject property, or if the subject property is operated or maintained so as to constitute a
public nuisance.
Completion/confirmation during the event:
8. The set-up and operation of the events shall be consistent with the attached exhibits and
event information on file.
9. Security and volunteer personnel shall be easily identifiable to the public by the provision
of uniformed personnel. Any designated private security personnel must be licensed by
the State of California and possess a valid private security license.
10. Certain areas providing access to the event area are public and, as such, general public
access may not be denied or restricted in any manner that extends beyond the limits of
this event as approved.
11. The applicant shall conform to the City's Noise Ordinance (Municipal Code Section
9.100.210) and specifically the following noise limitations during the event:
Before 10:OOpm: Sixty-five decibels (65 dB(A))
After 10:OOpm: Fifty decibels (50 dB(A))
If the noise consists entirely of impact noise, speech or music, or any combination thereof,
each of the noise levels specific above shall be reduced by five dB(A).
12. Portable generators shall be shielded to prevent accidental contact with the public.
Extension cords shall be ground -secured to prevent tripping. Any lighting shall be directed

away from surrounding roadways and surrounding residential properties. No spot or
searchlights are permitted.
13. Surrounding roadways and intersections shall remain readily accessible for passage of
emergency response vehicles and private vehicles.
14. The event is subject to spot inspections by the Police Department and/or City staff to
ensure compliance with the conditions of this letter.
Completion/confirmation after the conclusion of the event (if necessary):
15. The event route and any sites used shall be left clean and in its original manner after the
event. Temporary trash receptacles shall be provided in and around the event areas. All
event areas shall be left free of debris at the end of each day's activities, and after the
event concludes.
16. All signage shall be removed after event, or each sign is subject to a $50.00 fine.
Removal of signs shall happen by end of day December 8, 2025. Contact the Code
Compliance Division at (760) 777-7050 if you have any questions regarding the removal
of signage.
17. The City of La Quinta Police department reserves the right to bill the event sponsor for
any lost police time, equipment, and/or any unforeseen loss that may occur due to the
event that requires police action.
18. Any damage to public hardscape caused by this event shall be repaired as directed by
the City Engineer. This includes but is not limited to sidewalks, curb and gutter,
landscaping, and pavement especially within the surrounding public streets.
FINAL ACKNOWLEDGEMENT/CONTACT INFORMATION
By holding this outdoor event, the applicant agrees to indemnify, defend and hold harmless the
City of La Quinta ("the City"), its agents, officers and employees from any claim, action or
proceeding to attack, set aside, void, or annul the approval of this temporary use permit. The
City of La Quinta shall have sole discretion in selecting its defense counsel. The City shall
promptly notify the applicant of any claim, action or preceding and shall cooperate fully in the
defense.
The City may elect to add Conditions to this application request to mitigate any problems that

arise not previously addressed herein. The City of La Quinta reserves the right to revoke,
suspend or void this permit at any time. This decision may be appealed to the Planning
Commission, provided the written appeal and filing fee of $1,575.00 are submitted to this
Department within 15 calendar days. Please contact this office should you wish to file an appeal,
and we will assist you in that regard.

Location: Lake Cahuilla and SilverRock Park
The application for the referenced permit was reviewed and approved with the following
conditions.
Fire lanes and fire hydrants shall not be blocked or obstructed with the exception of approved
temporary barricades that can be immediately moved in case of emergency.
Generators shall be separated from temporary tents and structures by a minimum of 20 feet. The
generators shall be isolated from contact with the public. Additional fuel containers shall not be
stored next to the generator. Each generator will need to have a 10BC fire extinguisher, with a
current service tag (within one year). Combustible material (including trash) shall be kept clear of
the generators.
At least one 2A10BC fire extinguisher, with a current service tag (within one year), shall be
provided at all vendor booths with cooking operations. One Class K type fire extinguisher, with a
current service tag (within one year), shall be provided for each vendor booth with a deep fat fryer.
Deep fat fryers shall be located outside tents.
L.P.G. containers (empty or full) shall not be located inside of a tent. Containers shall be secured
with a chain or other approved device to prevent tipping over/unintentional movement.
Accumulation of combustible material (including trash) is prohibited near any ignition sources and
within 30-feet of the perimeter of tents and membrane structures. Waste shall be stored in
approved containers.
Tents over 400 square feet and canopies without sidewalls over 700 square feet shall comply with
the following conditions-
[1] All tent fabrics shall be flame resistant and be labeled with the Seal of Registration.
[2] Extinguishers- At least one 2A10BC fire extinguisher, with a current service tag (within one
year), shall be provided within every 75 feet of travel distance. [CFC 3107.91
[3] Exit Signs and Egress Lighting- Tents with side walls shall have illuminated exit signs and
means of egress lighting pursuant to CFC Chapter 31 when the tent has an occupant load
of 50 or more. [CFC 3103.12.6 & .7] Doors shall swing in the direction of egress with panic
hardware or if a curtain is used, it shall be flame resistant, free sliding on a metal support a
minimum of 80 inches above the floor level. Furnishings, decorations or other objects shall

not be placed so as to obstruct exits, access thereto, egress therefrom, or visibility thereof.
Hangings and draperies shall not be placed over exit doors or otherwise be located to
conceal or obstruct an exit.
[4] Seating Configuration- Seating configuration shall comply with CFC Chapter 10 and
California Code of Regulations (CCR) Title 19.
[5] No Smoking- Smoking shall not be permitted in any tent or canopy or in any adjacent area
where hay, sawdust or any other combustible materials are stored. NO SMOKING signs
shall be conspicuously posted in all tents and canopies open to the public. [CFC 3107.3]
[6] Obstructing exits- Furnishings, decorations or other objects shall not be placed so as to
obstruct exits, access thereto, egress therefrom, or visibility thereof. Hangings and
draperies shall not be placed over exit doors or otherwise be located to conceal or obstruct
an exit. [CFC 3107.20]
[7] Decorative Materials- All drapes, hangings, curtains, drops and all other decorative material
that would tend to increase the fire and panic hazard shall be made from a nonflammable
material, or shall be treated and maintained in a flame-retardant condition by means of a
flame-retardant solution or process approved by the State Fire Marshal.
[8] Tent stability- shall be provided according to the approved construction documents.
Food trucks shall not be parked in the fire lane. Commercial cooking equipment shall be protected
with an automatic extinguishing system. Portable fire extinguishers are also required. The hood,
plenum and duct shall be maintained in a clean and safe operation. The extinguishing systems
shall be provided with current service tags.
Prior to this event, an inspection by the Fire Department is required to verify the fire and life safety
conditions.
