CALL TO ORDER
A special meeting of the La Quinta Housing Authority was called to order at 3:02 p.m. by
Chair McGarrey.
PRESENT: Authority Members: Evans, Fitzpatrick, Pena, Sanchez, and Chair McGarrey
ABSENT: None
VERBAL ANNOUNCEMENT — AB 23 was made by the Authority Secretary
PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA — None
CONFIRMATION OF AGENDA
Authority Member Pena said he will recuse himself from participating in the discussion
and vote on Closed Session Item No. 1 due to a potential conflict of interest stemming
from a reasonable probability of future income and/or investment income from an electric
power company (Secure Energy Source).
Authority Member Sanchez said he will recuse himself from participating in the discussion
and vote on Closed Session Item No. 1 due to a potential conflict of interest stemming
from a reasonable probability of future income from The Pacific Company that is
potentially affiliated with the negotiating party identified for this project in the agenda title.
The Authority concurred.
CLOSED SESSION
1. CONFERENCE WITH REAL PROPERTY NEGOTIATORS PURSUANT TO

REPORT ON ACTION(S) TAKEN IN CLOSED SESSION:
Authority Member Evans, acting as Presiding Officer for the Authority on behalf of Chair
McGarrey, reported the Authority will recess back to Closed Session to continue
discussion of Closed Session Item No. 1 after conducting the open session of the
November 18, 2025, City Council regular meeting and Authority special meeting.

Conducted jointly with the November 18, 2025, City Council regular meeting open session
at 4:00 p.m., led by Chair / Mayor Pro Tem McGarrey.

1. APPROVE HOUSING AUTHORITY MEETING MINUTES DATED OCTOBER 21,
2025
MOTION — A motion was made and seconded by Authority Members Evans/Fitzpatrick
to approve the Consent Calendar as presented. Motion passed unanimously.

STUDY SESSION — None
HOUSING AUTHORITY MEMBERS' ITEMS — None
CHAIR McGARREY RECESSED THE AUTHORITY SPECIAL MEETING AT 4: 54
P.M. TO COMPLETE CONDUCTING THE OPEN SESSION PORTION OF THE
CITY COUNCIL REGULAR MEETING, AFTER WHICH THE AUTHORITY
WOULD RECESS BACK TO CLOSED SESSION TO COMPLETE DISCUSSION
OF ITEM NO. 1

City Attorney Ihrke reported no actions were taken in Closed Session that require

ADJOURNMENT
There being no further business, it was moved and seconded by Authority Member
Fitzpatrick/Chair McGarrey to adjourn at 7:39 p.m. Motion passed unanimously.
