SPEV 2025-0008 AMGEN Corporate Retreat - LQ Resort (12.04.2025) December 4, 2025 CASE NUMBER Special Event Permit 2025-0008 ACTIVITY/EVENT AMGEN Corporate Retreat at La Quinta Resort January 7-9, 2026 La Quinta Resort 49499 Eisenhower Drive La Quinta, CA 92253 APPLICANT Robert Binns Town and Country Events 7725 Airport Business Parkway Van Nuys, CA 91406 APPROVAL The Design and Development Department has reviewed Special Event Permit 2025-0008, pursuant to LQMC Section 9.100.130 (Special Events – Nonresidential), and has approved the permit subject to Conditions of Approval, based on the following Findings: A. The event will not be detrimental to the health, safety and general welfare of the community in the area of the proposed event. The event consists of the temporary installation of a tent for a corporate retreat at the La Quinta Resort. B. There is adequate area to conduct the event and to accommodate the anticipated attendance. The event will be held entirely within the La Quinta Resort property. C. Sufficient parking will be provided for the anticipated attendance. Many of the attendees of the corporate retreat will be staying at the Resort during the duration of the event. D. Food service operations, medical facilities, solid waste facilities, sewage disposal methods and potable water service have been provided. E. Fire protection plans and facilities have been provided to the satisfaction of the fire marshal. F. Security plans and facilities have been provided to the satisfaction of the sheriff. G.Public roadways providing access to the event are capable of accommodating the anticipated traffic volumes in a reasonable and safe manner with minimal disruption to local traffic circulation. This approval authorizes the applicant to conduct the event pursuant to compliance with all conditions of approval of this permit. The applicant must obtain any permits, as may be required below, in order to physically set up the event. CONDITIONS OF APPROVAL Completion/confirmation prior to start of the event: 1.The outdoor event is approved for January 7, 2026 through January 9, 2026. 2.The applicant shall obtain all other applicable permits, if required, from the appropriate agencies (i.e. Fire, Building Department, Public Works, Sheriff’s Department, etc.). 3.All vendors shall obtain a City Business License. Fire Marshal 4.Please see the attached Fire Conditions of Approval from the Office of the Fire Marshal. 5.Fire lanes and fire hydrants shall be maintained unobstructed and accessible. Building Division 6.Building permits must be obtained for tents, generators and A/C units. Building Permit BSPN2025-0016 is currently under review. Completion/confirmation during the event: 7.The set-up and operation of the event shall be consistent with the attached exhibits and event information on file. 8.Security personnel shall be easily identifiable to the public by the provision of uniformed personnel. All designated private security personnel must be licensed by the State of California and possess a valid private security license. 9.The applicant shall conform to the City’s Noise Ordinance (Municipal Code Section 9.100.210) and specifically the following noise limitations during the event: A.Before 10:00pm: Sixty-five decibels (65 dB(A)) B.After 10:00pm: Fifty decibels (50 dB(A)) If the noise consists entirely of impact noise, speech or music, or any combination thereof, each of the noise levels specific above shall be reduced by five dB(A). The proposed event is scheduled to end at 1:00 pm. 10.Surrounding roadways and intersections shall remain readily accessible for passage of emergency response vehicles and private vehicles. There shall be no queuing of vehicles along all surrounding roads for the purposes of dropping off for, picking up for, or entering the event. 11.Roadways/traffic aisles to structures and activities in and around the event will be maintained accessible to emergency vehicles at all times. Parking monitors shall wear light-colored clothing and reflective vests as needed. Flashlights shall be used after dusk. 12.The event is subject to spot inspections by the Police Department and/or City staff to ensure compliance with the conditions of this letter. 13.Smoking shall not be permitted in any tent or canopy or in any adjacent area where hay, sawdust or any other combustible materials are stored or used unless approved by the fire inspector. NO SMOKING signs shall be posted in all tents and canopies. 14.No fireworks, or open flame, or any other device emitting flame or fire or creating a glow capable of igniting combustibles shall be permitted. 15.Fireworks require a separate application to the Office of the Fire Marshal for permit. Fireworks are not proposed as part of this event. 16.All motor vehicles shall be parked in designated parking areas. Designated Fire Lanes are to be kept open with minimum of 20 feet unobstructed access at all times. Fire lanes shall be clearly outlined in an approved manner throughout the event grounds by posting “NO PARKING FIRE LANE”. Completion/confirmation after the conclusion of the event (if necessary): 17.The event sites used shall be left clean and in its original manner after the event. Temporary trash receptacles shall be provided in and around the event areas. All event areas shall be left free of debris at the end of each day’s activities, and after the event concludes. FINAL ACKNOWLEDGEMENT/CONTACT INFORMATION By holding this outdoor event, the applicant agrees to indemnify, defend and hold harmless the City of La Quinta (“the City”), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this temporary use permit. The The City of La Quinta shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or preceding and shall cooperate fully in the defense. The City may elect to add Conditions to this application request to mitigate any problems that arise not previously addressed herein. FIRE LANES/ACCESS Fire lanes and fire hydrants shall be maintained unobstructed and accessible. GENERATORS Generators shall be separated from tents/canopies by a minimum of 20 feet and be isolated from contact with the public. Refueling containers shall not be stored next to the generator. Each generator shall have a portable fire extinguisher available with a minimum rating of 10BC. HEATING EQUIPMENT [CFC 605.5.2.2.1] Portable outdoor gas-fired heating appliances shall not be used inside of tents. Only listed and approved portable outdoor gas-fired heating appliances utilizing a fuel gas container that is integral to the appliance shall be used. Portable outdoor gas fired heating appliances shall be listed and labeled in accordance with ANSI Z83.26/CSA 2.37. Propane containers (empty or full) shall not be located inside of a tent. Containers shall be secured with a chain or other approved device to prevent from tipping over. TENTS AND CANOPY(S) [CFC Chapter 31] [1]All tent fabrics shall be flame resistant and be labeled with the Seal of Registration. [2]Portable fire extinguishers rated 2A10BC, with a current service tag (within one year), shall be provided within every 75 feet of travel distance. [CFC 3107.9] [3]Exit Signs and Egress Lighting- shall be provided with approved secondary power in case of primary power loss. [4]A minimum of 4 exits are required for a tent with an occupant load of 750 persons. Each exit shall have a clearly visible illuminated exit sign that remains illuminated in case of power loss, doors shall swing in the direction of egress with panic hardware or if a curtain is used, it shall be flame resistant, free sliding on a metal support a minimum of 80 inches above the floor level. Curtains shall be of a color, or colors, that contrasts with the color of the tent. Obstructing exits- Furnishings, decorations or other objects shall not be placed so as to obstruct exits, access thereto, egress therefrom, or 2 of 2 (Fire permit FSEV2025-0013, 11/21/25) visibility thereof. Hangings and draperies shall not be placed over exit doors or otherwise be located to conceal or obstruct an exit. [CFC 3107.20] [5] Seating Configuration- Seating configuration needs to comply with CFC Chapter 10 and California Code of Regulations (CCR) Title 19. Dining tables and seating arrangement shall maintain a minimum 30 inch aisle accessway width. [6] No Smoking- Smoking shall not be permitted in any tent or canopy or in any adjacent area where hay, sawdust or any other combustible materials are stored. NO SMOKING signs shall be conspicuously posted in all tents and canopies open to the public. [CFC 3107.3] [7] Decorative Materials- Curtains, draperies, hangings and other decorative materials suspended from walls or ceilings shall meet the flame propagation performance criteria of CCR Title 19 in accordance with section 807.2 or be non-combustible, when the tent has an occupant load of 50 or more. [Ref CFC 807.1] OPEN FLAMES & CANDLES Candles, torches or similar that produce an open flame effect shall be approved prior to use in assembly areas, dining areas of restaurants and drinking establishments. Candle devices shall be located within stable candle holders the are resistant to tipping over. In the event of tipping over the candle wick and flaming element shall not extend beyond the opening of the candle holder. All combustible decorations, including floral arrangements, shall not be located near or above the placement of the open flame device(s). FIRE INSPECTION Prior to this Special Event, you must be cleared by the Fire Department by way of a Pre-Event Fire Safety Inspection. Applicant/installer shall be responsible to contact the Fire Department to schedule inspections. Requests for inspections are to be made at least 48 hours in advance and may be arranged by email FireBusinessMail@LaQuintaCA.gov All questions regarding the meaning of these requirements should be referred to the Office of the Fire Marshal staff at (760)777-7078. Chris Cox – Fire Safety Supervisor My name is Bob Binns from Town and Country Event Rentals. We will be installing a 100’x164’ tent structure in the parking lot of the La Quinta Resort. The structure will include flooring, Temp power, A/C , & tables and chairs. This structure will be used as a dining tent for guests at the conference. It will also serve as a backup plan for bad weather. We will also be providing a 24x32 entrance tent into the structure, 20x40 catering tent on the edge of the parking lot. No cooking is done inside this tent. It is for prep and staging food prepared elsewhere. A 20x40 storage tent is also on the edge of the parking lot. This will hold empty audio & video cases and unneeded equipment. We will install a 15x30 canopy on the side paƟo of the ballroom. This is for an event acƟvaƟon, so the side paƟo can be uƟlized during the event. We will have standby crew on site during all three days of the event. We will start the installa Ɵon of the equipment on Jan 1st 2026. The event runs from 1/6-1/9. We will begin striking equipment 1/9 in the aŌernoon. We will complete strike 1/11/26. The main structure will be ready for inspec Ɵon 1/5 at the latest. We will be adding diagrams for other events at the resort connected with this conference. This is the only tenƟng that I know about. I do not have further info to add. My past experience is the resort will add funcƟon I am not related to. The resort will supply any other info. I do not know of anything that is requiring addiƟonal Permits.
