ta Qa�fra CALIFORNIA - December 10, 2025 Lea Moguet Toll Brothers 350 Commerce, Suite 200 Irvine, CA 92602 SUBJECT: MINOR USE PERMIT 2025-0009: AMENDMENT TO MINOR USE PERMIT 2025- 0005 FOR GRIFFIN RANCH Dear Ms. Moguet: The City of La Quinta Design and Development Department has reviewed and approved Minor Use Permit 2025-0009, an amendment to Minor Use Permit 2025-0005 to include one model home. The model home will be constructed on Lot 11 (APN: 780-450-011) pursuant to the findings listed in Section 9.60.240 of the La Quinta Municipal Code, and subject to the information on file and the Conditions of Approval included herein. aILI1111LI[09 1. Consistency with General Plan. The model home is permitted within the Low -Density Residential (RL) zoning designation and will allow prospective buyers to visualize the finishes, upgrades, and overall style of the completed homes. 2. Consistency with Zoning Code. The use of the model home will not create conditions materially detrimental to public health, safety, and general welfare. 3. Compliance with CEQA. The model home consistent with the addendum to the Mitigated Negative Declaration (MND) that was prepared for EA2021-0002 and adopted by the La Quinta Planning Commission on May 24, 2022, Resolution 2022-013. 4. Surrounding Uses. The proposal would not create conditions materially detrimental to public health, safety and general welfare or injurious to or incompatible with other properties or land uses in the vicinity. The proposed use of the model home is not permanent and is consistent with other newly constructed tracts within residential areas. CONDITIONS OF APPROVAL PI ANNIN(-, 1. The Design and Development Director may extend the permit for up to one year upon a written request from the property owner. 2. The applicant shall receive Precise Grading (PWPL2025-0067) approval for this project. Additional permits from Design and Development Department may be required. 3. The model home complex will be open to the public from 10:00 AM to 5:00 PM, seven days a week. 4. City of La Quinta Business License & CA DRE Real Estate Office License are required. 5. The following advertising devices or activities are expressly prohibited within or outside the project: banners, balloons, portable trailer signs, or human indicators such as sign twirlers. Permitted signage can be found in LQMC Section 9.60.240. 6. ADA accessible route(s) from the sales office to the model home and throughout the area shall be provided and maintained as may be required by the Public Works Department and the Building Division. BUILDING 7. A separate Building permit BRES2025-0406 shall be obtained from the Building Division prior to the construction of the model home. The proposed construction shall comply with all other development standards as required under the La Quinta Zoning Code. 8. Any building, structure, facility, complex or improved area, or portions thereof, which are used by the general public shall be provided with a barrier free design, to ensure that these improvements are accessible to and usable by persons with disabilities, plans shall fully detail how the proposed construction complies with the California Accessibility Standards defined in Title 24 Chapter 11 B and Federal ADA Regulations. A new precise grading plan must be reviewed and approved showing compliance with the applicable site accessibility requirements. There are apparent deficiencies in the preliminary proposed precise grading plans provided with this MUP, including accessible route slopes and separation of circulation paths from vehicular areas.
