The event, as conditioned, will not be detrimental to the health, safety and general welfare of the community in the area of the proposed event. B. There is adequate area to conduct the event and to accommodate the anticipated attendance, as conditioned. C. Sufficient parking will be provided for the anticipated attendance. D. Food service operations, medical facilities, solid waste facilities, sewage disposal methods and potable water service have been provided. E. Security plans and facilities have been provided to the satisfaction of the sheriff. G. Public roadways providing access to the event are capable of accommodating the anticipated traffic volumes in a reasonable and safe manner with minimal disruption to local traffic circulation. The applicant -provided traffic control plan was approved by the City Traffic Engineer and will manage traffic and ensure safety throughout the event. This approval authorizes the applicant to conduct the event pursuant to compliance with all conditions of approval of this permit and does not constitute approval of the necessary building, fire and encroachment permits, or other permits as necessary. The applicant must obtain any permits, as required below, in order to physically set up the event. CONDITIONS OF APPROVAL Completion/confirmation prior to start of the event: 1. The applicant agrees to indemnify, defend and hold harmless the City of La Quinta ("the City"), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this temporary use permit. The City of La Quinta shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or preceding and shall cooperate fully in the defense. 2. The applicant shall obtain all other applicable permits, if required, from the appropriate agencies (i.e. Fire Department, Building Department, Police Department, Alcohol Beverage Control, etc.). This includes applicable permits and contracts secured from City of Indian Wells, City of Indio, Riverside County Sherriff's Department, County of Riverside, and California Highway Patrol. 3. The applicant shall provide notification of the event to Home Owners Associations within 500 feet of event site, including PGA West, La Quinta Country Club, Hideaway, Madison Club, Citrus, and any other residential developments to be affected by event and traffic control, at least fourteen (14) days prior to the event, by January 5, 2026. Notification shall include date, time, event scope, contact information, and traffic plans. Proof of notification shall be provided to the Design and Development Department by January 9, 2026 and shall include the following: a) a map showing all properties within a minimum 500-foot radius of subject property, b) a typed list of all property owners and their mailing address within a 500-foot taQaNfra CALIFORNIA - radius, and all residents/tenants of said properties, c) photographic evidence of addressed envelopes, d) copy of the written notification, and e) signed affidavit by the applicant that notices have been mailed or delivered. These items may be emailed to the Planning Division at Planning(a-)_LaQuintaCA.gov. Please provide the case number (SPEV2025-0018) with correspondence. 4. The applicant shall finalize and adhere to contract between applicant and Riverside County Sheriff's Department for Police presence throughout event. Contract shall be finalized no later than thirty (30) days prior to event. 5. A Special Inspection Permit from the Building Division will be required for Special Event Structures, including but not limited to tents, umbrella structures, membrane structures, TV towers, platforms/grandstands, stages, and generators. Plans and layouts complying with ICC-300 along with structural calculations are required for review and approval, and need to be submitted with adequate time to review - Per contract a minimum (2) week per review round is necessary. Additionally, a Structural Observation by the Engineer of Record of the completed structures, and its review and approval by the Building Division, is required prior to occupancy. 6. The applicant shall provide copies of their contracts with traffic, security and crowd control companies for review and approval by the Fire Department and Sheriff Department. Such contracts shall be approved and finalized no later than twenty (20) days prior to event. 7. The applicant shall obtain and adhere to an encroachment permit for the traffic control plan off -site signs and traffic controls placed within the City's right-of-way. Encroachment Permit will include requirements for insurance that shall be provided by the applicant. Please contact Amy Yu at (760) 777-7047 for assistance on obtaining an Encroachment Permit. 8. All vendors conducting business in the City of La Quinta shall obtain a City Business License prior to event. 9. If ground excavations are required, please contact Underground Service Alert (USA) at 1-800-227-2600 or 1-800-422-4133. This service is free of charge provided USA is given a two-day notice prior to commencement of work. 10. The Design and Development Director may modify Conditions of Approval regarding operational conditions should it be determined, the proposed uses or conditions under which the events are being operated or maintained is detrimental to the public health, welfare, or materially injurious to property, improvements or other uses in proximity to the subject property, or if the subject property is operated or maintained so as to constitute a public nuisance. Completion/confirmation during the event: 12. The set-up and operation of the events shall be consistent with the attached exhibits and event information on file. 13. Security and volunteer personnel shall be easily identifiable to the public by the provision of uniformed personnel. Any designated private security personnel must be licensed by the State of California and possess a valid private security license. 14. Certain areas providing access to the event area are public and, as such, general public access may not be denied or restricted in any manner that extends beyond the limits of this event as approved. 15. The use of amplified equipment for music presentations is permitted, provided that all provisions of the City of La Quinta's Noise Ordinance (LQMC 9.100.210) are complied with. 16. The use of amplified equipment for a music concert on Friday January 23, 2026 and Saturday, January 24, 2026 from 5:00 p.m. — 8.00 p.m. each day is permitted, along with sound checks occurring between 4:00 p.m. and 5:30 p.m. on Friday and Saturday, provided that all provisions of the City of La Quinta's Noise Ordinance (LQMC 9.100.210) are complied with, with the exception of the Noise Standard temporarily being raised from 60 dB(A) to 85 dB(A) for the neighboring homes and the applicant shall implement noise limiters, gates, or compressors per technology mitigation measure #2 from the noise study dated January 12, 2018 and on file. If the noise consists entirely of impact noise, speech or music, or any combination thereof, each of the noise levels specific above shall be reduced by five dB(A). 17. Portable generators shall be shielded to prevent accidental contact with the public. Any lighting shall be directed away from surrounding roadways and surrounding residential properties. No spot or searchlights are permitted. 18. Surrounding roadways and intersections shall remain readily accessible for passage of emergency response vehicles and private vehicles. 19. The event is subject to spot inspections by the Police Department and/or City staff to ensure compliance with the conditions of this letter. Temporary trash receptacles shall be provided in and around the event areas. All event areas shall be left free of debris at the end of each day's activities, and after the event concludes. 21. All signage shall be removed after event, or each sign is subject to a $50.00 fine. Removal of signs shall happen by end of day January 26, 2026. The City of La Quinta Police department reserves the right to bill the event sponsor for any lost police time, equipment, and/or any unforeseen loss that may occur due to the event that requires police action. 23. Any damage to public hardscape caused by this event shall be repaired as directed by the City Engineer. This includes but is not limited to sidewalks, curb and gutter, landscaping, and pavement especially within the surrounding public streets. THE , AM ERICAN EXPRESS SPORTFIVE THE AMERICAN EXPRESS ®R The American Express is a professional golf tournament that uniquely features the use of three golf courses over four days. The event takes place from January 19th through January 25th, 2026. La Quinta Country Club, The Nicklaus Tournament course, and the Stadium Course at PGA West all play host to the tournament. The event has a long history utilizing these courses and has been in the Coachella Valley for over 60 years. The event is open to spectators from Thursday, January 22"d through Sunday, January 25th. There are multiple venues that are open to all spectators and provide a variety of different fan amenities. The entire event is ADA friendly and compliant and welcomes all people with mobility challenges to come out and enjoy the game of golf. The general parking lot for the event is a large lot off of 5411 Avenue and Jefferson Street and is a short shuttle ride to and from the main entrance of the tournament. Local law enforcement in conjunction with private security keep a safe a secure tournament site a priority and work closely with the event's operating team with the regards to both planning and executing the golf tournament. On site there are multiple sponsored venues playing host to different levels of clients, as well as places for people with grounds tickets to enjoy. The most prominent golf holes to watch are 17 green, which features the popular Alcatraz green, and then 18 green, where the tournament finishes on Sunday. The American Express features two concerts within the tournament site on Friday, January 23rd, and Saturday, January 24th. An extensive traffic and safety plan has been devised to ensure a safe and efficient ingress and egress to the tournament rounds and concerts. A concert ticket is free with a general admission golf ticket, so our spectators can watch golf during the day, and then enjoy a big name concert act in the evening. The tournament is played at the Stadium and Nicklaus Courses at PGA West and La Quinta Country Club. • Concerts: In addition to golf tournament, the American Express also host two concerts on Friday and Saturday night of the event. Emergency Operations Team The Operations team readies and distributes the appropriate material resources specific to the emergency. This team is led by the Operations Director (Tucker Mitchell) and is comprised of Club Management, Transportation Services, Parking and other operational vendors. Emergency Security Safet Ty eam This team is comprised of all elements of security and law enforcement and initiates and manages the response specific to the threat or circumstances relating to the emergency. This team is comprised of PGA Tour Security, Riverside County Sheriff's Department, Riverside County/Cal-Fire, EES Security, and the FBI. Emergency Volunteer Safety Team This team is responsible for putting our volunteer resources to maximum use in the event of an emergency. Emeraencv Communications Team This team authors all public communication and manages onsite media in relation to the emergency. Such as: o Course & Hole Number o Green, Tee, or Fairway o Golfer's Left of Right • Hole Captain will inform Volunteer leaders of their situation • Marshals will attempt to control spectators to allow medical and/or Security personnel to quickly access the victim and provide medical or Security assistance. • An Incident Report is to be completed by Volunteer/Security personnel at the time of the incident. Command & Control THE AMERICAN EXPRESS® • The Director of Operations, Security Director, PGA Tour Security, Chief Rules Official, Law Enforcement and the Emergency Management Team, will take the lead in the assessment and procedural handling of all site -wide threats and or incidents. • Once the threat or incident has been internally identified, the Director of Operations, Tournament Executive Director, PGA TOUR Security, Chief Rules Official, Works Entertainment representative, and the directors of contracted security will be notified to assist in threat evaluation and development of response options. It is at this point the Emergency Management Team will dictate the level of response including evacuation, if any, initiated by The American Express staff. • Upon direction to evacuate, The American Express staff will be responsible for managing the process via a predefined format specified in the procedural guideline below. After evacuation, the site will be screened for the threat and staff and patrons will return only upon direction of the Emergency Management Team. Communications Plan THE AMERICAN EXPRESS" • Communication and coordination by and among staff and patrons alike are of the essence for a successful plan and as such, a calm and consistent message is imperative in the implementation of predetermined evacuation procedures that will ultimately minimize the potential impact. • To this end, the Command Center (located by the Fitness Center at the Palmer Clubhouse) will be employed to enhance communication between the various groups. • The delivery of emergency communication and instructions will be delivered via tournament radios to Tournament staff, Volunteers, Marshals, PGA Tour, Law Enforcement, Fire/Medical Responders and Security personnel. Each of them will notify spectators in their general vicinities on which actions to take with regards to properly responding to any incident or threat. Inclement Weather Weather Alerts • The following weather alert scale is designed to define the threat level of the inclement weather based on the potential likelihood and severity of presenting dangerous conditions to persons onsite and/or impacting the competition. • These advisory messages are issued at the beginning and throughout each Tournament Day and include guidance about potential conditions (e.g., "Inclement Weather Possible Today") • Weather alerts will be assigned a color indicating a combinations of the level of impact and the likelihood of the severe weather. The colors will be assigned according to the matrix found. • The alerts will be displayed based upon the information available at the time and, therefore, may not be displayed in ascending order. THE AMERICAN EXPRESS® Inclement Weather Plan Activation THE AMERICAN EXPRESS® Each tournament's Inclement Weather Plan will be activated by the PGA TOUR Chief Referee. Decision and Notification: The PGA TOUR Chief Referee will evaluate the weather information provided by the PGA TOUR Weather Consultant, and in consultation with Tournament Leadership, Title Sponsor, and TOUR Executives, will make decisions pertaining to activation of the Inclement Weather Plan. All weather decisions will consider the potential impact of inclement weather on the safety conditions for all persons on the golf course and disruption to the competition. After making the decision to classify the appropriate weather alert, the PGA TOUR Rules Official will then notify Tournament Leadership, On -Course Rules Officials, ShotLink personnel, Media Official, TOUR Broadcast Liaison and Security via radio or other communication method to enact the appropriate response plan through the provision of warnings, communication and operational procedures. THE Course Evacuation Scenarios- Controlled AMERICAN Evacuation EXPRESS" Golf Evacuation • In the event of a controlled evacuation, Players and caddies, marshals and walking scorers for each group on the course will be evacuated to a designated Safe house on the fairway of the hole they are playing or to the clubhouse depending on the situation and the preparation time. Due to the vastness and the openness of the area available for spectators, in the event of a Controlled Evacuation, Spectators will be directed to return to the shuttle buses to return them to their personal vehicles, valet or to their personal residences on the course. Examples: a weather incident with warning & planning time, end of play due to darkness, etc. Concert Evacuation • Due to the vastness and the openness of the area available for Attendees, in the event of an Emergency Evacuation, Attendees will be directed, if it is safe, to exit through the North or South Entrances/Exits located on the West side of the concert area to return to the shuttle buses and be taken to the parking lot and their personal vehicles; to the Clubhouse valet or directed to continue to their personal residences on the course. THE Course Evacuation Scenarios- Emergency A�pREICAN 55° Evacuation Golf Evacuation • In the event of an emergent incident such as a severe weather incident, criminal acts of violence or violent threats to the site, it is imperative the Emergency Teams immediately respond to their areas of responsibility and initiate emergency operations as soon as it is safe to do so. In this case each team should respond to the team leader's designated location to organize, assess and mobilize the appropriate response specific to the emergency as directed by the Emergency Management Team. Concert Evacuation • In the event of an emergent incident at or during a concert, Works Entertainment, EES Security, Sheriff's Office and the remainder of the Emergency Management Team to determine where and when further actions will be necessary by other Division members. If the system is operational, the stage sound system will be utilized to provide audio messaging for directions and when to evacuate. Due to the vastness and the openness of the area available for spectators, in the event of an Emergency Evacuation, Attendees will be directed, if it is safe, to exit through the North or South Entrances/Exits located on the West side of the concert area to board the shuttle buses and be taken to the parking lot and their personal vehicles, to the Clubhouse valet or directed to continue to their personal residences on the course. Course Evacuation Procedure THE AMERICAN EXPRESS® • In the event a controlled or emergency evacuation of the golf course is ordered, The American Express Desert Classic presented by American Express and The Impact Through Golf Foundation LLC, has the following system to get players, caddies, volunteers, and spectators safely off the course. The procedures are the same for both types of evacuations. However, emergency evacuations will have an emphasis on speed and finding safe shelter for players. Unless specific directions are given to alter the plan, the following guidelines should be followed in all evacuations. With a minimum of hard structures with very limited occupancy capacity, spectators and attendees as well as all staff and working personnel will be encouraged to leave the area as soon as it is safe. • Radio transmissions will be made on all channels advising of a course evacuation and each respective group will commence with their evacuation responsibilities. Course Evacuation: Group Assignments THE AMERICAN EXPRESS® Players • When the announcement is made by the PGA TOUR to halt play, specific instructions will be given to begin or not to begin the evacuation of the players. If it is announced that a player evacuation is required all players will proceed to their designated Hole Safe House or to carts that will be provided for each hole. It is the responsibility of the Hole Captain to ensure that they know the location of the Hole Safe House and the pickup location for the carts. Walking Scorers • Walking Scorers will stay with the players and caddies in their respective group and direct them to the nearest evacuation Hole Safe House or to the location of the pickup location for the carts. Marghal-q • Marshals should be prepared for direction from their Hole Captain and group leaders on how to best assist the evacuation process. Marshals may be asked to assist players getting Hole Safe Houses or to transportation carts. They are to remain in place to control spectators or return to a gathering place for their individual group. If Marshals do not receive direction from their Hole Captain, they should return to the Volunteer Headquarters for further instructions. Hole Captains • Hole Captains are responsible for guiding the players and caddies to their evacuation Hole Safe House or transportation carts/vans. They are to oversee the other marshals' activities on their hole. Hole captains will have a radio and will be expected to provide updates to their leader on the status of the evacuation of their hole. Once their hole has been completely evacuated, Hole Captains are expected to update the Volunteer Leader via radio. Course Evacuation: Group Assignments Volunteer Leaders and Assistants THE AMERICAN EXPRESS® • The primary function of the leaders and assistant leaders during the evacuation will be to gather information from their Hole Captains on the evacuation and assist with the flow of evacuation resources. Leaders and Assistants should proceed to the Volunteer Tent to streamline communications. Information gathered by the leaders will then be communicated to the Volunteer Chairman. Transportation • In the event of a course evacuation the Transportation Committee should mobilize to their designated areas to evacuate players, caddies, walking scorers and standard bearers. Volunteer Chairman • Manage the Volunteer Leaders and Assistants in the Volunteer Tent. Coordinate evacuation effort from the volunteers and report status updates to the Emergency Management Team. Shuttle Buses • Preparations should be made to accommodate the influx of spectators leaving the venue. Spectators • Depending on the type of weather conditions, information will be given to staff and volunteers how to direct spectators during this evacuation. Direction will be given for spectators to proceed to the shuttles or personal residences. In some weather conditions the Emergency Management Team will inform staff and volunteers to direct spectators to temporarily remain in the Hospitality tents and structures until given additional instructions. Hospitality Guests • Apart from the exception of high winds or an earthquake, patrons within hospitality structures will be advised to stand by inside their hospitality tents until the weather issue subsides. The Emergency Management Team will be monitoring the safety of the hospitality structures and will give direction if an evacuation is necessary for those structures.
