Additionally, CEQA compliance will be strategically integrated throughout the planning process to prepare a programmatic -level environmental review that streamlines future project -level approvals. Through this disciplined, collaborative, and data -informed approach, the Vista Santa Rosa Master Plan will reflect the community's character, align with the City's long-term goals, and provide a practical, im- plementable roadmap for sustainable growth, infrastructure coordination, and community prosperity. SCOPE OF WORK TASK 1 : PROJECT MANAGEMENT, INITIATION AND COORDINATION 1.1 Work Program: Prepare a refined work program within 2 weeks of kickoff, including scope, deliv- erables, and schedule. Update as needed through monthly meetings. Consultant anticipates that the in -person kick-off meeting would be combined with a city tour. EXISTING CONDITIONS ANALYSIS Consultant will conduct a thorough and comprehensive analysis of the Plan Area's existing conditions and summarize these findings in an Existing Conditions Report. This task begins with a detailed re- view of all existing City documents that may inform the preparation of the report, including the 2035 La Quinta General Plan (with specific attention to the Housing, Circulation, Land Use, Economic De- velopment, and Environmental Justice Elements), Zoning Codes,General Plan Maps, Annual Housing Progress Reports, and Public Infrastructure plans. The Consultant will also facilitate meetings with City staff and local agencies familiar with the community's socioeconomic conditions to gather qualitative data and local knowledge. Deliverables: Draft and Final Existing Conditions Report TASK 3. COMMUNITY ENGAGEMENT Community engagement is central to a successful Master Plan, and our approach is designed to fos- ter widespread, inclusive participation from the beginning. Consultant will work as a partner with City staff to plan and conduct meaningful outreach, ensuring that every voice is heard and considered. PCE's Innovative Approach: Our strategy will go beyond standard outreach to ensure we reach hard -to -reach segments of the community. We will prepare content for the dedicated City web - page and social media and will also propose and coordinate unique outreach opportunities, such as meetings with elderly residents at senior centers, engagement with youth at schools, and direct connections with lower -income residents at neighborhood gathering spots. Consul- tant will bring on an interpreter to provide Spanish -language outreach efforts, ensuring all ma- terials, from social media posts to meeting facilitation, are culturally and linguistically appropriate. Task 3.1. Community Engagement Strategy: Consultant will prepare a Community Engagement Strategy that outlines the framework for inclusive, effective, and equitable community participation throughout the Master Plan planning process. The Strategy will be developed in coordination with the City and will incorporate the following key elements, which directly address the City's objectives: Inform: Provide the community with objective information to ensure they are consistently informed about the project. Consult: Create dedicated channels to obtain valuable feedback on specific project decisions and technical analyses. Involve: Work directly with the community to ensure their concerns and feedback are understood and thoughtfully considered throughout the project. The Community Engagement Strategy will serve as the guiding document for outreach events, iden- tifying the "who, what, where, when, and how." It will include a detailed stakeholder list, schedule and content planning matrix, a plan for accessible communication, and a clear definition of roles and responsibilities. Task 3.2.Outreach Events and Summary. Consultant will coordinate with the City to plan and con- duct meaningful outreach to foster engagement and participation throughout the process. Consul- tant proposes the following activities, subject to refinement with City staff: Create Branding/Style Guide. Consultant will work with the City to create a branding/style guide including a logo, color palette, and font and document layouts to be used for all materials for the planning process. This will provide a unique visual identity and theme for the master plan area. Community -wide Workshop (4). Consultant will facilitate up to two (3) in -person and two (3) online community workshops to be held at key milestones of the Master Plan process (e.g., introduction and visioning, plan development, public review, etc.). Consultant will work with the City staff to identify dates, times, and venues to hold such workshops. Consultant will prepare materials, make presen- tations, and take notes of meetings. Materials and presentations will be translated into Spanish and translation services will be available during workshops. Community Survey. Consultant will prepare an online community survey using Survey Monkey. Consultant will also provide a printable version to be distributed at public counters and senior hous- ing sites. Consultant will prepare a survey advertisement (e.g., flyer, social media posting, newsletter content/graphic, newspaper content, utility bill content/graphic, etc.). The City will be responsible for advertising the survey with the advertisement created by Consultant. Survey and advertisement materials will be available in Spanish. Focus Group Meetings (5). Consultant will facilitate up to five (5) focus group meetings to gather targeted feedback on specific aspects of the plan from key community stakeholders. Planning Commission/City Council Study Session (3). Consultant will facilitate three (3) study sessions with the Planning Commission and/or City Council to share progress updates, including but not limited to identification of key issues, work progress, policy issues, and questions. At the conclusion of the public outreach process, Consultant will draft the Community Engagement Summary Memoranda to summarize the input from all public outreach activities described above. The memo will be included as part of the Master Plan. THREE LAND USE CONCEPTUAL AND PREFERRED LAND USE LAYOUTS Following community visioning and existing conditions analysis, PCE will prepare three con- ceptual land use alternatives for the Vista Santa Rosa Master Plan. These alternatives will ex- plore different growth patterns and land use strategies that balance community character, in- frastructure capacity, environmental constraints, and the City's long-term planning goals. The alternatives will be reviewed with City staff and presented through public engagement activities to gather feedback. Input from the community and decision -makers will inform refinement of the alternatives and the development of a preferred or hybrid land use concept, which will serve as the basis for the final Master Plan and programmatic CEQA analysis. The Preferred Land Use Alternative will be the culmination of all prior planning efforts, including the findings from our Existing Conditions Analysis, the technical data from the Market Analysis, and the feedback gathered from previous engagement efforts. In close consultation with City staff, the Consultant will utilize this information to develop a single preferred alternative that will serve as the basis for the draft Master Plan. A draft will be reviewed by City staff and feedback will be incorporated into the public draft, which will be presented to the public for additional feedback. This public draft preferred alternative will be presented to City staff, the Planning Commission, and the City Council for review and feedback. Consultant will also conduct a final community -wide out- reach session to ensure the public has the opportunity to respond to the proposed plan. MARKET DEMAND ANALYSIS Consultant will prepare a comprehensive Market Demand Analysis to assess future market condi- tions for development in the Plan Area. We will take a detailed, data -driven approach, examining not only current market conditions but also long-range potential to ensure the Master Plan is eco- nomically viable and attractive to developers. Our analysis will assess the future potential for a mix of housing types at increased densities, as well as the viability of incorporating specific commercial uses such as neighborhood retail, office spaces, and hospitality businesses. Deliverables: Draft Market Demand Analysis Report and Final Market Demand Analysis Report TASK 6. INFRASTRUCTURE ANALYSIS PCE will prepare an integrated infrastructure analysis to support the Vista Santa Rosa Master Plan and inform land use decisions, implementation strategies, and environmental review. This task will evaluate existing infrastructure conditions and long-term service capabilities to ensure the pro- posed land use alternatives and preferred plan are realistic, phased, and aligned with City standards. The analysis will examine circulation and connectivity, storm drainage and hydrology, water and recy- cled water supply, wastewater collection and treatment, solid waste and recycling capacity, and energy and utility services. PCE will coordinate with the City and relevant service providers to identify system capacities, planned improvements, and physical or regulatory constraints affecting future development. Using the land use alternatives developed under Task 4 and the market assumptions from Task 5, PCE will assess future infrastructure demands associated with buildout of the Master Plan. Based on the programmatic nature of the Master Plan, this task is anticipated to include preparation of an Initial Study to evaluate the potential environmental effects associated with implementation and buildout of the Plan. The Initial Study will analyze environmental impacts at a programmatic level using the Preferred Mas- ter Plan developed under Task 7 and will be informed by the technical work completed in earlier tasks, including the infrastructure analysis and market demand analysis. PCE will coordinate with the City and responsible agencies to confirm analytical assumptions, methodologies, and the appropriate scope of supporting technical studies.
