Ms. Wehby has completed award -winning planning projects for cities in Southern California to the Central Coast and multiple park renovations, as well as a 300+ acre corporate campus in the mid -west. She specializes in bringing order to the most complex public projects, and clients regard her management skills as essential to successfully completed projects. Keeping an eye towards eventual constructability is part of her charge for the Master Plan, as well as a realistic view to the project budget, including the communication of any urgent concerns such as safety or scheduling. Planning and Urban Design Advisor Planning and Urban Design Advisor, Sean O'Malley (SWA Group) has more than 38 years of professional experience encompassing all aspects of landscape architecture, urban design and planning. His multidisciplinary skill set allows him to develop sophisticated design solutions at a variety of scales across the development transect. He has worked throughout the U.S., Middle East, China and across the globe on an array of project types. Sean also has a robust depth of plant knowledge, utilizing this skill as placemaker to integrate aesthetic and sensory elements as part of an immersive — and sustainable — user experience. He similarly has a longstanding passion for the beauty of the California landscape, and the ability to shape, restore and enhance local and regional landscapes is particularly rewarding; his current work at the Irvine Great Park includes the opportunity to develop multifaceted botanic gardens that celebrate Southern California's horticultural richness. She specializes in equity - driven outreach strategies for diverse, rural, agricultural, and historically underrepresented communities, with a strong track record supporting projects that involve land use change, and long-range planning. She brings deep expertise in designing and managing phased public outreach programs that combine in -person meetings, small -group listening sessions, bilingual materials, digital tools, and one-on-one stakeholder engagement. Her work emphasizes trust -building with residents, property owners, agricultural operators, and community -based organizations to ensure planning outcomes reflect local values, rural character, and long-term sustainability goals. Jessica brings extensive, on -the -ground experience leading public outreach and engagement for regional and local planning initiatives throughout the Coachella Valley, working closely with cities, regional agencies, Tribal governments, community -based organizations, agricultural stakeholders, and residents. Her work in the region spans long-range planning, feasibility studies, active transportation, rail planning, and environmental and climate -focused initiatives, many of which required culturally responsive, bilingual engagement strategies tailored to rural and semi -rural communities. Environmental Planning Lead Environmental Planning Lead, Amanda Tropiano (DeNovo Planning Group) will be responsible for leading the environmental review and technical studies for the Program - level Environmental Impact Report (PEIR) component of the project. Amanda is responsible for leading DeNovo's Southern California practice. She has successfully managed a wide variety of land use and environmental planning projects for public and private sector clients, including numerous General Plans, specific plans, corridor plans, strategic plans, sustainability programs, visioning projects, transit -oriented development plans, zoning documents, outreach programs, and CEQA projects. Amanda is also an IAP2 trained public outreach practitioner and has completed project management training with PSMJ. Amanda brings a unique project management style to her clients, where she relies on collaboration, communication, and creativity to identify and proactively address potential opportunities and challenges. The Grandpark Specific Plan lays the foundation to transform existing rice fields into an ecologically rich, bike -focused, forested, multi -density community connected by greenbelts and in close proximity to parks, schools and civic uses. A large open space corridor and fioodplain acts as the central organizing framework, preserves the area's agricultural character, and creates a scenic, user-friendly community setting. Connecting each neighborhood to the central open space are a series of greenbelts that provide centrally located schools, parks, and stormwater detention. A multi -faceted trail system links housing, open space, civic and commercial uses together - providing dedicated trail systems for commuting, recreation and exploring. The road grids and small parks draws upon Sacramento s historic street grid and park heritage, promoting walkability and a strong sense of community. By creating a large floodplain, the future community and existing Natomas community to the south are protected. The floodplain also works to convey agricultural irrigation water north, to permit the continued farming operations in the area. An extensive bike trail network reduces GHG emissions and provides connections to regional transit. An expansive urban forest sequesters carbon and provides shade to reduce local temperatures. Primary goals for this specific plan update focus on ensuring that the plan area is able to support the growing population and economy of North Chico, through careful organization of land uses while maintaining the region's rural beauty and alleviating infrastructure -related issues the area is currently facing. In order to create a vision plan that aligns with County and community values, three public virtual workshops were held to gather feedback from residents from surrounding neighborhoods and the City of Chico. Community members were also invited to engage virtually with the planning process through the project website, where they were given opportunities to share their own vision for the plan area through an ideas wall, surveys, polls, and a mapping exercise. The plan updates the existing constraints, provides for a mix of housing types, including multi -family and low-income, recommends internal and external circulation routes in coordination with the City's Infrastructure Plan, and includes a mix of commercial uses that will help reduce VMT and provide jobs. During review by the Butte County Board of Supervisors the Board requested that low -density housing be placed near other neighborhoods, and to determine whether a trail system should be implemented for walking along the levees. These revisions take place in future steps involved in the adoption process, after the completion of an Environmental Impact Report (EIR), and Specific Plan Amendment. This dynamic region includes the warrant careful consideration in the Vista Santa Rosa S01 cities of Cathedral City, Coachella, Desert Hot Springs, Indian Wells, Indio, La Quinta, Palm Desert, Palm Springs, and Rancho Mirage, as well as large areas of unincorporated Riverside County. Among California's 482 cities, La Quinta has ranked notably high in population growth, reflecting the broader demographic trends transforming the valley. The economy of the Coachella Valley has evolved significantly over time. While traditionally agriculture -driven, the region has gradually shifted toward tourism, service industries, and residential uses. This transformation has created a unique Master Plan: • Climate Challenges: The S01 experiences extreme heat conditions, with temperatures potentially exceeding 120 degrees during summer months. Planning must address this reality through the strategic placement of heat refuges and climate -resilient infrastructure. Additionally, the area faces periodic wind and dust storms that can diminish air quality and impede traffic flow, necessitating appropriate mitigation strategies. • Environmental Impacts: The Salton Sea's environmental economic dynamic that differs from most parts of the state. degradation presents ongoing challenges for the region. Project Area Characteristics The City's Sphere of Influence (S01) encompasses approximately 7,665 acres generally located east of Monroe, south of Avenue 52, north of Avenue 62, and west of Van Buren and Harrison Streets. The current land use profile reveals a predominantly undeveloped landscape: approximately 1,407 acres are developed, 5,429 acres remain in agricultural use, and 828 acres consist of vacant desert lands. Much of the developed area comprises nurseries and single-family homes on large lots, contributing to the area's distinctive rural character. Given the rapid pace of development occurring throughout the eastern Coachella Valley and the increasing number of new housing starts, long-term planning for this Sphere area has become essential. The Vista Santa Rosa Sphere of Influence Master Plan represents a critical planning initiative for La Quinta's sustainable growth and development. By addressing the unique environmental challenges of the desert climate, the economic opportunities presented by the region's tourism - driven economy, and the infrastructure needs created by seasonal population fluctuations, this Master Plan will establish a comprehensive framework for responsible annexation and development. Through careful consideration of these factors and adherence to sound planning principles, the Master Plan will guide the transformation of the area into a cohesive, well -planned community that enhances La Quinta's quality of life while preserving the rural character that makes this area distinctive. The result will be a balanced approach to growth —one that meets the needs of current and future residents while protecting the environmental and cultural assets that define the Vista Santa Rosa area and the broader Coachella Valley region. The Vista Santa Rosa Master Plan represents an opportunity for the City of La Quinta to enhance access to and resilience of public space in the city. The Vista Santa Rosa Sphere of Influence can become a centerpiece of livable, healthy neighborhoods in the southern Coachella Valley, an essential mobility link, a hub for community recreation and programs, a hydrological resource, a habitat connector. Key to realizing the vision's potential is developing a final alternative that is technically feasible, fundable across a realistic timeline, aligned with City expectations, and responsive to community needs. Achieving this in a way that ties Vista Santa Rosa to the City of La Quinta as a whole will require careful planning and execution. It will also require a design shaped with those who live in and near Vista Santa Rosa. There are a variety of approaches to accomplish this, and our collective knowledge provides many avenues to attain this understanding and mutual respect. This is why we will approach this endeavor with an open mind and a commitment to earnest listening, purposeful dialog, and maintained involvement. Our SWA team is committed to a collaborative process throughout the project's duration that responds to the context and opportunities to deliver planning solutions with near -term benefits as well as long-term viability. Our experience with community engagement will allow us to shepherd participants through the planning and design process, giving form and function to their needs and desires. We must formulate realistic paths to successful development, potentially utilizing creative funding mechanisms and appropriate phasing to meet the diverse needs of stakeholders. Enhancing Connectivity to Surrounding Uses is Vital Improving access into the Vista Santa Rosa Sphere of Influence area and connectivity to adjacent areas will have an outsized impact in creating dynamic community hubs. Moving beyond conventional auto -focused development paradigms, and embracing walkability, cycling and multimodal options, will ensure the development area draws a wider array of residents and visitors and achieves sustainability objectives. Integrate Housing The opportunity to integrate new housing into the Vista Santa Rosa Sphere of Influence area setting will be a key focus; this will be an important element in accommodating new growth as well as meeting the needs of the City's current and future RHNA allocations. We will draw on our ongoing experience in this area to identify the appropriate mix of housing types and preferred locations to help meet this objective. Market Flexibility to Achieve Long - Term Viability Understanding where development should occur, and what types of development are most appropriate, will help ensure a graceful maturation as the Vista Santa Rosa community evolves in the coming years. The ability to repurpose facilities and structures, as well as provide multi -purpose development, can help ensure the site is adaptable to unforeseen changes in terms of market, lifestyle and technological realities in the coming years. Go Small to Go Big A focus on precision design interventions in high visibility areas like gateways, and making connections to / celebrating other successful components of the larger urban context, can produce outsized impacts with great value. This type of strategic approach can help maximize the value of each dollar spent. Enhanced Overall Sense of Place & Functionality In order to create a stronger, more dynamic sense of place, that is also safer, more welcoming and more pedestrian - oriented, we will focus on key objectives like traffic -calming approaches such as new parklets and bulb -outs, increased shade through climate -appropriate street trees, increased public parking opportunities that avoid conflict with pedestrians, and a rich overall aesthetic character. Cohesive Spatial Identity Along with developing design guidelines, or similar regulations, the use of distinctive urban design palettes — encompassing everything from building massing, facade details, architectural materials, and architectural components of urban design like hardscape treatments, street furniture and urban amenities to wayfinding elements, identity and signage — can help articulate a cohesive design intent and community character. The same applies for landscape materials and palettes. As a result, locals and visitors alike will perceive distinctive arrival experiences into different residential, mixed -use, and pastoral areas, both in terms of aesthetics and functionality, through distinctive and lucid environmental character. Integral Focus on Sustainable & Resilient Development Our team is committed to conceiving of and delivering planning solutions that provide for healthier ecosystems and resilient development. In addition to considering multi - modal transit systems, we can establish expectations, set goals, and focus on the development's carbon footprint from planning inception. Key members of the consultant team will meet with the City to serve as a forum to review and confirm project goals, opportunities and constraints, review relevant background information, establish communication protocols, and review scope, schedule, and budget parameters. This will allow the overall team to align on the project vision, schedule parameters, and key work tasks and objectives. Meetings: • Project kick-off meeting and planning area tours (up to two) between key members of the City of La Quinta and SWA team • Work Plan and Schedule working session, between the City of La Quinta and SWA team Phase 1: Community Outreach and Engagement Strategy Primary: SWA, Arellano Associates The City desires a comprehensive stakeholder engagement program that actively involves property owners, businesses, residents, and City Officials through a combination of community meetings at central locations, focus groups, online platforms, and one-on-one conversations. This inclusive approach should be designed to collaboratively shape a shared vision for the Master Plan and build broad community support for the potential annexation into the City of La Quinta. A culturally responsive, bilingual (English -Spanish) outreach strategy that recognizes the area's population should be incorporated. All residents should be able to participate meaningfully as the City seeks to engage their community. The methodology of obtaining community/stakeholder input for the Master Plan and gauging support for future annexation applications shall be described in the proposal. The SWA Team will lead a culturally responsive, bilingual (English and Spanish) public outreach program designed to build trust, clearly communicate the project's objectives, and gather meaningful community input to inform the Vista Santa Rosa Master Plan. The outreach program will be organized around three engagement rounds, each with a defined purpose, targeted feedback focus, and tailored engagement tools aligned with the project schedule. 22 1 City of La Quinta - Vista Santa Rosa Master Plan I SWA Our approach reflects Arellano Associates' experience supporting planning and infrastructure efforts in rural and agricultural communities across the Coachella Valley. This work has involved bilingual engagement and direct outreach to rural residents, property owners, and agricultural operators, requiring an understanding of local conditions, working landscapes, and community concerns related to long-term impacts. This experience informs an engagement approach that is practical and responsive to how people live and work in the project area. Engagement activities will be designed to meet community members where they are, provide clear and accessible information, and offer multiple ways to participate, with in -person workshops serving as the primary forum for input. We understand this project is complex with diverse viewpoints from invested stakeholders, private owners, city officials and community members. The Plan will remain flexible to accommodate the evolving needs of the project, including the need to pivot engagement formats in response to evolving community conditions that may affect comfort with in -person participation. The SWA Team proposes a series of meetings and engagement activities as part of the community outreach strategy. Descriptions of the following proposed activities are included in the subsequent project scope phases: • Stakeholder Working Group: three (3) in -person or virtual focus group meetings with an invited group of stakeholders. • Pop -Up Events: three (3) in -person "pop-up" engagement activities at pre -arranged City/community events to increase our range for project awareness and public input. • Community Workshops: three (3) in -person workshops to share knowledge and ideas between the consultant team, City, stakeholders, and public. • Public Hearings: two (2) presentations during the environmental review process and two (2) presentations for Master Plan approval. • Notifications and Online Activities: a variety of methods to increase awareness and facilitate public participation during the Master Plan process. Deliverables: • Draft and final Public Engagement Plan SWA I City of La Quinta - Vista Santa Rosa Master Plan 1 23 Task 1.2 Stakeholder Database A targeted stakeholder database will be developed and maintained by the consultant team, informed by existing City contact lists and supplemental research specific to the Vista Santa Rosa project area. Stakeholder categories will include residents and property owners, local businesses and event venues, agricultural operations and nurseries, and care facilities. The database will be used to support e-blasts, targeted phone outreach, and community workshop notifications and will be delivered to the City as a final project resource. An opt -in form will be developed to allow community members to receive project updates throughout the planning process. Utilizing an established platform such as My Social Pinpoint or ArcGIS StoryMaps, the SWA Team will set up an interactive project website to inform the community of the Vista Santa Rosa Master Plan project. The website will include project updates, concept progress, upcoming events, schedule, and interactive elements for community feedback (comments/concerns). The City will be responsible for providing a link on the City's website to the project -specific website. Deliverables: • Vista Santa Rosa Master Plan project brand identity reference sheet • Vista Santa Rosa Master Plan project website soft -launch 24 1 City of La Quinta - Vista Santa Rosa Master Plan I SWA Phase 2: Master Plan Primary: SWA Supporting: Arellono Associates, EPS, De Novo Planning Group, Gibson Transportation Consulting, CWE The SWA Team will prepare a minimum of three alternative conceptual land use maps for the City's consideration. The use of creative land use categories and design guidelines to enhance the unique character of Vista Santa Rosa will be examined. A market analysis for the buildout feasibility of the Master Plan will be prepared. Land use plans will be presented at a community workshop meeting. A final draft master plan shall be prepared based upon community and City feedback. Task 2.1 Baseline Data / Existing Conditions Report Primary: SWA Supporting: EPS, De Novo Planning Group, Gibson Transportation Consulting, CWE The preparation of the master plan shall include identifying baseline data for drafting the Master Plan including: existing locations and extent of public and private roads, sewage, water, drainage, solid waste disposal, energy, and other essential facilities. Census data and an existing land use analysis shall also be considered. The consultant team will thoroughly analyze the existing character and conditions inherent in the Vista Santa Rosa site, including review of the existing City Plans and zoning districts applicable to the Vista Santa Rosa Sphere of Influence (SOO. Through both on -site analysis and review of pertinent documents, the team will catalog and examine: • Existing and allowed land uses, including the number and type of existing affordable and market rate residential units; • On -site structures including their size and physical conditions; • Site environmental conditions; • Pending and approved development projects; • The condition and character of the site's public realm, including the landscape and built environment; • Transportation infrastructure (Task 2.2); • Utility infrastructure; • Historic resources (if applicable); • Market conditions and development potential (Task 2.3). The sum of this holistic analysis effort will be compiled into a comprehensive existing conditions report, including data, narrative description, and illustrative graphics and complemented by a detailed map visually articulating the findings. We propose a series of in -person or virtual meetings with City staff to support our analyses, share outcomes, and discuss questions as part of this task. SWA I City of La Quinta - Vista Santa Rosa Master Plan 1 25 Meetings • Existing Conditions & Market Study working meeting - one (1) • Existing Conditions & Market Study review meeting - one (1) Task 2.2 Traffic Study Primary: Gibson Transportation Consulting Supporting: SWA With regard to transportation infrastructure, to support the assessment of existing infrastructure, policies, and needs, OTC will prepare an assessment of existing conditions for vehicles, bicycles, pedestrians, and transit, combining a review of relevant plans, an analysis of existing transportation data, and new data collection in and around the plan area. Task 2.2.1 Inventory Existing Transportation Conditions OTC will conduct an inventory of existing conditions within the City's southern Sphere of Influence (S01) area. This inventory will include all roads and intersections within the S01 and will identify road widths, the number of lanes, intersection lane configurations, traffic control methodology and signal phasing, presence of sidewalks and bicycle lanes, parking restrictions, and public transit service. Task 2.2.2 Transportation Data Collection OTC will collect existing conditions traffic data at up to 30 street segments and eight intersections to develop a baseline. The data will include pedestrian and bicycle activity at key locations and will also include vehicle classification information. Task 2.2.3 Master Plan Traffic Estimates OTC will develop a trip generation model that can be used to test different land use scenarios to assist in development of the Master Plan. We will also develop general geographic distribution assumptions for the Master Plan by land use type (e.g., residential, employment, local -serving retail) that can be used to assign traffic to the surrounding street system. We will apply these assumptions to up to three Master Plan scenarios to estimate traffic that would be added to the street system. Task 2.2.4 Transportation System Recommendations OTC will provide recommendations on the sizing and location of transportation facilities within the S01, including number of vehicular travel lanes and recommended bicycle lane network. These recommendations will be made for up to three Master Plan scenarios. Task 2.3 Market Analysis Primary: EPS Supporting: SWA 2.3.1. Demographic and Real Estate Conditions Analysis EPS will prepare a demographic and real estate market conditions study to serve as a baseline profile for the Vista Santa Rosa Master Plan. Utilizing CoStar, ESRI, and other data sources, the study will analyze key economic and real estate factors affecting the community, as well as how those factors compare to the broader region. The report will analyze supply and 26 1 City of La Quinta - Vista Santa Rosa Master Plan I SWA demand conditions and trends for a variety of land uses —including retail, hospitality, office, industrial, and residential —in the community. For each land use category and associated market sector, EPS will consider historical trends, recent market activity and performance (including rents and absorption rates), and future growth pressures and opportunities. This analysis will be summarized in a technical report. 2.3.2. Market Analysis for Buildout To assist in evaluating the Land Use Alternatives, EPS will estimate market demand and potential absorption rate for the projected buildouts. This evaluation will be informed by the demographic and real estate market conditions analysis completed earlier in the study process and will be utilized in determining the preferred land use plan to be included in the Final Master Plan. The market analysis will be summarized in a technical memorandum and PowerPoint slide deck for presentation to key stakeholders and the community. 2.3.3. Fiscal Impact Analysis for Buildout EPS will evaluate the fiscal impacts of proposed land use programs on the City's General Fund revenues and costs. EPS will employ a planning -level approach, based on an evaluation of the City's budget and estimates related to primary revenue generators (for example, property and sales tax). EPS expects that the City will provide budget documents and any other supporting information regarding the General Fund. For quantifying fiscal revenue impacts, EPS will employ a per -capita methodology, supplemented where necessary with a limited case -study approach, to estimate increases in General Fund revenues attributable to new development. For quantifying public service cost impacts resulting from the Proposed Plan, EPS will use an average cost methodology for forecasting increases in service demand and associated expenditures by land use category. The fiscal impact analysis will be summarized in a technical report. Task 2.4 Alternative Conceptual Land Use Maps Primary: SWA Supporting: EPS, Gibson Transportation Consulting, CWE Our goal is to identify and develop buildable and community -supported land use alternatives for the Vista Santa Rosa area. Starting with the Master Plan project objectives, the SWA team will brainstorm potential plan alternatives. We will seek feedback from City staff, the Stakeholder Working Group and the community (engagement Round 1) in order to gain broad input to inform possible alternatives. The SWA team will evaluate and test the brainstormed plan alternatives in order to assess feasibility, suitability, cost, potential funding, and sustainability impacts. The SWA team will identify three (3) alternatives for Vista Santa Rosa for review and input from City staff, stakeholders, and the community (engagement Round 2). The SWA Team will prepare a recommended conceptual land use map and alternative scenarios in sufficient detail such that the project and alternatives may be evaluated as feasible alternatives for preparation of the CEQA document. Deliverables • Alternative Conceptual Land Use Maps (3) Task 2.4.1 Proposed Infrastructure Evaluation and Financing Options Upon selecting the preferred land plan, the SWA Team will evaluate the proposed land use changes compared to the existing drainage, water, and sewer systems. Our process will include coordination with City Public Works staff on potential impacts and infrastructure improvements. Plan development will be rooted in the team's analysis, ongoing dialog with the City, community and project stakeholders, policies and direction from key documents such as the final adopted and certified 6th Cycle Housing Element, and the technical and creative capabilities afforded by this consultant team. The team fully recognizes that adding new residential units is an important objective in this endeavor. As part of the overall Master Plan development process, the team will conduct the following sub -tasks: Task 2.5.1 Outline Master Plan Document To begin the authorship process, our team will establish an outline document that summarizes key recommendations for land use, policies, design considerations, and strategies. Deliverables: Master Plan Outline Document Meetings: • Draft Master Plan Kick-off Meeting Task 2.5.2 Draft Master Plan Building upon previous analysis and efforts, the team will prepare a draft of the Master Plan document that addresses: Land Use Regulations - Informed by thorough review of the allowed uses, the team will provide land use recommendations that help to establish a high -quality, walkable, and multifaceted mixed -use community. Our recommendations will carefully consider all existing land use rights and the character of the built environment while exploring opportunities to maximize the site's development potential. This area of focus will analyze allowable land uses, potential incentives, housing opportunity sites, the ability to integrate parks, open space and trails to ensure a healthy and connected community, sound mitigation needs and mechanisms to buffer airport noise, safety zones, and parking requirements. Circulation and Mobility - With a focus on establishing a walkable, multi -modal urban framework, the team will fully consider existing General Plan policies, zoning regulations, and other City or regional plans related to mobility and prioritize non - vehicular transit modalities, the potential for mobility hubs, and potential connectivity between destinations within the project site as well as to adjacent developments. Public Realm Design - Recognizing the vital importance of the public realm in the success of this planning effort, the team will ensure the public realm design is both functionally and aesthetically of the highest character. Unifying soft and hardscape 28 1 City of La Quinta - Vista Santa Rosa Master Plan I SWA palettes will ensure a harmonious look and feel, while the selection of native, drought -tolerant plant materials will contribute to a regionally authentic character that minimizes water usage. Design guidelines will be established to ensure that the cohesive look and feel of the initial phases is maintained and carried through into future build -out. Infrastructure - The master plan alternatives will include both existing and proposed infrastructure, including roads, water mains, sewer mains, storm drains, and other critical infrastructure necessary for development. CWE will provide one civil feasibility review for each of the three alternatives. All of these key Master Plan elements (land use, circulation/mobility, public realm design, infrastructure, and sustainability/ resilience) will be incorporated into a Master Plan document that includes diagrams, urban design concept plans, three- dimensional massing and scale analyses, and narrative description to fully articulate the development intent in a clearly understood manner. Upon approval and in coordination with the City, the team will present the draft Master Plan in a public workshop (engagement Round 3), allowing the community to opine on the plan direction and concepts. Deliverables: • Administrative draft master plan for staff review. • Draft Master Plan for online posting and public hearings. • Draft Master Plan summary presentation for public hearings. • Provide digital copies of all drafts, documents, maps, and graphics including the source files and associated links (Adobe Illustrator/InDesign, ESRI ArcGIS, etc.). Meetings: • City Staff Review meeting - one Cl) Task 2.5.3 Master Plan Revisions Based on direction from the City's Project Manager, the team will incorporate public comments and City feedback as part of the revision process. The team will plan for a minimum of two additional Master Plan drafts as part of this iterative process. SWA, Arellono Associates The SWA Team will conduct community outreach and engagement in three distinct rounds during the preceding tasks in the Master Plan phase of the project. Engagement will include stakeholder working group meetings, community workshops and pop-up events, and online activities posted to the project website. Notifications will be provided through multiple channels. SWA I City of La Quinta - Vista Santa Rosa Master Plan 1 29 Task 2.6.1 Stakeholder Working Group SWA shall coordinate and assist City's Project Manager to develop a Stakeholder Working Group consisting of City staff and (as desired) external stakeholders such as La Quinta Chamber of Commerce, school district representatives, neighborhood organizations, business owners, etc. The purpose of this working group is to provide comments, feedback and input on the master plan progress. • Coordinate, schedule, host and lead (3) Stakeholder Working Group meetings (assume in -person or virtual). Meeting Milestones: • Round 1, Meeting #1: Develop initial priorities and define community feedback needs. Round 2, Meeting #2: Review initial Community input and provide feedback on 3 Concept Alternative Plans • Round 3, Meeting #3: Review Community input and provide feedback on Draft Master Plan Deliverables: • Materials for (3) stakeholder working group meetings • Prepare meeting notes for each stakeholder working group meeting Task 2.6.2 Community Workshops & Engagement Activities Task 2.6.2.a Pop -Up Events SWA will attend up to three (3) city events, such as Farmer's Market and/or other City sponsored event to promote the Project to the community. The purpose of the pop -ups are to provide a hassle -free way to engage with community members who may not be aware of the project or unlikely to attend traditional community meeting events. SWA will be responsible for all setup of the pop-up booth and materials used for engagement/outreach. These include printed materials, visuals, and means to collect input either manually or digitally. People will also be directed to the website to sign up for project updates, and participate in online engagement. Staff fluent in English and Spanish will be in attendance. Phase 2.6.2.b Community Workshops The SWA Team will conduct three (3) in -person community workshops, each aligned with a defined outreach round and feedback goal. Workshops will be conducted in accessible locations, such as Coachella Valley Unified School District facilities or nearby ranch venues, and will include simultaneous Spanish interpretation. In -person workshops may be adjusted to virtual formats, as needed, in response to evolving community conditions that affect comfort with in -person participation. Each workshop will incorporate hands-on, interactive activities. Digital versions of select activities will be made available following each workshop to extend participation opportunities for those unable to attend, while maintaining in -person workshops as the primary forum for engagement. Round 1: Vision & Values The purpose of the first community workshop is to build trust and establish the planning boundaries. The SWA Team will seek feedback focused on community values, priorities, and non-negotiables. In Round 1, activities will focus on identifying community values and priorities through exercises in which participants categorize land use elements, community features, and services as Protect, Change, or Unsure. SWA will provide an online survey or activity on the project website to collect input from community members unable to attend the workshop. 30 1 City of La Quinta - Vista Santa Rosa Master Plan I SWA Round 2: Scenarios & Tradeoffs The purpose of the second community workshop is to test community reactions to potential futures related to the master plan conceptual alternative scenarios. The SWA Team will seek feedback focused on community preferences and concerns related to the conceptual scenarios and tradeoffs. In Round 2, SWA will provide a presentation and interactive stations or breakout sessions to collect community input on preliminary ideas from the SWA Team and Stakeholder Working Group. Similar to Round 1, SWA will provide an online survey or activity on the project website to collect input from community members unable to attend the workshop. Round 3: Preferred Framework The purpose of the third community workshop is to share outcomes from the master planning process and close the loop on remaining open items for the draft master plan. The SWA Team will seek feedback on the preferred scenario and master plan framework. In Round 3, SWA will provide a presentation and invite participants to provide written comments and/or join conversations at topical stations. Community members will also be able to submit comments through the project website. Deliverables: • Plan logistics for and attend (3) in -person pop -ups • Plan logistics for and attend three (3) in -person community workshops • Develop and facilitate engagement activities; and up to one (1) presentation per workshop • Provide Spanish interpretation at each workshop • Prepare summary documentation for each workshop • Online engagement activity on project website, one (1) per workshop Assumptions: • City staff will attend workshops and co -facilitate as -needed Meetings: • Virtual meetings with City staff for planning and review of materials, up to three (3) per round • Stakeholder Working Group Meetings (3) • Pop -Up Events (3) • Community Workshops (3) Task 2.6.3: Outreach Collateral Materials & Community Notifications Task 2.6.3.a Collateral Materials Clear, accessible, and bilingual (English and Spanish) outreach collateral will be developed to support awareness, understanding, and participation throughout the engagement process. All outreach collateral content will be designed to align with the project's branding. Planned outreach collateral will include: • Fact Sheet / Flyer / Frequently Asked Questions (FAQ): Explain the purpose of the Master Plan, timeline, and opportunities to participate. These materials will be used across outreach rounds and adapted as the project progresses. SWA I City of La Quinta - Vista Santa Rosa Master Plan 1 31 Task 2.6.3.b Community Notices and Notifications The SWA Team will implement a bilingual outreach notification program that combines both traditional and digital notification tactics to promote meaningful participation. Notification efforts will be tailored to each outreach round and designed to maximize awareness. Recommended targeted strategies to reach stakeholders in the project area include: • E-blasts (All Rounds): Distribution to the project database via email lists provided by the City of La Quinta • Social media posts and website updates (All Rounds): To promote public workshops, project information, and announcements. The SWA team will post updates to the project website and provide digital content to the City for posting on the City's existing social media accounts. • Residential Canvassing (Round 1): Area surrounding 55th Avenue between Jackson Street and Calhoun Street, and Avenue 54 and Jackson Street, to invite residents to the upcoming workshop and request permission to place lawn signs. This in - person canvassing will be utilized to build relationships with community members and introduce those closest in proximity to the project specifics, who may not be aware through other public engagement events. • Lawn Signs (Round 1): Placed at participating residences to promote upcoming engagement activities and increase visibility within the project area. Signs will be distributed during residential canvassing. • Project Mailer (Round 2): A mailed outreach postcard distributed via U.S. Mail to residences to promote the second community workshop. • Phone Outreach (Rounds 1 and 2): Targeted phone outreach to event venues, farms, and nurseries to invite participation in upcoming workshops, request property owners to post lawn signs on their own properties, and offer virtual coordination meetings for those unable to attend in -person workshops Deliverables: • Copy and design for fact sheet / flyer / FAQ, lawn sign, and mailer Copy for e-blasts • Content for project website updates and City social media posts • Residential canvassing (x1 round) • Phone outreach (x2 rounds) Assumptions: • All collateral and notification will be developed in English and Spanish • Residents interested in lawn signs will install themselves • Social media posts will be by City staff to City accounts Task 2.6.4 Public Outreach Summary Report The SWA Team will prepare an outreach summary following each outreach round. Each summary will document notification efforts, describe engagement activities conducted, summarize key themes and feedback, and include supporting appendices with event materials and raw input. The team will address their commentary as part of a revised Master Plan document, and this final version will then be presented, along with supplementary presentation materials, in up to two (2) public hearings for approval. Deliverables • Final Master Plan (and CEQA documentation, see Phase 4) for adoption. • Final Master Plan presentation for Planning Commission and City Council. • Provide digital copies of all drafts, documents, maps, and graphics including the source files and associated links (Adobe III ustrator/InDesign, ESRI ArcGIS, etc.). Meetings • City Staff Review meeting - two (2) • Presentation to Planning Commission Cl) • Presentation to City Council Cl) SWA I City of La Quinta - Vista Santa Rosa Master Plan 1 33 Phase 3: Special Studies Primary: DeNovo Planning Group, Gibson Transportation Consulting Supporting: SWA Task 3.1 Air Quality/Energy/Greenhouse Gas Emissions Air quality, energy and greenhouse gas emissions (GHG) analysis will be prepared by DeNovo Planning Group as sections within the EIR based on assessment methodologies developed by the South Coast Air Quality Management District (SCAQMD) and accepted industry standards. The Energy analysis will include an evaluation of the energy consumption (electricity, oil, and natural gas) and a review of the project related to the Title 24, Part 6 of the California Code of Regulations, known as the Building Energy Efficiency Standards (Standards), including the CALGreen standards. The Air Quality and GHG analyses will address regional and local air quality; short-term (i.e., construction) emissions; localized construction emissions; long-term (operational) emissions; localized operations; and odorous and toxic contaminants. Task 3.2 Biological Resources Readily available information, including relevant literature, databases, agency websites, various previously completed reports and management plans, Geographic Information Systems (GIS) data, maps, aerial imagery from public domain sources, and in-house records will be researched by DeNovo Planning Group to: 1) assess habitats, special -status plant and wildlife species, jurisdictional waters, critical habitats, and wildlife corridors that may occur in and near the plan area, and 2) identify local or regional plans, policies, and regulations that may apply to the Project. Relevant literature will be reviewed, including but not limited to California Natural Diversity Database (CNDDB), California Native Plant Society (CNPS) Inventory of Rare and Endangered Plants, National Wetlands Inventory (NWI), National Hydrography Database (NHD), the Natural Resources Conservation Service (NRCS) Soils Database. The goal of the Biological Resources Impact Analysis will be to characterize the biological resources that are known to occur or that have a potential to occur, and then to assess potential impacts to these resources from the proposed future projects described in the Master Plan and within the Vista Santa Rosa area. A detailed biological resources assessment report will be prepared that describes the potential future project, environmental and regulatory settings, maps broad plant communities and sensitive habitats in the plan area, discusses the potential for jurisdictional features and special -status species to occur on the plan area, wildlife movement corridors and habitat linkages, and assesses the potential impacts from the proposed development to any protected resources that might occur (if any). The mitigation measures will be at a programmatic level and consistent with the City's General Plan to conduct biological resources analysis at the project specific level. However, the report will quantify potential impacts from any specific proposed changes in land use that could alter the quality of wildlife or plant habitats. Task 3.3 Cultural Resources A California Historical Resources Information Systems (CHRIS) records search of the approximately 7,700-acre Master Plan Area will be conducted by DeNovo Planning Group at the South Coastal Information Center (SCIC), which houses cultural records for Riverside County. The purpose of a records search is to identify any previously recorded cultural resources; review historical maps of the City; review the Archaeological Resource Directory and Built Environment Resource Directory lists; and gather information on ethnographies. In addition, the lists for the National Register of Historic Places (NRHP), the California Register of Historical Resources (CRHR), and the lists of California State Historical Landmarks, and California Points of Historical Interest will be reviewed. We assume the direct costs associated with the records search will not exceed $1,500. 34 1 City of La Quinta - Vista Santa Rosa Master Plan I SWA The California Native American Heritage Commission (NAHC) will be contacted for a review of their Sacred Lands File. The NAHC will determine if any NAHC-listed Native American sacred lands are located within or adjacent to the Plan Area. In addition, the NAHC will provide a list of Native American contacts for the Project who should be contacted for additional information. It is assumed any contact with the Native American contacts will occur as part of the government -to -government Native American consultation (AB 52 and SB 18), described previously. Task 3.4 Noise Study De Novo will conduct noise measurements and noise modeling; prepare noise contours; and conduct an analysis of potential short- and long-term noise and vibration impacts associated with the Master Plan. Task 3.5 Traffic Study Task 3.5.1 Draft Scope GTC will develop a draft scope of analysis for the traffic study in accordance with the City's Engineering Bulletin #06-13: Traffic Impact Study Guidelines (Revised August 1, 2022) (City Guidelines). The scope will include a list and map of locations for detailed analysis, Master Plan trip generation estimates and distribution assumptions, analysis years, and a list of related projects. Some of this information will have been developed as part of Phase 2 (e.g., trip generation and distribution assumptions) and the remainder will be developed or collected as part of this Task. This information will be summarized in the scoping form provided in the City Guidelines. We will provide the completed scoping form to City staff for review and revise it, if needed, in accordance with City comments or requests. For the purposes of this Scope of Services, we assume that the traffic study will analyze up to 30 street segments and eight intersections for both a near -term and long-term build -out scenario. Should the scope requested by the City expand upon this, a modification to this Scope of Services would be required. Task 3.5.2 Future Conditions OTC will develop future traffic forecasts at the study locations for near -term and long-term conditions using data from the La Quinta Traffic Model, ambient growth and related project assumptions, and any other source recommended by City staff. The future conditions forecasts will be prepared without Master Plan traffic and with Master Plan traffic based on the trip generation and distribution assumptions agreed to in the scoping process from Task 3.5.1. Task 3.5.3 Operations Analysis OTC will analyze the study roadways and intersections under each of the analysis scenarios. Analysis will be conducted for the morning and afternoon peak hours for intersections and on a daily and/or peak hour basis, as required by the City, for roadway segments. Intersection analysis will be conducted using Highway Capacity Manual, 7th Edition (Transportation Research Board, 2022) (HCM) methodology, as required by the City. Results will be reported in terms of delay, volume -to -capacity ratio, and level of service (LOS) as appropriate. Task 3.5.4 Transportation System Improvements Based on the results of Task 3.5.3, OTC will confirm or modify recommended lane configurations and traffic control methodologies that were developed as part of Phase 2. If either Master Plan development scenario results in particularly intense traffic at any location, it may be necessary to identify targeted improvements to lanes or traffic signal phasing to reduce congestion. SWA I City of La Quinta - Vista Santa Rosa Master Plan 1 35 Task 3.5.5 Vehicle Miles Traveled (VMT) Analysis OTC will work with a third -party traffic modeling consultant to develop a VMT analysis for both Master Plan scenarios. The VMT analysis will be based on the RIVCOM travel demand forecasting model maintained by the County of Riverside, as required by the City Guidelines. It will be used to estimate total VMT per service population, home -based VMT per resident, and home - based work VMT per worker. Master Plan VMT results will be compared to City baseline VMT per service population. If significant VMT impacts are identified, OTC will work with the Master Plan team and City staff to identify suitable mitigation measures to reduce VMT to the extent feasible. Task 3.5.6 Traffic Study Report GTC will prepare a traffic study summarizing the above information in accordance with City Guidelines. It will include an executive summary, an overview of the Master Plan development scenarios, a detailed summary of existing conditions in the S01, Master Plan traffic forecasts, the operational analysis and resulting improvements, the VMT analysis and any mitigation measures, and a summary with recommendations. The report will include all supporting graphics, tables, and appendices. A draft report will be prepared for City review. A final report will be prepared based on up to two rounds of review and comments by City staff and/or City peer reviewer. Task 3.6 Water Supply Assessment Water supply assessments (WSAs) are intended to tie land use planning and water supply reliability. Under SB 610, an assessment of water supply sufficiency for a 20-year projection in addition to the demand of existing and other planned future uses is necessary for Master Plan completion. WSAs are required for any project that is subject to the California Environmental Quality Act (CEQA) and meets certain size requirements. The Coachella Valley Water District (CVWD), will, upon request from the City of La Quinta, prepare a Water Supply Assessment for the Vista Santa Rosa Master Plan Area. Information required by CVWD to prepare a Water Supply Assessment includes: • Written request from the lead agency (city or county) including the project name, project description, and contact information for the lead agency planner and developer • Completed WSA/WSV questionnaire (provided by CVWD) • Project site plan or land use map • Project vicinity map • Project water demand calculation tables (provided by CVWD) • Completed WSA/WSV report template (provided by CVWD) • Water Supply Assessment Review Fee of $812.00 SWA will support the City in preparing the project -related information required. The applicant should expect the process to take up to 90 days from the time that all the required information is received. Deliverables: • Draft and Final Biological Resources and Cultural Resources Assessments; AQ/Energy/GHG, Noise, Traffic/Vehicle Miles Traveled Analyses, and Water Supply Assessment incorporated directly in the EIR. Meetings: • Three (3) meetings/conference calls with City staff 36 1 City of La Quinta - Vista Santa Rosa Master Plan I SWA Phase 4: CEQA Environmental Analysis and Document Preparation Primary: DeNovo Planning Group Supporting: Gibson Transportation Consulting, SWA De Novo will prepare a Program Environmental Impact Report (PEIR) that addresses all potential environmental impacts associated with the proposed Master Plan work program. A Program -level EIR will serve as a "tiering document" to facilitate streamlined environmental review and potential exemption of subsequent development, planning, and infrastructure projects undertaken in the city, which are consistent with the Master Plan, pursuant to CEQA Guidelines Section 15182. SWA will coordinate overall project Managaement with DeNovo and the City. Task 4.1 EIR Notice of Preparation/Initial Study and Scoping Pursuant to the RFP, preparation of an Initial Study (IS) has been included within the proposed work program. However, since it is anticipated that an EIR will be required, the City may choose to forego preparation of an Initial Study pursuant to CEQA Guidelines Section 15060(d), which states if a lead agency can determine an EIR will be clearly required for a project, the agency may skip further initial review and begin work directly on the EIR. The Initial Study will be prepared consistent with the requirements of CEQA and Appendix G of the CEQA Guidelines. The contents of the Initial Study will be consistent with all applicable provisions of CEQA and the CEQA Guidelines. The determination page will conclude the appropriate CEQA action based upon the environmental analysis, anticipated to be preparation of a Program Environmental Impact Report. The Administrative Draft Initial Study will be provided to the City for review. De Novo will revise the Initial Study, providing the City with a Second Administrative Draft Initial Study with revisions in tracked changes for ease of review. De Novo will prepare and distribute the Notice of Preparation (NOP) and facilitate a Public Scoping Meeting during the NOP review period. The Draft NOP will be provided to the City for review. De Novo will revise the NOP, providing the City with a Second Draft NOP with revisions in tracked changes for ease of review. Upon acceptance by the City, De Novo will finalize the NOPAS for public distribution. This task includes filing the NOPAS with the County Clerk, State Clearinghouse through the CEQA Submit portal, and mailing the NOPAS to a City -approved distribution list. It is assumed City staff will prepare and publish the newspaper notice. Comments received in response to the NOPAS will be evaluated during the preparation of the EIR. A public scoping meeting is anticipated to be scheduled during the NOPAS public review period. De Novo will prepare presentation materials and facilitate the meeting. The scoping meeting will include an overview of the Master Plan project and the environmental review process, as well as identification of environmental issues that will be addressed in the EIR. After completion of the scoping meeting, De Novo will provide a summary of environmental issues raised. Additional follow-up with agencies, if necessary, will be completed as part of the Administrative Draft EIR preparation. De Novo will assist the City in meeting AB 52 and SB 18 requirements by drafting consultation letters to those Tribes that have previously requested notification from the City regarding projects within the City's jurisdiction and within the Tribe's traditional use area. The letters will be provided to the City for review and sent via certified mail. It is important to note that the consultation required under both AB 52 and SB 18 is between Tribes and the City and the City will be responsible for responding to any requests for consultation received from the Tribes. However, De Novo will assist the City with consultation, if such consultation is requested. SWA I City of La Quinta - Vista Santa Rosa Master Plan 1 37 Deliverables: • Administrative Draft, Revised Draft, and Final NOP/IS (digital copy); • Filing of NOP/IS at County Clerk; • Submittal of NOP/IS and NOC to SCH CEQA Submit portal; • Distribution of NOP/IS preparation/facilitation of scoping meeting; • AB 52 & SIB 18 certified mail Task 4.2 Preparation of Administrative Draft PER Prior to the preparation of the Administrative Draft PEIR, De Novo will prepare the Project Description for the environmental document. The Project Description is a critical element of the environmental document and establishes the foundation for the technical analysis. The Project Description will detail the Project location and environmental setting, Project characteristics (construction and operation), discretionary actions, and required permits and approvals based on available information. De Novo will submit the Project Description to the City for review and approval. De Novo will prepare the Administrative Draft PEIR addressing the required CEQA topics consistent with Appendix G of the CEQA Guidelines for City review and comment. Each environmental topic area will address existing conditions, thresholds of significance, impact analysis/conclusions, and policies/actions and mitigation measures. Cumulative impacts will also be assessed. Up to three alternatives to the proposed project, including the No Project Alternative, as required by CEQA will be analyzed. These alternatives will be described qualitatively and quantitatively and contrasted with the proposed project in terms of the extent that the alternatives can achieve project objectives or reduce adverse impacts. The alternatives options will be provided to City staff for their review prior to the preparation of the Administrative Draft PEIR. Deliverables: • Draft Project Description (digital copy); Administrative Draft EIR (digital copy) Task 4.3 Preparation of Revised Draft PEIR and Public Review Draft PER De Novo will prepare a Revised Draft PEIR addressing City comments received on Administrative Draft PEIR. De Novo will respond to a second review of the Draft EIR. Upon approval, De Novo will prepare the Draft EIR for the required 45-day public review period. In addition, the Notice of Completion (NOC) and Notice of Availability (NOA) will be prepared. This task includes filing the NOA with the County Clerk and submitting the NOC, Draft EIR, and Appendices to the State Clearinghouse through the CEQA Submit portal. De Novo will mail the NOA/NOC to the City -approved distribution list. It is assumed City staff will prepare and publish the newspaper notice. Our budget includes the County Clerk filing fee. Deliverables: Revised Draft PEIR (digital copy); • Public Review Draft PEIR (3 hard copies and digital); • Submittal of Draft EIR, Appendices, NOC and NOA to SCH CEQA Submit portal; • and file NOA at County Clerk; Distribute NOA to City's distribution list 38 1 City of La Quinta - Vista Santa Rosa Master Plan I SWA Task 4.4 Preparation of Final PEIR, Findings/Statement of Overriding Considerations (SOC), and Notice of Determination (NOD) At the conclusion of the Draft PEIR public review period, the De Novo team will respond to written comments received by the City. Upon completion, copies of the Administrative Final EIR will be forwarded to the City for review. The Final EIR document, which will be separately bound, will include the comment letters, responses, revisions, or Errata to the Draft (text to be revised will be shown as an excerpt demarcated with underline for new text and strikethrough for deleted text), and Mitigation Monitoring and Reporting Program (MMRP), if required. We assume one round of City review of the Administrative Final EIR and one round of City review of the Revised (Screencheck) Final EIR prior to public release. At this time, the extent of public and agency comments that will result from the review process is unknown. This task assumes a maximum budget of staff time for the preparation of responses by the De Novo team. The scope of work does not assume supplemental technical studies or extensive additional analysis will be required to provide responses to comments. If it is determined that supplemental technical studies or additional analysis are needed, De Novo will work with the City to determine the associated scope of work and additional funding necessary. CEQA Findings of Fact/Statement of Overriding Considerations (Findings) will be prepared that identify each potentially significant and significant impact, describe mitigation for the impact, and the resultant level of significance after mitigation. The Findings will identify each alternative and, if the alternative was not selected as the proposed project, identify why the alternative was not feasible, and considerations for not selecting the alternative. For each significant and unavoidable impact, the Findings will identify economic, legal, social, technical, or other defensible reasons why the project should be approved despite the significant effects of the project. De Novo will prepare and file a Notice of Determination (NOD) with the County Clerk and State Clearinghouse within five days of EIR certification and project approval. Our budget includes the filing fees for the County Clerk; however, any applicable California Department of Fish and Wildlife (CDFW) fees are excluded. American Planning Association Southern California General Plan Updates EPS is currently or has recently been engaged as part of multidisciplinary teams to update the General Plans for several cities in Southern California, including the cities of Indian Wells, Riverside, and Lomita. Firm tasks include researching and evaluating long-term demographic, economic, market, and fiscal conditions in the cities; identifying real estate and economic development opportunities; testing the fiscal impact on the municipal budget of proposed land use alternatives; and preparing Economic Development and Fiscal Sustainability Elements as part of the General Plan document. Historic Whittier Boulevard Specific Plan EPS was part of a multidisciplinary team preparing a Specific Plan along the Whittier Boulevard corridor in the heart of the City of Pico Rivera. EPS's role included analysis of existing demographics and the real estate market impacting the corridor, financial feasibility evaluation of a range of potential land use types and redevelopment scenarios on select opportunity sites, and development of a financing strategy plan to guide the city in implementation of the plan. Chinmay was responsible for conducting research, modeling, and producing deliverables, in addition to serving as a point of contact. Palm Springs Inclusionary Housing and Commercial Linkage Fee Nexus Study On behalf of the City of Palm Springs, EPS analyzed the possibility of developing a local inclusionary housing ordinance and a commercial linkage fee. EPS tasks included conducting an economic feasibility study to understand the impacts of an inclusionary policy on new development and to calculate allowable linkage fees associated with commercial development. Performed predictive water quality and water quantity modeling to estimate the concentrations of biologic and chemical constituents due to the change in operational and physical measures caused by the change from a water supply reservoir to a recreational amenity. Compton Creek Storm Drain Daylighting Feasibility Study and Preliminary Design for Water Quality Enhancement and Multiuse Benefits Assisted the Council for Watershed Health by managing a project design feasibility study for four storm drain daylighting projects with the primary objective of developing schematic designs to address drainage deficiencies, provide water conservation, and enhance water quality while providing multiuse benefits. The feasibility study explored the use of vacant parcels along an eight mile storm drain to maximize open space and passive recreational opportunities while managing the existing flood control system, groundwater recharge strategies, runoff reuse opportunities, water quality enhancements through the use of Best Management Practices (BMPs) and Low Impact Development (LID) strategies to address water quality impairments listed on the Federal CWA Section 303(d) list, reductions in dry -weather stormwater runoff volumes, and incorporation of native plants and habitat. The project included a hydrologic and hydraulic analysis, reviewing existing storm drain capacity, and calculating the water quality volume generated by the tributary watersheds.
