Dear Mr. Richardson,
On April 1, 2025, the La Quinta City Council authorized the City Manager to award the contract
for the Highway 111 Pavement Rehabilitation Project, Project No. 2022 -25, to the lowest
responsive and responsible bidder. Although Vance Corporation was the app arent low bidder,
they did not meet the Disadvantaged Business Enterprise (DBE) goal and failed to demonstrate
adequate Good Faith Efforts. Accordingly, the contract in the amount of $7,032,777 (Base Bid
Only) is awarded to Granite Construction Company. Enclosed please find one (1) original set of
contract documents for signature by the principal(s) of your firm. Please execute the set of
documents and return them to the City along with the bonds, City business license, and
certificate of insurance with the City named as Additionally Insured. A fully executed set of
documents will be forwarded to you upon final execution by the City.
It is important that you contact Ubaldo Ayón to schedule a preconstruction conference. Mr. Ayón
can be reached at (760) 275-2789. Please order any long-time lead items A.S.A.P. to help avoid
delays. Please advise the City A.S.A.P of any potential delivery delays or schedule conflicts.
