SUBJECT: MINOR USE PERMIT 2026-0002 YMCA AFTER -SCHOOL FACILITY
Dear Mr. Hickey:
The City of La Quinta Design and Development Department has reviewed and approved Minor
Use Permit 2026-0002 for a new after -school childcare facility located at 51001 Eisenhower
Drive, pursuant to the findings listed in Section 9.210.025 of the La Quinta Municipal Code,
subject to the information on file and attached, and the conditions of approval included herein.
Findings
1. Consistency with General Plan. The proposed use for after -school childcare is consistent
with the General Plan designation of Village Commercial (VC) which allows for
specialized retail, professional offices, and services and provides essential childcare
services for nearby residents located within La Quinta Village.
2. Consistency with Zoning Code. The proposed use is consistent with the Village
Commercial (VC) zoning designation of this area, as it is a permitted use and serves the
local community by providing an essential day-to-day neighborhood service, consistent
with the intent of the zone.
3. Compliance with CEQA. The Minor Use Permit is exempt from the California
Environmental Quality Act (CEQA) under Section 15301(a) because it involves a minor
alteration of an existing structure with interior modifications.
4. Surrounding Uses. Approval of the application will not create conditions materially
detrimental to the public health, safety, or general welfare, or injurious to or incompatible
with other properties or land uses in the vicinity.
Conditions of Approval
1. Changes to the exterior may require additional Building permit approval and approval of
a Modification by Applicant (MBA).

2. The applicant is required to obtain permit approval for interior modifications rom
Building Department and Riverside County Fire Department.
3. Installation of exterior signage requires a separate permit application to be submitted to
the Planning Department.
4. Operations shall be consistent with the statement of operations and floor plan on file.
The City may elect to add Conditions to this approval to mitigate any problems that arise not

Location:
Portable restrooms will be located across back entrance of the building (see image A). They are
situated between two parking spaces (see: image B & image Q. We have placed a removal
barrier around the portable restrooms to deter any oncoming traffic or pedestrian traffic or usage.
The barrier will be placed only during operational hours (See image D).
Maintenance:
They will be serviced weekly by Site Services of America on Friday between 7am-12pm.
Service takes 30mins-1hr.
Staff Parking:
Staff will not be parking on location. Staff will park at the car lot located at Benjamin Franklin
Elementary (see image E) across from the roundabout from the Casita. Elementary has allowed
us to use parking spaces for our staff members for operational hours from: Monday -Friday 12-
6pm.
Pick up and Drop-offs
Pick up from School Grounds:
Kids will be walking to location. They will be picked up by YMCA staff members and will all be
going back to site location (Eisenhower Casita) as a group. They will be always walking with 3-4
YMCA staff members.
YMCA staff will be wearing bright pink safety vests and carry a stop sign with them for crossing
roundabouts. Kids will enter through the front entrance of the building when they arrive at the
site. (See image F)
Kids will only use front entrance to enter when arriving for the aftersehool program and will
only be using the back door for parent pickup, restroom usage, and playground access, with
supervision of an YMCA staff member. (See Image G)
There are 16 kids enrolled in the program and 4 staff members. Children will get picked
up from school at schedule times:
o Monday, Tuesday, 'Thursday, Friday: 2:20pm
o Wednesday:12:30pm
Shuttle Days: YMCA Van
Kids will only be shuttled from school to the Eisenhower property if the following conditions
are:
® Rain
• Heat over 100F
e Unsafe Wind conditions
® Humidity over 15%
Parent Pickup:
Parents will call ahead of time to pick up and will use designated parking spots. Pickup times are
staggered to reduce traffic jams and process takes between 5-10 minutes. Out of the 16 kids
enrolled, 7 of the kids are siblings.
Location of Children
Children will be inside the building during program hours and will have scheduled time to go
outside for outdoor play (See Image H). Children will be encouraged to use the primary
bathroom inside the building. However, because we are being licensed for 17 children by the
Department of Social Services (CDSS), we must follow their guidelines and Title 22 (See Image

101639 CHILD CARE CENTER FOR MILDLY ILL CHILDREN — FIXTURES,
FURNITURE, EQUIPMENT AND SUPPLIES (Continued)
(e) Notwithstanding Section 101239(h), the total licensed capacity of a center shall not exceed 10
mildly ill children for every toilet and handwashing sink.
(1) Toilet and handwashing facilities used by mildly ill children shall not be shared with or used
by any other child care center component unless the criteria specified in Section 101561(b)(1)
are met.
(2) Toilets used by mildly ill school -age children shall provide for individual privacy.

101639.1 CHILD CARE CENTER FOR MILDLY ILL CHILDREN — NAPPING
EQUIPMENT
(a) In addition to Sections 101239.1 and 101439.1, the following shall apply:
(b) In combination centers with a Level I or Level II component for mildly ill children, napping
equipment designated for use in caring for mildly ill children, or for use by mildly ill children, shall
not be shared with or used by any other child care center component unless the criteria specified in
Section 101561(b)(1) are met.

101639.2 CHILD CARE CENTER FOR MILDLY ILL CHILDREN — DRINKING WATER
(a) Notwithstanding Section 101239.2, the following shall apply:
(b) Each child shall use a cup or bottle labeled with his/her name, or a single -use disposable cup.
(c) Drinking water from a noncontaminating fixture or container shall be readily available to children
both indoors and in the outdoor activity area.
(d) Each child shall be free to drink water as he/she wishes unless it is not appropriate because of the
nature of the child's illness.

(d) The licensee shall provide lamps or lights as necessary in all rooms and other areas to ensure the
comfort and safety of all persons in the child care center.
(e) Faucets used by children for personal care shall deliver hot water.
(1) Hot water temperature controls shall be maintained to automatically regulate temperature of
hot water delivered to plumbing fixtures used by children to attain a hot water temperature of
not less than 105 degrees F (40.5 degrees C) and not more than 120 degrees F (48.8 degrees
C).
(2) Taps delivering water at 125 degrees F (51.6 degrees C) or above shall be prominently
identified by warning signs.
(3) Notwithstanding (e) and (e)(1) above, handwashing fixtures shall not be required to deliver
hot water.
(4) All toilets, handwashing and bathing facilities shall be maintained in safe and sanitary
operating condition. Additional equipment, aids and/or conveniences shall be provided as
needed in centers that serve children with physical disabilities.
(f) Solid waste shall be stored, located and disposed of in a manner that will not transmit
communicable diseases or odors, create a nuisance, or provide a breeding place or food source for
insects or rodents.
(1) All containers used for storage of solid wastes, including moveable bins, shall have a
tightfitting cover that is kept on; shall be in good repair; and shall be leakproof and
rodent -proof.
(2) Solid -waste containers that hold decaying waste, including moveable bins, shall be emptied at
least once per week, or more often if necessary to comply with (f) above.
(3) Each movable bin shall provide for suitable access and a drainage device to allow complete
cleaning at the storage area.
(g) The licensee shall provide linens of various kinds as necessary to meet the program of services
offered by the center and the requirements specified in this chapter.
(h) Based on the total licensed capacity, one toilet and one handwashing fixture shall be maintained for
every 15 children or fraction thereof.

Re: YMCA of the Desert Childcare on Eisenhower Drive.
August 6, 2025
The Family YMCA of the Desert is looking to open a new childcare facility in the City of
La Quinta. The location would be at 51001 Eisenhower Drive, La Quinta, CA 92253. We
currently have 20 kids that we serve at Adams Childhood Learning Center that we
transport from Benjamin Franklin Elementary School. Adams is undergoing a major
modernization project with timelines between 14-18 months, so we are looking for
alternate space to operate so that we can continue childcare services. All YMCA staff is
trained in CPR, First Aid and AED. All children and staff can respond to emergency
signals and remove themselves from the building without assistance. We do not have
any children or staff with a disability that needs assistance exiting the building if an
emergency were to arise. There are monthly safety trainings on disaster, earthquake
and lockdown drills as well for staff and children to prepare. Age of the kids will range
from 4.5-11 years old and will be TK-5th grade. It would be a before and after school
program operating from the hours of 7:00-8:30 AM and 2:00-6:00 PM, with minimum
days on Wednesday's being 12-00-6:00 PM. The kids will come in and get signed in and
then will have snack and homework time which will then lead into daily activities and
project for the day. We will have three staff on site and 20 kids. The YMCA of the Desert
operates eight licensed childcare facilities within the Coachella Valley and we take pride
in providing safe and healthy environments for all staff, kids and families that come into
our facilities. We will have a first aid box and AED on site as well. We appreciate all the
support that the City of La Quinta has provided during this process in helping us find
space for our childcare program.
