RFP Residential Property Management Services Addendum 2 DATE: February 13, 2026 TO: All Prospective Property Management Firms RE: RFP Residential Property Management Services for Dune Palms Mobile Home Estates ADDENDUM NUMBER 2 The following is a response letter for all questions received as part of this RFP noticing during the valid time for inquiry: Question: Approximately how many mobile home units are in the park right now? Answer: 100 Total Spaces. Approx. 84 Units Currently Occupied. Question: Employee Liability & Expenses: It appears the agreement suggests the management firm would be responsible for the majority of park expenses, including onboarding existing employees as our own. Is it the City's intent for the contractor to assume all payroll, benefits, and employment liability? Answer: Under the draft Agreement for Contract Services, the selected management firm is engaged as an independent contractor and is responsible for employing, paying, and managing its own personnel. Sections 4.4 and 4.5 specify that the Contracting Party must employ, at its own expense, all personnel required to perform the services; those individuals are not City/Authority employees, are not eligible for City benefits (including PERS), and the City/Authority has no liability for compensation or indemnification for injuries or sickness arising from their work. The management firm is solely responsible for complying with all applicable federal and State of California employment and labor laws in connection with such personnel, including but not limited to wage and Question: Permits & Licenses: Does the City expect the contracting party to be the primary holder and payer for all park operating permits and licenses? Answer: The City/Authority does expect the selected management firm to obtain and pay for the permits and licenses necessary for it to operate and manage the park in its capacity as service provider/Property Manager (e.g., business licenses, operational permits tied to its activities). However, any permits and licenses required for the park itself (e.g., HCD permit to operate) shall be facilitated and initially paid for by the selected management firm, subject to prior written approval of the City/Authority and in provisions and will be reimbursed by the City/Authority. Question: Property Insurance: Will the City continue to maintain property insurance for the asset, or is the contracting party/ management firm expected to provide full coverage? Answer: The selected management firm will not be expected to provide any property insurance automobile, and other insurance coverages specified in the Agreement, naming the City/Authority as an additional insured where applicable. Question: Prevailing Wage Timelines: For projects requiring prevailing wage, what will be the turnaround time for City approval once a bid is submitted? Answer: There is no set turnaround time for approval(s). This will depend on the scope of the project, the urgency, the total dollar amount, and any other contributing factor(s). The City/Authority will respond as expeditiously as possible to all project bids. All applicable projects will be administered in accordance with California Department of Industrial Relations (DIR) public works and prevailing wage requirements; internal City/Authority approval timelines are driven by those requirements, funding conditions, and meeting schedules rather than a fixed number of days. Question: Existing Contracts: Are current vendors/contractors permitted to submit new bids for their services provided they meet all prevailing wage and updated RFP requirements? Answer: Yes, existing vendors/contractors are permitted to submit new proposals for their services, provided they meet all current requirements in the RFP and are otherwise qualified ns full discretion in evaluating and selecting among all proposers, including incumbent vendors. The Consultant is hereby notified; Addendum No. 1 must be acknowledged as stipulated under the instructions to Bidders and submitted as part of the Bid.
