AMENDMENT NUMBER 1
The following shall be considered as incorporated into the Request for Proposal (RFP) for the above -
referenced project. Portions of RFP that are not specifically mentioned in this addendum remain in
force.
REQUEST FOR PROPOSAL
Question: In the exhibits of existing PMP, private streets were identified that are not part of
the PMP plan. Please confirm that the private streets are not part of the PMP.
Answer: Correct
2. Question: The cover page indicates proposals are due on March 6, while Page 1 states a due
date of March 2. Could you please confirm the correct submission deadline?
Answer: Due date is March 6, 2026
3. Question: For proposals submitted electronically as a PDF, is there a maximum file size limit?
Answer: If the PDF is too large to send through e-mail, please include a share link the
City can access.
4. Question: Does Form 700 need to be filed separately, or should it be included as part of the
proposal submission?
Answer: Does not need to be filled out by proposers, will need to be filled out by
awardee, if needed
5. Question: The specified proposal format does not appear to include a section for describing
the proposed approach and methodology for completing the scope of work. If this information
is expected, could you please advise where it should be included within the proposal?
Answer: Yes, include it
6. Question: Similarly, the proposal format does not reference a section for a proposed project
schedule. If a schedule is required, where should this be incorporated?
Answer: Yes, include it
7. Question: Based on the above questions, we suggest using the following response structure

8. Question: Will sidewalks and ramps need to be evaluated for ADA compliance as part of this
task?
Answer. No
9. Question: Will the monthly project meetings be conducted virtually, or are in -person meetings
expected?
Answer: Either option is acceptable.
10. Question: Is AutoCAD 2016 strictly required, or will the City accept newer DWG file formats?
Additionally, can you confirm whether this requirement specifically relates to sidewalk and
ADA ramp deliverables?
Answer: Version 2024 is fine
11. Question: What version of Esri ArcGIS is the City currently using?
Answer: ArcGIS Pro
12. Question: How many presentations to upper management and/or City Council should be
anticipated as part of the scope?
Answer: 1
13. Question: Is the City open to negotiating a reasonable limitation of liability for professional
services?
Answer: Need to submit request for any changes
14. Question: The Insurance Acknowledgement form does not include a signature line. Is this
intentional?
Answer: Yes
15. Question: Will the City provide all available data from the 2021 PMP, including raw field data,
GIS files, and MicroPAVER data?

Answer: We can provide a spreadsheet of the PCI Data and an CAD file of the City roads
16. Question: On page 5 of 13, the RFP indicated that there are approximately 128.3 centerline
miles of roadways. Can the City please provide the breakdown of the centerline miles into
functional class (i.e., arterial, collector, residential)?
Answer: We do not have that breakdown
17. Question: Would the City allow the use of automated data distress vehicles for the survey? Or
does the City want manual data collection?
Answer: We want manual data collection
18. Question: On page 5 of 13 Task 2, the RFP states that the consultant will inventory the existing
condition for curb and gutter, sidewalks, storm water inlets, and existing right-of-way. Typically,
these are called assets and are extracted from the images collected by our vehicle. Can the City
please provide additional information on what the definition of "existing condition" entails?
Answer: We do not need to collect assets
19. Question: Does the City have a current Pavement Management Software? If so, can the City
provide the latest file?
Answer: City does not have a Pavement Management Software
20. Question: On page 7 of 13 Task 7, the RFP states that custom GIS-PMP applications should
be included where City staff can easily access pavement data using SQL statements to generate
project reports, thematic maps, etc. Typically, GDB or shapefiles are provided to a City with the
relevant pavement data (and assets if applicable) for use in their GIS system. Online tools are
available for the City to view and extract data. Is the City requesting pavement management
activities (e.g., budget scenarios) also available for the generation of reports?
Answer: No, but the report should have those maps
