Our firm has been serving the La Quinta community for nearly two decades. I have personally managed residential properties since 2007 and acquired La Quinta Palms Realty in 2022. We currently manage more than 200 residential units throughout the Coachella Valley, including 28 long-term rental homes owned by the City of La Quinta in the La Quinta Cove. As a California licensed Real Estate Broker, California Certified Residential Manager, and holder of a Property Manager Master Certification, I will serve as Project Manager and primary point of contact for the Housing Authority. An on -site employee will support daily operations to ensure responsiveness and effective tenant relations. Our firm emphasizes compliance, structured financial reporting, and strong resident communication. We utilize AppFolio property management software to ensure accurate accounting, transparent reporting, and timely rent collection. All pricing and information contained within this proposal shall remain valid for a minimum of ninety (90) days. We affirm that no conflicts of interest exist that would impair our ability to provide services to the La Quinta Housing Authority. Regulatory Compliance - JC Desert Enterprises understands the requirements of the California Mobilehome Residency Law (Civil Code §798-799.11) and commits to completing the CaIOHA Park Manager Training Program within 90 days of contract award. Maintenance & Public Works Coordination - Our firm will work collaboratively with City Housing staff and Public Works to coordinate infrastructure improvements, vendor scheduling, inspections, and capital projects. Financial Reporting & Transparency - Using AppFolio property management software, we will provide monthly financial statements, income and expense reports, payroll reimbursement documentation, vendor invoices, and reserve tracking. List of Complementary Services Offered b.y Proposer along with Corresponding Prices - In addition to the core Scope of Services outlined in this proposal, JC Desert Enterprises offers the following complementary services. These services are optional and may be utilized at the City's discretion. Included at No Additional Charge The following services are included within the proposed monthly management fee: • Monthly financial reporting • Vendor coordination and oversight • Resident communications and notices • Routine compliance monitoring • Coordination with City Housing and Public Works • Work order tracking and documentation Optional Professional Services (if requested by the City and outside the standard Scope of Services) may be provided at an hourly rate of $95 per hour. These may include special compliance audits, court appearances, major capital project oversight, or additional meeting attendance beyond routine reporting obligations. 7. Staffing and Project_Organization - The on -site manager assigned to Dune Palms Mobile Home Estates will be employed by JC Desert Enterprises, Inc. The firm will assume full responsibility for payroll administration, employment compliance, supervision, and performance management. All payroll -related costs, including wages, payroll taxes, workers' compensation insurance, and applicable employment benefits, will be paid by JC Desert Enterprises and submitted to the City for reimbursement as documented pass -through expenses. All core management functions will be performed directly by 1C Desert Enterprises personnel, including the designated Project Manager and onsite employee. From time to time, licensed and insured third -party vendors (e.g., plumbing, electrical, Landscaping, HVAC, and specialized contractors) may be retained to perform maintenance, repair, or capital improvement work as needed. These vendors are not subcontractors of management services, but independent service providers engaged for specific maintenance tasks. JC Desert Enterprises will remain fully responsible for vendor oversight, contract compliance, quality control, and coordination with City Housing and Public Works departments. No assignment of this agreement or transfer of management responsibilities is contemplated.
