The event will not be detrimental to the health, safety and general welfare of the community in and around the area of the proposed event. B. There is adequate area to conduct the event and to accommodate the anticipated attendance. The event will take place on three vacant residential parcels in an existing residential development. C. Sufficient parking will be provided for the anticipated attendance. Attendees will be staying at area hotels and will be shuttled to and from the wedding and reception site, which reduces the need for parking at the site. D. Fire protection plans and facilities have been provided to the satisfaction of the fire marshal. F. Security plans and facilities have been provided to the satisfaction of the sheriff. G. Public roadways providing access to the event are capable of accommodating the anticipated traffic volumes in a reasonable and safe manner with minimal disruption to local traffic circulation. This approval authorizes the applicant to conduct the event pursuant to compliance with all conditions of approval of this permit. The applicant must obtain any permits, as may be required below, in order to physically set up the event. CONDITIONS OF APPROVAL Completion/confirmation prior to the start of event: The applicant agrees to indemnify, defend and hold harmless the City of La Quinta ("the City"), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Special Event Permit. The City of La Quinta shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or preceding and shall cooperate fully in the defense. 2. The event is approved for Saturday, February 28, 2026, from 4:OOpm - 10:00pm. The total number of attendees shall not exceed 150 on -site at any given time. The applicant is required to always maintain a count of all event attendees on -site during the event. The event count shall be maintained by the applicant and made available upon request by the Sheriff's Department, Fire Department, and/or City Staff. The Sheriff's Department and/or Fire Department can request a reduction of total event participants if the number of participants is detrimental to the health, safety, and general welfare of the community around the proposed event. 3. The applicant shall provide notification of the event to properties within 500 feet of the site at least fourteen (14) days prior to the event. Notifications shall include date, time, event scope, and contact information. Proof of notification shall be provided to the Design and Development Department and include the following: a) A map showing all properties within a minimum 500-foot radius of subject properties. Received/Satisfied — February 26, 2026 b) A typed list of all property owners and their mailing address within a 500-foot radius, and all residents/tenants of said properties. Received/Satisfied — February 26, 2026 c) Photographic evidence of addressed envelopes. Received/Satisfied — Applicant Used Alternative Method — February 26, 2026 d) Copy of the written notification. Received/Satisfied — February 26, 2026 e) Acknowledgement by the applicant that notices have been mailed or delivered. Received/Satisfied — February 26, 2026 4. The applicant shall provide the Design and Development Department with a list of contact(s) who will be on site during all event hours. The contact(s) will be responsible for responding to calls or complaints regarding the condition, operation, or conduct of the event in a timely and appropriate manner. 5. The applicant shall obtain all other applicable permits, if required, from the appropriate agencies (i.e. Building Department, Sheriff's Department, etc.). Building permits are required for all structures, including tents and canopies, and portable generators. 6. Applicant shall comply with the attached conditions of approval from Riverside County Fire Department. 7. Special Inspection permit from the Building Division for the temporary installations, including tents, electrical connections, and heaters is required (BSPN2026-0005). 8. Any building, structure, facility, complex or improved area, or portions thereof, which are used by the public shall be provided with barrier free design to ensure that these improvements are accessible to and usable by people with disabilities. Plans shall fully detail how the proposed events comply with the California Accessibility Standards defined in Title 24 Chapter 11 B and Federal ADA Regulations. 9. The applicant shall obtain an encroachment permit for off -site signs and traffic controls placed within the City's right-of-way. Encroachment permits shall include all applicable insurance to be provided to the Public Works Department. 10. All vendors shall obtain a City Business License. The serving of food and alcoholic beverages during the event shall be subject to the rules and requirements of the Riverside County Health Department and State of California Alcoholic Beverage Control, respectively. Security personnel shall be easily identifiable to the public by the provision of uniformed personnel. All designated private security personnel must be licensed by the State of California and possess a valid private security license. 13. The applicant shall be responsible for providing continuous dust control. 14. The applicant shall conform to the City's Noise Ordinance (Municipal Code Section 9.100.210) and specifically the following noise limitations during the event: Before 10:00pm: Sixty-five decibels (65 dB(A)) After 10.00pm: Fifty decibels (50 dB(A)) If the noise consists entirely of impact noise, speech or music, or any combination thereof, each of the noise levels specific above shall be reduced by five dB(A). The event is scheduled to end at 10:00pm. 15. Extension Cords: Extension cords shall be over -current protected and/or ground -fault interrupter protected. No additional taps are to be in any device. All extension cords shall be of 12/3-gauge wire or greater with approved connectors. 16. Portable Outdoor Gas -Fired Heaters: The storage or use of portable outdoor gas -fired heating appliances is prohibited inside tents, canopies and membrane structures. The heating appliance shall be located not less than 5 feet from buildings, exits and exit discharges. The heating appliance shall not be located beneath or closer than 5 feet to combustible decorations and combustible overhangs, awnings, sunshades or similar combustible attachments to buildings. Heating appliances shall be listed and labeled in accordance with ANSI Z83.26/CSA2.37 and provided with a tip -over switch that automatically shuts off the flow of gas if the appliance is tilted more than 15 degrees from vertical. 17. Portable Outdoor Fireplaces: Portable outdoor fireplaces shall be used in accordance with manufacturer's instructions and shall not be operated within 15 feet (3048 mm) of a structure or combustible material. 18. Designated Smoking Areas [CFC 3106.4.51: Smoking shall be permitted only in designated areas. Open flames or any other device emitting flames or fire or creating a glow capable of igniting combustibles shall not be permitted. 20. Surrounding roadways and intersections shall remain readily accessible for passage of emergency response vehicles and private vehicles. There shall be no queueing of vehicles along all surrounding roads for the purpose of dropping off for, picking up for, or entering the event. 21. Roadways/traffic aisles to structures and activities in and around the event will always be maintained and accessible to emergency vehicles. Parking monitors shall wear light- colored clothing and reflective vests as needed. Flashlights shall be used after dusk. 22. The event is subject to spot inspections by the Police Department, Fire Department, and/or City staff to ensure compliance with the conditions of this letter. 23. Furnishings, decorations or other objects shall not be placed to obstruct ingress or egress access. Any draperies or hangs shall not be placed over exit doors or otherwise be located to conceal or obstruct an exit. 24. Curtains, draperies, hangings and other decorative materials suspended from walls or ceilings shall meet the flame propagation performance criteria of CCR Title 19 in accordance with section 807.2 or be non-combustible. (CFC 807.1) 25. LP -Gas containers- shall be located outside and adequately protected to prevent tampering, damage by vehicles or other hazards. Equipment such as tanks, valves, tubing and other related components shall be approved. Completion/confirmation after the conclusion of the event (if necessary): 26. The event site shall be left clean and in its original manner after the event. All event areas shall be left free of debris after the event concludes. 27. Any damage to the public hardscape caused by this event shall be repaired as directed by the City Engineer. This includes but is not limited to sidewalks, curb and gutter, landscaping, and pavement especially within the surrounding public streets. This permit from the Fire Department shall not be construed as permission to conduct the event without respect to other permit requirements by the City of La Quinta. FIRE LANES/ACCESS [CFC 503] Fire lanes and fire hydrants shall be maintained unobstructed and accessible. The parking of vehicles along Baffin Avenue is not permitted. Guests and vendors must be shuttled to the site. GENERATORS Generators shall be separated from tents/canopies by a minimum of 20 feet and be isolated from contact with the public. Refueling containers shall not be stored next to the generator. Each generator shall have a portable fire extinguisher available with a minimum rating of lOBC. HEATING EQUIPMENT Portable outdoor gas -fired heating appliances shall not be used inside of tents. Only listed and approved portable outdoor gas -fired heating appliances utilizing a fuel gas container that is integral to the appliance shall be used. Portable outdoor gas fired heating appliances shall be listed and labeled in accordance with ANSI Z83.26/CSA 2.37. COOKING EQUIPMENT [CFC 3107.12] Portable fire extinguishers shall be available for the cooking operation. Fire extinguishers shall have a minimum rating of 2AIOBC. The Class K type fire extinguisher is required for frying operations. Fire extinguishers shall have a current service tag (within one year). Deep fat fryers shall be located outside tents. L.P. Gas - Propane containers (empty or full) shall not be located inside of a tent. Containers shall be secured with a chain or other approved device to prevent from tipping over. COMBUSTIBLE MATERIAL [CFC 3107.19] Accumulation of combustible material (including trash) is prohibited near any ignition sources and within 30-feet of the perimeter of tents and membrane structures. Waste shall be stored in approved containers. TENTS AND CANOPY(S) [CFC Chapter 3 1 ] Page 1 of 2 Page 2 of 2 (Permit #FSEV2026-0002 — Conditions of Approval Letter 2/17/26) Tents over 400 square feet and canopies without sidewalls over 700 square feet shall comply with the following conditions: [1] All tent fabrics shall be flame resistant and be labeled with the Seal of Registration. [2] Extinguishers- At least one 2AIOBC fire extinguisher, with a current service tag (within one year), shall be provided within every 75 feet of travel distance. [CFC 3107.9] [3] Exit Signs and Egress Lighting- Tents with side walls shall have illuminated exit signs and means of egress lighting pursuant to CFC Chapter 31 when the tent has an occupant load of 50 or more. [CFC 3103.12.6 & .7] Doors shall swing in the direction of egress with panic hardware or if a curtain is used, it shall be flame resistant, free sliding on a metal support a minimum of 80 inches above the floor level. Furnishings, decorations or other objects shall not be placed so as to obstruct exits, access thereto, egress therefrom, or visibility thereof. Hangings and draperies shall not be placed over exit doors or otherwise be located to conceal or obstruct an exit. [4] Seating Configuration- Seating configuration shall comply with CFC Chapter 10 and California Code of Regulations (CCR) Title 19. [5] No Smoking- Smoking shall not be permitted in any tent or canopy or in any adjacent area where hay, sawdust or any other combustible materials are stored. NO SMOKING signs shall be conspicuously posted in all tents and canopies open to the public. [CFC 3107.3] [6] Obstructing exits- Furnishings, decorations or other objects shall not be placed so as to obstruct exits, access thereto, egress therefrom, or visibility thereof. Hangings and draperies shall not be placed over exit doors or otherwise be located to conceal or obstruct an exit. [CFC 3107.20] [7] Decorative Materials- All drapes, hangings, curtains, drops and all other decorative material that would tend to increase the fire and panic hazard shall be made from a nonflammable material, or shall be treated and maintained in a flame-retardant condition by means of a flame-retardant solution or process approved by the State Fire Marshal. [8] Tent stability- shall be provided according to the approved construction documents. OPEN FLAMES & CANDLES Candles, torches or similar that produce an open flame effect shall be approved prior to use in assembly areas, dining areas of restaurants and drinking establishments. Candle devices shall be located within stable candle holders the are resistant to tipping over. In the event of tipping over the candle wick and flaming element shall not extend beyond the opening of the candle holder. All combustible decorations, including floral arrangements, shall not be located near or above the placement of the open flame device(s). DESIGNATED SMOKING AREAS [CFC 3106.4.5] Smoking shall be permitted only in designated areas. Other areas shall have approved "No Smoking" signs conspicuously posted and maintained. They have invited guests to an intimate gathering that will include a wedding ceremony, cocktail hour, dinner & dancing. All guests will be transported to and from the wedding site, located at 81555 Baffin Ave, La Quinta CA, by shuttle bus. All vendors will be required to park off property in a designated vendor parking lot and will also be shuttled to the wedding site. The immediate neighbors of the event area have all been notified of the upcoming celebration including the production timeline that begins on Wednesday, Feb 25th and will end on March 3th by end of day.
