APPROVAL
The Design and Development Department has reviewed your request for Special Event Permit
2026-0003 for the Inaugural Wildflower 5k event on March 14, 2026, from 6am to 10am Pursuant
to LQMC Section 9.100.130 (Special Events - Nonresidential), your permit is approved based
on the Findings below. This approval authorizes the applicant to conduct the event pursuant to
compliance with all conditions of approval of this permit. The applicant must obtain permits from
other departments, as may be required below, in order to physically set up the event. Failure to
follow the conditions of approval herein may result in penalties, fees or revocation of the permit
per LQMC Section 9.100.130.

A. The event will not be detrimental to the health, safety, and general welfare of the
community. The 5K walk/race will begin adjacent to the Cove Trails parking lot, located
at the intersection of Calle Tecate and Avenida Bermudas. Participants will proceed along
the Cove Oasis Trail, continue through the Cove Oasis Picnic Area via the Cove Oasis
Trail Loop, then connect to the Bear Creek Trail before returning to the finish line at the
Cove Trails parking lot.
B. There is adequate area to conduct the event and to accommodate the anticipated
attendance.

C. Parking plan has been provided that demonstrates sufficient parking will be provided for
the anticipated attendance and the potential impacts on the surrounding residential
streets are minimized, to the satisfaction of the Design and Development Director.
Attendees will be parked in the Cove Oasis Parking Lot at the intersection of Calle Tecate
and Avenida Bermudas and on nearby public streets off Calle Tecate and where
permitted along Avenida Bermudas.
D. Fire protection plans and facilities have been provided to the satisfaction of the Fire
Marshal subject to the attached Fire Department Conditions of Approval.
E. Food service operations, medical facilities, solid waste facilities, sewage disposal
methods and potable water service have been provided. No food service vendors will be
provided. Event volunteers are trained in first aid and CPR. Onsite solid waste and
restroom facilities will be utilized.
F. Security plans and facilities have been provided to the satisfaction of the sheriff.
G. Public roadways leading to the Cove Trails can accommodate the anticipated traffic
volumes in a reasonable and safe manner with minimal disruption to local traffic
circulation.
CONDITIONS OF APPROVAL
Completion/confirmation prior to the start of event:
1. The applicant agrees to indemnify, defend and hold harmless the City of La Quinta ("the
City"), its agents, officers and employees from any claim, action or proceeding to attack,
set aside, void, or annul the approval of this Special Event Permit. The City of La Quinta
shall have sole discretion in selecting its defense counsel. The City shall promptly notify
the applicant of any claim, action or preceding and shall cooperate fully in the defense.
2. The event is approved for Saturday, March 14, 2026, from 6:00 am - 10:00 am. The total
number of attendees shall not exceed 150 on -site at any given time. The applicant is
required to always maintain a count of all event attendees on -site during the event. The
event count shall be maintained by the applicant and made available upon request by the
Police Department, Fire Department, and/or City Staff. The Police Department and/or Fire
Department can request a reduction of total event participants if the number of
participants is detrimental to the health, safety, and general welfare of the community
around the proposed event.

3. The applicant shall provide notification of the event to properties within 500 feet of the site
at least fourteen (14) days prior to the event by February 28, 2026. Notifications shall
include date, time, event scope, and contact information. Proof of notification shall be
provided to the Design and Development Department and include the following:
a) A map showing all properties within a minimum 500-foot radius of subject
properties. Received/Satisfied
b) A typed list of all property owners and their mailing address within a 500-foot
radius, and all residents/tenants of said properties. Received/Satisfied
c) Photographic evidence of addressed envelopes. Received/Satisfied
d) Copy of the written notification Received/Satisfied
e) Acknowledgement by the applicant that notices have been mailed or delivered.

4. The applicant shall provide the Design and Development Department with a list of
contact(s) who will be on site during all event hours. The contact(s) will be responsible for
responding to calls or complaints regarding the condition, operation, or conduct of the
event in a timely and appropriate manner. Contact information for the applicant was
received by the Design and Development Department on February 4, 2026.
5. The applicant shall obtain all other applicable permits, if required, from the appropriate
agencies (i.e. Building Department, Sheriff's Department, etc.). Building permits are
required for all structures, including tents and canopies, and portable generators.
6. The applicant shall obtain and adhere to an Encroachment Permit for the placement and
setting up of the race check -in station, starting, and finish lines within the City's right-of-
way. The Encroachment Permit will include requirements for insurance that shall be
provided by the applicant. Please contact Amy Yu at (760)777-7047 for assistance on
obtaining an encroachment permit. Encroachment Permit ENC2026-0018 has not
been issued as of the date of this letter.
7. Any building, structure, facility, complex or improved area, or portions thereof, which are
used by the public shall be provided with barrier free design to ensure that these
improvements are accessible to and usable by people with disabilities. Plans shall fully
detail how the proposed events comply with the California Accessibility Standards defined
in Title 24 Chapter 11 B and Federal ADA Regulations.
8. No parking is permitted anywhere on Calle Tecate or in any bike lanes along portions of
Avenida Bermudas. Attendees Park at their own risk and are responsible for any fines
or fees associated with parking in illegal zones.

Completion/confirmation during the event:
9. The set-up and operation of the event shall be consistent with the attached exhibits and
event information on file.
10. Security and volunteer personnel shall be easily identifiable to the public by the provision
of uniformed personnel. Any designated private security personnel must be licensed by
the State of California and possess a valid private security license.
11. The applicant shall conform to the City's Noise Ordinance (Municipal Code Section
9.100.210) and specifically the following noise limitations during the event:
Before 10:OOpm: Sixty-five decibels (65 dB(A))
After 10:OOpm: Fifty decibels (50 dB(A))
12. Surrounding roadways and intersections shall remain readily accessible for passage of
emergency response vehicles and private vehicles. There shall be no queueing of
vehicles along all surrounding roads for the purpose of dropping off for, picking up for, or
entering the event.
13. Roadways/traffic aisles to structures and activities in and around parking monitors shall
wear light-colored clothing and reflective vests as needed.
14. The event is subject to spot inspections by the Police Department, Fire Department,
and/or City staff to ensure compliance with the conditions of this letter.
15. The applicant shall adhere to any conditions of approval, requirements, and fees required
by the County of Riverside Fire Department (Attached).
Completion/confirmation after the conclusion of the event (if necessary):
16. The event site shall be left clean and in its original manner after the event. All event areas
shall be left free of any garbage or debris upon conclusion of the event on March 14,
2026.
17. The City of La Quinta Police Department contracted by the Riverside County Sherriff's
Department reserves the right to bill the event sponsor for any lost police time, equipment,
and/or any unforeseen loss that may occur due to the event that requires police action.

18. Any damage to the public hardscape or landscaping caused by this event shall be
repaired as directed by the City Engineer. This includes but is not limited to sidewalks,
curb and gutter, landscaping, and pavement especially within the surrounding public
streets.
FINAL ACKNOWLEDGEMENT/CONTACT INFORMATION
By holding this event, the applicant agrees to indemnify, defend and hold harmless the City of
La Quinta ("the City"), its agents, officers and employees from any claim, action or proceeding
to attack, set aside, void, or annul the approval of this temporary use permit. The City of La
Quinta shall have sole discretion in selecting its defense counsel. The City shall promptly notify
the applicant of any claim, action or preceding and shall cooperate fully in the defense.
The City may elect to add conditions to this application request to mitigate any problems that

Hello Friends,
Friends of the Desert Mountains will be having a Wildflower 5k Trail Run/Walk inaugural event on
Saturday, March 14, 2026.
Information regarding the event:
The Run/Walk will be held in the La Quinta Cove at the foot of the Santa Rosa Mountains. The
scenic course begins at the Cove Trails parking lot, flows through La Quinta Cove trails and the Cove
Oasis picnic area, then continues into the Fred Wolff Nature Preserve. With minimal elevation gain
and a mix of cobble and sandy wash, the route is welcoming for runners and walkers alike. The trails
meander through our many native desert wildflowers, shrubs, trees and cacti giving you a real desert
trail experience.
