ADDENDUM NUMBER 1
The following shall be considered as incorporated into the Request for Proposal (RFP) for the above -
referenced project. Portions of RFP that are not specifically mentioned in this addendum remain in
force.
REQUEST FOR PROPOSAL
1. Question: Who is the current incumbent contractor, and what are the current hourly rates
under the existing contract?
Answer: The City’s current contractor is Associa Desert Resort Management (DRM).
Their fee is a flat monthly rate. For more information about the agreement please use

2. Question: Is a patrol vehicle required for this assignment, or will the officer operate on
foot?
Answer: The security officer will need a vehicle to patrol and will need to operate on
foot too. While the Security Officer is on standby awaiting STVR complaints, they will
patrol City property, including parks and facilities, and may also patrol short-term rental
properties. Foot patrols are required to ensure City property is properly secured and
locked and that there are no signs of vandalism or trespassing. If signs of vandalism
are observed, such as graffiti or trash, the officer will document the information in their
nightly log and include photographs. If there are signs of trespassing, the officer will
contact the Sheriff’s Department and provide as much information as possible to the
responding deputy.
3. Question: Will the City dispatch STVR complaint calls directly to the officer, or is the
contractor expected to provide dispatch services?
Answer: The City currently has an answering service provider that dispatches the calls.
If your company provides dispatch services, the city currently has an RFP for
answering services related to STVRs.
4. Question: Is there a required response time standard for responding to complaints?
Answer: The security officer’s response time is as soon as possible, but no later than
30 minutes. Once a complaint is received and verified by the officer, the officer will
contact the local contact, who will have 30 minutes to resolve the issue. If the local
contact does not respond, the security officer will contact the guests, if it is deemed
safe to do so, or request assistance from law enforcement. All details of the incident
will be documented for city staff.

5. Question: Should proposers include pricing for additional or on-call coverage outside the
Friday through Sunday 6:00 PM to 2:00 AM schedule?
Answer: No
6. Question: Is the report in digital or written format?
Answer: The reports are in digital format that are sent to the public safety team via
email.
7. Question: Are there specific reporting formats or systems required by the City?
Answer: The report format should include the following information:
• Date and time a call was received, if applicable, and the address of the reported
location.
• Date, time and location of when the inspection was conducted
• Observation notes, photographs, and/or video (including body camera footage)
supporting the information that was provided in the notes
8. Question: Will officers have any citation authority, or will their role be limited to documentation
and notifying Code Enforcement or law enforcement?
Answer: The officer will only document and notify the Code team or law enforcement.
9. Question: Can the City provide historical call volume or response data related to STVR
complaints?
Answer: During the festival season (Coachella Fest and Stagecoach), call volume can
reach about 80 calls per month. For the rest of the year, the volume typically ranges
between 10 and 30 calls per month.
10. Question: What is the duration of the contract?
Answer: 2 years.
11. Question: Approximately how many registered STVR properties are in the City?
Answer: 1,213 active STVRs and 13 pending.
