Your complete documentation was received on July 7, 2025. This letter constitutes HCD's written findings pursuant to Government Code section 54230.5 of the Surplus Land Act (SLA), for the surplus land located along the Highway 111 Corridor and Bordered Southerly by Vista Coralina Lane with APN 600-020-057 (Property). Analysis According to your letter and supporting documents, a Resolution declaring the (Property) to be surplus was issued on December 17, 2024, and Notices of Availability (NOA) were sent on January 3, 2025. During the required 60-day period, four affordable housing entities and one development entity expressed interest in the property. The City has provided a summary of the negotiations, which resulted in the City accepting two development partners, Sunridge Properties and The Pacific Companies. The City's documentation included a draft affordability covenant, requiring 100 percent affordable housing, to be recorded against the Property for a period of 55 years for rental housing and 45 years for ownership housing. Conclusion If the submitted documentation and assertions by the City are complete and accurate, HCD finds that all the requirements under the SLA for the purposes of disposing of the (Property/Properties) have been met. Once a final disposition has taken place, please provide HCD with a copy of the respective recorded covenant pursuant to SLA Guidelines, Section 400(b)(1).
