ACS Service Approach to the City of La Quinta STVR Patrol Program
Scope of Service
Access Control Security, Inc. (ACS) understands that the City of La Quinta is looking for a partner capable of actively
managing STVR-related issues, reducing complaints, and supporting Code Compliance through consistent field presence and
accountability. ACS has built its operation around municipal patrol programs just like this. Our approach is straightforward:
be visible, respond fast, document everything, and support the City in resolving issues — not just observing them.
Operational Deployment
ACS will assign one dedicated patrol officer to this program, operating Friday through Sunday from 6:00 PM to 2:00 AM,
with full support from our dispatch, supervision, and management team. This officer will operate both vehicle and foot
patrols, allowing for rapid response across the City while maintaining the ability to conduct close-up inspections of properties,
parks, and facilities.
ACS operates under a structured patrol model designed to:
• Maintain constant presence across active STVR areas
• Eliminate predictable patrol patterns
• Increase visibility during peak hours and high -activity zones
Complaint Response & Field Handling
When a complaint is dispatched, our officer responds immediately as a problem -solver representing the City in the field. ACS
operates under a defined standard: each call is addressed in a timely manner, assessed on -site, and documented to support
appropriate follow-up and resolution.
• Response time: as soon as possible, never exceeding 30 minutes
• Officer verifies conditions, not assumptions
• Violations are clearly identified, documented, and communicated
Once on -site, our officer:
• Confirms the validity of the complaint
• Engages with occupants or responsible parties professionally
• Contacts the local contact and initiates the 30-minute compliance window
• Deescalates when necessary — including law enforcement support
Documentation & Reporting
Every interaction is captured through our Silvertrac digital reporting system, including:
• Time of dispatch and arrival
• Verified location and inspection details
• Clear narrative of observations and actions taken
• Photo and/or video evidence (including body camera when applicable)
Reports are:
• Submitted digitally
• Time -stamped and GPS-verified
• Reviewed by supervision for accuracy and completeness
Proactive Patrol Strategy
When not actively responding, ACS officers are:
• Patrolling STVR hotspots and known problem areas
• Conducting randomized patrol patterns to prevent predictability
• Monitoring City parks, facilities, and public spaces
cs
ACCESS CONTROL SECURITY INC. 121049 DEVONSHIRE ST #211, CHATSWORTH, CA 91311
E3
• Identifying issues before they become complaints
City Property & Public Space Support
ACS understands that this role extends beyond STVR complaints.
While on patrol, officers will:
• Inspect parks and facilities
• Identify vandalism, trespassing, or unsafe conditions
• Secure or report access issues
• Contact law enforcement when necessary
Supervision & Accountability
ACS does not leave officers unsupported in the field.
This program is backed by:
• 24/7 dispatch coordination
• Field supervisors conducting random inspections
• Real-time communication between officer, dispatch, and management
Technology & Transparency
ACS integrates technology to ensure full accountability and visibility.
Our system provides:
• GPS-tracked patrol activity
• Time -stamped reports and incident logs
• Photo/video documentation
• Real-time communication support
Client access to the Silvertrac system can also be provided upon request, allowing for direct visibility into security activities
and reporting.
