Dear Ms. Chastain,
All Terrain Protective Services, Inc. (ATPS), is pleased to submit this proposal in
response to the City of La Quinta's Request for Proposals for Security Guard Patrol
services. We are a Service-Disabled Veteran-Owned Small Business (SDVOSB) with a
demonstrated commitment to professional security operations, community-based patrol,
and government client service.
ATPS brings extensive experience in unarmed security operations, property patrol, incident
documentation, and law enforcement coordination — making us uniquely qualified to serve
the City's Short-Term Vacation Rental (STVR) patrol program beginning July 1, 2026.
While All Terrain Protective Services is headquartered outside of California, we are fully
prepared to deploy a California-compliant security operation in support of this contract. In
advance of the July 1, 2026 project start date, ATPS will ensure that all assigned personnel
hold current, valid California BSIS (Bureau of Security and Investigative Services) Guard
Cards as required under California Business & Professions Code §7582.8. Our firm's
experience managing geographically distributed security operations ensures a seamless
standup with zero disruption to the City's STVR enforcement program.
All information and pricing contained in this proposal is valid for a minimum of ninety (90)
days from the date of submission. All individuals who will perform work for the City of La
Quinta under this contract are free of any conflict of interest with the City or its operations.

Steve Kaustinen serves as Chief Executive Officer of All Terrain Protective Services
Inc., providing overall leadership for multiple business lines in the fire and security
industry, including domestic and international expansion initiatives.
A decorated combat veteran, Steve served as an Infantryman in the United States
Marine Corps during Operation Iraqi Freedom. Steve deployed in 2004 to Ramadi,
Iraq, earning the Purple Heart and Combat Action Ribbon among other medals and
ribbons. Following his military service, he continued serving his community as a Hotshot Wildland
Firefighter with the U.S. Forest Service, served as an EMT and volunteer firefighter, and
established himself as an executive protection (EP) specialist for a wealthy family. As an EP
specialist Steve served as the team EMT, training director, and designed the emergency
evacuation plans for the client specific to every property they owned.
Steve's entrepreneurial experience includes co-founding Integritas, a non-profit organization
dedicated to supporting military veterans with mission trips to Africa, and serving as the Owner and
Principal of a State Farm Insurance Agency and a Goosehead insurance brokerage. He also has
been active in veteran and professional communities as the prior President of the Orange County
Chapter of Veterans Association of Real Estate Professionals, as well as a Peer Support Group
Leader for the Wounded Warrior Project.
Steve holds a Master's in Human Resources and an MBA with emphasis in Organizational
Leadership. Steve’s extraordinary career path brings a unique combination of military discipline,
first responder experience, and business acumen to his leadership of All Terrain Protective
Services.

Chris Dusa is the President of All Terrain Protective Services Inc., where he leads
the company with a clear focus and vision in the fire and security industry, driving
both domestic and international expansion efforts.
Chris Dusa has more than 15 years of leadership experience in the private
firefighting and protective services industry, serving both commercial and
government sectors throughout North America. He is widely recognized for his
expertise in business development across critical infrastructure market segments.
As the founder and former Chief Business Development and Operations Officer of Capstone Fire &
Safety, Chris successfully managed a workforce of over 300 employees across multiple states,
specializing in fire and security risk management. His career is distinguished by a proven track
record in building operational frameworks, developing go-to-market strategies, and cultivating
strategic partnerships that drive organizational growth.
Chris holds a degree from the University of Colorado and completed the Executive Leadership
Program at Stanford University. Prior to his business career, he served as a Firefighter, Paramedic,
and Rescue Swimmer in Northern California, performing high-risk lifesaving operations as part of
an elite rescue team.
Assigned Guard: Dedicated, pre-screened personnel to be confirmed upon award. All ATPS
security personnel will hold current California BSIS-issued Guard Cards and comply with all
applicable state and local licensing requirements.
Equipment: Personnel will be uniformed, equipped with a patrol vehicle, communication device,
and incident reporting tools.
2. UNDERSTANDING OF SCOPE OF SERVICES
ATPS understands the City of La Quinta requires one (1) dedicated unarmed security guard to
patrol Short-Term Vacation Rental (STVR) properties on a fixed schedule. The assigned guard will
perform, but is not limited to, the following duties:

Hours per Shift 6:00 PM – 2:00 AM (8 hours per shift)

Primary Focus Short-Term Vacation Rental (STVR) properties in La Quinta
Secondary Duties Suspended STVR properties, other City property as directed
Guard Responsibilities:
• Familiarize with La Quinta Municipal Codes and Executive Orders related to STVRs
• Confirm and document complaints received via the STVR Hotline
• Contact STVR guests and local contacts regarding violations and request corrections
• Coordinate with LQPD when safety concerns arise or backup is required
• Submit detailed incident reports for Code Compliance staff action
• Monitor suspended STVR properties for unauthorized rental activity

Cost/Price Narrative — Labor Cost Transparency & California Wage Compliance
The hourly rates presented in this proposal are fully loaded and reflect all actual cost obligations
associated with deploying qualified security personnel in the State of California. ATPS does not
submit rates that exclude known statutory cost obligations in order to appear competitive — a
practice that ultimately results in service disruption, personnel turnover, or contract cost disputes.
The rate the City of La Quinta sees is the rate ATPS will sustain for the full term of this contract.
California Meal Period Premium — Built Into the Submitted Rate
One cost component that distinguishes ATPS's pricing from vendors unfamiliar with California labor
law is the inclusion of a daily meal period premium, required under California Labor Code §
226.7(c).
California law (Labor Code § 512) requires that non-exempt employees receive a 30-minute, duty-
free, off-premises meal period no later than the end of their fifth hour of work. For most
assignments, this is straightforward. For this contract, it is not — and ATPS has addressed that
directly.
The La Quinta STR/STVR patrol assignment requires:
• Eight (8) consecutive hours of continuous patrol coverage per shift
• Solo officer deployment with no relief coverage
• Uninterrupted monitoring and response capability throughout the shift
These operational conditions objectively prevent the assigned officer from being fully relieved of all
duty during a traditional off-premises meal period — the legal standard required to treat a meal
break as unpaid time under California's Industrial Welfare Commission (IWC) Wage Orders.
ATPS has responded to this in two ways, both of which are reflected in our submitted rate:

On-Duty Meal Period Designation
Pursuant to IWC Wage Order requirements, ATPS has designated this
assignment as an on-duty meal period position. The assigned officer's meal

period is counted as compensated work time at their regular rate of pay — it is
not treated as an unpaid break.
2 Daily Meal Period Premium — Embedded in Billing Rate
California Labor Code § 226.7(c) further requires that employers pay one (1)
additional hour of compensation at the employee's regular rate for each workday
on which a compliant duty-free meal period is not provided. ATPS has included
this daily premium in the fully-loaded billing rate submitted to the City — it is not
a contingency or an afterthought. It is a built-in, accounted-for cost of performing
this contract lawfully.
What This Means for the City of La Quinta
The City's exposure as the contracting agency is reduced when its service provider operates in
documented compliance with California wage and hour law. Vendors who submit artificially low
rates by omitting known labor cost obligations create downstream risk — for themselves and for the
agencies they serve. Claims filed with the California Labor Commissioner's Office (DLSE), wage
and hour class actions, and personnel departures mid-contract are all foreseeable consequences of
under-costed labor structures.
ATPS's approach eliminates that risk from this contract. Specifically:
• Our submitted rate is sustainable for the full contract term beginning July 1, 2026 — no mid-
contract rate adjustment requests driven by labor cost surprises.
• Each officer deployed on this contract will execute a written On-Duty Meal Period
Agreement in advance of their first shift, consistent with IWC Wage Order requirements and
current California case law.
• Meal period premiums are tracked and paid as separate line items on employee pay
statements, creating a clean compliance record available for audit upon request.
• Rest period entitlements (two paid 10-minute breaks per 8-hour shift) are similarly
accounted for in our staffing model and cost structure.
ATPS's submitted rate is a compliance-complete rate.
It reflects all known California wage and hour obligations for this specific assignment,
including the on-duty meal period premium required under Labor Code § 226.7(c). The City
of La Quinta can award this contract with confidence that the labor cost structure presented
is transparent, legally grounded, and built to last.

6. SUBCONTRACTING SERVICES
All Terrain Protective Services intends to perform all services under this contract with its own direct
employees. No subcontracting is anticipated. Assignment of this agreement is not permitted and will
