Staffing and Project Organization Intergraded Security Management Group (ISMG) will implement a structured, accountable, and scalable staffing model designed to support the City of La Quinta’s Short-Term Vacation Rental (STVR) enforcement program, reduce calls for service, and enhance overall community quality of life. Project Organization & Chain of Command ISMG maintains a clear chain of command to ensure effective communication, accountability, and operational oversight: • Project Manager – Emilio Olguin, Vice President The Project Manager will have full responsibility for contract performance and will serve as the primary liaison to City staff. Responsibilities include program implementation, coordination with Code Enforcement, performance monitoring, and ongoing evaluation of service effectiveness. The Project Manager will conduct regular meetings with City representatives and provide strategic oversight to ensure program goals are met. • Operations & Dispatch Manager – Ashley Olguin Responsible for the management of ISMG’s 24-hour Communications Center, including dispatch operations, real-time coordination of field personnel, and oversight of CAD and RMS systems. This role ensures accurate documentation, efficient deployment of resources, and continuous operational support. • Field Supervisors Field Supervisors provide direct oversight of security personnel, conduct routine and unannounced site inspections, ensure compliance with post orders, and address operational issues in real time. Supervisors serve as the immediate point of contact for officers in the field and ensure quality assurance standards are maintained. • Security Officers ISMG will assign professional, trained, and licensed unarmed security officers to perform proactive patrol, respond to calls for service, document incidents, and support Code Enforcement activities. Officers will act as the City’s frontline presence in addressing STVR-related issues and community concerns. Staffing levels will be based on the City’s service requirements, geographic coverage areas, and call volume. ISMG maintains the ability to scale staffing levels to address seasonal fluctuations, peak activity periods, and special events. All assigned personnel will: • Hold valid California BSIS Guard Cards • Be trained in de-escalation techniques, report writing, and customer service • Receive site-specific training related to STVR enforcement, City ordinances, and reporting requirements • Be equipped with body-worn cameras to ensure accountability and documentation Deployment & Patrol Operations ISMG will implement a proactive, data-driven patrol model supported by real-time information and historical reporting. Officers will: • Conduct high-visibility patrols in designated areas, with emphasis on STVR calls for service. • Respond promptly to calls for service and community complaints • Document all incidents, contacts, and violations using CAD and RMS systems • Monitor and track repeat locations and ongoing violations • Coordinate directly with Code Enforcement and City staff when enforcement action is required Patrol deployment will be continuously evaluated and adjusted based on call data, trends, and identified “hot spots” to ensure resources are used efficiently. Communications & Dispatch Operations ISMG operates a fully staffed 24-hour Communications Center that provides real-time operational support. Supervision, Quality Control & Performance Monitoring ISMG maintains a strong quality assurance program to ensure high levels of service delivery: • Field Supervisors conduct routine and random inspections • Management reviews daily activity logs, incident reports, and performance metrics • GPS tracking ensures accountability and proper patrol coverage • CAD/RMS data is used to evaluate response times, call volume, and repeat activity trends ISMG will provide regular reporting to the City, including summaries of activity, trends, and recommendations for improving program effectiveness.
