Our approach is fully aligned with these objectives. We propose to provide a dedicated, BSIS-licensed unarmed security officer, supported by a fully equipped patrol vehicle, operating Friday through Sunday from 6:00 PM to 2:00 AM, in accordance with the City’s requirements. During each shift, our officer will respond promptly to STVR Hotline complaints, verify violations, communicate with guests and property contacts, and document all findings for City review and potential enforcement action. In addition to complaint response, OPS Inc. will implement a proactive patrol strategy. When not actively handling calls, officers will patrol City parks, facilities, and designated STVR areas to ensure properties are secured, identify vandalism or hazards, and deter unauthorized activity. This approach enhances visibility, improves response readiness, and supports overall community safety. OPS Inc. distinguishes itself through a structured and accountable service model that improves consistency and transparency. Proposal Validity All pricing and terms contained in this proposal are valid for a period of 90 days from the submission date. 7 Understanding of Scope OPS Inc. Security Services understands that the City of La Quinta is seeking a professional and reliable security provider to support the enforcement and monitoring of Short-Term Vacation Rental (STVR) regulations while maintaining a safe and secure environment throughout the community. The primary objective of this program is to ensure timely and effective response to STVR- related complaints, promote compliance with municipal codes, and provide a visible security presence that deters violations and enhances public safety. OPS Inc. recognizes that this assignment is not a traditional static security post, but a hybrid enforcement and patrol role that requires a combination of rapid response, proactive patrol, public interaction, and accurate documentation. Our officers will be responsible for: • Responding to STVR Hotline complaints in a timely manner • Verifying reported violations on-site • Contacting STVR guests and/or local contacts to request corrective action • Documenting all findings for Code Compliance review and potential citation • Coordinating with the Riverside County Sheriff’s Department when necessary • Monitoring suspended STVR properties for unauthorized activity • Patrolling City parks, facilities, and designated areas during non-call periods OPS Inc. understands that when not actively responding to STVR complaints, officers are expected to conduct proactive patrols of City property, including parks and facilities, to ensure they are properly secured, free of vandalism, and not subject to trespassing. All activities, including complaint responses, patrol observations, and enforcement actions, will be documented through detailed reports, including photographic evidence when applicable, to ensure full transparency and accountability. Through a structured and proactive approach, OPS Inc. Security Services will support the City’s goal of maintaining compliance, reducing disturbances, and protecting the quality of life for residents and visitors. 8 Method of Approach OPS Inc. Security Services will implement a structured, proactive, and accountable security program designed specifically for the City of La Quinta’s STVR enforcement needs. Our approach combines rapid response, proactive patrol, detailed reporting, and strong coordination with City staff and law enforcement. 1. Patrol Operations (Vehicle + Foot Patrol) OPS Inc. will provide a dedicated patrol vehicle equipped for rapid response, including communication equipment, emergency lighting, and GPS tracking to support efficient deployment and accountability. Security officers will conduct a combination of vehicle and foot patrols as required by the City. While in standby status awaiting complaints, officers will actively patrol: • City parks • Public facilities • Designated STVR areas • High-activity or previously reported locations Foot patrols will be conducted to ensure that City properties are: • Properly secured and locked • Free from vandalism or damage • Not subject to trespassing or unauthorized activity This dual patrol approach ensures both visibility and thorough inspection, creating a strong deterrent presence while maintaining operational effectiveness. 2. STVR Complaint Response Protocol OPS Inc. will follow a structured response process to ensure consistency, professionalism, and accountability: 1. Complaint Received – Officer is dispatched immediately upon notification 2. Rapid Response – Officer responds promptly to the reported location 3. Verification – Officer assesses the situation and confirms whether a violation exists 4. Guest / Contact Engagement – Officer communicates with STVR guests and/or local contact to request corrective action 5. De-escalation – Officer uses trained communication techniques to resolve issues professionally 6. Escalation (if required) – Sheriff’s Department contacted if safety concerns or non- compliance arise 7. Documentation – Detailed report completed, including photographs and findings 9 8. Follow-Up Recommendation – Information provided to Code Compliance for further action if needed This structured workflow ensures every incident is handled consistently, professionally, and in full alignment with City expectations. OPS Inc. will maintain an average response time of 15–30 minutes from receipt of an STVR complaint, depending on officer location and traffic conditions. 3. Vandalism and Property Monitoring During patrol operations, officers will actively monitor for: • Graffiti • Trash or debris • Property damage • Suspicious or unauthorized activity When such conditions are identified: • Photographs will be taken • Details will be documented in the nightly activity log • Information will be reported to the City for follow-up This proactive monitoring helps the City identify and address issues quickly, reducing long-term damage and improving overall community conditions. 4. Trespassing and Law Enforcement Coordination If officers observe trespassing or criminal activity: • The Riverside County Sheriff’s Department will be contacted immediately • Officers will provide detailed and accurate information to responding deputies • Officers will remain on-site until the situation is resolved or transferred OPS Inc. maintains a cooperative and professional relationship with local law enforcement to ensure efficient and safe resolution of incidents. 5. Reporting and Documentation OPS Inc. utilizes a digital reporting system to ensure accurate, timely, and transparent documentation of all activities. Deliverables include: • Daily / nightly activity reports • Incident reports for all STVR complaints • Photo documentation of violations or property issues • Time -stamped records of patrol and response activity 10 Reports will include the date and time a call was received, location details, inspection time, observation notes, and supporting photographic or video documentation, in alignment with City requirements. Reports will be submitted to the City’s designated representative in accordance with contract requirements, providing full visibility into operations. 6. Supervision and Quality Control OPS Inc. provides active supervisory oversight to ensure consistent performance and accountability. • Field supervisors conduct periodic inspections • Reports are reviewed for accuracy and completeness • Officers receive ongoing feedback and support This ensures services remain aligned with City expectations and maintain a high level of professionalism. 7. Enhanced Service Approach Unlike traditional reactive security models, OPS Inc. combines complaint response with proactive patrol, structured procedures, and accountability systems. Security Services will provide a structured staffing plan designed to ensure consistent coverage, professional supervision, and uninterrupted service throughout the duration of the contract. Our staffing model focuses on assigning qualified security personnel, maintaining reliable scheduling procedures, and providing supervisory oversight to ensure all security services are delivered in accordance with the City’s expectations. Security Personnel Deployment OPS Inc. Security Services will assign one (1) licensed unarmed security officer to provide patrol services during the scheduled service hours identified in the RFP. The assigned officer will be responsible for conducting routine patrols of the designated areas, maintaining a visible security presence, monitoring activity, responding to incidents or complaints, and preparing daily activity and incident reports. The proposed deployment schedule is as follows: Day Service Hours Staffing Friday 6:00 PM – 2:00 AM 1 Unarmed Security Officer Saturday 6:00 PM – 2:00 AM 1 Unarmed Security Officer Sunday 6:00 PM – 2:00 AM 1 Unarmed Security Officer During each shift, the assigned officer will conduct patrols of the designated areas while maintaining situational awareness and providing assistance to residents, visitors, and City personnel as needed. Supervisor Oversight OPS Inc. Security Services will provide active supervisory oversight through a designated Field Supervisor, Matthew Hanna, who will be responsible for maintaining service quality and ensuring compliance with all contract requirements. Supervision will include: • Routine and unannounced site inspections • Review of officer performance and reporting • Immediate response to operational issues or concerns • Coordination with City representatives when needed This level of supervision ensures consistent, professional, and accountable service delivery. Backup Personnel and Coverage OPS Inc. maintains a pool of trained and licensed security officers who are available to provide backup coverage when needed. In the event of illness, scheduling conflicts, or emergency absence, replacement personnel can be deployed promptly to ensure that scheduled security services continue without interruption. 12 All backup personnel are trained and qualified to perform the duties required under this contract and will be briefed on site-specific procedures prior to assignment. Scheduling and Workforce Management OPS Inc. Security Services utilizes a digital workforce management and scheduling system to manage shift assignments, monitor attendance, and ensure full coverage of all scheduled service hours. This system allows management to monitor staffing levels in real time and respond quickly to any scheduling adjustments that may be required. The scheduling platform also ensures accurate recordkeeping and accountability for all assigned personnel. Guard Qualifications All security officers assigned to this contract will possess a valid California Bureau of Security and Investigative Services (BSIS) Guard Card and will meet all licensing and training requirements established by the State of California. Personnel selected for this assignment will be chosen based on their experience, professionalism, and ability to perform effectively in a public-facing environment. Officers will be trained in patrol procedures, incident response, report writing, and professional communication to ensure they can represent both OPS Inc. Security Services and the City in a professional and responsible manner. Through structured staffing, reliable supervision, and trained personnel, OPS Inc. Security Services will ensure that the City receives consistent, professional, and dependable security services throughout the contract period. 13 Training Program OPS Inc. Security Services is committed to providing highly trained security personnel who are prepared to perform their duties professionally, responsibly, and in accordance with the operational requirements of the City. All security officers assigned to this contract will meet the licensing and training standards required by the California Bureau of Security and Investigative Services (BSIS) and will also receive additional training relevant to municipal security operations. Our training program is designed to ensure that officers are capable of maintaining public safety, responding effectively to incidents, and interacting professionally with residents, visitors, and City personnel. Security Services will coordinate with the City’s designated representatives to review operational expectations, reporting requirements, and patrol priorities.
