OPS Inc. Security Services is pleased to submit this proposal to provide Short-Term Vacation
Rental (STVR) security patrol services for the City of La Quinta. Our team offers a structured,
responsive, and professional security program specifically designed to support the City’s STVR

OPS Inc. understands that this assignment requires more than traditional security services. The
City is seeking a provider capable of delivering rapid response to STVR complaints, proactive
patrol of City facilities, effective public interaction, and accurate documentation to support Code
Compliance operations. Our approach is fully aligned with these objectives.
We propose to provide a dedicated, BSIS-licensed unarmed security officer, supported by a fully
equipped patrol vehicle, operating Friday through Sunday from 6:00 PM to 2:00 AM, in
accordance with the City’s requirements. During each shift, our officer will respond promptly to
STVR Hotline complaints, verify violations, communicate with guests and property contacts, and
document all findings for City review and potential enforcement action.
In addition to complaint response, OPS Inc. will implement a proactive patrol strategy. When not
actively handling calls, officers will patrol City parks, facilities, and designated STVR areas to
ensure properties are secured, identify vandalism or hazards, and deter unauthorized activity.
This approach enhances visibility, improves response readiness, and supports overall community
safety.

Understanding of Scope
OPS Inc. Security Services understands that the City of La Quinta is seeking a professional and
reliable security provider to support the enforcement and monitoring of Short-Term Vacation

community.
The primary objective of this program is to ensure timely and effective response to STVR-
related complaints, promote compliance with municipal codes, and provide a visible security

OPS Inc. recognizes that this assignment is not a traditional static security post, but a hybrid
enforcement and patrol role that requires a combination of rapid response, proactive patrol,

Method of Approach
OPS Inc. Security Services will implement a structured, proactive, and accountable security
program designed specifically for the City of La Quinta’s STVR enforcement needs. Our
approach combines rapid response, proactive patrol, detailed reporting, and strong coordination
with City staff and law enforcement.
1. Patrol Operations (Vehicle + Foot Patrol)
OPS Inc. will provide a dedicated patrol vehicle equipped for rapid response, including
communication equipment, emergency lighting, and GPS tracking to support efficient
deployment and accountability.
Security officers will conduct a combination of vehicle and foot patrols as required by the City.
While in standby status awaiting complaints, officers will actively patrol:
• City parks
• Public facilities
• Designated STVR areas
• High-activity or previously reported locations
Foot patrols will be conducted to ensure that City properties are:
• Properly secured and locked
• Free from vandalism or damage
• Not subject to trespassing or unauthorized activity

2. STVR Complaint Response Protocol
OPS Inc. will follow a structured response process to ensure consistency, professionalism, and

2. Rapid Response – Officer responds promptly to the reported location
3. Verification – Officer assesses the situation and confirms whether a violation exists
4. Guest / Contact Engagement – Officer communicates with STVR guests and/or local
contact to request corrective action
5. De-escalation – Officer uses trained communication techniques to resolve issues

6. Escalation (if required) – Sheriff’s Department contacted if safety concerns or non-
compliance arise

Staffing Plan
OPS Inc. Security Services will provide a structured staffing plan designed to ensure consistent
coverage, professional supervision, and uninterrupted service throughout the duration of the
contract. Our staffing model focuses on assigning qualified security personnel, maintaining
reliable scheduling procedures, and providing supervisory oversight to ensure all security
services are delivered in accordance with the City’s expectations.
Security Personnel Deployment
OPS Inc. Security Services will assign one (1) licensed unarmed security officer to provide
patrol services during the scheduled service hours identified in the RFP. The assigned officer
will be responsible for conducting routine patrols of the designated areas, maintaining a visible
security presence, monitoring activity, responding to incidents or complaints, and preparing daily
activity and incident reports.
The proposed deployment schedule is as follows:

OPS Inc. Security Services will provide active supervisory oversight through a designated Field
Supervisor, Matthew Hanna, who will be responsible for maintaining service quality and
ensuring compliance with all contract requirements.
Supervision will include:
• Routine and unannounced site inspections
• Review of officer performance and reporting
• Immediate response to operational issues or concerns
• Coordination with City representatives when needed
This level of supervision ensures consistent, professional, and accountable service delivery.
Backup Personnel and Coverage
OPS Inc. maintains a pool of trained and licensed security officers who are available to provide
backup coverage when needed. In the event of illness, scheduling conflicts, or emergency
absence, replacement personnel can be deployed promptly to ensure that scheduled security
services continue without interruption.

All backup personnel are trained and qualified to perform the duties required under this contract
and will be briefed on site-specific procedures prior to assignment.
Scheduling and Workforce Management
OPS Inc. Security Services utilizes a digital workforce management and scheduling system to
manage shift assignments, monitor attendance, and ensure full coverage of all scheduled
service hours.
This system allows management to monitor staffing levels in real time and respond quickly to

Guard Qualifications
All security officers assigned to this contract will possess a valid California Bureau of Security
and Investigative Services (BSIS) Guard Card and will meet all licensing and training
requirements established by the State of California.
Personnel selected for this assignment will be chosen based on their experience,
professionalism, and ability to perform effectively in a public-facing environment. Officers will be
trained in patrol procedures, incident response, report writing, and professional communication
to ensure they can represent both OPS Inc. Security Services and the City in a professional and
responsible manner.

OPS Inc. Security Services is committed to providing highly trained security personnel who are

operational requirements of the City. All security officers assigned to this contract will meet the

Operational Transition Plan

Ongoing Support and Performance Monitoring
OPS Inc. Security Services will provide ongoing supervision and operational oversight to ensure
the continued success of the program. Supervisors will conduct periodic field visits and maintain
communication with City representatives to address any operational adjustments or emerging
concerns.
This transition approach ensures that security services begin smoothly, operate efficiently, and
consistently support the City of La Quinta’s efforts to monitor and enforce Short-Term Vacation
Rental regulations while maintaining community safety and quality of life.

Subcontracting
OPS Inc. Security Services will not subcontract any portion of this contract. All services will be
performed directly by OPS Inc. personnel.
