The Detail Protective Services respectfully submits this proposal to provide security patrol
services for the City of La Quinta Short-Term Vacation Rental (STVR) program.
Since 2017, The Detail Protective Services has provided professional patrol security, executive
protection, and event security services throughout the Coachella Valley and the State of
California. Our Þrm specializes in proactive patrol operations, complaint response, and detailed
documentation that supports municipal code enforcement and law enforcement partners.
TDPS is well-positioned to support the CityÕs STVR program through structured response
procedures, professional ofÞcer conduct, and modern reporting technology. Our team is familiar
with the operational demands associated with short-term rental activity, tourism, and large-scale
events within the Coachella Valley.
We propose to provide a dedicated patrol ofÞcer equipped with a patrol vehicle, body-worn
camera, and digital reporting capabilities to ensure timely response, accurate documentation, and
effective communication with City staff.

2. COMPANY BACKGROUND
The Detail Protective Services (TDPS) is a California-licensed private security Þrm specializing
in patrol operations, community safety, and incident response services throughout the Coachella
Valley and the State of California.
Established in 2017, TDPS provides professional security solutions for residential communities,
municipalities, hospitality environments, and large-scale events. The company focuses on
proactive patrol strategies, rapid response capabilities, and detailed documentation practices that
support code enforcement and law enforcement operations.
TDPS has developed operational experience within environments that involve high volumes of
short-term vacation rentals, seasonal tourism, and public gatherings. This includes familiarity
with noise complaints, party-related disturbances, and compliance-related issues commonly
associated with STVR activity.
The company operates a ßeet of four patrol units throughout the Coachella Valley, supported by
centralized dispatch and reporting systems. This infrastructure allows TDPS to maintain
consistent service delivery, accountability, and scalability for municipal contracts.

4. STAFFING PLAN
The Detail Protective Services will assign a dedicated unarmed patrol ofÞcer and patrol unit
to the City of La Quinta Short-Term Vacation Rental (STVR) program.

Patrol Resources
TDPS currently operates four patrol units within the Coachella Valley service area.
One patrol unit will be dedicated exclusively to this contract, ensuring consistent availability
and response capability.
The remaining patrol units provide operational support and redundancy in the event of increased
call volume or unforeseen circumstances.
Each patrol unit is equipped with:

5. OPERATIONAL APPROACH

OfÞcer responds promptly and within required timeframes.

4.Contact with Responsible Party
OfÞcer contacts guests or local contact and requests compliance.
5.Documentation
Observations are documented using digital reports, photos, and/or body camera footage.
6.Escalation if Necessary
Law enforcement is contacted if needed.
7.Report Submission
A detailed report is submitted electronically to City staff.
