Services outlined in this RFP.
The proposed pricing reflects fully burdened rates, inclusive of wages, supervision, administrative
support, insurance, training, equipment, and operational overhead necessary to deliver consistent and

5. Staffing and Project Organization
All Star Security Services will provide a structured, reliable, and well-supervised staffing model designed
to ensure consistent service delivery, accountability, and alignment with the operational requirements of
the City of La Quinta, including patrol of short-term vacation rental (STVR) properties, response to

complaints, incident handling, and detailed reporting.
Staffing Approach
All Star Security Services will assign qualified, licensed security personnel specifically selected based on
experience, professionalism, and suitability for municipal service environments. Personnel assigned to
this contract will be trained in patrol operations, complaint response procedures, incident documentation,
and professional public interaction to ensure effective and compliant performance.
Our staffing approach ensures:
Consistent personnel assignment to promote familiarity with STVR locations, City expectations,
and enforcement priorities
Professional conduct and appearance in all interactions with residents, guests, and City
representatives

6. Subcontracting Services
All Star Security Services does not propose to subcontract any portion of the Scope of Services for this
contract with the City of La Quinta
trained, licensed, and supervised personnel.
This in-house service delivery model ensures:

Uniform training, reporting procedures, and compliance practices
Efficient communication between personnel, supervision, and City representatives

Conditional Subcontracting (If Deemed Necessary by the City)
All Star Security Services acknowledges that subcontracting is not preferable under this RFP; however,
if it can be demonstrated to the that subcontracting a limited portion of the
services is in the best interest of the project, it may be considered.
In such circumstances, All Star Security Services will:
Obtain prior written approval from the City of La Quinta before engaging any subcontractor
Clearly define the specific role and limited scope of the subcontractor
Ensure that any subcontractor is properly licensed, insured, and qualified in accordance with all

applicable California regulations
Maintain full responsibility and accountability for all subcontracted services
Require subcontractors to adhere to the same performance standards, training requirements, and
reporting protocols as All Star personnel
Assignment
All Star Security Services understands and agrees that assignment of the contract is prohibited. The
Company will not assign, transfer, or delegate any contractual obligations without the prior written consent
of the City of La Quinta.

affect its ability to perform the services required by the City of La Quinta.

the past five (5) years that is relevant to the services proposed under this RFP.
