HomeMy WebLinkAboutSPEV 2026-0013 Soft Opening Event - 51100 Martinez (Avenida) (04.03.2026) April 3, 2026 CASE NUMBER Special Event Permit 2026-0013 ACTIVITY/EVENT Village Hospitality Homes – Soft Launch in the Desert Wednesday, April 8, 2026 – 3:00 pm – 8:00 pm 51100 Avenida Martinez La Quinta, CA 92253 APPLICANT Amanda Velez Hacienda Agency, Inc 77935 Calle Tampico, #201 La Quinta, CA 92253 APPROVAL The Design and Development Department has reviewed Special Event Permit 2026-0013, pursuant to LQMC Section 9.100.130 (Special Events – Nonresidential), and has approved the permit subject to Conditions of Approval, based on the Findings below. This approval authorizes the applicant to conduct the event pursuant to compliance with all conditions of approval of this permit. The applicant must obtain any permits, as may be required below, in order to physically set up the event. Failure to follow the conditions of approval herein may result in penalties, fees or revocation of the permit per LQMC Section 9.100.130. FINDINGS A. The event will not be detrimental to the health, safety and general welfare of the community in the area of the proposed event. The event is a business promotion event for the newly constructed Village Hospitality Homes. The event features an open house with catering services and a music DJ. The permit has been conditioned to comply with the City of La Quinta’s Noise Ordinance (Municipal Code Section 9.100.210). B. There is adequate area to conduct the event and to accommodate the anticipated attendance. The event is expected to have a total of 100 attendees and will be held entirely within the site of two adjoining Village Hospitality Homes at 51100 Avenida Martinez. C. Sufficient parking will be provided for the anticipated attendance. The event is expected to have 100 attendees. There is sufficient on -street parking in the vicinity to accommodate this midweek event. D. Food service operations, medical facilities, solid waste facilities, sewage disposal methods and potable water service have been provided. E. Fire protection plans and facilities have been provided to the satisfaction of the fire marshal. F. Security plans and facilities have been provided to the satisfaction of the sheriff. G. Public roadways providing access to the event are capable of accommodating the anticipated traffic volumes in a reasonable and safe manner with minimal disruption to local traffic circulation. CONDITIONS OF APPROVAL Completion/confirmation prior to start of the event: 1. The applicant agrees to indemnify, defend and hold harmless the City of La Quinta (“the City”), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Special Event Permit. The City of La Quinta shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or preceding and shall cooperate fully in the defense. 2. The event is approved for Wednesday, April 8, 2026. The proposed event is scheduled to begin at 3:00 pm and end at 8:00 pm, with breakdown of the event until 9 pm. The total number of attendees shall not exceed 100 attendees at any given time. The applicant is required to always maintain a count of all event attendees on -site during the event. The event count shall be maintained by the applicant and made available upon request by the Police Department, Fire Department, and/or City Staff. The Po lice Department and/or Fire Department can request a reduction of total event participants if the number of participants is detrimental to the health, safety, and general welfare of the community around the proposed event. 3. The applicant shall obtain all other applicable permits, if required, from the appropriate agencies (i.e. Fire, Building Department, Public Works, Sheriff’s Department, etc.). 4. All vendors shall obtain a City Business License. Fire Marshal 5. Please see the attached Fire Conditions of Approval from the Office of the Fire Marshal. 6. Fire lanes and fire hydrants shall be maintained unobstructed and accessible. Building Division 7. A Certificate of Occupancy shall be obtained for each building permit, BCOM2023 - 1005 and BCOM2023-1006, prior to the start of the event. Public Works – Engineering Division 8. Please apply for an encroachment permit if chain link fence encroaches into the public right-of-way (10ft behind curb). Chain link fence shall not encroach into sidewalk. Completion/confirmation during the event: 9. The set-up and operation of the event shall be consistent with the attached exhibits and event information on file. 10. Security personnel shall be easily identifiable to the public by the provision of uniformed personnel. All designated private security personnel must be licensed by the State of California and possess a valid private security license. 11. The event shall maintain ADA accessibility of the sidewalk throughout the event. 12. The event includes a music DJ. The applicant shall monitor the sound levels to conform to the City’s Noise Ordinance (Municipal Code Section 9.100.210) and specifically the following noise limitations during the event: Before 10:00pm: Sixty-five decibels (65 dB(A)) After 10:00pm: Fifty decibels (50 dB(A)) If the noise consists entirely of impact noise, speech or music, or any combination thereof, each of the noise levels specific above shall be reduced by five dB(A). 13. Surrounding roadways and intersections shall remain readily accessible for passage of emergency response vehicles and private vehicles. There shall be no queuing of vehicles along all surrounding roads for the purposes of dropping off for, picking up for, or entering the event. 14. Roadways/traffic aisles to structures and activities in and around the event will be maintained accessible to emergency vehicles at all times. Parking monitors shall wear light-colored clothing and reflective vests as needed. Flashlights shall be used afte r dusk. 15. The event is subject to spot inspections by the Police Department and/or City staff to ensure compliance with the conditions of this letter. 16. Smoking shall not be permitted in any tent or canopy or in any adjacent area where hay, sawdust or any other combustible materials are stored or used unless approved by the fire inspector. NO SMOKING signs shall be posted in all tents and canopies. 17. No fireworks, or open flame, or any other device emitting flame or fire or creating a glow capable of igniting combustibles shall be permitted. 18. Fireworks require a separate application to the Office of the Fire Marshal for permit. Fireworks are not proposed as part of this event. 19. All motor vehicles shall be parked in designated parking areas. Designated Fire Lanes are to be kept open with minimum of 20 feet unobstructed access at all times. Fire lanes shall be clearly outlined in an approved manner throughout the event grounds by posting “NO PARKING FIRE LANE”. Completion/confirmation after the conclusion of the event (if necessary): 20. The event sites used shall be left clean and in its original manner after the event. Temporary trash receptacles shall be provided in and around the event areas. All event areas shall be left free of debris at the end of each day’s activities, and after the event concludes. FINAL ACKNOWLEDGEMENT/CONTACT INFORMATION By holding this outdoor event, the applicant agrees to indemnify, defend and hold harmless the City of La Quinta (“the City”), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this temporary use permit. The City of La Quinta shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or preceding and shall cooperate fully in the defense. The City may elect to add Conditions to this application request to mitigate any problems that arise not previously addressed herein. FOOD TRUCKS The exhaust systems, including hoods, grease-removal devices, fans, and ducts shall be inspected and cleaned periodically. Automatic fire protection systems shall be serviced semi-annually. LP-gas containers installed on the vehicle and fuel-gas piping systems shall be inspected annually by an approved agency registered with the D.O.T. Inspections may be conducted during the event to ensure compliance. The event is designed as a daytime lifestyle activation featuring background DJ music, small retail pop-ups, and brand activations in a relaxed hospitality setting for visitors already present in the Coachella Valley during festival week. All alcohol service, age verification, and responsible beverage service will be handled by their licensed staff in compliance with California ABC regulations. Safety and Security Professional security personnel will be present for the duration of the event to monitor entry points, assist with crowd management, and maintain a safe environment. Guest access will be controlled through a designated check-in area.
