The triggering action for theFYR is theinitiationofremedial action field workonJanuary11,202,atthe Munitions Response Site (MRS)-04 Borrego Hotel (hereinafter referred to as MRS-04).During the Remedial Action-Construction conductedduring 2021and 2022,some of the landownersdid not provide right of entry(ROE).As aresult,USACE delineatedMRS-04into two projects in 2024: Project 04 Borrego Hotel-ROE Granted and Project 09 Borrego Hotel-ROE Refused. The Borrego Springs Property consists of the following nine projects. •Project 01 Area CFiring Range •Project 02 Camp Ensign/Dumpsite •Project 03 Area E-1 Naval Impact Area (alsocalled ClarkDry Lake) •Project 04 Borrego Hotel-ROE Granted •Project 05 Borrego Ta rget #64 (alsocalled Borrego Military Wash) •Project 06 BombingTarget Benson •Project 07 Area BFiring Range •Project 08 ArtilleryImpact Area •Project 09 Borrego Hotel-ROE Refused Tw oprojects are addressed in this FYR:Projects 04 and 09.Projects04and 09 addressthe munitions and explosives of concern (MEC)remedy at MRS-04.The remainingseven projects are not addressed in this FYR becausenone of them have aremedyselected through aComprehensive Environmental Response,Compensation,and LiabilityAct (CERCLA)Decision Document or Record of Decision. The MRS-04 is in San Diego County,California,approximately 3.5-miles southeastofOcotillo Wells.It is part of the FormerBorrego Maneuver Area;however,itislocated about 3.5-miles south of the Borrego ManeuverArea boundary.The Borrego Springs FUDS Property encompasses about 282,325 acres of desert terrain and dry lakes.The land forMRS-04 was acquired in 1941 for theSan Diego Naval AirStation.TheNavy constructed a250-foot by 2,600-footdirt runway.Inaddition,abombing target consisting of three concentric circles was developed on the site.The Navy used the site to supportadvanced carrier training activities,such as high- altitude horizontal bombing,dive bombing,target strafing,and as an emergency landing field.The site was active from 1941 through 1955,at which time it was declared excess to the needs of the U.S.Navy.It was further declared surplus in 1955 and wassold to privatelandownersin1956. Multiple investigations were completed for MRS-04 from 1994 to 2011.In 2016,aDecision Document was prepared for the site, describing the selected remedy to remove Department of Defense military munitions fromthe surface of the entire site,removal of military munitions from the subsurface in a31-acresuspected target area,and acommunity information campaign to educate landowners and other users about potential hazards that may remainatthe site.Surface and subsurface clearances werecompleted in April2022,andeducational awarenessmaterialsweredistributedinOctober 2022.MRS-04 wasdividedinto two projects in 2024, Project04and Project09. Project 04 is comprised of 182 acres wherelandowners granted right-of-entry.Project 04 consists of threeparcels owned by three landowners.Project 09 represents the remaining eight parcels wherelandowners did not grant accesstoimplement the remedy. Project 09 consists of 40 acres whereROE werenot obtained,plus an additional 17 acres,for atotal of 57 acres.According to San DiegoCountyrecords,Project 04 and Project 09 land is identified as desert/general rural use and is routinely used for accessby recreational vehicles (i.e.,motorcycles,quads,dune buggies,recreational vehicles,and campers).Onelandownerwithin Project 04 is considering renting his property to asolarfarmcompany. The FYR evaluated the implementation and performanceofthe selected remedy at MRS-04 to determine if the selected remedyisand will continue to be protective of human health and the environment.The review process included visual site inspections,document reviews,and interviews with stakeholdersand landowners. This is ashort-term protective determination for MRS-04.The remedy currently protects human health andthe environment because the remedy has been implemented as intendedwithin Project 04 boundaries,the educational awareness materials have been distributedasintended,andthere have been no reported MEC exposures within Project 04 and Project 09 boundaries. For the remedy to be protective in the long term,the following actions need to be taken: •Re-evaluate the conceptual site model to include industrialland use (solar farm)and commercial construction workers as receptors within Project 04 •Continue attempts to obtain ROE for the40acres whereROE wasrefusedand implement theremedy as outlined in the 2016 Decision Document •Improve the performance of the educational awareness materials •Determine current contactinformation for landownerswithin Project 04 and Project 09 boundariesand distribute the educational awareness materials in accordance withthe Land Use Control Implementation Plan •Widen the distribution of the educational awarenessmaterials to include local emergency responders (San Diego County Fire Protection District Stations 60 and 61 and San Diego CountySheriff Borrego Springs Office) The findings and conclusions of the Five-Ye ar Review,including recommendations,will be presentedbythe USACEinaFYR report, which will be made available to the public.The final reportwill be placed in the Borrego Springs project repository,located at the Borrego Springs Branch of the San Diego CountyLibraryat2580Country ClubRoad,Borrego Springs,California by February 28, 2026.Project documents can also be found on the USACELos Angeles Districtproject website:https://www.spl.usace.army.mil/ Missions/Formerly-Used-Defense-Sites/Borrego-Hotel/or by scanning theQRcode below.The next FYRisrequired in 2031.
