Arts and Community Services Commission - Vacancies: 2
(full 3-year terms: July 1, 2026 - June 30, 2029)
Serves as an advisory body to the City Council. Primary
functions are to review and make recommendations on
services and programs pertaining to cultural arts, funding_
opportunities for cultural programs and activities, public,
events and signature city events, services and programs for
outdoor amenities and public spaces, such as city owned
parks and biking and hiking trails and to facilitate coordina-
tion with local recreation and service organizations, such as
non-profit agencies and outdoor groups. Meetings are held
quarterly on the 2nd Monday of March, June, September,
and December, at 4:00 p.m.; special meetings may be
scheduled on an as needed basis.
Housing Commission - Vacancies: 2 - one resident; and
one Housing Authority tenant / 62-years of age (Gov.
Code § 34290) (full 3-year terms: July 1, 2026 - June 30,
2029)
Serves as an advisory body to the Housing Authority.
Primary functions are to review and make recommendations
to the Housing Authority on matters regarding housing,
policy procedures, proposals, and programs. Meetings are
held quarterly on the 2nd Wednesday of March, June,
September, and December, at 5:00 p.m.; special meetings
may be scheduled on an as needed basis.
Planning Commission - Vacancies: 4 (full 3-year terms:
July 1, 2026 - June 30, 2029)
Primary function is to carry out the powers and duties as
prescribed in the Planning and Zoning Laws of the State of
'California pursuant to Section 65100 et seq. and the City's
Zoning Ordinance, as well as to serve as an advisory body to
the City Council. Additional responsibilities include devel-
oping and maintaining the City's General Plan, and consid-
eration of specific plans, zoning amendments, and new
development applications for zoning compliance, architec-
tural and landscape design. Meetings are held on the 2nd
and 4th Tuesday of each month at 5:00 p.m.; special meet-
ings may be scheduled on an as needed basis.

Financial Advisory Commission - Vacancies: 2 (full 3-year
terms: July 1, 2026 - June 30, 2029)
Serves as an advisory body to the City Council. Primary
functions are to review the City's financial policies and
recommend appropriate changes; review monthly treasury
reports and note compliance with the financial policies and
adequacy of cash and investments for anticipated obliga-
tions; receive and consider other treasurer reports; meet
with the independent auditor after completion of the
annual audit of the City's financial statements, and receive
and consider the independent auditor's comments on
auditing procedures, internal controls, and findings for cash
and investment activities; review annual revenue derived
from the 1% transactions and use tax, instituted by voters
in November 2016, to ensure funds are used to provide
services, programs and capital projects; serve as a resource
for the City Treasurer on proposed investments, internal
controls, use of change of financial institutions, custodians,
brokers and dealers. A background in finance and/or securi-
ties with knowledge and/or experience in markets, financial
controls, and accounting is preferred, however, the City
encourages a diverse candidate pool with general business
backgrounds as well. Meetings are held quarterly, generally
on the 2nd Wednesday of February, May, August, and
November at 3:30 p.m.; special meetings may be scheduled
on an as needed basis.
Interested citizens may submit an application or obtain
additional information on each Commission on the City's

mark designation is not subject to CEQA pursuant to Guide-
lines Section 15060(C)(2) and 15060(C)(3) as the project
will not result in a direct or reasonably foreseeable indirect
physical change in the environment and is not a Project as
defined by Section 15378.

PUBLIC HEARING: NOTICE IS HEREBY GIVEN that the City
Council of the City of Palm Desert, California, will hold a
Public Hearing at its meeting on April 23, 2026. The City
Council meeting begins at 4:00 p.m. in the Council Chamber
at 73-510 Fred Waring Drive, Palm Desert, California. Pursu-
ant to Senate Bill 707, this meeting may be conducted as a

PROJECT DESCRIPTION:
On April 23, 2026, a public hearing as required by Section
147(f) of the Internal Revenue Code of 1986 (the "Code"),
will be held with respect to a proposed plan of financ-
ing providing for the issuance by the California Munici-
pal Finance Authority (the "Authority") of exempt facility
bonds for a qualified residential rental project pursuant to
Section 142(a)(7) of the Code in one or more series issued
from time to time, including bonds issued to refund such
exempt facility bonds in one or more series from time to
time, in an amount not to exceed $80,000,000 in aggregate
principal amount (the "Bonds"). The proceeds of the Bonds
will be used to: (1) finance or refinance the acquisition,
construction, improvement and equipping of Palm Desert
Family Housing, a multifamily rental housing project located
at the northwest corner of Cook Street and Frank Sinatra
Drive (APN 694-200-021), Palm Desert, California; and (2)
pay certain expenses incurred in connection with the issu-
ance of the Bonds. The facilities are to be owned by Sinatra
Family Housing, LP (the "Borrower") or a partnership of
which Compass for Affordable Housing (the "Developer") or
a related person to the Developer is the general partner.
The Bonds and the obligation to pay principal of and inter-
est thereon and any redemption premium with respect
thereto do not constitute indebtedness or an obligation of
the Authority, the State of California or any political subdi-
vision thereof, within the meaning of any constitutional or
statutory debt limitation, or a charge against the general
credit or taxing powers of any of them. The Bonds shall be
a limited obligation of the Authority, payable solely from
certain revenues duly pledged therefor and generally repre-
senting amounts paid by the Borrower.

comments, which must be received by 10:00 a.m. on the

Serves as an advisory body to the Housing Authority.
Primary functions are to review and make recommendations
to the Housing Authority on matters regarding housing,
policy procedures, proposals, and programs. Meetings are

Planning Commission - Vacancies: 4 (full 3-year terms:
July 7, 2026 - June 30, 2029)
Primary function is to carry out the powers and duties as
prescribed in the Planning and Zoning Laws of the State of
California pursuant to Section 65100 et seq. and the City's
Zoning Ordinance, as well as to serve as an advisory body to
the City Council. Additional responsibilities include devel-
oping and maintaining the City's General Plan, and consid-
eration of specific plans, zoning amendments, and new
development applications for zoning compliance, architec-
tural and landscape design. Meetings are held on the 2nd
and 4th Tuesday of each month at 5:00 p.m.; special meet-
ings may be scheduled on an as needed basis.
Financial Advisory Commission - Vacancies: 2 (full 3-year
terms: July 1, 2026 - June 30, 2029)
Serves as an advisory body to the City Council. Primary
functions are to review the City's financial policies and
recommend appropriate changes; review monthly treasury
reports and note compliance with the financial policies and
adequacy of cash and investments for anticipated obliga-
tions; receive and consider other treasurer reports; meet
with the independent auditor after completion of the
annual audit of the City's financial statements, and receive
and consider the independent auditor's comments on
auditing procedures, internal controls, and findings for cash
and investment activities; review annual revenue derived
from the 1% transactions and use tax, instituted by voters
in November 2016, to ensure funds are used to provide
services, programs and capital projects; serve as a resource
for the City Treasurer on proposed investments, internal
controls, use of change of financial institutions, custodians,
brokers and dealers. A background in finance and/or securi-
ties with knowledge and/or experience in markets, financial
controls, and accounting is preferred, however, the City
encourages a diverse candidate pool with general business
backgrounds as well. Meetings are held quarterly, generally
on the 2nd Wednesday of February, May, August, and
November at 3:30 p.m.; special meetings may be scheduled
on an as needed basis.

REGARDING RATES FOR CANAL WATER SERVICE
NOTICE IS HEREBY GIVEN that on May 27, 2026, the Board
of Directors of the Coachella Valley Water District will
discuss proposed updates to Ordinance 1437.7 regarding
rates for Canal Water Service as part of the Fiscal Year 2027
Budget at its Regular Board Meeting at 8:00 a.m., in the

CONCERNING THE ESTABLISHMENT OF THE PALM
SPRINGS TOURISM INFRASTRUCTURE DISTRICT (PSTID)
AND LEVY OF AN ASSESSMENT ON CERTAIN LODGING
BUSINESSES WITHIN THE PSTID
NOTICE IS HEREBY GIVEN that on April 8, 2026, the City
Council (Council) of the City of Palm Springs (City) adopted
a Resolution of Intention to establish the PSTID and to levy
an assessment on certain lodging businesses within the
PSTID as set forth in the Resolution of Intention.
NOTICE IS HEREBY FURTHER GIVEN that at 5:30 PM on May
12, 2026, at the City of Palm Springs Council Chambers,
3200 E. Tahquitz Canyon Way, Palm Springs, CA 92262, a
public meeting shall be held pursuant to Government Code
section 54954.6 to allow public testimony regarding the
establishment of the PSTID and the levy of assessments
therein as set forth in the Resolution of Intention.
NOTICE IS HEREBY FURTHER GIVEN that at 5:30 PM on May
27, 2026, at the City of Palm Springs Council Chambers,
3200 E. Tahquitz Canyon Way, Palm Springs, CA 92262, has
been set as the time and place for a public hearing at which
time the Council proposes to establish the PSTID and to
levy the proposed assessment as set forth in the Resolution
of Intention.
Location: The PSTID includes all lodging businesses avail-
able for public occupancy, existing and in the future,
located within the boundaries of the City.
Services: The PSTID is designed to provide specific benefits
directly to payors by increasing demand for visitation and
room night sales. Capital improvements and debt service
programs and other improvements and activities will
increase demand for room night sales and market assessed
businesses in the PSTID.
Budget: The total PSTID annual assessment budget for the
initial year of its operation is anticipated to be approxi-
mately $4,100,000. A similar budget is expected to apply to
subsequent years, but this budget is expected to fluctuate
as room night sales do, and as lodging businesses open and
close.
Cost: The annual assessment rate is one percent (1%) of
gross short-term sleeping room rental revenue. Based on
the benefit received, assessments will not be collected on:
stays of more than twenty-eight (28) consecutive days; any
person as to whom or any occupancy as to which it is
beyond the power of the City to impose the assessment
herein provided; any officer or employee of a foreign
government who is exempt by reason of express provision
of federal law or international treaty; and stays pursuant to
contracts executed prior to July 1, 2026.
Bonds: The City or a Joint Powers Authority of which the
City is a member will issue one or more series of bonds with
a final maturity of thirty (30), but in no event shall the the
bonds mature or be paid beyond forty (40) years from the
date of issuance of the first series of bonds to finance the
capital improvements and will pay off those bonds with the
assessments collected from assessed businesses within the
PSTID and/or other available revenues. Assessments shall
be levied until the maximum maturity of the bonds.
Collection: The City will be responsible for collecting the
assessment on a monthly basis (including any delinquen-
cies, interest and overdue charges) from each assessed
business located in the boundaries of the PSTID. The City
shall take all reasonable efforts to collect the assessments
from each assessed business.
Duration: The PSTID will have a term equal to the number of
years necessary to pay off the bonds, which is expected to
occur thirty (30) years after the effective date of the
assessment, but in no event will the bonds be payable
beyond forty (40) years from the date of issuance of the
first series of bonds, beginning July 1, 2026 or as soon as
possible thereafter. After this initial term, the PSTID may be
renewed pursuant to the Property and Business Improve-
ment District Law of 1994, Streets and Highways Code
section 36600 et seq. if assessed business owners support
continuing the PSTID improvements and programs.
Management: PS Resorts, a private nonprofit corporation,
shall serve as the initial PSTID's Owners' Association. The
Owners' Association is charged with managing funds and
implementing programs, any indenture or other instrument
or agreement associated with the issuance of bonds, and
must provide annual reports to the Council. It is anticipated
that the City or a Joint Powers Authority of which the City is
a member will issue bonds and construct the improvements.
Protest: Any owner of a lodging business within the
proposed PSTID that will be subject to the assessment may
protest the establishment of the PSTID. If written protests
are received from the owners of lodging businesses in the
proposed PSTID who represent fifty percent (50%) or more
of the estimated annual assessments to be levied, the
PSTID shall not be established and the assessment shall not
be imposed.
