HomeMy WebLinkAboutPC Resolution 2026-004 CIP Program FY 2026/27 - 2030/31 - GP ConsistencyPLANNING COMMISSION RESOLUTION NO. 2026 — 004 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LA QUINTA, CALIFORNIA, FINDING THE PROPOSED FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM (FISCAL YEARS 2026/27 THROUGH 2O30/31) CONSISTENT WITH THE 2035 LA QUINTA GENERAL PLAN AND EXEMPT FROM REVIEW UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT WHEREAS, the City Council of the City of La Quinta, California, did, on February 19, 2013, adopt the 2035 La Quinta General Plan; and WHEREAS, Government Code Sections 65103 and 65401 require a city's planning agency to conduct an annual review of the Capital Improvement Program (CIP) for conformity with a City's General Plan; and WHEREAS, the City's CIP is adopted every five years and includes a list of capital projects to be undertaken and funding mechanisms for them; and WHEREAS, the City Engineer has prepared a draft of the Five -Year CIP for Fiscal Years 2026/27 through 2030/31. The Planning Commission serves as the City of La Quinta's planning agency and is responsible for reviewing the Five -Year CIP for conformity with the City's General Plan; and WHEREAS, on April 14, 2026, the Planning Commission of the City of La Quinta, California, did review the Five -Year CIP for Fiscal Years 2026/27 through 2030/31 for conformity with the goals and policies of the La Quinta General Plan [Exhibit A]; and WHEREAS, the Design and Development Department has determined that the CIP is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(5) of the CEQA Guidelines as it does not constitute a "project" as defined by CEQA. The CIP is an administrative action that does not have the potential to result in a direct or indirect physical change in the environment. Future actions to implement individual capital projects will be subject to CEQA analysis at the project level prior to project approval. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of La Quinta, California, as follows: SECTION 1. That the above recitations are true and constitute the Findings of the Planning Commission in this case. SECTION 2. That the City's Five -Year CIP is exempt from environmental review pursuant to Section 15378 (b)(5) of the CEQA Guidelines, as it does not constitute a PLANNING COMMISSION RESOLUTION NO. 2026 — 004 PROJECT: CONSISTENCY OF THE CITY'S FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM WITH THE 2035 LA QUINTA GENERAL PLAN ADOPTED: APRIL 14, 2026 PAGE 2 of 2 "project" as defined by CEQA and is an administrative action that does not have the potential to result in a direct or indirect physical change in the environment. SECTION 3. That it does hereby find that the City's Five -Year CIP for Fiscal Years 2026/27 through 2030/31 is consistent with the 2035 La Quinta General Plan, as identified in Exhibit A and incorporated herein by this reference, and for the reasons set forth in this Resolution.
