Desert Limnologists, Inc. dba Southwest Aquatics is pleased to submit this proposal for Lake
Maintenance Services to The City of La Quinta, located in La Quinta, CA. Southwest Aquatics is
responsible for management of water features, lakes and fountains for local City Governments and
at the most exclusive clubs in the Coachella Valley. Our maintenance service would include all
labor, equipment, chemicals, and expertise. Our service is unique in that we attempt to do as much
as possible naturally. Our background and methods of managing water features are based upon
biological principles. By managing aquatic plants, phytoplankton, zooplankton, and fish
populations, we emulate Nature's way of balancing lakes and ponds. By physically removing
unwanted plant life, algae, and debris, we reduce the overall nutrient content of desert lakes and
strive to provide our clients with clear water. We douse chemicals, but only when necessary. Our
goal is to achieve a balanced ecology within each lake system. Our clientele includes
Municipalities, Homeowners Associations, Private / Public Golf Courses and Private Residents.
In the City of La Quinta, we provide service to La Quinta Country Club, The Tradition, The City
of La Quinta, and many more exclusive clients. Southwest Aquatics has been servicing water
features in the Coachella Valley for over twenty-five years; we guarantee satisfaction and have a
reliable group of over 30 employees to care for your water features. Our staff consists of an
accredited biologist, certified scuba divers, trained pump and equipment technicians, highly
trained office staff and experienced laborers who can deliver the highest standards in water feature
maintenance.

Qualifications:
a) Mission Statement: Southwest Aquatics is committed to maintaining exceptional lakes and
ponds in and environments through scientifically driven, environmentally responsible
practices. We strive to create balanced aquatic ecosystems that deliver clear, healthy water,
long-term sustainability, and lasting value for our clients through expertise, innovation,

b) Work Schedules: Civic Center Campus and SilverRock Event Park lakes will be visited at
a minimum of twice -weekly, Monday's and Friday's. Both lakes will be maintained in first
class conditions as described in the RFQ 2025-18. Physical removal of algae and debris is
our preferred method to prevent odors which are caused by over -use of chemicals. We will
use deodorizers, and algaecides when necessary. Consistent physical removal of unwanted
debris, algae, and plants on a bi-weekly basis is the optimal way to ensure the long-term
health of the Campus Park and SilverRock Park lakes.
c) Complementary Services: Southwest Aquatics performs consulting services, scuba diving,
dredging, power -washing, aeration system design, installation and repair, fish stocking,
aquatic plant introductions, plant harvesting, fish salvage/re-location, lake
construction/repair services, floating fountain service, water level control systems, pipe
repair, and pipe plugging services to go along with our professional maintenance services.
d) Please see attached Water Quality and Pesticide Use reports which are examples of
report/notification communications. The City of La Quinta and its representatives can
contact Southwest Aquatics to report/notify and schedule maintenance areas via telephone,
email, and text/SMS messaging. Southwest Aquatics will schedule/notify The City of La
Quinta and/or its representatives via any telephone, email, SMS/text or any other preferred
method.
e) Equipment to be used on this project include but are not limited to: hand and dip nets, seine
nets, Secchi disk, plankton nets for scientific sampling, laboratory and microscope, Ph
meter, dissolved oxygen meter, thermometer, wire and soft bristle brushes, landscape
rakes, Jon boats, USCG approved life vests, algaecides, herbicides, clarifiers, deodorizers,
anti -foam agents, Ph balance chemicals, amperage/voltage meters, grease gun, misc. hand
tools, fishing gear, and truck mounted fish transportation equipment for stocking fish,
relocating fish, fish population analysis.

g) The Southwest Aquatics Corporate office is located at 42-200 State Street Suite A 10 in
Palm Desert, California. Southwest Aquatics is an S Corporation who employees 30 staff
members. Southwest performs professional lake maintenance work throughout the entire
Coachella Valley and has been performing this work for over 18 years.

Biologist = $325.00 per hour.
Scuba Diver = $750 per hour.
Supervisor = $125.00 per hour.

Staffing and Project Organization:
A two -man crew will visit each site twice weekly Mondays and Fridays to remove debris,
perform water quality inspection, empty skimmer baskets, apply necessary chemicals, brush
rocks, monitor water levels, monitor stream flows, and verify fountain operation — cleaning as
needed. A scuba diver will perform annual cleaning of the intake screen(s).
Subcontracting services:
Subcontractors will NOT be used to perform any of the work outlined in the RFQ 2025-18.
Subcontractors will be chosen by The City of La Quinta and would only be necessary for pump
and/or equipment repairs, and work which requires a licensed electrician.
Disclosures:
Southwest Aquatics has no negative history regarding any prior agreement failure. Southwest
Aquatics has been involved in a civil case pertaining to a motor vehicle accident on public
roadway. Southwest Aquatics is involved in an investigation involving an accidental death
which occurred on a jobsite we were also working on. No Southwest Aquatics employees were
injured in this incident.
