E Palm Desert, CA 92260 SUBJECT: MINOR USE PERMIT 2026-0004 SUNSHINE CHRISTIAN PRESCHOOL: 79390 HIGHWAY 111 Dear Mr. Garcia: The City of La Quinta Design and Development Department has reviewed and approved Minor Use Permit 2026-0004 for a preschool facility at 79390 Highway 111 pursuant to the findings listed in Section 9.210.025 of the La Quinta Municipal Code, subject to the information on file and the attached conditions of approval included herein. Findings Consistency with General Plan. The proposed use is preschool provider is consistent with the General Commercial (GC) General Plan designation of this area which allows for a full range of commercial uses within this designation including professional offices, service businesses, and research and development. The preschool would provide early childhood development instruction for nearby residents and employees. 2. Consistency with Zoning Code. The proposed use is consistent with the Regional Commercial (CR) zoning designation of this area in that it is permitted with a Minor Use Permit, and it serves the local and larger community areas consistent with the intent of the zone. 3. Compliance with CEQA. The Minor Use Permit is exempt from the California Environmental Quality Act (CEQA) per Section 15301(a) as it involves the minor alteration of an existing structure with interior modifications. 4. Surrounding Uses. Approval of the application will not create conditions materially detrimental to the public health, safety and general welfare or injurious to or incompatible with other properties or land uses in the vicinity. The applicant is required to obtain permit approval for interior and exterior modifications from the Building Department and Riverside County Fire Department. 2. Installation of exterior signage requires a separate permit application to be submitted to the Planning Department. 3. Operations shall be consistent with statement of operations and floor plan on file. 4. Special community events or organized gatherings may require a separate permit application submitted to the Planning Department at least 45 days prior to the event and must comply with Section 9.100.130 of the La Quinta Municipal Code. 5. Building Permit Applications for New Projects are required to be Submitted Electronically through the Hub Online Portal: https://www.laguintaca.gov/hubonIineportaI a. A Building Commercial (BCOM) permit shall be obtained from the Building Division for the proposed Tenant Improvements, please visit our website for submittal information:https://www.laguintaca.gov/business/design-and- development/building-division/commercial-plan-check-submittal-requirements b. A Structure Other Than Building (BOTH) permit shall be obtained from the Building Division for the proposed trash enclosure. 6. Construction documents shall be prepared for the applicable code at the time of building permit submittal. As of January 1, 2026, these are the 2025 California Building Codes. 7. A change of occupancy shall not be made in any building unless the building is brought into compliance with the requirements of the California Building Code for the new use or occupancy. (Existing Building Code) Ensure that the plans prepared for the change of occupancy address the sprinkler system, allowable area, means of egress, bathrooms, and fire -resistance -rated construction, among other applicable code requirements. 8. When private buildings of public accommodation undergo alterations, structural repairs, or additions, an accessible path of travel must be provided, or the elements of an existing accessible path of travel that serve the area(s) of alteration or addition must be upgraded, in accordance with the 2025 California Building Code (CBC) Section 11 B-202.4. The path of travel includes parking areas, accessible path to the building entrance and other parts of the facility, but also includes the toilet and bathing facilities, telephones, drinking fountains and signs serving the area of work specifically in alterations. If proposed, play structures and the playground shading structures require a building permit for installation and construction. Play structures have special detailed requirements per Section 424 of the California Building Code but will also require engineering for either their construction or anchorage. Shading structures are regulated the same as a typical building, meaning Fire Separation Distances are applicable and could limit the size of shading at the proposed outdoor activity area at the west side of the building. The permit type for a play structure is BOTH, and for the shade structure is BCOM. 10.The Fire Department Conditions of Approval are attached. All Fire Department Conditions shall apply. The City may elect to add Conditions to this approval to mitigate any problems that arise not previously addressed herein. Toddlers are defined as any child between 18 months and 36 months of age. The Group 1-4 building occupancy classification will be applicable if more than 5 toddlers are allowed to occupy the childhood education center. 2) A manual and automatic fire alarm system that initiates the occupant notification signal utilizing an emergency voice/alarm communication system shall be installed in Group E occupancies with an occupant load of 50 or more persons or containing more than one classroom or one or more rooms used for Group E or Group 1-4 child-care purposes. 3) The La Quinta Office of the Fire Marshal shall review building plans for any remodel of the existing building or any proposed change of use or occupancy classification. Additional conditions of approval may be applicable and will be determined after the Fire Department reviews the building plan. 4) This project will require a new license from the California State Department of Social Services, Division of Community Care Licensing and a fire safety inspection from the La Quinta Office of the Fire Marshal. Before the fire safety inspection is conducted and before the building plan is approved, a written statement shall be provided to the Fire Department which specifies the ages of the children, number of children and number of toddlers allowed to occupy the proposed facility. Description of Proposed Use The proposed use is the operation of a licensed early childhood education center providing preschool and pre -kindergarten educational services for children approximately ages 2 through 5 years old. The center will provide developmentally appropriate instruction focused on: • Social and emotional development • Early literacy and language development • Math and kindergarten readiness • Fine and gross motor development • Structured social interaction and play -based learning The facility will operate as a structured educational environment serving working families within the City of La Quinta and surrounding Coachella Valley communities. Services will include classroom instruction, supervised indoor and outdoor play, snacks/meals, and enrichment activities consistent with California early childhood education standards. Enrollment will increase gradually based on Community Care Licensing capacity, staffing ratios, and community demand. The proposed use is consistent with La Quinta's community -serving uses and supports local workforce needs by providing quality early childhood education and childcare services. 2. Hours of Operation The primary hours of operation will be: Monday — Friday 7:30 a.m. — 5:30 p.m. No regular evening or weekend childcare operations are proposed. Occasional After -Hours Use: There may be occasional evening or weekend events such as: • Parent education nights • Family engagement events • Staff training or professional development • Community or school -related events These events will be infrequent, limited in duration, and will not operate as regular extended childcare hours. All events will comply with City of La Quinta noise, occupancy, and parking requirements. Staff may arrive prior to opening and remain after closing for preparation, cleaning, sanitation, and administrative duties. 3. Number of Employees Staffing will begin at a smaller level and increase as enrollment grows.
