BACKGROUND La Quinta Valley Plaza is a commercial center consisting of six freestanding buildings located north of Highway 111, west of Dune Palms Road. The center was originally approved under Site Development Permit (SDP) 2003-761 and the original Sign Program (SA) 2003-735 was approved in December 2003. Three of four previous applications for amendments to the sign program have been approved. Amendment No. 1 was approved in February 2005 and allowed single -tenant buildings to have a maximum of three building -mounted signs. Amendment No. 2 was withdrawn by the applicant. Amendment No. 3 was approved in May 2008 and allowed one additional freestanding center identification sign with additional tenant names. Amendment No. 4 was approved in August 2018 to allow one building mounted identification sign on one of the buildings within the center. Amendment No. 5 was approved in August 2023 to allow additional sign area on a single tenant building at 46805 Dune Palms Road. PROPOSAL AND ANALYSIS The applicant requests an amendment to the SAPR to remove a requirement that limits signs to two lines of copy. The amendment will allow increased flexibility in sign design for tenants within the center. This amendment will not affect other requirements of the sign program including overall sign area or maximum letter height. This new allowance would be in character with the design of existing signs at the center. ENVIRONMENTAL REVIEW The Design and Development Department has determined that this project is exempt from environmental review pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act in that the proposed project covers on -premises signs. Proposed Final Sign Program FINDINGS AND CONDITIONS OF APPROVAL — MAY 19, 2026 SIGN PROGRAM AMENDMENT 2026-0002 (SA2003-735, AMENDMENT NO. 6) LA QUINTA VALLEY PLAZA PROGRAM AMENDMENT Page 1 of 1 FINDINGS Consistency with Zoning Code Sign program amendments are authorized by the Zoning Code and the proposed sign program amendment is consistent with the purpose and intent of the La Quinta Municipal Code (LQMC) Chapter 9.160. This amendment proposes to remove the limitation of two lines of sign copy. The sign program amendment is in harmony with and visually related to: a. All signs within the planned sign program, via the incorporation of several common design elements such as materials, letter style, colors, illumination, sign type or overall sign area. This amendment will not modify the maximum sign area allowed or the maximum letter height for signs within the commercial center b. The buildings they identify. This may be accomplished by utilizing materials, trademark colors, or design motif included on the existing building. Removing the limitation of two lines of sign copy will not change the materials, colors, or design motif of the signs allowed within the center. c. Surrounding development. Implementation of the planned sign program will not adversely affect surrounding land uses or obscure adjacent conforming signs. The proposed sign program amendment removing the limitation of two lines of sign copy will remain consistent in size and scale with existing signage in surrounding commercial centers as the overall maximum sign area will not change. The sign program amendment will allow an alternative type of sign: a. Removing the two-line sign copy limit allows for more flexible designs. This change ensures aesthetic compatibility between the signs and the center's architecture to enhance the overall appearance of the site. CONDITIONS OF APPROVAL The applicant agrees to defend, indemnify and hold harmless the City of La Quinta ("City"), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Sign Program Amendment. The City shall have sole discretion in selecting its defense counsel. The City shall promptly notify the applicant of any claim, action or proceeding and shall cooperate fully in the defense. 2. Any changes to the sign program, including sign size, sign placement and/or sign design, will require a sign program amendment application to be filed with the Design and Development Department. 3. INTRODUCTION The intent of this Sign Program is to provide guidelines necessary to assure visually appealing signage and achieve a uniform appearance for the benefit of all tenants. This Sign Program shall be strictly enforced and any non -conforming signs shall be removed or brought into conformity by the Tenant or its sign contractor at the Tenant's expense, upon demand by the Landlord. B. GENERAL REQUIREMENTS 1. Prior to sign fabrication or installation. Tenant shall submit two (2) copies (one in full color) of the proposed sign for Landlord's approval. Drawings must include sign location, size, layout, design and color, including all lettering and/or graphics. 2. Upon Landlord's approval, Tenant shall obtain all applicable permits from the City prior to sign installation. 3. All costs for signs, installation (including any necessary electrical service connections) and permits shall be at the sole expense of the Tenant. 4. For purposes of secondary business identification, Tenant will be permitted to place upon glass door at each entrance to its premises Oyster colored vinyl lettering not to exceed two (2) square feet in area. Letters shall not exceed three (3) inches in height and copy shall indicate business name, hours of business, emergency telephone, etc. The number and letter type shall be Helvetica, Optima or Helvetica Italic. 6. In addition to business identification described in previous paragraph, Oyster colored vinyl lettering shall be permitted on one (1) window panel adjacent the entry door. Lettering on this panel shall not exceed three (3) square feet in total area and letter height shall not exceed six (6) inches. Typestyle optional. 7. Sign area allowances expressed in this Sign Program are stated as maximum. Should the City Sign Ordinance requirements be more restrictive, the City Sign Ordinance shall apply. C. GENERAL SPECIFICATIONS 1 _ No exposed raceway, crossovers, conduits, conductors, transformers, etc. which are visible when facing building elevation shall be permitted. 2. All electrical signs and their installation shall comply with all local building and electrical codes. 3. Electrical service to all signs (as applicable) shall be connected to Tenant's electrical service panel. 4. No animated, flashing or audible signs are permitted. 5. All illuminated Building Wall and Fascia Signs shall be internally illuminated individual channel letters. 6. Upon removal of any sign, the building or wall surface shall be patched, textured, sealed and painted to match its original condition, at Tenant's sole expense. Page 2 of 5 1-07-05 r` C D. DETAIL REQUIREMENTS, MAIN BUSINESS SIGN Main Business Signage shall be individual internally illuminated Acrylic -Faced Channel Letters or Opaque -Faced Reverse (halo -lit) Channel Letters. Signs shall be installed on building wall or fascia in designated areas and on designated frontages only. (see individual building elevation drawing attachments) 2. Maximum number of signs: a. ko b. A tenant of a multi -tenant building may have a maximum of two (2) signs, but not more than one (1) per each building side. (see individual building elevation drawing attachments) A single tenant occupying an entire free-standing building may have a maximum of three (3) signs, but not more than one (1) per each building side. Maximum sign copy area: Maximum sign area shall be one (1) square foot per lineal foot of lease frontage, not to exceed 50 square feet aggregate. The maximum sign copy area shall include any applicable Trademark Logo box. Maximum width of sign shall not exceed 75% of the lease frontage or wall width upon which the sign is placed, whichever is smaller. Maximum letter heights: a. On units having front elevation sign panel areas below shed roof and above archway, the maximum letter height and overall sign height shall be twelve (12) inches. This amendment proposes (2) building signs for a single tenant use. • The maximum sign area is one (1) square foot per foot of lineal lease frontage not to exceed 50 square foot aggregate. This amendment uses the same area allowance formula (1 sq. ft. per lineal foot of frontage) and proposes increasing the maximum sign area to 80 square foot aggregate to correspond with the scale of this two (2) story 17,979 square foot single tenant building. • The current sign program restricts sign sizes to a maximum height of 18" for letters and 24" for logos. This amendment proposes to increase the maximum letter height to 21" for letters and 42" for logos in scale with the building design and architecture. • Freestanding signs are allowed to be a maximum of 50 square feet x 8' overall height.
