certifications through the International Code Council (ICC), and is a Certified Access Specialist, (CASp).
Peter Lim, CBO: Peter is a highly experienced ICC Certified Building Official with over 28 years of experience
working in the Building and Safety Department. He has a broad experience in Building Department day-to-day
operations, and in-depth knowledge of Building Code, making him an asset to any Building and Safety
Department.
Davison Chanda, SE, CASp: Davison is a registered Structural Engineer with more than 13 years of structural
design background with a focus on structural system analysis, design, and preparation of construction
documents from inception to completion in accordance with overall project requirements.
Emil Rudolph, PE, GE (Fenagh Engineering): With over 25 years dedicated to providing geotechnical
consultation, observation, and testing services, Emil’s role is crucial in overseeing and managing geotechnical

City of Ontario
On-Call Plan Check Services
4LEAF was the sole consultant awarded to provide professional engineering services for the On-
Call Plan Check project for the City of Ontario’s Engineering Department. The scope of services
includes structural plan check for improvement plans, specifications and estimates (PS&E) which
includes but is not limited to compliance with applicable provisions of the City’s standards,
Caltrans standards, local civil engineering industry design standards, and conformance to all local ordinances,
policies, and procedures. It also includes review of special structural studies, recommendations of accurate
construction quantities and engineering cost estimate, and review of the PS&E format.
Structural Plan Check Services
In addition to the above, 4LEAF’s main duties include verifying the necessary items for project review are
submitted, verifying whether the Conditions of Approval checklist has been satisfied, and performing conformity
review in accordance with City ordinances and standards, appropriate design standards, and resolutions. We
perform conflict checks against existing and proposed improvement plans, quality review check by our project
manager, as well as providing the City with redlined PS&Es, correction memorandum, and completed plan review

Fire Recovery, Planning, Engineering, and Geotechnical Services
4LEAF supports the City of Malibu providing a combination of fire recovery, general planning,
and building department services in response to increased development activity following the
Woolsey, Franklin, and Palisades Fires. This integrated approach ensures that both recovery-
related and citywide development needs are met with efficiency, consistency, and a high level of
service. Additional tasks include:
Providing a project manager to oversee routine application projects including analyzing and evaluating site
and architectural plans, performing technical reviews, making recommendations, and providing approval on
applications and in-house reviews.
Processing permit applications and calculating appropriate fees.
Preparing staff reports for the Planning Commission, City Council, various City committees, and advisory
boards as directed, preparing research, reports, maps, and conducting briefs.

Building Plan Review, Building Inspection, and Permit Technician Services
4LEAF provides the City of Indian Wells third party plan check services, including electronic plan
review, for the City’s Building and Safety Division in the Community Development Department.
4LEAF works with the Building Official and staff to review plans and documents for code
compliance.
4LEAF provides highly qualified plan check professionals who work under the
supervision of an ICC Certified Plans Examiner or Licensed Professional
Engineer (P.E.) to provide efficient, accurate and timely plan checks services
with sufficient staffing to meet the City’s needs. All 4LEAF staff have previous
experience working for municipalities and have experience successfully
managing multiple tasks, assignments, and responsibilities. 4LEAF performs
review of structural, life safety, accessibility, plumbing, electrical, mechanical, energy compliance, and building
code standards to ensure compliance with the adopted model codes as amended and municipal codes of the
City of Indian Wells. All changes/corrections are identified, documented, and addressed prior to approval.
Approved plans are stamped and signed as approved once they meet all requirements.

City of San Marcos
Plan Review and Inspection Services
4LEAF provides Plan Review and Building Inspection Services as requested by the City of San
Marcos. Services include enforcement of the City’s building laws and codes and all applicable
State code, review of construction drawings to ensure compliance with City- and State-adopted
laws and code, interfacing with permit applicants and City staff, and conducting inspections.
Plan Review Services
4LEAF reviews all plans and supporting documents submitted for projects for
which a building, plumbing, mechanical, or re-roofing permit was requested
for compliance with California State Building Codes and local ordinances.
Should any corrections be found, 4LEAF prepares a report specifying the
needed corrections and transmitted to the applicant with a copy provided to
the City. When plans and supporting documents are deemed acceptable for
permit issuance, 4LEAF approves them and returns the plans and supporting
documents to the City for permit issuance.
Building Inspection Services
4LEAF provides building inspection services during construction to enforce compliance with the conditions of
approval and provisions of the City’s Building Laws and Code requirements. In the performance of such duties,
4LEAF observes each project at the completion of the various stages of construction for compliance with the
appropriate City and State codes. 4LEAF assists City staff with building code enforcement as needed upon
request from the City. 4LEAF identifies potential building code enforcement issues in progress and generates
proper documentation.

North City Park
In 2024, 4LEAF provided plan review and is currently providing
Inspector of Record services for the 12-story, 1.5 million sq. ft. North
City Park development on behalf of the City of San Marcos. This
project included over 3400 residential units (including mixed-family
residences, student housing, and affordable housing), and 450 hotel
rooms in addition to 345,000 sq. ft. of retail. The project aimed to
solve the immediate housing needs of the City and the surrounding area, and the project was notable in the
region for its unique density and verticality. The North City Park development functions as the new downtown
for San Marcos and CSUSM’s University Village.

University of California, San Diego
Geotechnical Engineering Services
UCSD Pepper Canyon East District Housing
Fenagh is performing a geotechnical and geohazard investigation to support the
design and construction of the Pepper Canyon East District Housing project,
which will redevelop 30 acres in La Jolla into over a dozen mid-rise buildings and
7 high-rise towers, plus hotel, parking garage, utilities and infrastructure.
Fenagh’s team executed 100 borings on an existing campus in record schedule,
reaching depths of 100 feet. The project explored complex rock formations that
contain faults, fissures, concretions, and variable layers that were sometimes contaminated from 1940s US Navy
occupation. The work involved multiple concurrent drill rigs, various geophysical surveys, extensive laboratory
testing of over 1000 samples and analysis of hundreds of test scenarios.
The results of testing and sophisticated seismic modeling were utilized to perform various foundation
calculations that feed into detailing foundation options and types for selection by the structural engineer. The
team developed recommendations for site preparation, ground improvement, infiltration galleries, and shoring
pressures. Services provided include geotechnical engineer of record, geotechnical investigation coordination
with UCSD departments, project architect and structural engineer, non-linear time history analysis of
earthquake ground motions, foundation type selection, earthwork, ground improvement, and response to an
extensive team of architects, engineers, and contractors.

BASIS OF CHARGES
• Rates are inclusive of “tools of the trade” such as forms, telephones, and consumables, basic PPE (project
specific PPE will be charged at cost plus 20%).
• All invoices will be submitted monthly.
• All invoices will be charged a 3% administrative fee.
• Approved expenses such as flights/ferry/hotels/etc. as well as subconsultants will be charged at cost plus
20%
• Staff Augmentation work (excluding plan review) is subject to 4-hour minimum charges unless stated
otherwise. Services billed in 4-hour increments.
• Inspection services canceled less than 24 hours of requested time of service will be subject to a two (2)
hour minimum charge.
• Expedited reviews will be billed at 1.5x the plan review fee listed in the fee schedule. Return time will be
within seven (7) days of receipt of the plans from the Jurisdiction.
• Most plan reviews will be reviewed in 10 business days or less and 5 business days or less for re-checks.
This is not inclusive of holidays or the day of the pick-up of plans.
• Plan review of deferred submittals & revisions will be billed at the hourly rates listed.
• All plan review services are billed on a percentage basis and includes the initial review and 2 rechecks.
- Plan reviews will be billed on an hourly basis only after the initial review and 2 rechecks unless
otherwise agreed upon on a case-by-case basis.
- Fire and Civil Reviews are billed on an hourly basis and are not included in our plan review
percentage.
• 4LEAF assumes that these rates reflect the FY2026-2027 contract period. There will be a 5% escalation for
FY2027-2028, FY2028-2029, etc.
• Overtime and Premium time will be charged as follows:
- Regular time (work begun after 5AM or before 4PM) 1 x hourly rate
- Nighttime (work begun after 4PM or before 5AM) 1.125 x hourly rate
- Overtime (over 8-hour M-F or Saturdays) 1.5 x hourly rate
- Overtime (over 8 hours Sat or 1st 8-hour Sun) 2 x hourly rate
- Overtime (over 8 hours Sun or Holidays) 3 x hourly rate
• Overtime will only be billed with prior authorization of the client unless required by governing
documents.
• All work with less than 8 hours rest between shifts will be charged the appropriate overtime rate.
• Mileage driven during the course of project work or assignment will be charged at cost plus 20%.
• Payment due on receipt. All payments over 30 days will be assessed a 1.5% interest charge.
• Client shall pay attorneys’ fees, or other costs incurred in collecting delinquent amounts.
• Client agrees that 4LEAF’s liability will be limited to the value of services provided.
• In accordance with California’s Meal Break and Rest Break Law requirements, Client will be billed one (1)
additional hour per day at the regular rate for each missed meal or rest break due to Client-directed tasks
or requirements. Client will allow 4LEAF staff the opportunity to take their entitled rest and meal breaks
during each work shift as required by law.

BASIS OF CHARGES – PREVAILING WAGE
• Rates shown assume the projects will require compliance with California Prevailing Wage rate
requirements and assumes the Client will be filing a PWC-100 Form to the California Department of
Industrial Relations (DIR) for the projects.
• Rates for prevailing wage categories are subject to annual escalations in accordance with the bi-annual
wage determinations from the California DIR at cost, plus multiplier, and profit.
• Per the new requirements being enforced under SB 854 and because it is assumed that a PWC-100 Form
will be filed by the Client to the CA DIR for each project, 4LEAF is required to notify an authorized
Apprenticeship Committee through submittal of a DAS-140 form. We are then required to make an official
request to an authorized Apprenticeship Committee for an apprentice by submitting a DAS-142 form. We
are not assured the apprenticeship committee will be able to provide a suitable / qualified apprentice for
the project. Per the apprenticeship requirements, the hours worked by the apprentice must be in a ratio
of 1:5 for apprentice to journeyman hours. 4LEAF will not know the labor classification of the Public Works
Apprentice until an Apprentice is dispatched to the site; therefore, the rates for the five Periods listed
under the California DIR’s Wage determination for Building Construction Inspector.

BASIS OF CHARGES
Invoices will be submitted monthly for services performed during the preceding month and are payable on receipt. Interest of 1.5% per month (but not exceeding the
maximum rate allowable by law) will be payable on any amounts not paid within 30 days, payment thereafter to be applied first to accrued interest and then to the
principle unpaid amount. Attorney’s fees or other costs incurred in collecting any delinquent amount shall be paid by client. Visa, MasterCard and American Express
payments are accepted however fees will apply. Visa and MasterCard payments require an additional 3% on top of the amount of the invoice being paid. American
Express payments require an additional 4% on top of the amount of the invoice being paid.

Staffing
4LEAF will staff this project with existing in-house personnel and will not require any additional hiring or local
recruitment to successfully deliver the requested services. Our team includes California-licensed Structural
Engineers, Civil Engineers, Traffic Engineers, and Land Surveyors, along with experienced plan check
professionals who are fully qualified to perform all aspects of the Scope of Work.
We will assign a dedicated Project Manager as the primary point of contact, supported by a team of senior
reviewers and technical staff with expertise in structural and civil plan check, subdivision mapping, technical
studies, and right-of-way review. Our staffing approach is scalable and allows us to efficiently manage
fluctuating workloads, including standard and expedited (“fast track”) reviews, while maintaining consistent
turnaround times and high-quality deliverables.

Experience Summary
Marcus is responsible for day-to-day contact with many of 4LEAF’s valuable
clients in the Building & Safety, Engineering, Code Enforcement, Planning,
Construction Management, and Plan Check industries. Marcus manages
numerous Building Department clients and is responsible for recruiting,
qualifying, and placing staff throughout the organization.
Marcus has extensive experience working within building and engineering
departments in both plan review and field inspection capacities. His background
includes reviewing and inspecting construction documents and field work across
a wide range of residential, commercial, and industrial projects. He is well-
versed in interpreting and applying applicable building, plumbing, mechanical,
electrical, energy, green building, and accessibility codes, as well as relevant

Director of Structural Engineering
Experience Summary
With more than 27 years of expertise in the industry, Michael has an excellent
working knowledge of all types of construction, including architectural,
structural, electrical, mechanical, and plumbing. Michael is extremely
committed and has shown dedication by obtaining multiple certifications
through the International Code Council (ICC), and is a Certified Access Specialist,
(CASp).
Michael has experience managing and overseeing the continual operations of
the Building Department and has served as the Building Official for the cities of
Salinas, Gonzales, and the Town of Woodside. Michael is an adaptable leader
that quickly identifies departmental issues and solves them by utilizing his
ample experience. He prides himself on his ability to problem solve and react
well under pressure, while maintaining the effectiveness of his team.
Michael is a Registered Professional Structural Engineer in the states of
California and Nevada and is a Registered Professional Civil Engineer in

Experience Summary
Peter is a highly experienced ICC Certified Building Official with over 28 years of
experience working in the Building and Safety Department. He has a broad
experience in Building Department day-to-day operations, and in-depth knowledge of

Plan Check Services
4LEAF will provide development engineering review and support for any and all types of public and private
development to ensure compliance with the City’s Standard Specifications, Municipal Code, project specific
conditions of approval, and with all other adopted codes, and Caltrans Standards (where applicable), and for
compliance with State of California Water Efficient Landscape Ordinance, the State of California Certified Access
Specialist (CASp) compliance, and all other applicable ordinances. We provide these services for development
projects including single-family subdivisions, affordable housing projects, multi-family and mixed-use
developments, commercial, and industrial civil improvements. We also provide services for tentative, parcel,
and final map review, easement and right-of-way dedication and abandonment, and lot line adjustments and
mergers.
Approach
We understand the development process from entitlement to certificate of occupancy. Our development
engineering services responsibilities will include, but are not limited to:
• Examining rough grading, civil, and backbone infrastructure plans, specifications, geotechnical and
drainage reports, feasibility studies, and additional analyses.
• Ascertaining whether development construction documents adhere to the City’s standard specifications,
municipal code, development conditions of approval, and all other adopted codes and ordinances.

• Reviewing plans to ensure conformity to the City Council approved development entitlement, ensuring

• Reviewing tentative, parcel, and final maps, lot line adjustments, mergers, and easement and right-or-
way documents for compliance with the California Subdivision Map Act and the City’s municipal code.
• Collaborate with the City’s Fire Department to address wildfire and latter fuel management concerns
associated with new development.
• Supplying the City with civil improvement and mapping submittal checklists to ensure that applicants
have a complete understanding of what is required.

4LEAF’s EZPlan Review
EZPlan Review is our in-house tracking software that acts as a
communication tool between 4LEAF and the jurisdictions we work
with. The use of EZPlan makes communication easy. This web
portal allows users to visualize project due dates, notes, and status
updates so that projects can be followed from start to finish.
Additionally, 4LEAF provides electronically stamped and uploaded
copies of approved project plans, a value which saves clients time
and resources. With the use of EZPlan, 4LEAF hopes to provide a
level of ease and transparency during the off-site plan review process.

Quality Assurance/Quality Control Review Process
Task 1 – Project Tracking Set-up
The first step of our process will be to set up the project in our system to enable both 4LEAF and the City to track
the progress of the review. Our project tracking procedures are designed to track each submittal throughout the
review process and maintain accurate and comprehensive records for each submittal.
Task 2 - Complete Submittal Review
Upon receiving the improvement plans or map related documents from the City, 4LEAF will triage (preliminary
plan review performed by 4LEAF Plan Review Project Lead) the submittal to verify that the submittal received is
complete (i.e., all pertinent plans, calculations, reports, and other related documents) in order to begin our
review. If the submitted package is incomplete, we will communicate with the City to discuss the deficient
documents needed to proceed with our review.
Task 3 - Plan Review Assignment
After the triage process is performed and a complete package is verified, the project will be assigned to the most
qualified Plans Examiner and a turnaround time will be established. We will log each application into our
database the same day the plans are received to ensure they are routed in a timely manner and to allow for
daily project tracking.
Task 4 - Plan Review
4LEAF will provide the project contact (Developer, Contractor, Architect, or Engineer) desired by the City with a
list of items needing correction and clarification to comply with applicable building codes, ordinances, and
regulations. A correction list will be created based on missing codes and ordinances.
Task 5 - Quality Control
Prior to submitting the plan review correction list to the City, the designated Plan Review Project Lead will
review the correction list for adherence to applicable codes and ordinances as well as for accuracy and
completeness. After completion of our quality control review, a correction list will be e-mailed to a designated
staff member at the City or as directed by the City. The correction list and a 4LEAF transmittal form will include
the following information: a description of the work, type of construction, occupancy group, square footage,
number of floors, and sprinkler requirements.
Task 6 - Plan Review Rechecks
Improvement plans or mapping related documents received for rechecks will be reviewed for conformance. Our
goal is to actively work with the Designers to resolve all unresolved issues after our second review. If it appears
that there are complicated issues that might cause a project to go beyond our second review, we will
communicate directly with the Designer to resolve these concerns.
Task 7 - Project Approval
Once the final reviews are completed and ready for approval, 4LEAF will organize the plans and supporting
documents per the City processing requirements and return them to the City, along with our letter of
completion.

4LEAF has a tremendous reputation for completing projects on-time and under budget. 4LEAF’s plan review
team is widely recognized for quick turn-around times and prompt service. Off-site plan reviews are performed
at our office, with plans transmitted by personal delivery or overnight service. The standard turn-around time is
within 10 business days for residential plan reviews and within 10 days for commercial/industrial plan reviews;
however, these timeframes are negotiable based on your needs. 4LEAF also provides Fire Plan Review services.

Plans and associated documents then get distributed for review to a 4LEAF team consisting of Plan Review
Engineers, Landscaping and Surveying qualified team members, as applicable. Our staff then performs their
function of analyzing the plans and documentation for effective conformance to the state codes, referenced
construction standards, and City amendments. 4LEAF’s code review methodology is “The Effective Use of the
Codes” reinforced through proprietary and jurisdictional checklists. When complete, the Plan Review Manager
overviews the project for quality control purposes and forwards comments or approvals to the client’s pre-
designated contacts.
Structural Only Review
Upon request, 4LEAF will perform “structural only” reviews for the City. 4LEAF can communicate directly with

4LEAF has a team of more than 200 ICC Certified Building Inspectors, CASp, HCAI/DSA Inspectors of Record, Fire
Personnel, and Construction Inspectors working on various contracts. 4LEAF has a team committed to work
throughout California who will remain for the duration of projects to ensure we capture the goals and
performance that have made our inspection system successful.
We maintain the largest database of qualified inspectors of varied qualifications. Inspectors vary from current
full-time inspection staff, idle staff (temporarily between assignments), and pre-qualified staff which include
inspectors who are available subject to client demand. 4LEAF’s inspectors are all ICC Certified and experienced
working within a municipal work environment. 4LEAF will provide inspectors with all the necessary tools,
equipment, and current code books sufficient to facilitate all required inspections. 4LEAF can provide interim or
full-time inspectors same-day or within one business day—simply call, email, or text our assigned Project
Manager for an immediate response. Our on-call database is utilized for all our clients for as-needed requests.

Part-Time Inspection Services Available Next Day
4LEAF will provide the City with part-time inspectors upon request. 4LEAF can provide part-time staff within 24
hours of request for any duration of time. 4LEAF’s Project Manager will work closely with the department to
identify the right personnel and determine the appropriate work schedule.
Full-Time Inspection Services Available Two Days or Less
4LEAF can provide full-time inspectors upon request. 4LEAF provides this service regularly to many clients
throughout Southern California, Northern California, Central Valley, Central Coast, Sacramento Valley,
Peninsula/South Bay, East Bay, and North Bay.
Project Specific Inspection Services Available Two Days or Less
4LEAF is often tasked with providing inspection services to large projects on behalf of municipalities. 4LEAF
currently handles large-scale projects for such clients as the City of Palo Alto, City of Cupertino, etc. These
projects are developer funded into a separate City account which is distributed to 4LEAF using a separate invoice
and contract number. This is particularly helpful to fast paced projects looking for continuous inspection services
over a short period of time (i.e. 6 - 36 Months).
Inspection Technology
4LEAF has extensive experience working with various inspection reporting technologies,
including elas.™ and GoFormz which 4LEAF used this for all scopes of the Apple 2 Campus
(~$8 Billion), and for the Encore Boston Harbor Casino (~$2.6 Billion), San Mateo County
Project Development Unit (~$1.1 Billion), and at San Jose State University (~$1 Billion).
Innovative technology allows every piece of information collected on a project to be accessible
by all staff as every inspection report is stored securely and safely in the cloud. The information can be accessed
through a user’s web account where any inspection report can be viewed, and reports can be ran using stored
project data. With inspection technology, 4LEAF inspectors are able to leave detailed notes under the
inspections and observations box and instantaneously attach pictures to reports to show the items inspected. By
means of an iPad, inspectors sign reports using a mobile signature block and attached pictures of the item
inspected that were taken using the iPad.
Geotechnical Services
The scope of work is on-call geotechnical plan review for soils reports and geotechnical updates for projects of
various scale and complexities to the City of La Quinta’s Design & Development Department. The general scope
of work includes but is not limited to engineering review of soils and geotechnical reports related to materials
for proposed improvements.
Fenagh can also provide special inspection services for specialty constructions such as soil nail wall systems, or
special welding, etc. for commercial and residential Land Development projects. Fenagh has experience with the
processes, procedures, ordinances and permitting, including plan check and review for conformance with
conditions of approval along with local and other applicable (City, County, State and Federal) ordinances and
standards that are necessary to provide these services and complete the assigned projects.
