Dear Mr. Ortega:
The Code Group, Inc. (dbo "VCA Code") is pleased to respond to the City of La Quinta's Request
for Proposals (RFP) for On -Call Building Plan Review and Inspection Services. We have reviewed
all elements of the request, and enclosed is our understanding of the scope of work, firm
experience, references, complete pricing list, complementary services offered by proposer along
with corresponding prices, organization, disclosures, and required forms.
Overseeing services will be Principal and President of VCA Code, Bob Heinrich. With over 35 years
of experience in code compliance, administration, and management, Mr. Heinrich has notably
served as CEO/COO of the International Code Council and Building Official of the City of Anaheim.
His strong background in the industry, combined with intimate knowledge working in the
municipal sector, has driven operational excellence and enhanced customer service. Under his
leadership, VCA Code employs a sophisticated, multidisciplinary approach, seamlessly integrating
technical proficiency with innovative management strategies to consistently surpass client
expectations. All work by our team will be performed out of VCA's main office in Orange, CA.
The City can depend on VCA's robust Plan Review team to prioritize its projects and provide
excellent services in a diligent and professional manner. With a skilled team consisting of ICC
Plans Examiners, ICC Building Officials, Licensed Civil and Structural Engineers, Licensed
Architects, MEP Experts, CASp, Fire/Life Safety Experts, and more, VCA Code is highly qualified in
coordinating the code compliance process and representing the City on code -related matters.
Our streamlined team works out of a central office, promoting collaboration and consistency.
Additionally, our internal team of Assistant Plans Examiners will provide excellent support in
facilitating timely reviews and prompt communication.
To resourcefully meet staffing needs, VCA uniquely employs in-house recruiters experienced in
the industry. Led by Staffing Director, Rick Bergin, his team closely collaborates with clients to
tailor candidate searches. This approach allows us to swiftly adapt to unique requirements such
as schedule (part-time, full-time, weekends) and skill level (junior, journey, senior) while staying
within budget. Mr. Bergin maintains a consistent supply of qualified personnel, and his team will
promptly provide candidates for building inspection and other related services.

B Our team of full-time Plan Review technicians is dedicated to streamlining the plan review
process by ensuring a seamless transition between consultants, proper routing of plans, and
addressing questions raised by applicants. They monitor review progress of all projects,
allowing our team to consistently meet turnaround times and stay on schedule.
B VCA's ability to manage multiple deadlines and achieve desired turnaround times is made
possible by our proprietary plan tracking system. We commit to adhering to the City's
prescribed review times, and our efficient processes enable us to deliver high quality at quick
turnaround times.
B Aside from utilizing templates, we also designate a lead Plan Reviewer for each client
responsible for updating that client's template and training others. Should a plan need
rechecks, the original plans examiner will be assigned to maintain consistency and expedite
conversations with the applicant.
B VCA's Staffing Division will promptly assign inspectors and more. Though placement is based
on availability, this process is typically quick because our recruiters maintain a robust pipeline
of qualified staff specializing in a wide range of disciplines. They are efficient at providing
resumes for initial review, setting up interviews, onboarding staff, and handling concerns
prior and during assignment.
B We are happy to work with the City in developing solutions to issues that may arise. With
team members who have worked in both municipal and private sectors, VCA can provide a
unique perspective to achieve goals. Unlike national organizations that are heavily dispersed,
VCA's CEO and President work directly with clients to handle matters with little delay.

Plan Review completed off site (from the City offices) can be billed either hourly or by percentage
of fee that the City charges. Most prefer a percentage fee as it guarantees that the City will retain
at least a portion of the fee for each project and simplifies the budgeting process. For a
percentage of the Plan Review fee, VCA provides three plan reviews and no charge for pick-
up/delivery of paper plans. Also, VCA provides an expedited plan review service that is very
advantageous to the City. VCA is glad to discuss these services and is flexible with either
approach.
Our rate structure is designed to provide the City with flexibility depending on changing needs.
We are open to discussing our fee schedule and working with the City to find a mutually beneficial
solution.

BUILDING INSPECTION PERSONNEL
Our inspectors are ICC certified with most possessing multiple certifications for Residential,
Commercial, Industrial, Mechanical, Electrical, Plumbing, and Fire. They bring years of municipal
experience inspecting a wide array of structures, including additions, remodels, rentals, pools,
retaining walls, TI's, retail establishments, restaurants, strip malls, shopping centers, theatres,
and more. We prioritize training our personnel to embody courtesy and professionalism,

PROJECT ORGANIZATION
VCA Code's approach to fulfilling the requested services entails an expert recruiting team to
manage all staff augmentation and a robust in-house Plan Review division ready to assist the City
as -needed. Our goal is to work seamlessly with the City as an extension of its staff.
Consistent Staff Augmentation Services: With their insight into the industry landscape, our
professional recruiters are well-equipped and dedicated to providing personnel with the
experience levels and skills requested by the City. We uniquely offer the resources of a staffing
agency coupled with expertise in the trade, allowing us to curate the best "fit" candidates. We
are committed to providing quality On -Call Building Plan Review and Inspection Services
personnel.
1. Clear Understanding of Needs: Upon contract commencement, VCA's Director of Staffing,
Rick Bergin, will connect with the City's point of contact to establish current and future
needs. VCA's Staffing Division strategically maintains a pool of qualified professionals to
staff municipalities as needed. By leveraging our team's expertise, the City will have access
to not only qualified candidates for the initial scope, but also ongoing assistance in evolving
staffing and recruiting needs.
2. Expert Recruiting: Our professional recruiters are highly experienced in attracting and
selecting candidates and maintaining a pipeline of qualified contract staff by keeping
consistent communication with past and potential candidates. We have access to a
multitude of hiring resources and connections to sustain demand. Our Staffing Division
meets weekly to go over requests and monitor progress to avoid delays and swiftly handle
all requests.
3. Comprehensive Screening: VCA complies with all State and Federal employment laws. We
meet with candidates to gauge work ethic and evaluate their knowledge and skills. After
our initial screening, we provide relevant resumes to the City for interviews and approval.
VCA also confirms certifications/licenses, runs required background checks, and/or
coordinates with the City's live scan process. We will adhere to all requirements.
4. Consistent Staffing: Once a candidate is selected by the City, VCA manages the onboarding
process for a smooth transition. Should any personnel be absent or get reassigned, we will
present the resumes of highly qualified replacements for affected functions. Because VCA
employs expert recruiters, we are able to minimize turnaround time without cutting
corners.
5. Continual Management, Training, and Support: Once personnel are placed, our team
continues oversight of employees, resolving any concerns from City staff. Supervision will
be provided including training, performance, attendance, disciplinary action, and work
product. Our philosophy entails meeting our clients' specific staffing needs which is why we
provide cross -training and cover costs for education and certifications. We are committed
to supplying capable staff and making adjustments based on client feedback.

1. Smooth Transition: VCA will be in contact with designated City staff to address the
following:
a. Understand City's Plan Review procedures and requirements to be followed;
b. Confirm applicable codes, amendments, policies, and procedures;
c. Discuss key concerns related to applicants;
d. Establish ongoing operating procedures between the City and VCA;
e. Attend meetings with project representatives as -needed to address questions
2. Beginning with the End in Mind: VCA employs a full-time Plan Review Client Services
Manager, Ms. Yolanda Huerta, and coordination staff. A 25-year veteran Permit Technician,
Ms. Huerta opens each set of plans to review for completeness. If portions are missing, she
immediately notifies the client. Each plan is entered into our proprietary plan tracking
system by our Plan Review technicians and assigned to a plans examiner.
3. Consistent Corrections & Rechecks: Each client is assigned a Lead Plan Reviewer to
understand that Client's nuances and create a template approved by the City. The Lead
performs most of that Client's Plan Review work and also trains others to maintain
uniformity not only amongst themselves, but also with the City. With this system, we
consistently write corrections that only the City would write. For rechecks, plans are given
to the original plans examiner to save time and money in approving corrections, expedite
the review process, and keep conversations with applicants concise.
