Kilroy Oyster Point Life Science Campus

Oyster Point transformed the South San Francisco waterfront into a transit -
oriented life science campus. This ongoing project entails approximately 40 acres
and 2.5 million SF of a landfill site, directly on the coastline, within a tsunami
inundation zone. WC' has assisted in performing various projects in the civil,
fire and life safety and structural plan review disciplines for this enormous

* Annual Hourly Rate Adjustment— WC3's proposed hourly rates are applicable through June 30, 2027. Hourly
rates are subject to an annual increase based on a minimum 3% cost -of -living, the Engineering News Record's (ENR)
Construction Cost Index (CCI), or the Consumer Price Index - Urban (CPI-U); whichever is greater.
Fixed Fee Plan Review Services— Electronic plan review services will primarily be performed and facilitated off -site
at WC3 office locations. WC3 will automatically coordinate all processes. Services include an initial review, second
review and minor third review (if needed) for approval of the plans. Any additional time required beyond the third
plan review will be billed on an hourly basis, with prior approval by your jurisdiction. Plan Reviews associated
with Structural only or Photovoltaic Solar + Energy Storage System plan reviews are performed on a flat fee or
hourly basis.
Preliminary, Revisions and Deferred Submittals — Preliminary plan reviews, review of revisions after a project has
been approved, review of shop drawings, and review of deferred submittals, etc., will be completed on an hourly
basis with a minimum charge of 1-hour and a mutually acceptable not -to -exceed amount.
Expedited Plan Review — Expedited plan review may be accommodated upon request with 24 hours notice. Fees
will be billed at 150% of noted fees, contingent upon the availability of staff to perform services.
** Prevailing Wage Assignments — Proposed hourly rates for inspection services are not applicable to prevailing
wage assignments. Any prevailing wage assignments will be based on current prevailing wage rates mandated by
Department of Industrial Relations (DIR).
On -Site, In -House or Inspection Services — On site or in-house services (plan review, permit technician, CBO
services) will be provided in eight (8) hour segments. A four (4) or eight (8) hour minimum is required for all requested
inspection services.
Overtime — On -site, in-house or inspection services more than forty (40) hours a week, overtime work, holiday
work, weekend work, etc. will be invoiced as follows:
Overtime — One hundred fifty percent (150%) of regular rates. Overtime is defined as working more than forty
(40) hours a week, more than eight (8) hours a day or more than six (6) consecutive days in a week.
Double Overtime —Two hundred percent (200%) of regular rates. Double overtime is defined as working more
than twelve (12) hours a day or working more than eight (8) hours on the seventh consecutive day of work.
Holidays and Weekends —Two hundred percent (200%) of regular rates. Subject to staff availability.
Special Meetings, Building Official, or Miscellaneous Services - Requested services beyond the scope of work
associated with plan review or inspection services. These are tasks typically performed by a Building Official and
may include, but are not limited to, items such as attending specialized, pre -construction, City Council or Planning
meetings, etc. Services will be billed at hourly rates.
Reimbursable Expenses— Reimbursable expenses (i.e. courier/delivery charges, specialized equipment rentals or
printing costs) will be authorized prior to charge and billed at actual cost + 10% mark up.
Mileage Expenses — When applicable, reimbursements for mileage are for the use of personal automobiles within
your jurisdiction's limits, typically Building Inspectors. Reimbursements for mileage are applicable to the staff hourly
rate plus the Internal Revenue Service's (IRS) standard mileage rate.
Trip Fee — A trip fee may be applicable each way for all on -site consultations required for plan review, staff
augmentation, or inspections. Trip fee expenses are applicable to the fees specified in the proposed Rate Schedule.
Invoicing Procedures — At the beginning of each month, WC' will furnish an invoice and a statement of the work
performed for compensation during the preceding month. Such statement will also include a detailed record, if
applicable, of the month's actual reimbursable and mileage expenditures.

PLAN REVIEW SERVICES
WC3, upon request of the City, shall review plans submitted for residential and/or commercial developments,
infrastructure improvements and special projects. The plans shall be reviewed for conformance with City and
other applicable (County, State and Federal) ordinances and Codes, with a strict attention to details. Plan Review
services may include, but are not limited to the following:

AI -ASSISTED PLAN REVIEW SERVICES
WC3 recognizes the value of AI -assisted tools in supporting efficient and consistent plan review services.
When authorized by the City, WC3 may utilize City -approved Al technologies to assist with identifying code
references, detecting potential conflicts, and enhancing quality control. All AI -generated findings will be
reviewed, validated, and approved by qualified WC3 personnel and the City of La Quinta prior to use. WC3
understands that Al tools are supplemental only and will not be used for automated approval, denial, or

BUILDING INSPECTION SERVICES
• WC3, upon request of the City shall provide building inspection services during the course of construction
to enforce compliance with the conditions of approval, provisions of the City's building codes and the code
requirements set forth on the approved plans for which a permit was issued. Inspection services may include,
but are not limited to the following:

stages of construction for compliance with the appropriate City, State and Federal codes

Expedited Pian Review Services
WC3 offers expedited plan review services to accelerate initial reviews by experienced plans examiners. Clients can
request expedited reviews by submitting projects as usual with a note indicating the need for acceleration. WC'
maintains the same quality for expedited reviews, allocating additional staffing as needed to meet the City of La
Quinta's deadlines. Initial comments, including corrections, will be provided within five (5) business days from the
submittal date. Subsequent reviews can also be expedited, though they are typically completed in the order received.
Expedited reviews are performed at 150% of standard hourly rates.

Our team of inspectors provide building, electrical, plumbing, and mechanical systems inspections for residential
and commercial projects of all sizes and scope. Each inspector is highly experienced and maintains the necessary ICC

Inspection Services Performance Standards & Turnaround
WC3 understands the importance of timely inspections to prevent delays and minimize financial impacts. Our

We provide inspectors for standard requests with a minimum 48-hour notice and offer flexibility for same -day
or emergency inspections based on availability. Inspections can also be scheduled after-hours, on weekends, or
holidays, with additional fees as applicable.
Qualified building inspectors are available in four or eight hour minimum blocks. For services extending beyond forty
hours per week, inspections or in-house staffing will be billed at overtime, double overtime, weekend, or holiday
rates as applicable. All work will be billed according to State labor regulations.

Mr. Giyan Senaratne, SE, PE, the founder and owner of WC3, has more than 37 years of
experience providing professional building and life safety services to numerous municipalities
and government agencies. He is a registered structural engineer, a registered civil engineer, an
ICC certified plans examiner, a LEED AP professional, and a former Certified Access Specialist
(CASp). He has exceptional experience in performing detailed plan reviews of a wide variety of
types of construction and occupancy groups. This includes simple residential homes, multi -family
podium projects, high-rise structures, complex industrial plants, and large-scale power plants.
He is actively involved with code development at the State level and is a sought-after educator
for code trainings for building officials, design professionals, and contractor organizations.

Ms. Fattah is the Plan Review Managerfor all building & safety projects. Zahra has over 25 years
of structural design experience, including many years as a design engineer. She brings extensive

Mr. Ma graduated from University of California Berkeley, with a Bachelor of Science in Civil
Engineering. He is licensed in California as both a Civil and Structural Engineer and has over 25+
years of structural engineering experience with 15+years as a design engineer. Keith's portfolio
of projects includes work on single family dwellings, large multi -family residential and mixed -use
complexes, educational facilities, and institutions, commercial buildings, large government and
civic developments, large industrial and manufacturing facilities, hotels, mall expansions, marine
structures and more.
ANDREW WALLACE, CASp - LEAD PLANS EXAMINER (NON-STRUCTURAL)
Mr. Wallace is a Senior Plans Examiner at WC' with a Bachelor of Science in Natural Resource
Management and Conservation from San Francisco State University. For many BayArea building
departments clients, he efficiently reviews plans, provides front counter support, performs
inspections, and handles over-the-counter plan reviews. He is certified bythe State of California
as a Certified Accessibility Specialist to review plans and specifications for compliance with state
and federal accessibility standards. Andrew is also frequently called upon by our Civil Division to
review C3 stormwater plans and related documents for new development and redevelopment
projects, particularly those outlined in the Municipal Regional Stormwater NPDES Permit (MRP)
Provision. Mr. Wallace is eager to assist colleagues, applicants, homeowners, and jurisdictional

NOEL MENDOZA, PE - LEAD PLAN REVIEW ENGINEER (NON-STRUCTURAL)
Noel Mendoza is a Plan Review Engineer with more than a decade of responsible plan review and
field inspection experience. He has a great deal of experience working directly with plans, related
building and zoning code, and possesses a strong background in residential and commercial
developments. In 2016, Noel received his Bachelor of Science degree in Civil Engineering with a
Structural Emphasis from San Jose State University in San Jose, California. Noel is also certified
by the ICC as both a Building Plans Examiner and California Residential Building Inspector. He is
bilingual and fluent in both English and Spanish.
DOUG SMITH, MCP, CBO - ENERGY DIVISION MANAGER
Mr. Smith has been a building inspector for over 18 years and has worked in the construction
industry for nearly 30. Beginning his career in 2005, he has since obtained more than 20 ICC
certifications, including Certified Building Official and Master Code Professional. Doug is well
rounded in various code disciplines, but particularly specializes in electrical code requirements.
He is especially knowledgeable on the topic of solar photovoltaics and battery energy storage.
Doug has taught numerous electrical, solar pv, and battery energy storage classes throughout

No sub -service providers or sub -consultants will be utilized in the performance of work on an a potential
agreement with the City of La Quinta.

WC3 further certifies that neither it, nor its principals, have any past, current or pending early contract terminations,
bankruptcies, foreclosures, liens, stop payment notices, judgments, lawsuits, arbitration, mediations, or litigation
as a result of any public projects undertaken by the firm, or its managers, within the last five (5) years, nor ever in
its history. WC3 is in good standing on all contracts and also does not have any past, current or pending projects

to this project or in working with the City of La Quinta. Our firm, management, and employees do not have any
personal or financial interests that would compromise our ability to provide the services requested.

ACKNOWLEDGMENT & EXCEPTIONS (NONE)
WC3 has reviewed the Request for Proposal in its entirety, as well as "[[ Attachment 1: Agreement for Contract
Services" (Agreement) and the insurance requirements included within the Request for Proposal. WC3 takes no
exceptions to the terms, conditions, or requirements outlined within the stated documents. We are willing to accept
the terms of the Agreement and Insurance Requirements without modifications, and are happy to extend our offer
to assist the City of La Quinta with Plan Review and Inspections Services.
WC3 will provide the minimum insurance coverage and indemnification noted in Exhibits E and F, respectively,
