to a vast number of jurisdictions throughout California. In this capacity, we provide a full range of
services including building and safety plan review, permit issuance, inspection, Building Official services,
and code enforcement. Willdan provides similar services to local jurisdictions including City of Desert
Hot Springs, City of Indian Wells, City of Rancho Mirage, City of Coachella, City of Palm Desert,

recognized as a Preferred Provider by the International Code Council (ICC). Our knowledgeable
Team offers ICC approved training sessions to Municipalities upon request; with continuing
education credits (CEUs) applicable towards obtaining or maintaining ICC Building Code
Certifications.

This proposal shall remain valid for at least ninety (90) days from date of submission. All staff assigned

Plan review will be charged for a percent of the plan check fee collected by the City through three
reviews including approval based on the City's Fee Schedule, or hourly. Subsequent reviews will be
charged based on our hourly rate schedule. Solar plan review will be charged hourly.

INTERIM BUILDING OFFICIAL SERVICES
Willdan can provide an ICC certified Building Official to the City. Responsibilities may include, but
not be limited to:
■ Provide administrative support to staff
■ Building Official Administration, processing of complex Building Code issues and dispute
resolution
■ Issue Certificates of Occupancy
■ Make determination on the approval and use of alternative materials and methods of
construction
■ Assist with special projects
■ Draft Building code amendments
■ Provide architectural review
■ Quality control review of plan checks and inspections
■ Preparing code updates each cycle for Municipal Code adoption
■ Resolution of resident inquires and complaints
■ Contribute the necessary resources to the configuration, implementation and on -going support
of an automated permitting system
■ Participate in the City's Architectural Review Board
■ Review discretionary application for preliminary compliance with construction codes
■ Coordinate with Code Enforcement regarding an aggressive abatement program
■ Monthly Reporting of Building and Safety Activities as well as reports required for fee collection
and other reports required by the State of California or other government agencies
■ Processing of Planning Commission and City Council staff reports related to Building and
Safety items
■ Periodic attendance at Planning Commission and City Council meetings
■ Provide emergency and after hours' inspection and reports of damaged properties of structures
CASp SERVICES
Willdan can provide CASp certified inspectors to the City as required by California Civil Code,
Division 1, Part 2.52, Section 55.53(d)1&2.
Our CASp certified inspectors will provide building and site evaluations for ADA and State Disabled
Access requirements; provide evaluations and reporting for Applicable Construction Related
Accessibility Standards; provide CASp Disability Access Certificates; provide expert witness and legal
services support; and provide other services as required by the City. Our CASp certified inspector
will be available within 24 hours of notification or sooner.
BUILDING PERMIT TECHNICIAN SERVICES
Willdan can provide an ICC certified permit technician to the City on an as -needed basis to cover
staff vacations or for other temporary purposes. Duties may include, but are not limited to:
■ Process and issue building permits utilizing EPL software
■ Customer support at the counter and over the phone
■ Permit application review to ensure completeness and accuracy

• Coordination and routing of construction documents to the appropriate City staff for plan
review and approval

Inspectors will review the permit package to verify that the on -site condition is consistent with the
appropriate records for square footage, setbacks, heights, and other requirements that may be
applicable. Inspectors will comply with the City's procedures for reporting inspection results, use City
inspection correction forms, make appropriate entries onto the permit documents, and follow City
procedures prior to finalizing a building permit.
Willdan will verify that all inspection records, including daily records of what was inspected which will
be recorded on the job card, and permit copy entered into the City's Building and Safety computer
system. We will employ such techniques as necessary to minimize delays to builders and provide
helpful advice and counsel to builders, owners, engineers, and architects as to enhance the orderly
flow of the construction process yet maintaining an effective level of enforcement. Inspectors shall
ensure that any construction changes are documented and approved by appropriate City staff.

KEY PERSONNEL
Patrick Johnson, PE, CBO, is the Vice President of Willdan's Building & Safety,
Code Enforcement, and Fire Services. As the Principal -in -Charge, Patrick is
.�r responsible for overseeing all Community Development services company
wide as well as providing structural and non-structural plan review. Patrick
serves as a forensic engineer responsible for justifying probable causes of
structural damage caused by expansive soils. He also provides Building
Official Services to multiple Municipalities.
Corrie Kates, CBO, Project Manager/Building Official, brings more than 30
years of municipal experience, having served in a variety of leadership roles
including Building Official, Community Development Director, and Deputy City
Manager. He possesses extensive knowledge of municipal building department
operations, regulatory processes, and effective coordination with the
community, ensuring efficient service delivery and high standards of
compliance. Corrie will serve as the Project Manager and Building Official for
this contract and will oversee all services provided.
We recognize that the City's departmental workload fluctuates. Willdan hires professionals in three
categories —full-time, modified full-time, and part-time. Part-time staff may work up to 40 hours per
week. No subconsultants will be utilized for any services.
All proposed staff are highly qualified and experienced professionals, including registered engineers
and architects, ICC-certified plans examiners, building inspectors, permit technicians, and code
enforcement officers. This diverse and credentialed team ensures that the City receives consistent,
reliable, and technically proficient support across all functional areas, while maintaining compliance
with applicable codes, standards, and regulations.

Willdan brings more than 46 years of experience providing comprehensive building and safety
services to a wide range of public -sector jurisdictions. Our experience includes fully staffing and
managing Building Departments, as well as integrating seamlessly into mixed staff/consultant

BUILDING PLAN CHECK SERVICES
qlv* in Willdan's Plans Examiners are experienced in reviewing compliance of
accessibility and life -safety with the current Edition of the California Codes
and Standards in conjunction with the supplemental documents (i.e.
structural calculation packages, Title 24 Reports, Geotechnical Reports,
Permit Application, project valuation, proposed square footage, etc.). There
are no limitations for the types of construction that will be reviewed as our

Plans Examiners are qualified analyzing new construction, additions, remodels, tenant
improvements, and reconstruction projects associated with residential, commercial, mixed -use, and
industrial projects.
In addition to the duties delineated in the RFP, responsibilities may include, but not be limited to:
■ Reviews all plans and supporting documents submitted for projects for which a building permit is
requested.
■ Prepares reports specifying corrections, if needed, and transmits to Applicant and/or City staff.
■ Processes plan revisions and verifies that corrections have been satisfactorily made in a timely
manner.
■ Answers Public inquiries by telephone, mail, email, virtual meeting, conference call or in person
at a public counter regarding plan reviews, application submittal requirements, etc.
■ Provides plan review services through an established electronic review system, in accordance
with City policies and practices.
■ Performs architectural, structural, plumbing, mechanical and electrical plan review for buildings
and structures for compliance with applicable Federal and State laws, building and safety codes,
City ordinances, and acceptable engineering practices.
■ Confirms building use, occupancy, and type of construction, and review construction of
buildings and structures to determine satisfaction of safety requirements.
■ Verify compliance with all applicable Codes adopted by the City.
■ Reviews engineering documents by accurately and thoroughly identifying discrepancies/issues
that are not in compliance with applicable Codes, standards and sound engineering principles.
■ Provides expedited plan reviews when requested.
BUILDING INSPECTION SERVICES
Willdan's Inspectors are ICC Certified and qualified to perform
residential, commercial, and industrial inspections ensuring
construction complies with the City approved plans, building codes
and standards, accessibility, life -safety, and supplemental documents.
In addition to the duties delineated in the RFP, responsibilities may
include, but not be limited to:
■ Inspects buildings and structures, for which building permits have been issued, for compliance with
the approved plans and applicable Codes and ordinances.
■ Inspects for compliance and conditions of approval set forth by the City's Community and Economic
Development Department, Planning Commission and/or City Council.
■ Coordinates with various City and County Agencies and departments, including but not limited to
the Los Angeles County Fire Department, Environmental Health Department of the County of Los
Angeles, and the other governmental Agencies providing services, and/or having jurisdiction over
any aspects of a development project to obtain compliance with the above Building & Safety Code
regulations.
■ During inspections, issue Stop Work Orders, or Notices of Violation when violations of the above -
referenced codes and regulations occur.

■ Retrieves and verifies appropriate permits and other related documentation for scheduled
inspections.
■ Identifies deficiencies in construction site work and initiates the process to ensure compliance with
Code and Ordinance requirements.

systems within established timelines.
■ Prepares accurate and thorough field inspection and survey reports to verify general conformity
with professional engineering techniques and methods in accordance with departmental and

Inspections will be provided on a next -day basis should the request be received prior to
4:00 pm the previous day.
QUALITY ASSURANCE
Willdan operates daily under a company -wide Quality Assurance/Quality Control (QA/QC) Program.
This program has proven itself very effective and successful and is a continuous process that occurs
day to day.
Willdan's electronic plan review portal also serves as a tracking system for all plan review, whether
electronic or via hard copy. All plans are logged into the system, assigned to a plans examiner, and
given a due date. At the log in phase, the Willdan turnaround time, as per the contract, is noted and
becomes a control point for the plan. The control point is established for any recheck turnaround
times as well. Turnaround times are monitored daily.
Plan check office supervisors periodically review plan check corrections for accuracy and
thoroughness. Our plan review staff strives to minimize the number of reviews by meeting with City

staff, applicants, developers, etc., to resolve code issues in an effort to move the project along.
Reviews past a third check are evaluated by the supervisor as a control point.
To maintain and provide proper quality control, our inspection staff is provided with detailed check
sheets for various items of work required to construct the project. Willdan's inspectors are provided
with the latest tools for checking and assessing the contractor's work. The tool list includes laptop
computers, smart levels, tape measures, cell phone, hard hats, safety vests, and other items.
Inspection logs and reports are reviewed by the lead inspector and Project Manager on a weekly basis
to ensure quality and timely inspections.
A more specific example would be when deficiencies in the plans are identified during construction.
We will consult with the jurisdiction's Building Official after evaluating the situation so we can
recommend potential solutions as well as determine if something could be improved in the plan
review process. This corrective action plan is then implemented and may involve providing additional
training to project team members, updating plan review guides, and/or updating quality control
procedures.
From time to time, Willdan has litigation or arbitration involving workers compensation, auto liability
and other liability claims in the past 5 years, but none of them have resulted in any termination of a
contract or materially impacted our performance on any contracts or materially impacted us in any
way.

REQUESTED CHANGES TO AGREEMENT FOR CONTRACT SERVICES
Willdan has reviewed the City's Agreement for Contract Services, and has the following requested
changes:

services and to the full extent permitted by law, Contracting Party shall indemnify, defend (Wt#

Consultant's obligation to indemnify shall not extend to any liability that arise out of the active or
sole negligence or misconduct of the indemnified parties.
Indemnification Provision for Design Professionals.

Contracting Party's Services, to the fullest extent permitted by law, Contracting Party shall indemnify
and hold harmless City and any and all of its officials, employees, and agents ("Indemnified Parties")
from and against any and all losses, liabilities of every kind, nature, and description, damages, injury
(including, without limitation, injury to or death of an employee of Contracting Party or of any
subcontractor), costs and expenses, including, without limitation, incidental and consequential

consultants or expert witnesses incurred in connection therewith and costs of investigation, to the
extent same are caused by any negligent or wrongful act, error or omission of Contracting Party, its

bear the legal liability thereof) in the performance of professional services under this agreement. In
no event shall the cost to defend charged to the design professional exceed the design
professional's proportionate percentage of fault. With respect to the design of public
improvements, the Contracting Party shall not be liable for any injuries or property damage resulting
from the reuse of the design at a location other than that
