Interwest understands the City seeks a qualified firm for reliable on -call plan
review and inspection services across residential and commercial developments,
infrastructure improvements, and special projects, with effective use of the City's
electronic plan review and permitting systems. Our team provides experienced
project leadership and plan review/inspection support (accessibility, fire,
structural, MEP), with flexible scaling to match workload. Our team supports
Bluebeam Revu Studio Sessions for electronic plan review and Tyler Enterprise
Permitting and Licensing for status tracking, while maintaining quality control,
responsive communication, and dependable on -site availability coordinated
with the Building Official.
Interwest has served La Quinta since 2016 and remains committed to timely,
professional, solution -oriented service to City staff, applicants, and the
development community. If selected, we are prepared to negotiate in good faith
with the City to finalize a services agreement that reflects mutual expectations
and City standards..
All plans are reviewed by qualified human plan reviewers. We are not currently
utilizing Al tools for plan review; if we propose AI -assisted tools in the future, we
will do so transparently and only with the City's prior approval.
All information and pricing remain valid for at least 90 days, and each assigned
individual is free of conflicts of interest to the best of our knowledge, as required
by the RFP.

Interwest Consulting Group specializes in municipal building safety services throughout California providing
on -call plan review, inspections, and related support to over 330 cities, counties, and agencies. The firm
employs more than 200 professionals in its Building and Safety Division, including licensed engineers,
ICC-certified inspectors and plan examiners, Certified Access Specialists (CASp), and permit technicians
experienced in electronic workflows like Bluebeam Revu Studio Sessions and Tyler Enterprise Permitting.

Turnaround Time Commitment
Interwest consistently completes 98.5% of plan reviews on time for residential and commercial projects
statewide. We will meet or exceed La Quinta's maximum turnaround times through scalable staffing and
cross -trained personnel. Multidisciplinary reviews are performed in our offices, with on -site support available
upon the City's request.

For the purposes of measuring plan check performance, the business days specified above exclude the
day the contractor receives the plans from the client but includes the day the contractor completes the
initial plan check. Turnaround time starts the same day for plans delivered before noon and the following
day for plans received after noon. Business days do not include Saturdays, Sundays or jurisdiction
holidays. Any agreed upon turnaround time less than the above timeframes for any project will be
considered expedited and will be billed at 150% of the stated fee for such project.
Expedited Plan Review
For urgent, unanticipated requests, Interwest will complete initial and all re -submittal reviews within
5 business days or less. Exact expedited timelines may be negotiated among the applicant, City, and
Interwest. Expedited reviews (faster than the table above) are billed at 150% of the stated fee.
Schedule Tracking
Project Manager Bill Hayes, CBO, ICC manages schedule compliance and resource allocation for Field
Operations and David Kniff, RA manages Plan Review Staff for La Quinta personnel. Business days
exclude weekends and City holidays; turnaround starts same day (plans received before noon) or next

B. Project Description: In April 2009, Interwest began providing turn -key building safety services
to the City of Lake Forest [population 83,000]. Recognizing the value and cost benefits attributable
to employing a contract services model, the City has contracted for building safety services since its
incorporation in 1991. Interwest provides a team of onsite professionals that provide all building safety
services —blending seamlessly with existing city staff. We provide a full-time building official, building
plan reviewers, building inspectors and a building permit counter technician.
During our tenure, Interwest staff has developed the City's first single, combination building permit,
which allows for the same permit number to address all of a structure's elements (electrical, mechanical,
plumbing and structural) requiring approval, greatly reducing hours and paperwork. And, we introduced
several key documents allowing staff to efficiently communicate, including a workflow tracking sheet for
approvals, a standardized monthly report using the City's EnerGov software, and several of the City's
Building Safety handouts, reflecting current codes and standards.
CIVIC CENTER CAMPUS In April 2018, Interwest began providing complete turnkey Building and Safety
services to the City for the Civic Center Campus. This 12.5-acre facility is the heart and social center of the
Lake Forest community. The Civic Center Campus is comprised of the City Hall Building, Community Center,
Council Chambers, Senior Center, and Parking Structure. Construction cost was approximately $60 million.
Our Interwest team of onsite professionals delivered complete plan checks, engineering services,
inspections, and electrical services.

B. Project Description: Encinitas is a beach city of 63,000 located near San Diego, California. Known for its
pristine beaches, prime surfing, historic architecture, beautiful parks, and livability, the Encinitas area takes pride
in its history, and cultural arts. Since 1986, the Interwest team has provided full building department services to
the City of Encinitas. Esgil was the original consulting firm until merging with Interwest in 2002.
We provide the following on -time and within -budget services for the City, including:
• Plan check engineers, building plan review, including plumbing, mechanical, electrical, accessibility.
• Next -day inspections, counter, and permitting services.
• Prepare ordinances, provide special studies, research, analysis, enforcement actions for the abatement of
dangerous buildings, and provide emergency services and assistance during or after a disaster.

3. Complete Pricing List (Fee Schedule)
Plan Review
For the building department plan review services as identified in this proposal, Interwest proposes to charge
a percent of the building department plan review fees charged by the city in accordance with the jurisdiction
building fee schedule as adopted by the City. These percentages are based on our understanding of the
support required by the city as detailed in the RFP. These percentages will be mutually agreed upon by
the city and Interwest Consulting Group. For all hourly services proposed, the specific rates applied will
correspond to the assigned staff members' classification. This proposal does not include fire plan check
services, engineering/grading plan review services, or subconsultant services.

For the building inspection services identified in this proposal, services are provided on an hourly basis
utilizing the proposed Hourly Rate Schedule. Hourly building inspection services include the initial

Work Outside Standard Hours - Services provided more than (8) eight hours per day, outside regular
business hours, nights, weekends and holidays, will be invoiced at 150% of the preferred hourly rate of
the assigned staff member. A minimum of 4 hours will be charged if the person worked four hours or
less. Alternate work schedules such as 9/80 or 4/10 will be considered work outside of standard hours
and will be charged as overtime for services provided more than (8) hours. As an alternative, Interwest
agrees to ensure coverage of agreed upon services within an (8) eight -hour timeframe as defined by
client to avoid overtime charges.
Prevailing Wages -Where work is required underthe CA Labor Code for prevailing wages perjurisdiction,
there will be a supplemental charge per hour to the above rates per applicable job classification,
established at the time of commencement of work and adjusted from time to time in accordance
with future wage determinations pursuant to the labor rates as determined by the CA Department of
Industrial Relations.
Mileage & Tolls - For inspection staff reporting to the job site from out of town, mileage will be
reimbursed to and from the employee's reporting location, including their home location if not reporting
to a company office, at the effective standard federal rate established at time of service. Tolls and parking
will be billed with no markup. Overall tracked time will include all travel time between inspection sites,
total roundtrip travels as described, along with all administrative work related to inspection support or
reporting. Mileage will be charged at the current IRS rate.
Other Charges — Other project -specific costs, such as rentals, expendable or special supplies, special
project insurance, permits and licenses, shipping, subsistence, tolls and parking, outside copying/
printing, etc., will be charged at cost plus 15%. Meals, lodging, and travel expenses, when pre -approved
by the city, will be charged at cost or at standard per diem rates, as applicable. Client will be responsible
for any applicable taxes in addition to the fees due for Services.
The fees, rates and terms in this RFP proposal are valid for 90 days from the RFP due date.

Remote Virtual Inspections (RVI)
Interwest offers remote video inspections (RVI) for your community's convenience and safety. Remote
inspections save time and money. Rather than waiting for an inspector to arrive from another job, they
can be there in moments to efficiently walk residents and contractors through the inspection. RVIs also
help reduce the number of people on a job site, supporting social distancing and public health.
Approved inspections are determined by the local municipality, but can include:

Strong relationships and consistent communication are the foundation of successful service delivery.
Interwest takes a collaborative, team -oriented approach —working closely with City staff through regular
check -ins to stay aligned, address challenges early, and adapt resources to meet evolving needs.
Interwest is proud to provide a highly qualified and dedicated team to support the City of La Quinta's
Building Division. The following section introduces the key personnel selected for this assignment.
DAVID KNIFF, RA PROJECT MANAGER
David has more than 30 years of experience as an architect, contractor, and
plan review professional, with deep knowledge of current local, state, and
federal codes applicable to residential and commercial development. As
Senior California Plans Examiner Manager, he provides architectural plan
review, quality control, and status oversight to help municipal clients maintain
agreed -upon turnaround times and consistent plan review work products.
For the City of La Quinta, David will serve as Plan Review Supervisor/Project
Manager for plan review services, overseeing review quality, coordination, and
timely delivery of comments across assigned disciplines.
WILLIAM "BILL" HAYES, CERTIFIED BUILDING OFFICIAL
Bill has 21 years of experience, including 5 years with Interwest, managing
municipal building and inspection services and overseeing contract operations
across Southern California. He has served as Building Official and Inspector
on Interwest contracts with the cities of Bellflower, El Monte, Kingsburg, Lake
Forest, Laguna Woods, McFarland, Reedley, San Fernando, San Jacinto,
Visalia, and Wildomar, giving him broad hands-on knowledge of jurisdictional
processes, staffing, and service expectations in contract -city environments.

Interwest does not anticipate using subcontractors for any portion of the Scope of Services. Our firm
has a deep bench of in-house professionals with the expertise, capacity, and flexibility to perform the
work directly and maintain full continuity throughout the project. By relying on our internal team, we
ensure consistent quality, clear communication, and seamless coordination with the City.
Because all services will be provided by Interwest personnel, no assignment or subcontracted role is
proposed. This approach allows us to remain fully accountable for every aspect of service delivery while
providing the City with a stable, experienced team that is already equipped to meet the City's needs.
