VETERINARY HOSPITAL
Mr. Nelson:
The Design and Development Department has reviewed and approved your request to construct interior
improvements and operate a veterinary hospital at 44125 Jefferson Street. Approval of this application
is subject to the attached exhibits, the following Findings and Conditions of Approval:
FINDINGS
Consistency with the General Plan: The proposed use is consistent with the goals, objectives and
policies of the General Plan, insofar as the veterinary hospital will provide a commercial service
to the community and expand services for residents.
2. Consistency with Zoning Code. The proposed use is consistent with the Jefferson Square Specific
Plan, as amended, and the underlying Neighborhood Commercial zoning designation, as it is a
permitted use and serves the local community by providing an essential day-to-day neighborhood
service, consistent with the intent of the zone.
3. Compliance with CEQA. The Minor Use Permit is exempt from the California Environmental
Quality Act (CEQA) under Section 15301(a) because it involves a minor alteration of an existing
structure with interior modifications.
4. Surrounding Uses. Approval of the application will not create conditions materially detrimental to
the public health, safety, or general welfare, or injurious to or incompatible with other properties
or land uses in the vicinity.
CONDITIONS
The applicant/property owner agrees to defend, indemnify, and hold harmless the City of La
Quinta (the "City"), its agents, officers and employees from any claim, or litigation arising out of
the City's approval of this project. This indemnification shall include any award toward attorney's
fees. The City of La Quinta shall have the right to select its defense counsel in its sole discretion.

The City of La Quinta shall promptly notify the applicant of any claim, action, or proceeding and
shall cooperate fully in the defense.
2. The applicant is required to obtain permit approval for interior modifications from the Building
Department and Riverside County Fire Department.
3. Fire Department conditions:
A. The existing fire sprinkler system will need to be modified. Fire sprinkler permit is required
from the Office of the Fire Marshal before any work is performed.
B. Prior to building permit issuance, inventory of the chemicals including medical gases shall
be provided to the Fire Department. Safety data sheets of each material shall be provided
with the inventory.
C. Medical Gas Equipment Plan: Prior to building permit issuance, a medical gas equipment
plan shall be submitted for review and approval by the Office of the Fire Marshal. This plan
shall include details of the storage area and amounts of compressed gas, piping, valves and
warning signs.
D. Additional conditions of approval may be applicable and will be determined after the Office
of the Fire Marshal reviews a building plan.
4. Installation of exterior signage requires a separate permit application to be submitted to the
Planning Department.
5. Operations shall be consistent with the statement of operations and floor plan on file.
This decision may be appealed to the Planning Commission by any party who submits the necessary
paperwork and filing fee this office within 15 days of the date of approval of this permit. Should you have

To Whom It May Concern,
St. Francis Pet Hospital will operate as a full -service veterinary hospital providing both general
practice and urgent care services for companion animals. Our scope of services will include:
Preventive and wellness care, including physical exams, vaccinations, parasite
prevention/control, and diagnostic testing.
• General surgical procedures, including spay/neuter, mass removals, dentistry (including
dental radiography and cleanings), and other routine soft tissue surgeries.
• Urgent and emergency care for conditions such as bite wounds, gastrointestinal foreign
bodies, acute illness, and other emergent medical or surgical cases.
Hours of Operation: The hospital will operate approximately 7:00 AM to 8:00 PM, seven days
per week, to accommodate both routine appointments and urgent walk-in needs.
Staffing: I, Dr. Catherine Gilabert, DVM, am the owner and primary veterinarian on duty. The
hospital will employ 4-5 full-time staff members to support daily operations, including a
combination of Registered Veterinary Technicians (RVTs) and support staff (e.g., veterinary
assistants, client service representatives). We will also contract with relief veterinarians as
needed to ensure appropriate coverage. My sister, currently enrolled in veterinary school and
anticipated to graduate in 2027, is expected to join the practice thereafter.
Licensure, Permits, and Postings:
• The hospital will obtain and maintain a California Veterinary Medical Board (VMB)
Veterinary Premises Permit.
• DEA registration for controlled substances will be maintained under Dr. Catherine
Gilabert, DVM (owner).
• All required state and federal licenses/permits applicable to hospital operations will be
maintained and posted as required, including veterinarian and RVT licenses and other
relevant registrations/permits.
Equipment: The hospital will utilize standard veterinary diagnostic and treatment equipment,
including digital radiography (X-ray), ultrasound, dental equipment, and
surgical/anesthesia equipment, as well as in-house diagnostic and laboratory support tools as
applicable.
Hazardous Materials and Waste Handling:
• Sharps (needles, scalpel blades) will be disposed of in approved sharps containers and
managed through appropriate regulated waste disposal.
• Laboratory and medical chemicals (including stains and related materials),
disinfectants, and other hazardous materials will be stored and disposed of in accordance
with applicable requirements.
• Expired medications (including any regulated pharmaceuticals) will be handled and
disposed of appropriately in compliance with applicable regulations and best practices.
