Our firm has more than 37 years of experience serving public agencies throughout California, SSA has built a strong reputation for delivering thoughtful, responsive, and technically sound design solutions for parks, streetscapes, civic spaces, recreational facilities, and public infrastructure improvements. Our firm’s main office is located at 303 Potrero Street, suite 40-C, Santa Cruz, California 95060. The office that would primarily service the City of La Quinta is our satellite office located in Garden Grove, California, operated by Robert Trautman. This Southern California presence allows our team to provide responsive service, attend meetings and site visits efficiently, and coordinate closely with City staff throughout the duration of on-call assignments. SSA understands the importance of providing reliable, flexible, and collaborative professional services under an on-call contract arrangement. Our team is experienced in supporting municipalities with a wide range of project types and task orders, from conceptual planning and design through construction documentation, permitting, bidding, and construction administration. We pride ourselves on maintaining clear communication, practical design approaches, and responsiveness to agency schedules and budgets. All information and pricing provided in this proposal shall remain valid for a period of not less than ninety (90) days from the date of submission. There is no litigation pending that would affect our ability to perform services for the City of La Quinta. Furthermore, SSA has never had a contract terminated by a client due to the performance of our work. We have never defaulted on a contract and we have met all contractual expectations tasked to us. OBJECTIVES AND APPROACH We understand that the City of La Quinta is seeking proposals from qualified firms to provide on-call landscape architectural services. SSA has a design team that can help the City fulfill future project needs. Our approach is to bring all stakeholder groups to the table at the project inception, and use open lines of communication to keep them involved throughout the process in order to garner consensus and create project support. The project scope will determine critical stakeholder groups to work with early on in the process and could include neighbors, parent groups, jurisdictional agencies, and specialty groups. They will all have specific concerns, requests, questions, and contributions to make. Seven Seas Park, Sunnyvale, CA STATEMENT OF QUALIFICATIONS City of La Quinta | On-Call Landscape Architectural Services | 11 STATEMENT OF QUALIFICATIONS OVERVIEW & APPROACH PROJECT UNDERSTANDING SSA Landscape Architects understands that the City of La Quinta is looking for a consultant team that can provide dependable, responsive support across a wide range of landscape and irrigation improvement projects. Based on the scope outlined in the RFP, we recognize that the City needs a team that can move projects forward efficiently, communicate clearly with staff and stakeholders, and provide practical solutions that are both visually appropriate and maintainable over the long term. Our approach to on-call services is straightforward: be accessible, stay organized, and provide high- quality work that makes the City’s job easier. We understand that on-call assignments often involve varying schedules, shifting priorities, and quick turnaround times. SSA is accustomed to working in that environment and understands the importance of responsiveness, flexibility, and consistent communication throughout the life of a project. We also understand that many of these projects will require coordination between multiple City departments, utility providers, regulatory agencies, and community groups. Our team is comfortable working collaboratively with Public Works, Planning, Engineering, Facilities, CVWD, homeowners associations, and other stakeholders to keep projects moving efficiently while incorporating feedback throughout the process. Because landscape and irrigation improvements in the Coachella Valley come with unique environmental and water use considerations, our design approach places a strong emphasis on water efficiency, long-term durability, and desert-appropriate planting design. We focus on creating landscapes that are attractive, functional, and maintainable, while supporting the City’s water conservation goals through thoughtful plant selection, hydrozoning, and efficient irrigation design. SSA also places a strong emphasis on producing clear, coordinated construction documents that are practical and easy to implement in the field. We understand the importance of preparing accurate plans, specifications, and cost estimates that align with public bidding requirements and minimize unnecessary construction issues. During bidding and construction, our team remains actively involved by responding to RFIs, reviewing submittals, conducting construction observations, and assisting with punch lists and project closeout as needed. SCOPE The following Scope of Work represents the range of services that may be provided by SSA Landscape Architects, Inc. under the on-call professional services contract. The specific scope, deliverables, and level of effort for individual assignments will be determined by the City on a task-order basis. SSA Landscape Architects, Inc. understands that the City of La Quinta may require a range of landscape architectural, irrigation, and construction support services under this on-call contract. The following scope of work is based on the tasks identified in the Request for Proposals and represents the typical services that may be provided on a task-order basis as authorized by the City. Task 1 – Meetings, Presentations, and Coordination SSA will attend meetings and provide coordination support throughout the duration of individual task orders as requested by the City. Services may include: 1. Attendance at meetings with City staff, advisory boards, commissions, neighborhood groups, utility providers, and City Council 2. Preparation of presentation materials, exhibits, and agenda support documents 3. Coordination with City departments and project stakeholders 4. Preparation of meeting agendas and meeting summaries as needed Deliverables may include: • Meeting exhibits and presentation materials • Agendas and meeting summaries • Coordination correspondence and supporting documentation Task 2 – Feasibility Studies and Existing Conditions Evaluation SSA will prepare feasibility studies and evaluate existing site conditions for new, renovation, and alteration projects. Services may include: 1. Site reconnaissance and field verification 2. Evaluation of existing landscape, irrigation, grading, and hardscape conditions 3. Identification of site constraints and opportunities 4. Documentation of publicly owned right-of-way landscape conditions 5. Preliminary recommendations regarding project feasibility, constructability, and implementation Deliverables may include: • Existing conditions exhibits • Feasibility memoranda and supporting documentation • Site inventory documentation • Preliminary planning exhibits City of La Quinta | On-Call Landscape Architectural Services | 13 Task 3 – Landscape Themes and Concept Development SSA will develop conceptual landscape themes and preliminary design concepts consistent with the City’s aesthetic character and water conservation goals. Services may include: 1. Preparation of conceptual landscape plans 2. Development of drought-tolerant and climate-appropriate planting concepts 3. Preliminary irrigation and hydrozoning concepts 4. Selection of landscape materials and site amenities 5. Preparation of conceptual graphics and visual exhibits Deliverables may include: • Conceptual landscape plans • Preliminary planting palettes • Concept graphics and exhibits • Color presentation materials Task 4 – Community and Stakeholder Coordination SSA will assist the City with coordination and outreach efforts involving homeowners associations, neighborhood groups, and other project stakeholders. Services may include: 1. Participation in community meetings and workshops 2. Presentation of conceptual and preliminary designs 3. Collection and incorporation of stakeholder feedback 4. REFERENCES DE ANZA PARK The City of Sunnyvale hired SSA to provide landscape architectural and engineering services for several existing City Parks in need of rehabilitation. The parks included Washington Park, Victory Village Park, Encinal Park, De Anza Park, Ponderosa Park, Baylands Park, and Greenwood Manor Park. De Anza Park upgrades completed 2024. De Anza Park is a large playground located off Lima Drive that contained sand and deteriorated resilient surfacing with play equipment installed in 1993. SSA created an “adventure” playground through the use of blue rubber surfacing resembling the ocean and green elevated “islands” that serve as play features in and of themselves. The play equipment chosen reinforces the adventure theme with ample opportunities for climbing, swinging, sliding, spinning, and exploring, and works with the unique topography of the playground. Changes in surfacing from poured-in-place rubber surfacing to engineered wood fiber add interest to the park and serve as a cost-saving measure. Adjacent to the plaza, a central trailhead leads to a new ADA trail with an amphitheater, two large shade structures for group picnics, and “U-pick” fruit orchards and vegetable plots available at no cost to visitors. ANTONELLI POND SSA Landscape Architects was hired by the Land Trust of Santa Cruz County to design an accessible trail on either side of Antonelli Pond in Santa Cruz, CA in compliance with California State Park accessibility guidelines. This project builds upon an existing trail system and creates a .4 mile, fully accessible surface using pervious concrete and GraniteCrete paving materials, fitting of the natural environment at Antonelli Pond. Deconstruction of an existing non-compliant dock structure and riparian mitigation efforts were included in the project, pursuant to issuance of a watercourse development permit from the City of Santa Cruz, a report of Waste Discharge for the Regional Water Quality Control Boards (RWQCB), and a Streambed Alteration Agreement with the California Department of Fish and Wildlife (CDFW). SSA worked closely with the Land Trust and Biotic Resource Group to keep design elements above the mean high water line while limiting disturbance to the existing riparian communi- ty. The project gives the community of Soquel a place to appreciate the natural environment in the middle of an otherwise urban environment and provides a safe place to travel for pedestrians, bicyclist and students traveling to and from school. The connections this trail provides through the core of Soquel Village were included in the original 1991 Soquel Village Plan. Phases 2 and 3 include a new pervious concrete path from the Heart of Soquel Plaza Park (completed in 2015), along the Soquel Creek, to the pedestrian bridge behind Soquel Elementary School. The project also includes an elevated boardwalk, 3 creek overlooks and rest areas, habitat restoration and planting, trail heads, drainage improvements, fencing, interpretive signage, public art, and lighting. During the project SSA met with an Advisory Committee comprised of stakeholders from Hollister and San Juan Bautista, school districts, regional economic and transportation agencies, and various community organizations and held community workshops to gather suggestions and ideas regarding the goals, concepts, trail routes, and amenities of the proposed River Parkway. Input from these various workshops and meetings were incorporated into the goals and concepts presented in the final River Parkway Master Plan Report. SUBCONTRACTING SERVICES SSA has never received a claim for any project, public or private. There is no litigation pending that would affect our ability to perform services for the City of La Quinta. Furthermore, SSA has never had a contract terminated by a client due to the performance of our work. We have never defaulted on a contract and we have met all contractual expectations tasked to us. We comply with all local, state, and federal regulations in all of our projects. SSA takes no exceptions to the City of La Quinta standard agreement and meets or exceeds all insurance requirements. 9.
