Dear Carley,
On behalf of Hermann Design Group (HDG), I am pleased to present this proposal to
provide on call landscape architecture services to the City of La Quinta for a variety
of landscape improvements within the public right-of-way (or other City property has
requested). Our team has been working with the City and its various boards, commissions,
and City Council for many years on a full -range of projects. We have all the experience
required to move your projects through the public process and provide you with
landscape architectural services on an on -call basis. If selected, the scope of our services
will include preparation of feasibility studies for new, renovation and alteration projects.
Of particular importance is that we have worked closely in recent years with the City to
design the Desert Efficient and Desert Oasis landscape themes that have a variety of
water consumption categories. We created the five year plan for the Landscape and
Lighting District in North La Quinta and have successfully completed the projects assigned
to our firm on -time and within budget.
Additionally, we were the design team lead for the SilverRock Park at Talus, a venue that
has become an attractive community asset. As a resident of La Quinta, my family and I
are thankful for the opportunities that the park provides for outdoor concerts, events, and
passive recreation.
HDG is a multi -disciplinary landscape architecture and planning firm that specializes
in park planning and municipal projects. We are recognized as a leading landscape
architecture firm with offices in Palm Desert and Riverside that serve the entire Inland
Empire. As a company, we have over 30 years' experience designing in the Coachella
Valley. Our staff has a very good working relationship with the other local agencies that
would potentially be involved in City of La Quinta projects, specifically CVWD and the
Riverside Agricultural Commission. In addition, we understand the design and planning
process required to meet the consistent level of quality required by the world-renowned
City of La Quinta. When the City asks us to engage neighborhood groups to build
consensus through workshops and town hall style meetings, we will be there; our offices
are only fifteen minutes away from City Hall.
As principal -in -charge for the City, I will guide the design process from inception to
completion as the primary point of contact. My home is within walking distance to City
Hall, and I am honored to serve this great City.

Mr. Estrada has steadily assumed positions of greater responsibility and leadership. Starting out as
a project designer with RHA Landscape Architects -Planners, Inc. in 1994, he is now principal and
vice president of Hermann Design Group, Inc.
Jose has been an integral part of Hermann Design Group since 1999, and he heads up our
production office in Riverside. He has established a professional aptitude in irrigation and
landscape design, and he is able to direct a project at all stages of development. His extensive
experience in the preparation of construction documents and field work experience allows for a
complete design process from the schematic level to final design. Jose is bilingual, speaking both
English and Spanish, making him invaluable in the field. This ability to communicate in the field aids
in explaining the design thought process, resulting in a more successful installation. Mr. Estrada's
ability to work independently and his attention to follow-through make him a valuable asset to
any project team.
Jose has a wide diversity of experience in projects including public works projects, commercial,
urban development, golf course development, and institutional projects. He is an experienced
designer of LEED-certified projects.
He has provided design services for a large variety of clients throughout Southern California
with work within the cities of Los Angeles, Perris, Menifee, Riverside, Indio, La Quinta, Palm Desert,
Rancho Mirage, and Coachella.

In his tenure at Hermann Design Group, Opus has become a key designer and indispensable
leader with project management skills. Opus combines his understanding of plant material,
maintenance, horticulture experience, and natural artistic talent with invaluable technical skill.
He is responsible for HDG CAD operations and systems management, providing guidance and
mentorship to emerging designers. Opus has comprehensive experience designing projects
in the public sector such as parks, trailheads, and capital improvement projects in addition to
noteworthy commercial and residential developments.
When Alta Planning + Design contacted us in 2015 to assist locally with the landscape design of the
CVLink, Opus worked alongside Chris Hermann on the design work, eventually taking over as the
lead contact for with Alta. Also starting in 2015, Opus has served as the project manager for the
improvements included in the City of La Quinta's multi -year North Landscape and Lighting District
Renovation Plan. In his role as project manager, Opus has produced numerous turf removal and
landscape redesign plans for various basins, streetscapes, parkways, and medians throughout
La Quinta. Several of these projects include Rancho Ocotillo, Acacia, Del Oro, Quinterra, and
Highlands. His experience overseeing long-term city-wide capital improvement projects has
provided him with the knowledge necessary to maximize project efficiency and create a sense
of design cohesion.

Kristin heads up our quality assurance program and coordinates the diverse
facets of each project. She served as the construction administrator on the
Rancho Mirage Community Park Expansion, acting as a liaison between the
City and the contractor from bid opening through final walk through. She is
currently assisting in the construction administration for the Indio Sports Park
Phase I construction. Kristin will provide plan checking, specification writing,
and bid document preparation. Additionally, Kristin heads our "back office"
and takes care of financial and contractual elements.
FRANCISCO SANCHEZ
SENIOR DESIGNER (PALM DESERT OFFICE)
Joining as a designer in 2020, Francisco quickly proved to be a vital asset to
Hermann Design Group. With a Bachelorof Science in Landscape Architecture
from Cal Poly Pomona and a demonstrated proficiency in 3D, color, and
perspective renderings, Francisco has contributed to a diverse range of
projects at HDG. While focusing primarily on residential design, he also plays
a role in supporting project managers and senior designers on municipal
projects. Fluent in both Spanish and English, Francisco has enhanced the
ability to communicate effectively with Spanish-speaking communities in the
Southern California region. Francisco is also a member of The City of Palm
Desert Architectural Review Committee.
JUAN LEON
DESIGNER (PALM DESERT OFFICE)
Juan originally joined the HDG team in the summer of 2023 as an intern. He
officially joined the team full time after graduating From Cal Poly Pomona in
May of 2024 with a Bachelor of Science in Landscape Architecture. Juan also
has an Associates in Environmental Horticulture from the College of the Desert.
Juan's passion and understanding for plant material and maintenance stems
from his years of experience in the field working for his families landscape
company. This experience has helped Juan contribute to design work and
site plans for various HDG projects. Juan's fluency in both Spanish and English
has assisted the HDG team in communicating and connecting with Spanish-
speaking communities.

Michael joined the HDG team in 2024 as a project -specific senior civil engineer,

Based in the Riverside office, Pamela joined our firm in December 2023. Upon
graduating from Cal Poly Pomona with a Bachelor of Science in Landscape
Architecture in 2020, Pamela worked several years as a landscape designer
specializing in 3D modeling for a pool contractor in San Dimas. Her passion
for designing sustainable and functional landscapes brought her to Hermann
Design Group. Pamela is bilingual in both Spanish and English, and she has
exhibited a keen design sense in her time with us. Pamela is currently pursuing
her Certification in Landscape Irrigation at Mt. San Antonio College.
FRANK FERNANDEZ
DESIGNER/DRAFTSPERSON (RIVERSIDE OFFICE)
Our most recent addition to the team, Frank joined our firm in May 2026.
A graduate of Cal Poly Pomona with a Bachelor of Science in Landscape
Architecture, Frank worked for a well-known Upland landscape architecture
firm for over 15 years and most recently worked as a freelance designer. We
are excited to have a teammate with Frank's breadth of experience. Frank is
also bilingual in Spanish and English.

Angela joined the HDG team in February 2025 to assist in office management

HDG prepared a multi -year plan for turf removal and landscape improvements in the North
La Quinta Landscape and Lighting District. Approximately ten acres of turf will be removed
saving over 25,373,049 gallons of water per year for median and parkway areas surrounding
11 communities.
Existing trees that were healthy have been preserved using an irrigation technique that has
proven to be 100% successful in the desert heat where trees were accustomed to surface
water from turf and converted to deep watering. All shrubs were placed on individual
drip emitters and flow sensors, master valves, and the Rainbird IQ system for controller
programming. Both cellular and radio service are used to daisy -chain the controller together
for control by the City.
The landscape design utilizes a "desert oasis" palette and plant spacing is grouped for
easier maintenance. The creative use of three rock sizes and colors with boulder accents
creates interest, contrast, and movement in the ground plane. For every three trees removed,
a new tree was installed. Median design included the used of date palms to enhance
neighborhood entries and create a cohesive connection to surrounding streets.
The project required research of existing utility providers, applications for turf removal rebates
from the water district, and surveying existing conditions in the field to establish demolition
and removal plans. In addition to design and working drawings, the City required HDG to
prepare all City bid documents, bid schedules, and provide field observation services.

The City Council established an Ad -Hoc SilverRock Event Site Committee consisting of a
Council Member, a Community Services Commissioner, and a Planning Commissioner.
Four meetings were held with multiple follow-up meetings between members and
stakeholders to identify programming options and translate them into design concepts
for the 14-acre site. The committee prioritized the amenities and needs for each phase
of the project and arrived at a solution that includes an amphitheater area, water
feature, restrooms, art nodes, lighting, parking, and walkways for events such as art
festivals, car shows, and food and wine festivities.

SILVERROCK VENUE SITE
Upon arrival to a palm tree -lined entry drop-off that features interlocking pavers, visitors to the
site will be engaged with an experience that captures the essence of La Quinta. Walkways
are artfully carved into rolling terrain that lead in several directions around a water feature
that flows through the park site from an existing lake on the north side of the property. A
butterfly garden to the north provides a destination from the south as the community takes
in art installations within the open space and adjacent to walkways. As the sun sets in the
evening, the color -changing lights on the entry palms that flank the amphitheater enliven
the park to another level of excitement.

In 2021, Hermann Design Group had the privilege of working with the City of Indio
on the development of the master plan for the Indio Sports Park. The project was
awarded $8.5 million in grant funding from the State of California to fulfill the initiative

concertwith the City to facilitate community -based planning to satisfy the community
engagement criterion. Written surveys were used to initiate the process and determine
the community's needs.
On -site and virtual workshop meetings were held to provide Indio residents with the
opportunity to give feedback on the design process and to encourage feedback on
desired park features and amenities. By fostering an environment in which community
members could freely share their opinions on proposed park features in addition to
sharing ideas of their own, we received invaluable input that inspired the planning
and design for the Indio Sports Park.

HIGHWAY 1 1 1, INDIO BLVD., AND JEFFERSON OVERPASS MEDIAN ENHANCEMENTS 2021 - 2024
HDG prepared the designs for five medians along Highway 1 1 1 and one at Jefferson Street
and Indio Boulevard that followed an established theme for the entire corridor. The design
of the overpass median provides a unique rock design to allow for significant date palm
planting, metal sculptures, lighting, and City signage. The Jefferson Street overpass is a
2025 APWA B.E.S.T. award winner for the Southern California chapter in the Creative and
Innovative category. Plans included master planning and construction documents that
were bid within the budget.

HDG worked with Fairway Irrigation Design and The Altum Group to provide the City of Palm
Desert with new greens, tees and landscape enhancements. Twenty seven acres of turf
was removed between the two courses. Greens were cored to a depth of approximately
6", restored with mini Verde grass to their original size and contours using the latest in
technology and agronomic practices. The tenth tee was relocated to enhance play and
landscape enhancements were made in prominent locations. The planting design reflects
the original desert theme and pays respect to the original course master plan created by
Hurdzan Golf Design.

The goal for the Rancho Mirage Amphitheater was to develop a memorable venue for a
variety of performances that did not detract from the existing experience of the park. To
accomplish this, the amphitheater nestles into the site to take advantage of local mountain
views. The stage and lower bowl seating area recess below grade, allowing the visible
scale of the venue to be respectful of the neighborhood. Interesting landscaping material,
specimen trees and a building design that emerges from the earth tie the architecture into
the park setting the atmosphere. The result: a space that functions as both amazing park
space and performance venue.
In addition to the amphitheater, the project included a promenade, parking area, pickle
ball courts, exercise stations, play area, and Armed Services Memorial. The expansion area
added three acres to the original seven acre park that is adjacent to the Whitewater Wash.

TYPICAL PROJECT APPROACH
Based on the service understanding listed above, HDG will be available on -call to meet with the City
and provide a scope of work for each assignment. After an initial scoping meeting with City staff, we will
prepare a project proposal that describes the scope of work and a detailed fee breakdown illustrating
hourly rates, personnel assignments, and hours to complete the work based upon pre -approved fee
schedules. A project schedule will be developed for each project which accommodates time for Staff
review and City Council approval.
The design process will be fluid and provide for opportunities to have both staff and neighborhood input
whenever necessary. The format of these meetings will be discussed, and a strategy plan put together
to make sure that the topic is clear, direction is focused, and the outcome predictable to move the
design forward. The goal will be to make sure that the community knows that the City has prepared the
most strategic, creative, and cost-effective solutions for the long-term maintenance of these landscape
areas. Cost estimating will be done in-house because we are familiar with the current bid climate and
have built relationships with the landscape contractors who would install this work. Value engineering
recommendations will be made to bring projects within budget if necessary.
Upon approval of a design and the budget, we will provide clean and easily biddable construction
documents. In house services include program development, design, and construction drawings for
site furnishings, play areas, hardscape, landscape, technical studies/specifications, project budgeting,
and irrigation. Additionally, Hermann Design Group will provide field observation services as needed to
ensure installation and maintenance is in accordance with the design policies and standard plans.
Our design approach will involve close communication with the City. We will work to maximize each
design area's potential for improvement in design character, theme, and maintenance. Our staff's
familiarity with the City, local presence, and experience with working through aspects of projects allows
us to work quickly and efficiently through the design and approval process.

TYPICAL SCOPE OF SERVICES
I. PROJECT INITIATION
Project Kick -Off Meeting - HDG will facilitate a project kick-off meeting with City Staff , the
HDG team, and any additional on -call consultants or subconsultants that may be required for
the project.
Project Schedule - Based on input from City Staff and the input from the kick-off meeting,
the initial project schedule will be developed which accommodates time for Staff review and
City Council approval. This schedule will be updated as necessary throughout the life of the
project.
II. PRELIMINARY PLANNING
Site Visit and Review — Hermann Design Group will review the existing site conditions for
grading issues, utilities and other existing site improvements.
Base Sheets — We will develop base sheets from City archives, topography, and field
measurements. The City will provide existing as -built street improvement plans, if available
in the archives.

Utility Information — HDG will provide utility coordination, identifying the points of connection
and contacting all utility companies serving the area, requesting information for the location
of their underground lines. We will obtain the necessary clearance from the affected utility
providers and will procure utility agreements if necessary.
Conceptual Planting — HDG will prepare a conceptual landscape plan for review by
staff. Upon review and refinement of the concept, we will prepare a planting plan for the
project site with a legend that calls out plant material by Latin and common names. Photos
of proposed plant material will be included as part of the presentation. After meeting and
review of comments by the City, we will prepare a final color rendered preliminary plan for
presentation.
Color Rendering — HDG will provide a PhotoShop rendering that illustrates the proposed
landscape design concepts. We will provide a concept review, a 100% check and final approval
of each rendering. Said rendering will be in color and shall be isometric, providing the illusion
of depth.
Opinion of Probable Construction Cost - We will prepare a preliminary opinion of probable
construction cost of the preliminary plan for use by the City. The opinion of cost will identify
appropriate bid items and quantities. Costs reflected will be based on historical cost indices
for the particular item.
III. FINAL DESIGN SERVICES
Upon receipt of approval of the preliminary planning portion, we will commence preparation of
the construction documents. The plans will continue the concepts of low maintenance, vandal
resistance, and attractive and practical design solutions.
Cover Sheet/Title Page - HDG will create a cover sheet for the plan set that states the project
name and number, City contact person and address, provides a list of consultants (if applicable),
a vicinity map, site map, sheet index, and City general notes with the City's title block.
Demolition Plan - We will prepare a demolition plan that illustrates existing plant material,
hardscape elements, and any existing site elements to be removed or to remain. Quantities
will be called out with specific notes and directions for the contractor's understanding of the
work.
Construction Plan and Details - This plan will locate by dimension site improvements and site
furnishings in plan view with dimensions. Details and selections of materials are included.
Planting Plan and Details - Complete planting plans with necessary details will be provided.
Plant suitability, maintainability, drought resistance, and reliability will be considered.
Irrigation Plan and Details -This plan will iIIustratethe location ofaII new irrigation components
to be installed and indicate existing irrigation components to remain (if applicable). Systems
will be designed to accommodate reclaimed water, if requested. Details will be provided as
required. Vandal resistance, durability, serviceability, reliability, water conservation, and
efficiency will be key components of the irrigation design.
Irrigation water budget calculations are included. CVWD submittal and approval are included,
as are plan check comments relative to gaining approval.
Turf Removal and Irrigation Rebate Application(s) - If applicable to the particular job, HDG will
draft the application(s) and assist in submitting and gaining approval from CVWD for available
turf removal and irrigation rebate(s).

Opinion of Probable Cost - We review and update the existing opinion of probable cost and
discuss final budgeting with staff. The opinion of cost will be coordinated with the bid schedule
contained in the Construction Specifications and Bid Documents. Costs will be based on the
historical cost indices associated with the particular bid items.
Construction Specifications and Bid Documents - Detailed project description, preparation
of bid schedules, bid item descriptions, payment methods, special provisions, technical
specifications, and any specification detail sheets or standard plans for the items covered
under this scope of work will be provided.
IV. AGENCY APPROVAL
HDG will submit to the City all plans, specifications, estimates, and/or other necessary
documents required to obtain approval. The following plan check submittals are anticipated:
• First Review Conceptual/Preliminary Plan Review
• Second Review 65% Check - Plans
• Third Review 90% Check - Plans and Specifications
• Fourth Review 100% Check - Plans and Specifications (Screen Check)
We will make revisions as required by the City and resubmit plans for approval. Final plans
will be submitted to CVWD and Riverside County Agricultural Commission for approval. All
plan check comments by governing agencies will be addressed to obtain approval.
All approved plans will be provided to the City as PDFs and in the requested AutoCad version.
Specification documents, including technical specifications, will be provided in Microsoft
Word for Windows format. The opinion of proposal cost will be provided in Excel for Windows
format.
V. GENERAL SERVICES
HDG will provide the necessary project management throughout the life of the project
including managing the project schedule, facilitating meetings as appropriate, visiting the
site as needed during the design process, and managing the project team. Typically, three
meetings with City Staff would be anticipated, but this will be based on the scope of the
particular project and will increase if needed.
VI. BID AND CONSTRUCTION PHASE SUPPORT
Pre -Bid Meeting - Should the City determine a pre -bid meeting is necessary for the project,
we will attend the pre -bid conference and answer questions.
Bid Solicitation - We will provide bid assistance in answering questions (RFIs) from prospective
bidders and provide clarification on our plans as necessary.
Construction Observation Services - HDG will provide construction observation services upon
request by the City. Typically, the following construction observations are recommended:

Our management team for the City typically consists of Chris Hermann, Principal
Landscape Architect, Opus Garza, Project Manger, and Jose Estrada, Lead Irrigation

The need for subconsultants is evaluated for each project we propose on with
the City of La Quinta. When the need arises for civil engineering, surveying, or
geotechnical engineering services, we work in concert with the City's other on -
call consultants.
However, from time -to -time, we have found the need to request subconsulting

Project Experience
Palm Springs Downtown Park, Palm Springs, CA. Redevelopment of
a 2-acre community park. Scope of work includes electrical power and
lighting for the main park and public restrooms to facilitate normal and
special event requirements as well as power for all signage throughout
the park. Additionally mechanical exhaust systems for new restrooms and
storage rooms, as well as plumbing for restroom fixtures and hot/cold
water systems were designed.
Mission Springs Park, Desert Hot Springs, CA. The project included the
electrical engineering for a 12.5-acre soccer sports park which included
parking lot lighting, pathway lighting, and sports field lightin An
electrical service with distribution to serve the concession building and all
lighting.
Lions Park, Banning, CA. Electrical engineering design for a 7-acre soccer
sports park which included parking lot lightingq, pathway lighting and
sports field lighting. Additionally, an electrical with distribution to
serve the lighting.
White Water Park, Rancho Mirage, CA. The project included the electrical
engineering for a 6-acre park which included general lighting, sports
lighting and pathway lighting. An electrical service with distribution to
serve the restroom buildings and sports lighting. Pathway lighting was
designed with off -grid photovoltaic (PV) lighting.
Freedom Park, Palm Desert, CA. The project included the electrical
engineering for a 21.5-acre park which included general lighting for
parking lot and playground sports lighting for soccer and baseball
fields, and all pathway and landscape li hting. An electrical service with
distribution to serve the restroom buildings and all lighting.
Marshall Park, San Gabriel, CA. The project included the electrical
engineering fora 3.5-acre park which included pathway lighting,
playground lighting, and sports field lighting. An electrical service with
distribution to serve the concession building and all lighting.
Colonel Paige Soccer Fields, La Quinta, CA. The project included the
electrical engineering for a 10-acre soccer sports park which included the
soccer field lighting. An electrical service with distribution to serve the
lighting.
La Quinta Middle School Sports Field Lighting, La Quinta, CA. The
project included the electrical engineering for a 16-acre baseball and
football sports park which included the sports field lighting. An electrical
service with distribution to serve the lighting.
University Park, Palm Desert, CA. The project included the electrical

Hermann (HDG) respectfully requests the following revisions to the "Agreement for Contract =
Services" as contained in the RFP for On -Call Landscape Architecture Services. Items requested M
to be removed are in red and those to be added are in blue. These items have been approved 77
previously by the City attorney in regard to our contracts.
1.1 Scope of Services. In compliance with all terms and conditions of this D
Agreement, Contracting Party shall provide On -Call Landscape Architectural Design Z
Services, as specified in the "Scope of Services" attached hereto as "Exhibit A" and Z
incorporated herein by this reference (the "Services"). Contracting Party represents aad 0
wa te that Contracting Party is a provider of fiFSt Glass professional work and/or M
services and Contracting Party is experienced in performing the Services contemplated —
herein and, in light of such status and experience, Contracting Party covenants that it Z
shall follow industry standards in performing the Services required hereunder, and that
all materials, if any, will be of good quality, fit for the purpose intended. For purposes of G)
this Agreement, the phrase "industry standards" shall mean those standards of practice 77
recognized by one or more fi�t Glass professional firms performing similar services under O
similar circumstances. C
1.5 Familiarity with Work. By executing this Agreement, Contracting Party
w^tS covenants that (a) it has thoroughly investigated and considered the Services to
be performed, (b) it has investigated the site where the Services are to be performed, if
any, and fully acquainted itself with the conditions there existing, (c) it has carefully
considered how the Services should be performed, and (d) it fully understands the
facilities, difficulties, and restrictions attending performance of the Services under this
Agreement. Should Contracting Party discover any latent or unknown conditions
materially differing from those inherent in the Services or as represented by City,
Contracting Party shall immediately inform City of such fact and shall not proceed except
at Contracting Party's risk until written instructions are received from the Contract Officer,
or assigned designee (as defined in Section 4.2 hereof).

F.1 Indemnity for the Benefit of City.
a. Indemnification for Professional Liability. When the law establishes a
professional standard of care for Contracting Party's Services, to the fullest extent
permitted by law, Contracting Party shall indemnify, protect, defend (with counsel
selected by City), and hold harmless City and any and all of its officials, employees, and
agents ("Indemnified Parties") from and against any and all claims, losses, liabilities of
every kind, nature, and description, damages, injury (including, without limitation, injury
to or death of an employee of Contracting Party or of any subcontractor), costs and
expenses ^f and incurred, whether actual, alleged or threatened, including, without
limitation, incidental and consequential damages, court costs, attorneys' fees, litigation
expenses, and fees of expert consultants or expert witnesses incurred in connection
therewith and costs of investigation, to the extent same are caused in whole or in part by
any negligent or wrongful act, error or omission of Contracting Party, its officers, agents,

agreement. With respect to the design of public improvements, the Contracting Party shall

a location other than that specified in Exhibit A without the written consent of the
Contracting Party.
b. Indemnification for Other Than Professional Liability. Other than in
the performance of professional services and to the full extent permitted by law,
Contracting Party shall indemnify, defend (with counsel selected by City), and hold
harmless the Indemnified Parties from and against any liability (including liability for
claims, suits, actions, arbitration proceedings, administrative proceedings, regulatory
proceedings, losses, expenses or costs of any kind, whether actual, alleged or
threatened, including, without limitation, incidental and consequential damages, court
costs, attorneys' fees, litigation expenses, and fees of expert consultants or expert
witnesses) incurred in connection therewith and costs of investigation, to the extent where
the same arise out of, are a consequence of, or are in any way attributable to, in whole
or in part, the performance of this Agreement by Contracting Party or by any individual or
entity for which Contracting Party is legally liable, including but not limited to officers,
agents, employees, or subcontractors of Contracting Party.
d. Indemnification Provision for Desian Professionals.
1. Applicability of this Section F.1(d). Notwithstanding Section F.1(a)
hereinabove, the following indemnification provision shall apply to a Contracting Party
who constitutes a "design professional" as the term is defined in paragraph 3 below.
2. Scope of Indemnification. When the law establishes a professional
