Dear Ms. Escarrega and Members of the Consultant Selection Evaluation Panel:
Community Works Design Group (CWDG), doing business as RHA Community Works, is pleased to submit our
statement of qualifications for professional On -Call Landscape Architecture Services for the City of La Quinta.
Having thoroughly reviewed your Request for Proposals and Addendum Number 1, we are highly confident
that our firm's deep roots in Southern California, combined with our direct local municipal experience, make
us the ideal collaborative partner to support La Quinta's Public Works Department.
Our firm is uniquely positioned to deliver efficient, "day -one" productivity under this on -call contract. RHA
Community Works brings a robust regional team of 20 dedicated professionals, including 12 licensed landscape
architects. We maintain an in-house team of Certified Access Specialists (CASp), irrigation design experts, ISA
Certified Arborist, Certified Playground Safety Inspectors (CPSI), and more. We are able to seamlessly perform
critical ADA accessibility audits, urban forestry health reviews, and strict Model Water Efficient Landscape
Ordinance (MWELO) compliance checks directly without the need for sub -consultants, ensuring rapid task
order turnaround times and unmatched technical accuracy.
Crucially, our team brings extensive, hands-on experience navigating the unique geographic, environmental,
and administrative realities of the Coachella Valley. We maintain active, highly successful on -call relationships
with your immediate regional neighbors, including:
• City of Indian Wells: Where we have spearheaded public infrastructure and community enhancement
initiatives, including our comprehensive design and implementation work on their Safer Streets Phases I &
II development projects and their upcoming Eisenhower Memorial Expansion at City Hall.
• Desert Recreation District (DRD): Our team continuously provides vital on -call services. Our familiarity
with DRD's recreational standards ensures that any upcoming park programmatic enhancements or
expansion initiatives we touch in La Quinta will cleanly align with regional park equity and programming
goals.
This immediate local footprint means we possess a sophisticated understanding of regional soil structures,
desert microclimates, and climate -adaptive native plant palettes. Furthermore, we bring a proven track record
of coordinating fluidly with local regulatory stakeholders, specifically including application processing, water
budgeting, and securing turf removal approvals through the Coachella Valley Water District (CVWD). We are
fully equipped to immediately advance La Quinta's top stated capital priorities, including the master planning
and execution of Citywide Irrigation Improvements, local Dog Parks, and targeted Park and Parkway Extensions.

RHA Community Works formally confirms the following parameters as mandated by the City's procurement
guidelines:
1. Validity of Proposal:
All information, staff classifications, and standard hourly rate schedules submitted within this proposal
shall remain entirely valid for a minimum of ninety (90) days from the submission deadline.
2. Conflict of Interest:
RHA Community Works officially declares that no principal, officer, or assigned staff member has any
active economic or personal conflict of interest with the City of La Quinta, its officials, or its municipal
operations.
3. Contractual Commitment:
We are prepared to enter into the City's standard Professional Services Agreement and firmly verify that
all key team personnel hold active California state licenses in good standing.
With our corporate headquarters located in Riverside and our established project footprint embedded across
the Coachella Valley, we stand ready to begin immediate work upon the contract effective date of July 1,

Site Specific Master Planning & Concept Development:
Our team excels at developing master plans and multi -phased developments. In addition to vibrant master plan documents
our team also develops photo realistic 3-D renderings as part of our design process to ensure a fully cohesive and integrated
site. This process allows us to make proactive design decisions for vertical plane elements. We find the 3-D visuals also help
garner excitement around important projects and are an integral tool for funding support. As a standard practice, we provide
scaled 3-D modeling to help the community understand how the proposed park improvements will actually appear, to help
identify any conflicts well ahead of construction.

Community Outreach:
RHA+CW recognizes the need for all voices in a community to be heard
and incorporated into thoughtful designs. Our team aims to ensure
all members of the community have the opportunity to participate in
community outreach and planning processes.
Our team is currently working on final touches for the design of Dolores
Huerta Park for the City of Fresno. As part of the preliminary design
process, CWDG, now doing business as RHA+CW worked with the City to
create a community outreach campaign in 4 different languages (Spanish,
Punjabi, Hmong and English), to best serve their community.

We employ what we call the "FUNnel" approach to take the multitude of
"wants" and narrow them down to a final concept that reflects the best
interests of the City and its constituents- and we do so in a FUN way! We typically start by gathering general information
by means of online and mail -out surveys ahead of the public design meetings, with ongoing input from the City, so that
we can begin to prepare informed design decisions to facilitate a conceptual design that reflects the community's interest
and not OUR interests. We focus on developing a strong sense of pride for each project by focusing on a placemaking that
incorporates the community's identity.

Meetings and Presentations:
Our team has experience presenting to a variety of City Staff, Boards and Commissions. Doug Grove, Scott Rice,
and Analicia Escobar -Gomez all have extensive experience presenting to special commissions, City Councils and
other committees. We also find commissions and committees are a great place for garnering project feedback
and support. It is often a good place to start soliciting feedback by going where people are already meeting.
Accessibility Consulting
We provide comprehensive Certified Access Specialist (CASp) services to help ensure your property complies
with applicable accessibility standards and regulations. Our evaluations identify potential barriers to access and
offer clear, practical recommendations for achieving compliance with the Americans with Disabilities Act (ADA)
and California accessibility codes. Whether for new construction, renovations, or existing facilities, we deliver
detailed reports, guidance on corrective measures, and support throughout the compliance process, helping
reduce legal risk while promoting inclusive and accessible environments for all users.
Feasibility Studies:
RHA+CW's most recent Feasibility Study was completed for the City of Ontario as part of our on -call services.
For this our team worked with the City to identify and prioritize park amenity renovations with accessibility and
available funding in mind.
Utility Search and Coordination:
Our team has extensive experience with utility coordination. In addition, our subconsultants, Design West
Engineering and Civil Engineers will assist these coordination efforts.
Contract Documents:
Our team focuses on constructibility by creating Construction Drawings that will include site plans and
details for all aspects of demolition, construction, civil, grading, planting, irrigation and specialty plans. Our
construction details are crafted from a constructibility standpoint, supplemented with item -specific notes that
reduce contractor "artistic license" and reduce likelihood of RFI's. Plans will identify recommended suppliers
and products, with emphasis given to local sources, sustainable concepts, recycled/ recyclable materials, and
durability of products. Each member of the RHA+CW team integrates their strengths, expertise and experience
to ensure the best designs and most complete, constructible, contract documents are completed on -time and
within budget for each project we take on.
Cost Estimating:
We regularly prepare detailed construction plans, details, specifications and estimates for park projects, and
strive to make our construction drawing packages the most biddable and buildable across the industry. Since
we perform Landscape Plan Check for various agencies, our finger remains on the pulse of the industry, and
are able to glean tips and tricks to making plans more readable, maintaining a good balance of notes and
clarifications without overwhelming the drawings with redundant information. We are regularly receiving bids
for various public work projects. Upon receiving the bid we also request from the two apparent low bidders
their unit prices. We incorporate these updated unit prices into our own in-house cost estimates. This allows
our firm to provide up-to-date cost estimates for our clients.

Permits:
Our team has first hand plan check experience which comes in handy when it comes time to assist the City in
obtaining approvals and/or permits from applicable agencies as needed. Our team has experience with the
permitting processes with USACE, MSHCP, CDFW, and SCAQMD.
Storm Water Best Management Practices:
We work with Civil Engineers who have extensive experience with designing using the principles of storm water
best management practices (BMP). RHA+CW has also worked on many park and trail projects that feature
unique and design integrated storm water BMP's. Our work with our teams also include WQMPs and SWPPPs
where applicable and required.
Environmental:
In addition to Analicia Escobar-Gomez's background with CEQA/NEPA Compliance for park planning and public
landscape projects, she also has background in facilitating AB52 Tribal Consultations.
Design Expertise: RHA+CW has successfully completed over 35 parks and recreation projects in the past five
(5) years. Our team stays up to date on water -wise landscaping and irrigation with our Certified Irrigation
Designer taking the lead in staying up to date with new techniques and technologies.
Leadership In Energy And Environmental Design
LEED certified and a leader in the design of energy efficient, water -wise parks and public spaces RHA Community
Works actively encourages the employment of environmentally friendly sustainable design principles. We
encourage clients to use green technologies and design principles to achieve innovative, resource conserving,
maintenance friendly public facilities which provide long term budget savings.
Plan Checking Services
We have provided plan -checking services to various agencies for over three decades and have experienced
licensed individuals on staff to provide this function. We have provided these services for the Cities of Highland,
Banning, Perris, Rialto, Jurupa Valley, Corona and, as well as Desert Recreation District.
Construction Support:
What sets RHA+CW apart during the Construction Support/Administration phase is our first hand experience as
a licensed contractor, allowing us to closely monitor and track scheduling, budgets, and upcoming inspections.
We work hard to drive the construction schedule and keep contractors accountable. We will participate in
construction meetings when requested, and at a frequency determined by the City. Based on our observations
at the site and on the contractor's application for payment, we will assist in determining the amount owed to
the contractor. We will reviewjob drawings, as-builts, RFI's, samples and other submissions of the contractor for
conformance with the design of the project and for compliance with the information given in the conformance
contract documents, for the project. We will review change orders and submittals for approval and issuance
by the City. We will respond to requests for information from the contractor, and issue field bulletins. We will
maintain updated RFI, Change Order and Submittal logs, which will be shared online via Basecamp app.

RHA+CW confirms that key personnel identified in the Organizational Chart identified below will remain during

California Park and Recreation Society (CPRS), Doug offers a "concept -to -completion"

With over 25 years of experience managing public works projects, Mr. Rice provides
executive oversight and high-level quality assurance for all RHA Community Works
municipal projects. His certification as a Certified Access Specialist (CASp) is a critical
asset for the City of La Quinta, as the RFP specifically requires all documents to be
reviewed for ADA compliance. Mr. Rice will ensure that every design submittal meets
the most stringent federal and state accessibility standards, providing the City with the

projects during his tenure at CWDG. Scott oversees the development

As part of the Lake Cahuilla Master Plan and Amenities Update (K-ARPA015), our
team successfully spearheaded a transformative $11.5 million revitalization
project funded by the American Rescue Plan Act (ARPA) and CID. This expansive
effort included the development of a comprehensive master plan alongside
significant modernization of existing facilities, such as critical pool repairs,
ADA accessibility updates, and the full modernization of restrooms to ensure
inclusive use for all visitors. The project scope touched nearly every aspect
of the park’s recreational offering—from the installation of new basketball

RHA, now doing business as RHA+CW, collaborated with the City of Pico
Rivera to design a community dog park that blends functionality with
cultural expression. The park includes separate areas for large and small
dogs and features durable synthetic turf for year-round, low-maintenance
use. Inspired by Alebrijes-colorful, imaginative creatures from Mexican
folk art that symbolize spirit animals and celebrate creativity and cultural
storytelling the design incorporates playful dog-shaped cutouts, vibrant
accents, shade structures, and a custom entry sign. We also collaborated
with Pico Rivera Staff and Musco Lighting to design the Roldan Family
Futsal Mini-Pitch and Basketball Court at Pico Park. The mini-pitch field is
an outdoor hard surface that is the size of a tennis court used for small-
sided soccer games. The mini-pitch will provide kids and soccer enthusiasts
a place to develop their technical skills and play pickup games.

rooted landscape architecture partner to support its Public Works Department. RHA Community
Works possesses a comprehensive understanding of La Quinta’s unique geographical microclimates,
architectural design guidelines, and long-term community infrastructure goals.
Operating under an on-call agreement requires an administrative mindset completely distinct from
standard stand-alone project contracts. On-call services demand rapid mobilization, immediate

With water preservation sitting at the forefront of California municipal management, irrigation systems
can no longer operate on outdated, conventional infrastructure. RHA Community Works approaches
citywide irrigation improvements through a combined lens of technical modernization and strict water-
budget compliance.
• Audit and Asset Mapping:
Our approach begins with a rigorous field assessment of existing mainline networks, remote
control valves, and point-of-connection (POC) conditions. We map existing layouts to identify
systemic pressure drops, friction losses, and mechanical vulnerabilities.
• Smart Automation Integration:
We specialize in transitioning standard systems into smart, evapotranspiration-based (ET)
weather-sensing networks. By integrating advanced central irrigation controllers, flow sensors
