RFQ - On -Call Landscape Architecture Services for the City of La Quinta.
In -Site provides outstanding professional services to our clients. Our team members have
designed hundreds of park, recreation, trail, streetscape, and landscape architectural projects
over the last 32+ years. We recently completed two local projects for the City of La Quinta and
four local projects for the City of Palm Desert. We are excited to continue bringing this vast
range of experience to the City of La Quinta.

In -Site Landscape Architecture, Inc., a California Corporation, was
founded September 28, 2007 in San Diego, CA.
Our Mission: To provide creative design solutions for outdoor
environments while honoring God through client relations, service
excellence, design creativity, and business ethics.

In -Site Landscape Architecture, Inc. prides ourselves on
enhancing each project's visual identity that is unique
to that project's sense -of -place through innovative,
low -maintenance, and water -efficient landscape ar-
chitectural design including streetscapes, parks, trails,
and open space areas. While some of our projects are
"blank slate" new development, many of them transform
aging or underutilized infrastructure into high -perform-
ing, drought -tolerant landscape assets that significantly
enhance the local character while minimizing long-term
operational and water costs.
Our firm produces high -end designs for both public and
private clients. We are currently working as prime consul-
tant for the City of Palm Desert on two park renovation
projects, the City of La Quinta for one park renovation
project, the City of Menifee for a new 10-acre nature park,
and the County of Riverside on a new 32-acre sports park.
We have also prepared plans for over 40 HOA turf reno-
vation/ landscape renovation design projects and over 50
Commercial turf renovation/ landscape renovation design
projects totaling over 1.8 million square feet.
In -Site also often serves as Prime Consultant on our
projects leading the team of civil, electrical, structural, and
geotechnical engineering subconsultants.

Project related experience includes site analysis, community
outreach, planning group and public agency presentations/ approvals
(Planning Commissions, City Councils, and California Coastal
Commission), master planning, conceptual development,
schematic design, construction documents, construction
administration/ observation. Experience also includes landscape
architectural design for tentative tract maps, specific plans,
environmental impact reports, and landscape design guidelines.
Project types include parks and recreation, master planned
communities, trails, environmental restoration, streetscapes,
mixed -use, urban planning, wineries, resorts, hotels, schools,
libraries, churches, healthcare facilities, commercial, residential, and
governmental consulting throughout Southern California and
Western New York.
Tim's passion for design, art, and the environment fuel his goal of
bringing "nature to people" in urbanized areas and "people to

Civic Center Park— Palm Desert, CA Responsible as Principal Landscape Architect for the community outreach,
schematic plan, construction documents, and construction support services for this City of Palm Desert park
improvement project. The plan includes a new playground, enhanced pavements, benches, drinking fountain, BBQ
grills, picnic tables, trash receptacles, lighting/electrical coordination, desert planting and irrigation.
Freedom Park Renovation — Palm Desert, CA Responsible as Principal Landscape Architect for the community
outreach, schematic plan, construction documents, and construction support services for this City of Palm Desert
park improvement project. The plan includes enhancements to the existing Freedom Memorial, new Freedom
sculpture, playground renovation, outdoor fitness center, restroom improvements, enhanced pavements, benches,
drinking fountain, BBQ grills, picnic tables, trash receptacles, lighting/electrical coordination, desert planting and
irrigation.
Randall Henderson Trailhead — Palm Desert, CA Responsible as Principal Landscape Architect for the community
outreach, schematic plan, construction documents, and construction support services for this City of Palm Desert
trailhead improvement project. The plan includes a new parking, shade shelter, benches, and trailhead
improvements.
Palma Village Park— Palm Desert, CA Responsible as Principal Landscape Architect for the schematic plan,
construction documents, and construction support services for this City of Palm Desert park improvement project.
The plan includes a new shade shelter, enhanced pavements, benches, drinking fountain, BBQ grill, picnic tables,
trash receptacles, lighting/electrical coordination, desert planting and irrigation.
Fritz Burns Park Renovation — La Quinta, CA Responsible as Principal Landscape Architect and prime consultant
for the park master plan, public outreach, 3D renderings, 3D animations, opinion of probable construction cost
estimate, and CD's for this 6-acre, $9-million park renovation project. The plan includes the conversion of two ten-
nis courts into 8 pickleball courts, water playground/pool expansion, restrooms, picnic areas, shaded gathering
plaza, playground expansion and enhancements, shaded promenade with seating, public art, lawn areas, shade
structures, parking lot reconfiguration, EV chargers, and additional parking.
The Griffin Club —La Quinta, CA Set against the backdrop of the breathtaking Santa Rosa Mountains, this
$8-million, 6.4-acre luxury Spanish Colonial private recreation center includes a recreation building, series of
outdoor verandas, intimate courtyards, short -course Olympic sized swimming pool, splash park, tennis stadium,
tennis courts, pickleball courts, off -leash dog run, putting green, recreational lawn areas, outdoor kitchen, dining
areas, and walking paths that meander through the desert landscape. The grounds incorporate aesthetics that

Consultant Understands they must be prepared to immediately enter into the City's Agreement for
Contract Services for the services described in this RFP and must be available to the City on an as -needed
basis for a two-year agreement term, with an option to extend two additional one-year terms.
I. INTRODUCTION
The City of La Quinta is seeking a professional landscape architectural firm to provide on -call landscape
and irrigation support services for a variety of landscape improvements within its publicly owned right
of way. The City may choose to contract with one or more firms that provide such services. There is no
promise or guarantee of work, made or implied, by the City and all work that may be assigned is subject
to approval and funding for each project.
II. SCOPE OF SERVICES UNDERSTANDING
Services and products associated with these on -call services may include, but may not be limited to:
1. Attending meetings and preparing presentations and agenda reports for city advisory boards,
commissions and the City Council when said meetings relate to projects covered by the contract;
2. Preparing feasibility studies for new, renovation, and alteration projects;
3. Preparing inventories of existing landscape conditions in publicly owned right of way;
4. Developing landscape themes and concept drawings which are consistent with the City's water
conservation goals and objectives;
S. Coordinating with neighborhood home owner groups and soliciting feedback and input on
community related landscape/irrigation improvements;
6. Providing value engineering and preparing plans, specifications and estimates for assigned
landscape and irrigation improvement projects, which may include utilizing the City's software
systems and Bluebeam;
7. Processing assigned projects for the City entitlement, which may include, but not be limited to
approval by the Planning Commission, Building and Safety Department, Facilities Department,
Engineering Department and City Council;
8. Perform construction support services which may include construction oversight and inspection,
observation, responding to bidder requests for information, submittal review, warranty review,
contractor progress payment review and project close out.
9. Prepare a project specific rendering(s). The rendering(s) shall be in color and shall be isometric
or'bird's eye' to provide depth.

Description of Services:
Typical Design Scope Example shall include, but not be limited to:
Task 1: Project Management
Consultant shall be responsible for project management activities throughout the life of the contract
including managing the project schedule, setting up meetings, field reviews, and managing the project
team. The Consultant will include an appropriate number of meetings with City staff. The consultant
may be required to attend a City Council meeting. The consultant will be expected to attend the pre -bid
meeting and will respond to contractor requests for clarification during the bid process. Expected
deliverables include monthly progress reports, schedule updates, meeting agendas, and minutes.
Task 2: Site Visit and Review
Consultant shall be responsible for in -person review of existing site conditions for grading issues, utilities
and other existing site improvements.
Task 3: Utility Coordination
Consultant shall perform utility coordination, identify points of connections and coordinate same
through affected utility providers, and obtain all necessary clearances from affected utility providers.
Expected deliverables include any utility agreements as necessary.
Task 4: CVWD Approvals and Application
Consultant shall prepare irrigation water budget calculations and submit them to CVWD for approval.
Consultant shall also prepare Turf Removal Application assist in submitting the CVWD application for
turf removal rebate.
Task 5: Conceptual Planting Plan
Consultant shall prepare a conceptual landscape plan for review by staff. Upon review and refinement
of the concept, consultant will prepare a planting plan for the project site with a legend that calls out
plant material by Latin and common names. Photos of proposed plant material will be included as part
of the presentation. After meeting and review of comments by the City, consultant will prepare a final
color rendered preliminary plan for presentation.
Task 6: Plans. Specifications. and Estimate
Prepare project plans, specifications and engineer's estimates of probable construction costs.
• Plans will likely include: Title Sheet, General Plan/Notes Sheet(s), Demolition Sheets, Layout
Sheets (As Necessary), Landscape Sheets, Irrigation Sheets, and Detail Sheets. All construction
notes and legends shall represent only the items on that plan.
Project Estimate should identify appropriate bid items and quantities. Project estimate shall
match the project specification bid schedule. Costs should be based on the historical cost index
associated with the identified bid items. (Note: Opinion of construction cost provided by
Consultant is based on the information available to Consultant and on the basis of Consultant's
experience and qualifications, and represents its judgement. However, since the Consultant has no
control over the cost of labor, materials, equipment or services furnished by others, or over the
construction contractor's methods of determining prices, or over competitive bidding or market
conditions, Consultant does notguarantee that proposals, bids, or actual construction cost will not
vary from the opinion of probable construction cost that the Consultant prepares.)
SCOPE OF SERVICES
Project Specifications and Bid Documents will likely include the detailed project description,
preparation of bid schedules, bid item descriptions, payment methods, special provisions,
technical specifications, and any specification detail sheets or standard plans.
Task 7: Project Rendering(s)
Consultant shall prepare a project specific rendering(s). The rendering(s) shall be in color and shall be
isometric or'bird's eye' to provide depth.
Task 8: Bid and Construction Support
Consultant will assist the City during the bid and construction phases by responding to Requests for
Information (RFI) and provide clarification on its plans as necessary.
Consultant shall provide Construction Observation Services upon request by the City. The
following Construction Services are anticipated:
• Review rock, wall, and boulder layout
• Review of plant material locations prior to installation
• Review of irrigation mainline test
• Review of emitter placement
• Review final installation and irrigation coverage
• Final punch list
• Consultant will be responsible for the preparation of "As -Built" plans based on changes made
during construction, identified by the contractor and resident engineer.
(Note: Although the Consultant may observe and discuss potential problems with the Client/ Owner or the
Client/ Owner's contractor(s), the site visits are not construction inspections or a guarantee that there will
not be construction deficiencies. Contractor submittals, such as shop drawings and samples are reviewed by
the Consultant only to determine if they conform to the Consultant's design intent. Consultant's review of
submittals shall not constitute approval of safety precautions or construction means, methods, techniques,
sequences or procedures. Consultant's review of Contractor's payment applications to determine if the
amount of work represented as complete is generally consistent with the Consultant's observations during
its site visits shall be subject to any noted qualifications by the Consultant. Client understands that the
frequency of the Consultant's site visits may limit Consultant's ability to review certain payment
applications. Consultant's review shall not be a representation that Consultant has supervised the work, or
that Consultant has reviewed how or for what purpose Contractor has used or intends to use Owner's
payments.)
Task 9: Review PS&E Landscape and Irrigation documents by others as requested by others
Exclusions: Consulting services relating to any of the following tasks were not included in the

park situated on a series of lakes that collect, treat, and
store recycled water for use within Padre Dam
Municipal Water District. Responsible for the site
planning and design of the 20-year, $60-million Dynamic
Vision Plan, $1.6-million Phase 1 park improvement/
trail/road/parking project from concept through
construction and $9-million Phase 2 general store/
restaurant/administration/lakeside trail/ park

Construction. In -Site worked closely with the director of
Park and Recreation and the building architect (PWA) on
the Dynamic Vison Plan that supports the preserve's

This 2.6-acre County of San Diego public park

original on -site dairy that was relocated to the park
site and was repurposed as a community landmark
and park sign. In -Site designed the park concurrently

green infrastructure ephemeral stream which
doubles as a nature play area, and a future dining
and shopping center that will blur the line between
public and private development.

REHABILITATION INSTITUTE
Escondido, CA
Responsible for the site design, site 3D renderings,
site construction documents, and site construction
support for this state-of-the-art, 52-bed inpatient
acute rehabilitation hospital dedicated to the
treatment and recovery of individuals who have
experienced the debilitating effects of a severe injury
or illness.
The main courtyard serves an outdoor rehabilitation
therapy facility, a healing and relaxation garden,
and patient and staff outdoor dining area. Several
types of surfaces are used to provide patients with
different challenges to walk on including acid -etched
concrete, unit pavers, and decorative gravel. The
courtyard also includes a putting green, pitching
green, wheelchair ramp, pedestrian (street corner)
ramp, and small staircase for therapy.
The project is adjacent to the main Palomar Medical
Center hospital and was designed to cohesively blend
with the medical campus.

Responsible for site design, photo renderings,
construction on documents and administration on
for this three -building, two -site, medical office
campus adjacent to the Palomar Hospital in
Escondido, California. A large central landscape
feature connects the two main medical office
buildings and offers a healing garden setting for
patients and employees to enjoy.
The gardens include many complimentary landscape
plantings including native plant species, plants of
varying textures and sizes, flowering plants that
attract butterflies, hummingbirds and song birds and
plant species of varying seasonal interest.
The gardens also include two small rock water
features to attract birds and serve as focal points.
The central landscape feature also doubles as a
bioretention on water quality feature that captures
and naturally treats stormwater from the adjacent
parking areas.

3D renderings, site 3D animations, and site
construction documents.

ALTAIR STREETSCAPE GUIDELINES

Responsible for the design guidelines of the Altair
community streetscapes. This community features a
variety of street types each represented in the
guidelines by section and axonometric illustration.
These drawings clearly communicate the design
intent and provide all the necessary information. The
street types include:
• Perimeter bypass road with separate bikeway
• Public B and C Streets
• Split lane with trail system
• Private street with urban parkway
• Private street with planted parkway
• One-way street around park
• Bridges
• Private connector streets.

EXPERIENCE
Mr. Pope works in Michael Baker's Palm Desert Office. He has resided
in the Coachella Valley all of his life and has seen the many changes
that have shaped the landscape of this beautiful valley. He is experi-
enced with Autocad Land Development Desktop software including
Civil and Survey modules, Autocad Civil 3D, along with various da-
ta -base packages for hydrology/hydraulics and map checking protocols.
Mr. Pope has extensive knowledge in the writing of legal descriptions,
area calculations and mapping which includes Parcel Maps, Tract Maps
and Lot Line Adjustments. He works closely with Michael Baker's Public
Works personnel in providing necessary base mapping, right-of-way
analysis and property research through various parcel information
programs and close contact with various title companies locally. With
20 years of experience in the consulting engineering industry, Mr. Pope
has developed unique skills in the preparation of parcel, tract and
ALTA/ACSM plats along with civil design plans including sewer, water,
storm sewer, hydrology calculations, and street plan and profile design.
Relevant projects include:
Civic Center Park — Palm Desert, CA Civil Department Manager. The
project will include removal and replacement of the existing concrete
flatwork adjacent to the existing playground equipment and restroom
building. His responsibilities include managing staff tasked to prepare
the improvement plans, scheduling with the client and assisting with
site design as needed for project completion.
Freedom Park Renovation — Palm Desert, CA Responsible as Civil
Department Manager for this City of Palm Desert park improvement
project.
Randall Henderson Trailhead — Palm Desert, CA Responsible as Civil
Department Managerr for this City of Palm Desert trailhead improve-
ment project. The plan includes a new parking, shade shelter, benches,
and trailhead
improvements.
Rancho Las Flores Park Master Plan - Phase 1 — City of Coachella,
CA Project Manager. Responsible for mapping services. Michael Bak-
er provided professional landscape architecture and civil engineering
services to the City of Coachella for the design and development of
a community sports park. The 25-acre park included a major lighted
soccer complex, football field, baseball and softball fields, playgrounds,
picnic areas, splash fountain, restrooms, shade structures, a new public

Ken has been in the electrical field for more than 40 years with experience

The following shall be considered as incorporated into the Request for Proposal (RFP) for the above -
referenced services. Portions of RFP not specifically mentioned in this Addendum remain in force.
■ REQUEST FOR PROPOSAL
Question 1: Is there a page limit for the proposal? If so, do table of contents and section dividers count
towards the limit?
Answer 1: No, there is not a page limit for the proposal.
Question 2: In section II, item #7, the RFP states "Processing assigned projects for the City
entitlement." Can you please elaborate on what the responsibilities of the consultant will
be for this service?
Answer 2: The scope of the work would include preparing exhibits, plans, and calculations
as needed to receive the various department permits or approvals for a project.
An example would be for a new park where the Public Works Department would
need to work with Planning on the requirements for the new park like parking
spaces and with the Building Department on the potential buildings like a
restroom.
Question 3: In section III, item #2, (j), the RFP is asking for a project schedule. It is challenging to
provide this without knowing the scope of the project. Can you please provide a sample
project on which to base a project schedule?
Answer 3: This can be removed from the proposal requirements. See below for revised.

Scope of Work should be presented in a logical format that can be easily attached to the
Professional Services Agreement.
(j) Project Schedule — A comprehensive Gantt Chart schedule is to be submitted describing the
nature and scheduling of proposed tasks and reflecting July 1, 2026 as the start date.

Question 4: In section III, item #4, the RFP is asking for a complete pricing list (or fee schedule). It is
challenging to provide this without knowing the scope of the project. Can you please
provide a sample project on which to base a fee?
Answer 4: This would be a pricing list of the hourly wage and other expenses. See below for

RATE INCREASES
Due to increases in wages/benefits, fees and hourly rates are subject to an annual increase based on the
Consumer Price Index (CPI-U) published by the Bureau of Labor Statistics.
Question 5: Under the Submission Requirements, it says the "Proposals must be submitted via
email, hand delivery, or mail", and also says "Submit (1) paper original in a sealed
envelope and email an electronic original, as a single document in a .PDF format..."
Can you please confirm if the City is okay with one submittal type, either just an emailed
copy, or just a hand delivered /hardcopy, or does the City want both submittal versions,
an emailed and hand delivered /hardcopy?
Answer 5: Submit both an email submittal and one (1) hardcopy.
Question 6: Section 111.2(i) requests a description of tasks, sub -tasks, and deliverables that will be
provided. Due to the on -call nature of this contract, specific task order scope and
scheduling cannot be identified at this point. What would the City like to receive from
proposers for this section?

Answer 6: Please provide a description for the various scope items that the City would
receive as part of a typical landscape improvements project. For example scope
would be provided for Project Management, Master Planning, Plan Preparation,
Bid and Construction Support.
Question 7: The RFP states the City may contract with one or more firms. Is there a target number of
firms the City intends to select, and will selected firms be placed on a rotation or will task
orders be assigned at the City's discretion?
Answer 7: The City will select one (1) to three (3) consultants. Task orders will be assigned at
the City's discretion.
Question 8: What are the City's top three priority projects under this On -Call contract?
Answer 8: Master Planning and Execution of Citywide Irrigation Improvements; Master
Planning and Execution of Dog Parks; and the Expansion and Improvements to
Existing Parks and Parkways.
The Consultant is hereby notified, Addendum No. 1 must be acknowledged as required under
Section 6, Addenda and submitted as part of the RFP. Failure to acknowledge and incorporate
addenda will not relieve the proposer from the responsibility to meet all terms and conditions of
the RFP and any subsequent addenda.
